Dear Chaitman Gates:

As tequited by Arizona Revised Statutes § 49-471.14 (Reporting; compliance with time frames), the Maricopa
County Air Quality Department (MCAQD) is pleased to submit this FY2022 report of compliance with
overall time frames for making decisions to grant or deny ait quality permits.

MCAQD issues fout types of ait quality permits that are subject to legislative time frames:

e Title V (I'V): For major soutces of ait pollutants (e.g., power plants and large industrial facilities);

e Non-Title V (NT'V): For light industrial sources, heating units, and internal combustion engines that
ate not major soutces of ait pollutants;

e Authority to Opetate (ATO) under a General Permit: For smaller sources (e.g., dry cleaners, gas
stations, vehicle refinishers, and woodworking shops); and

e Dust Control: For dust-generating operations that disturb one tenth of an acre of land or more.

The “overall time frame” for a given type of permit below represents the maximum number of days that are
allowed by law to elapse between receipt of an application and MCAQD’s decision to grant or deny a permit.

It is the County’s vision to efficiently deliver quality services to Maricopa County permit holders and
applicants. A core metric for that objective in MCAQD is the on-time percentage of permits completed.
Overall, 98.6% of the 5,749 permits issued in FY2022 met the presctibed time frames. Though this represents
a slight decrease from the preceding fout years of 99.7%, 99.1%, 99.5%, and 99.2%, our permitting staff has
admitably navigated an unprecedented pandemic recovery during which businesses have aggressively
reactivated previously delayed capital improvement and construction projects. Neatly 15% (725) more permit
applications were processed than in the prior fiscal year, in spite of retirements by several of MCAQD’s most
expetienced and productive permitting staff.

The number of permits issued outside the presctibed time frames incteased from 17 to 78 due in part to
external influences (ie., a competitive job market, recruitment and associated onboarding and training, and
economic fluctuations), but our goal has been and will continue to be to deliver every permit within the
ptesctibed time frames. We believe that the use of IMPACT data management software by out customers and
dedicated staff will move us closer to that goal.

The IMPACT database is now fully operational. The deployment of this tool has conttibuted to the timely
issuance of permits and will continue to help maintain performance in the future. The new database has
significantly enhanced customer access to permitting information and has led to processing efficiencies. This
software upgtade has also enabled us to achieve the County-wide strategic goal of incteasing the public’s usage
of web-based permitting tools to 100%. All air quality applications, notifications, payments, and other
transmittals are now teceived exclusively through the IMPACT online portals.

Our overarching goal is simply to continue to improve and deliver the quality, timely permitting services our
customets deserve. That has been our proud histoty and we look forward to further success in FY2023. If
