(TEXT OF BILL BEGINS ON NEXT PAGE) S.B. 1823 - 67 - In accordance with section 35-142.01, Arizona Revised Statutes, 1 reimbursements for monies expended from the highway maintenance line item 2 may not be credited to the account out of which the expenditure was 3 incurred. The department shall deposit all reimbursements for monies 4 expended from the highway maintenance line item in the highway damage 5 recovery account established by section 28-6994, Arizona Revised Statutes. 6 Expenditures made by the department of transportation for vehicle 7 and heavy equipment replacement shall be funded only from the vehicle 8 replacement line item. Monies in the operating lump sum appropriation or 9 other line items intended for this purpose shall be transferred to the 10 vehicle replacement line item before expenditure. 11 Sec. 89. STATE TREASURER 12 2021-22 13 FTE positions 35.4 14 Operating lump sum appropriation $ 4,024,900 15 Justice of the peace salaries 1,205,100 16 School safety program 2,500,000* 17 Rural county interoperability 18 communication system 1,500,000* 19 Law enforcement/boating safety 20 fund grants 2,183,800 21 Total appropriation – state treasurer $ 11,413,800 22 Fund sources: 23 State general fund $ 1,548,800 24 Arizona highway patrol fund 2,500,000 25 Law enforcement and boating 26 safety fund 2,183,800 27 School safety interoperability fund 1,500,000 28 State treasurer's operating fund 3,681,200 29 On or before June 30, 2022, the state treasurer shall report to the 30 joint legislative budget committee staff on the state treasurer's current 31 fiscal year and estimated next fiscal year expenditures of interest 32 earnings spent pursuant to sections 35-315 and 35-318, Arizona Revised 33 Statutes, for the state treasurer's banking service contract, external 34 investment management agreement, administrative and information technology 35 costs and any other costs. 36 The monies appropriated in the rural county interoperability 37 communication system line item may be spent for an interoperability 38 communication system that: 39 1. Enables the deployment of secure, multimedia data communications 40 system to a user base consisting of public safety agencies. 41 2. Provides a communications solution environment that allows for 42 identifying system users' identity, location and operational status during 43 an incident, secure text messaging and file sharing to all users involved 44 in an incident, secure sharing of collaborative maps, building floor plans 45 S.B. 1823 - 68 - and images, integrating manually activated panic alarm systems that, when 1 activated, establish direct collaboration between public safety agencies, 2 using multiple forms of real-time communications and information 3 collaboration, including voice and full-motion video sharing, during an 4 incident. 5 3. Is capable of being deployed to end users on existing 6 communication assets owned by participating entities. 7 4. Allows each participating entity to maintain discretionary 8 real-time control of all communications assets owned or operated by the 9 entity. 10 5. Encrypts all media communications. 11 6. Ensures staff privacy. 12 7. Is United States department of homeland security safety act 13 certified qualified antiterrorism technology. 14 8. Is compatible with federal emergency management agency 15 interoperable gateway systems for disaster communications. 16 Of the amount appropriated to the rural county interoperability 17 communication system line item, $1,500,000 shall be distributed in fiscal 18 year 2021-2022 for costs associated with implementing an interoperable 19 communications sharing platform for public safety needs as follows: 20 1. Gila county sheriff $430,540 21 2. Graham county sheriff $224,930 22 3. Greenlee county sheriff $189,338 23 4. Pinal county sheriff $655,192 24 On or before November 1, 2021, November 1, 2022 and November 1, 25 2023, the Gila county sheriff, Graham county sheriff, Greenlee county 26 sheriff and Pinal county sheriff shall submit a report to the joint 27 legislative budget committee of all expenditures made from the rural 28 county interoperability communication system line item in the preceding 29 fiscal year. 30 The amount appropriated in the school safety program line item in 31 fiscal year 2021-2022 shall be deposited in the school safety 32 interoperability fund established by section 41-1733, Arizona Revised 33 Statutes, and shall be distributed as follows: 34 1. Maricopa county sheriff $2,100,000 35 2. Mohave county sheriff $ 100,000 36 3. Yavapai and Navajo county sheriffs $ 300,000 37 Sec. 90.
