SCOPE OF SERVICES – PROJECT SPECIFIC
Project Overview
Project Location
This project is located within Maricopa County along Maricopa County Highway 85 (MC 85) from 95th
Avenue to 87th Avenue (approximately 1 mile).
Project Background
MC 85 currently varies between a 4-lane and a 5-lane Arterial street section throughout the project
corridor. There are SRPI and private irrigation facilities located throughout the project limits along the
north and south sides of MC85. The project was originally split up into two phases.
•
TT0345-MC85, 95th Avenue to 75th Avenue
•
TT0511-MC85, 107th Avenue to 95th Avenue
The Consultant previously developed project plans up to the sealed stage for TT0345. TT0345 recently
completed construction east of 91st Avenue. West of 91st Avenue the remaining portion of TT0345 is
being repackaged as a new project that will be bid separately under TT0651-MC85, 95th Avenue to 87th
Avenue. In addition, a new development (Logic Park 91) was approved at the southwest corner of MC85
and 91st Avenue. This development is adding driveways and right turn bays along the south side of MC85
and constructing right turn bays and driveways along the west side of 91st Avenue.
TT0651 connects the ultimate improvements at 91st Avenue to the existing roadway condition at 95th
Avenue and will complete portions of the TT0345 improvements that were omitted from 91st Avenue to
87th Avenue and incorporates overlapping developer improvements. 95th Avenue to 107th Avenue will be
improved with future MCDOT project TT0511. TT0511 is planned to be constructed after TT0651 is
constructed.
Project Purpose
The purpose of this contract amendment is to add additional scope to the design services for TT0651.
Throughout the course of the project additional survey was necessary, extensive developer coordination
was needed and construction support for SRP Irrigation dry-up relocation and overhead distribution and
transmission coordination was found to be necessary.
Length of Services
No additional time is required to accommodate the additional services outlined within this contract
amendment.

SECTION 200 DATA ACQUISITION
200.4 Site Visit and Project Research
Site Visits
Additional site visits were necessary for reviewing field constraints for utility relocations and tracking
the progress of the relocations during construction. The estimated effort associated with meeting
attendance, preparation, and note compilation is provided in the attached fee estimate.
If necessary, additional site visits during post design will be completed under Task 1400.
SECTION 300 LAND SURVEY
300.3
Supplemental Field Survey
Additional survey requests were necessary for accurately portraying the existing conditions in the project
plans and re-designing the connections to the changing existing conditions. The estimated effort
associated with preparing requests, coordination (meetings, phone calls, emails), and incorporating the
survey into the project plans is provided in the attached fee estimate.
Additional survey requests are not included in this scope of work.
SECTION 400 PROJECT COORDINATION
Additional coordination meetings are not included in this scope of work.
SECTION 500 UTILITIES AND RAILROAD
500.5 Pothole Data on Plans, Profiles and Cross-Sections
500.5.2 Update Plans
Additional utility survey was necessary to accurately portray the newly installed utilities in the project
plans and back check the design against where the utilities were installed. The estimated effort associated
with processing the audit shots, displaying the audit shots, sharing the data with stakeholders, updating
the plans and profiles with the newly installed utilities, and coordination (meetings, phone calls, emails)
is provided in the attached fee estimate.
Additional audit shot processing and coordination is not included in this scope of work.
500.6 Proposed Utility Data on Plans, Profiles and Cross-Sections
Additional elevation information to stake where the finished grade would be in relation to the new utility
(also known as bluetopping) was necessary during construction. The estimated effort associated with
coordinating the bluetopping information, calculating the information, packaging the information, and
quality control is provided in the attached fee estimate.
Additional bluetopping calculations and coordination is not included in this scope of work.

500.7 Utility Relocation Concepts with R/W and Easement Requirements
500.7.1 Utility Plans Review
Additional utility plan reviews were necessary. The estimated effort associated with reviewing the plans,
providing comments, and coordinating any questions or concerns regarding the comments is provided in
the attached fee estimate.
Additional utility plan reviews are not included in this scope of work.
500.11 Utility Relocation Plans
500.11.1
Miscellaneous Exhibits and Correspondence
Additional exhibits and coordination were necessary for MCDOT’s JOC to accurately bid the construction
required for early utility relocations. Estimates and Special Provisions were also necessary. The estimated
effort associated with preparing and coordinating these documents with MCDOT is provided in the
attached fee estimate.
Additional exhibits, special provisions, and estimates are not included in this scope of work.
500.13 Utility Special Provisions
APS and City of Tolleson manhole abandonment/removal information was requested by the MCDOT RE
to be added to the special provisions. The estimated effort associated with the investigation and
coordination of this information is shown in the attached fee estimate.
Additional Utility Special Provisions and Investigations are not included in this scope of work.
500.16 Utility Clearance Letter
Additional submittals and coordination with utility companies was necessary for utility clearance letters.
The estimated effort associated with the submittals and coordination is provided in the attached fee
estimate.
Additional utility coordination for clearance letters or licenses is not included in this scope of work.
SECTION 600 ENVIRONMENTAL
Additional environmental coordination is not included within this scope of services.
SECTION 700 ALTERNATIVE ANALYSIS
Alternative analysis is not anticipated for this project and is not included with this scope of services.

SECTION 900 RIGHT OF WAY
900.17 Annexation
A COP annexation exhibit was necessary to coordinate the City of Tolleson’s utilities and easements that
are in the City of Phoenix’s annexation limits. The estimated effort associated with the coordination and
exhibit is provided in the attached fee estimate.
Additional annexation exhibits are not included in this scope of work.
SECTION 1000 PLANNING
Planning is not anticipated for this project and is not included with this scope of services.
SECTION 1100 PLANS, SPECIFICATIONS, AND ESTIMATE

Sealed Plans
The effort associated with updating the CAD files, plan sheets, estimate, and specifications is provided in
the attached fee estimate for the following tasks that were not captured in the previous scopes of work.
In addition to these new work items, the original items estimated to complete and bid the TT0651 project
evolved over the course of the project and required additional effort as noted in the attached fee estimate.
Roadway
•
A fencing design for the First Fleet property was requested by the MCDOT RE during design.
•
Fencing and gate construction for the A1 property was completed during design to clear the
property of its R/W requirements.
•
A roadway mill and overlay project along MC85 occurred during design which raised the grade
of the roadway.
•
A re-display of the existing ground profiles was necessary to accurately portray the cut/fill
condition of the roadway in the roadway profiles because of the changes to the existing ground
from the mill and overlay project, Logic Park grading, and MCDOT JOC grading. This included
combining the various existing ground surfaces, creating the new profiles, and updating the plan
sheets to reflect the change in existing conditions.
•
Including new survey benchmarks in the plans was requested by MCDOT survey.
•
A re-design of the eastern tie-in including a milling operation to fix a ponding issue that was
created with the interim tie-in of the TT0345 project was requested by the MCDOT RE during
design.
•
An earthwork report was requested by MCDOT Engineering during design which was not
captured in the previous scope of work. Earthwork report calculations were completed to
account for the changing existing ground conditions accordingly.
•
Moving the First Fleet mailbox was necessary during construction to prevent accidentally
damaging it while building the driveways to the site which changed the existing conditions.
Utilities
•
Displaying the pipe collars installed by SRPI in the plan sheets was requested by the MCDOT
RE during design to reflect the change in existing conditions.

Drainage
•
Constructing the ultimate scupper east of the 91st Ave intersection was decided by MCDOT RE
during construction which required removing the scupper from to reflect the change in existing
conditions.
Lighting
•
Constructing the ultimate pull boxes and routing temporary conduit through them to the existing
light poles to prepare for the ultimate light poles was decided by MCDOT RE during
construction requiring an update to reflect the change in existing conditions.
•
The City of Phoenix requested additional changes to the lighting design to salvage existing
luminaires on power poles, change mast arm lengths and reposition poles to provide required
clearances to wet utilities.
Traffic Signals
•
Constructing one of the ultimate traffic signals and most of the ultimate signal conduit was
decided by the MCDOT RE during construction which required updating the design to reflect
the change in existing conditions.
Pavement Marking and Signing
•
Constructing the remaining temporary driveways to the Logic Park site and installing temporary
signing was decided by the MCDOT RE during construction which required updating the
design to reflect the change in existing conditions.
Specifications
•
A pedestrian access plan from 95th Ave to 99th Ave was requested by the MCDOT RE to be
added to the special provisions.
•
A driveway closure plan for the Pima Road driveway was requested by the MCDOT RE to be
added to the special provisions.
Estimates
•
Unit costs have been fluctuating drastically based on recent global economic changes. The cost
associated with checking the unit costs against recent bids for the 100% and sealed submittal is
shown in the attached fee estimate.

Value Engineering is not anticipated for this project and is not included with this scope of services.
