Division of Community Assistance and Development ALERT SFY-23-B Low Income Home Energy Assistance Program (LIHEAP) for SFY 2023 The Division of Community Assistance and Development (DCAD) currently estimates it will allocate $13,087,265 in LIHEAP funding to contracted provider agencies for State Fiscal Year (SFY) 2023. However, the final SFY 2023 LIHEAP appropriation has not been determined. Provider agencies will receive LIHEAP Administrative funding, inclusive of converted voucher dollars, in line with SFY 2022 levels for the first two quarters of SFY 2023. Agencies will also receive LIHEAP Client Voucher funding in line with SFY 2022 levels for the first quarter of SFY 2023. Beginning in the second quarter of SFY 2023, allocations of LIHEAP Client Voucher funding will be removed from provider contracts and disseminated through DES. At this time DES will open the LIHEAP Online Application Portal for intake and adjudication. Provider agencies will continue to receive LIHEAP Administrative funds as they assist clients with programmatic and application support through navigation activities. Funding adjustments may take place, as necessary, when the final federal LIHEAP allocation for Arizona is received. The set-aside allocations of LIHEAP Client Voucher funding, beginning in the second quarter of SFY 2023, will be based on the number of individuals at or below 125 percent of the Federal Poverty Level in the agency service area, and urban or rural factors. The sources used for the poverty and rural factors were the 2016-2020 5-Year American Community Survey (ACS) and the 2010 United States Census, respectively. Per federal law, ten percent of federal LIHEAP funds are used to administer the program. The following initial contract allocations are being made to designated LIHEAP provider agencies. Please note that Assurance 16 funds are to be used for services that encourage and enable households to reduce their home energy needs and, thereby, the need for energy assistance. These activities include needs assessments, counseling, and providing energy education. An allocation of $12,500 is made to Wildfire Inc., for Leveraging Activities allowed under the governing legislation. Weatherization There is a 15 percent set-aside for low-income residential weatherization to be coordinated through the Arizona Department of Housing. One percent or $21,532, of the total weatherization allocation is approved for training purposes.
