Staff considers this Final Plat to be in substantial conformance with the approved Preliminary Plat (S2021013). The applicant has routed a copy of the plat to all the municipalities within three miles of the subject property and to all intended utility providers. There were no objections to the request raised by any of these agencies. The Final Plat meets all applicable subdivision regulations and zoning regulations of the R1-18 RUPD (Z2019136). Wastewater services to this subdivision includes an approved IGA with Scottsdale and Phoenix for off-site improvements for sewer transportation and treatment service. The City of Phoenix off-site sewer easement dedication is scheduled for August 31, 2022 City Council hearing which will be approved the same day as the final plat is presented to the Board of Supervisors. The County is requiring the applicant to update the final plat with the recordation number of the wastewater service easement approved by the City of Phoenix prior to recordation of the final plat. Recording fees will be furnished at the time of plat recordation. Introduction The Reserves at Lone Mountain (Community or Project) is an approximate 28-acre single- family residential community located south of the southeast corner of 56th Street and Lone Mountain Road, within the jurisdiction of Maricopa County (MC). The developer, Shea Homes©, part of the J.F. Shea Family of Companies, received approval through the MC Board of Supervisors (case# Z2019136 – 2/10/21, Appendix B; and case# S2021013 – 10/7/21, Appendix C) to develop a 51-lot single-family residential subdivision. Refer to Figure 1, Aerial Vicinity Map for the Project location. II. Purpose of Request The purpose of this request is to receive Final plat approval for a 51-lot single-family residential development, with eight tracts, zoned R1-18 RUPD as a private gated single family residential subdivision. III. Description of Proposal The Project proposes a single-family residential community consisting of 51, 11,000 sq. ft. minimum, lots. The entirety of the site’s 28.2 acres will be developed as single-family residential. Refer to Figure 2, Final Site Plan, for a depiction of the development. During the rezoning process, the total area of the site was 28.2 acres. Approximately 0.19 acres was granted to the adjacent property (APN 211-45-316) along 56th Street. This reduced the site area to 28.02 acres. IV. Relationship to Surrounding Properties The Project is primarily vacant with small existing structures for equestrian uses. The site is generally bounded to the north, east, and south by existing large lot single-family residential development. Finally, the site is generally bounded to the west by 56th Street and one large lot single-family home. The property west of 56th Street is under City of Phoenix (COP) jurisdiction. The Project and surrounding area Comprehensive Plan/Area Plan land use designations, zoning, and current land uses are outlined in the Table 1, Surrounding Property Information, below. Location and Accessibility Access to the Project will be taken from 56th Street via a single median separated point of ingress/egress. Per approval of condition ‘o’ in case Z2019136, Appendix B, emergency access only is provided via Wildcat Drive which is a public street in the Lone Mountain Ranch subdivision abutting the eastern boundary of the Project. VI. Circulation System The entrance to the Project will be off 56th Street. The neighborhood is gated and the entrance will be constructed with entry and exit lanes separated by a landscape median to provide a sense of arrival for homeowners and their guests. Local streets within the neighborhood will be private. Per MCDOT’s request, a 55’ right of way will be dedicated along the east side of 56th Street and a 30’ right of way will be dedicated for the north half of Montgomery Road. VII. Community Facilities and Services All necessary community facilities to service the Project, such as parks and amenities, will be provided by the development. Construction is expected to begin first quarter 2022, with completion expected in fourth quarter 2023. IX. Public Facilities and Services Utilities and service providers for the Project are listed below. • Water: City of Scottsdale (per condition ‘k’ of Z2019136, Appendix B) • Wastewater: City of Phoenix and City of Scottsdale • Electrical: APS • Telephone: Century Link • Cable: Cox Communications • Natural Gas: Southwest Gas • Police: Maricopa County Sheriff’s Department • Fire: Rural Metro The potable water for the development is provided by the City of Scottsdale. There are existing water lines in 56th Street, Montgomery Road, and Wildcat Drive that the development is connecting to. The City of Scottsdale is a designated provider and has received a designation of assured or adequate water supply from the Arizona Department of Water Resources (ADWR). Per ADWR requirements, a written commitment of service from the designated provider will suffice to meet the assured or adequate water supply requirement. This letter is included in the appendix. The sanitary sewer service is provided by both the City of Scottsdale and the City of Phoenix. The project is in the City of Scottsdale service area; however, downstream improvements have not been constructed. The onsite sewer will be constructed per City of Scottsdale standards to 56th Street and down to Montgomery Road. The sewer will then connect to the City of Phoenix sewer system and be serviced by the City of Phoenix. An Intergovernmental Agreement (IGA) has been made between both Cities; a copy of the IGA is included in the appendix. X. Landscaping and Amenities The landscape design of the development takes into consideration the existing native desert flora and topographical features to compliment the surrounding area. Composed primarily of Mesquite, Palo Verde, Saguaro, Cholla, Barrel and Creosote, the intent is to salvage and transplant a selection of specimen trees and cacti into the proposed landscape of native and near native plants keeping with the Sonoran Desert theme. The wash corridor located at the northwest corner of the site is being preserved in place to provide an undisturbed buffer area to the existing neighbors. Where new home sites are proposed at the eastern half of the north perimeter, a large 25’ landscape buffer is provided to allow for additional landscape treatments and screening. This area is accessed from within the subdivision and will be maintained by the HOA, per condition ‘e’ of case Z2019136, Appendix B. Additionally, the HOA will maintain a 40’ open space buffer, measured from the proposed right of way for Montgomery Road, planned for the south perimeter that serves as screening for existing home sites. The project theming, which is first experienced at the gated entrance off of 56th Street, provides earth toned low board formed walls on both sides of the entry drive with monument signage located at the ingress wall. Natural rust finish panels and decorative steel pickets on the signage wall provide neighborhood identity. Beyond the entry walls, residents and visitors approach the vehicular gates composed of alternating oversized steel pickets reminiscent of Ocotillo canes. All metal components are a rust finish to continue the rugged desert character. Flanking the gates are additional board formed entry walls with large steel accent panels. These panels serve both as visual interest and are removable in the event that the P.U.E. is required to be accessed by local utility companies. After entering into the community, the common spaces are treated to provide areas of native revegetation and enhanced landscape treatments. The primary focal point after arrival is the generous amenity space with large shade pavilion, gas fire feature, seat walls, contemporary site furniture, a turf activity lawn and pet stations. The new plants introduced in the common areas will include a collection of seasonal and year round blooming shrubs and groundcover, accent cacti and native trees. Feature boulders are located in high visibility areas and nestled into gentle earth berms for visual interest. All landscape areas are proposed to be covered with desert cobble granite to further enhance the native character. By salvaging and replanting mature trees and cacti, the community will also have an established feel that blends well with adjacent properties. See Figure 3, Final Landscape Plan, for a depiction of the proposed landscaping. XI. Schools The Project is located within the Cave Creek Unified School District (District). The District has been notified of the proposed subdivision and has indicated that adequate facilities are available to absorb potential new students. The response letter from the District is included in Appendix E. The nearest schools likely to serve future students are listed below. Lone Mountain Elementary lies 0.6 miles to the west, Sonoran Trails Middle School lies 2.3 miles south, and Cactus Shadows High School lies 2.3 miles north.
