ROLL CALL – LISTA
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Formal Session at 
9:30 AM on Wednesday, February 9, 2022, in the Supervisors' Auditorium, 205 W. Jefferson 
Phoenix, AZ 85003, with the following members present: Bill Gates, Chairman, District 3; Clint 
Hickman, Vice Chairman, District 4 (remote); Jack Sellers, Supervisor, District 1; Thomas Galvin, 
Supervisor, District 2 (remote); Steve Gallardo, Supervisor, District 5. Also present: Juanita 
Garza, Clerk; Kelly Gardiner, Minutes Coordinator; Joy Rich, County Manager; Andrea 
Cummings, Legal Counsel.

INVOCATION - INVOCACIÓN
Chairman Gates recognized the loss of Judge Rosa Mroz who was an incredible 
member of the community. Judge Mroz served in Maricopa County Superior Court. In 
her honor, the flags have flown at half-mast. He asked for a moment of silence to 
remember Judge Mroz.
Supervisor Sellers introduced City of Chandler Councilwoman, Christine Ellis, and 
shared all the work she has been involved in for our community. Councilwoman Ellis 
offered the invocation. 
3.
PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Councilwoman Ellis led the assemblage in the Pledge of Allegiance to the flag.
NOTE: Agenda item #12 was taken out of order and heard before agenda item #4.

APPOINT A JUSTICE OF THE PEACE FOR THE EAST MESA JUSTICE COURT
Pursuant to A.R.S. §11-251(16) and the vacancy created by the resignation of Keith Russell, 
Justice of the Peace, East Mesa Justice Court, consider nominations and make an 
appointment to the fill the vacancy for a Justice of the Peace for the East Mesa Justice 
Precinct. Such appointment shall be effective February 9, 2022. (C-06-22-505-X-00)
Supervisor Galvin shared that he met with the Presiding Judge of the Maricopa County 
Justice Court, Anna Huberman. She informed him a Justice position was very fast 
paced, with a heavy workload, and a degree of competence was required in order to 
keep the Courts running well. Supervisor Galvin provided a brief synopsis of Fred 
Arnett’s accomplishments. He said Mr. Arnett understands what it takes to serve on the 
bench and has the necessary experience for the role. 
Supervisor Thomas Galvin made a motion to appoint Fred Arnett to fill the vacancy for 
the Justice of the Peace, East Mesa Justice Court. The motion was seconded by 
Supervisor Jack Sellers

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL -

CONTROL Y CUIDADO DE ANIMALES
Hannah with Maricopa County Animal Care and Control introduced Darryl. He is one of 
the longest residents at the shelter. He came to the shelter in November as a stray and 
is about four years old. He knows how to sit, lay down, and shake his paw. The staff 
can only speculate on what type of breed he is and believe he may have Shar Pei in 
him due to the wrinkles on his forehead.
Chairman Gates asked the Clerk if there were any announcements or corrections to 
the agenda. The Clerk said there was one correction on item 61. The Supervisory 
District listed should read District 1, not District 2.

Site Location:  Generally located at the NWC of 10th St. & Carefree Hwy.
Commission Recommendation:  On 1/13/22, the Commission voted 6-0, to recommend 
approval of Z2021098 subject to conditions ‘a’ – ‘k’:  
a. Development of the site shall be in substantial conformance with the Site Plan entitled, 
“Carefree RV Center Expansion” consisting of one full-size sheet dated December 21, 2021, 
and stamped received December 21, 2021, except as modified by the following conditions.
b. Development of the site shall be in substantial conformance with the Narrative Report 
entitled, “Special Use Permit Major Amendment to Z2015014 for Carefree Crossings RV & 
Boat Extension”, consisting of 11 pages, dated, revised December 17, 2021, and stamped 
received December 17, 2021, except as modified by the following conditions.
 
c. The property owner shall submit a ‘will serve’ letter from the Daisy Mountain Fire District 
for fire protection services for the project site. A copy of the ‘will serve’ letter shall be required 
as part of the initial construction permit submittal.
d. Deleted.
e. The following Maricopa County Environmental Services Department (MCESD) conditions 
shall apply:

1. The owner will abandon the septic systems and connect to a public sewer system when 
one is available and participate in a fair share of the public sewer system funding.
2. Development and engineering design shall be in conformance with the Maricopa County 
Stormwater Quality Management and Discharge Control Regulation. The owner/developer 
shall prepare a Stormwater Site Plan (SWPP) and obtain approval by MCESD prior to 
construction (a separate submittal to MCESD is required). 
3. Upon completion of construction, the owner shall fulfill MCESD post-construction 
requirements. This will include appropriate operation and maintenance requirements. 
f. The following Planning Engineering conditions shall apply: 
1. The site contains a small area of regulated floodplain and jurisdictional washes in its 
southeast corner. Floodplains must be clearly mapped on construction plans. Any 
disturbance to the floodplain will require a floodplain use permit concurrent with building 
permit(s). Owner/Applicant is responsible for identifying and procuring any permit(s) for 
disturbance of, or work within delineated jurisdictional (404) washes.
2. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with the 
application for Building Permits indicating that the site will drain to an existing retention basin.
3. No new driveways to Carefree Highway or 7th Street are included with this entitlement. 
Access to the development site shall be via the existing driveway located on 7th Street.
4. The subject site is located within the County’s Urbanized Area. A Storm Water Pollution 
Prevention Permit (SWPPP) from the County will be required prior to issuance of any 
construction permits.
5. Engineering review of planning and/or zoning cases is for conceptual design only. All 
development and engineering design shall be in conformance with Section 1205 of the 
Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain 
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of application for construction.
6. Based on the conceptual design nature of the information submitted, changes to the site 
layout may be necessitated by the final engineering design of the site’s drainage 
infrastructure.
g. Noncompliance with any Maricopa County Regulation shall be grounds for initiating a 
revocation of this Special Use Permit as set forth in the Maricopa County Zoning Ordinance.
h. The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to enjoy 
uses in excess of those permitted by the zoning existing on the date of application, subject 
to conditions.  In the event of the failure to comply with any condition, and at the time of 
expiration of the Special Use Permit, the property shall revert to the zoning that existed on 
the date of application.  It is, therefore, stipulated and agreed that either revocation due to 
the failure to comply with any conditions, or the expiration of the Special Use Permit, does 
not reduce any rights that existed on the date of application to use, divide, sell or possess 
the property and that there would be no diminution in value of the property from the value it 
held on the date of application due to such revocation or expiration of the Special Use Permit. 
The Special Use Permit enhances the value of the property above its value as of the date 
the Special Use Permit is granted and reverting to the prior zoning results in the same value 
of the property as if the Special Use Permit had never been granted.

i. The drainage channel included within the SUP area shall be maintained in perpetuity by 
the property owners of all parcels within the C-2 CUPD zoning district.
j. GSA Pavement shall be permitted as an acceptable pavement for parking spaces and 
internal driveways with the approval of a dust control plan in accordance with the 
requirements of Maricopa County Air Quality Control.
k. Development of the site shall comply with all conditions of Z2015013 except that the 
undulating setback shall comply with the Site Plan entitled “Carefree RV Center Expansion” 
consisting of one full-size sheet dated December 21, 2021, and stamped received December

Chairman Gates asked the Clerk if there were any registered speakers or comments for

Commission Recommendation:   On 12/9/21, the Commission voted 8-0, to recommend 
approval of TA2020001. (C-44-22-116-X-00)
Chairman Gates asked Thomas Ellsworth, Planning and Zoning Director, and Darren 
Gerard, Planning Division Manager, to come forward. Mr. Ellsworth stated the purpose 
of the text amendment was to bring the Maricopa County Zoning Ordinance up-to-date 
with the Federal Housing Act. Mr. Ellsworth stated this amendment was a more 
comprehensive look at the Group Home regulations. He then reviewed some of the 
changes made in the text and reviewed the bullet points from the slide.
Supervisor Gallardo asked where group homes for youth fell in the ordinance. Mr. 
Ellsworth answered they would be considered Community Residences.
Supervisor Galvin thanked staff for the hard work that went into this endeavor. He 
explained the purpose of the amendment and asked several questions on how this text 
amendment would improve opening or running one of these group homes.

Mr. Ellsworth said this provides clarity, removes ambiguity, and provides more guidance 
for enforcement officers. 
Supervisor Galvin noted the public concerns about how changes are made, and a short 
discussion was held concerning recovery homes and SUP requirements for these type 
homes. 
Supervisor Clint Hickman made a motion to approve Text Amendment TA2020001, in 
accordance with the refined language post-Commission recommendation as shown in 
the memorandum dated February 9, 2022, handed out at today's hearing and posted 
online. The motion was seconded by Supervisor Steve Gallardo

a. Development of the site shall be in conformance with the Zoning Exhibit entitled 
“Bungalows at Norterra”, consisting of 1 full-size sheet, stamped received October 12, 2021, 
except as modified by the following conditions.

b. Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Bungalows at Norterra”, consisting of 5 pages, dated October 8, 2021, and stamped 
received October 12, 2021, except as modified by the following conditions.
c. The following Planning Engineering conditions shall apply: 
1. Without the submittal of a precise plan of development, no development approval is 
inferred by this review, including, but not limited to drainage design, access and roadway 
alignments. These items will be addressed as development plans progress and are 
submitted to the County for further review and/or entitlement. 
2. The applicant will be responsible for coordinating with the City of Phoenix to review any 
traffic impact, right-of-way dedication, permitting or roadway improvement requirements for 
19th Avenue in conjunction with this and future entitlement(s). 
3. Design for site development must ensure that historic drainage patterns are maintained at 
the up and downstream limits of development. 
4. A traffic impact study must be submitted with any future entitlement application (i.e. plan 
of development). 
5. Design for site development must provide for at least two (2) paved points of access to 
existing and improved public roads. 
6. The site is encumbered by Federal Patent easements which must be abandoned prior to

7. All development and engineering design shall be in conformance with Section 1205 of the 
Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain

engineering policies, standards and best practices at the time of application for construction. 
d. Prior to approval of the initial final plat or precise plan of development approval, the 
applicant shall provide the Maricopa County Planning and Development Department with an 
executed pre-annexation service agreement with the City of Phoenix that identifies the detail 
for when the proposed project will be annexed and the provision of water and sewer service. 
In lieu of pre-annexation service agreement, the developer must provide a ‘will serve’ letter 
from the certificated water and sewer providers.
e. Administrative approval of a Plan of Development will be required prior to approval and 
issuance of construction permits to develop and establish use of the site. Prior to issuance 
of a building permit, written confirmation will be required from the emergency fire protection 
jurisdiction having authority that the facility has been designed in accordance with their 
regulations and requirements, and that emergency fire protection service will be provided to 
the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction 
review and approval will be required.
f. Noncompliance with any Maricopa County Regulation shall be grounds for initiating a 
revocation of this Zone Change as set forth in the Maricopa County Zoning Ordinance. 
g. The property owner/s and their successors waive claim for diminution in value if the County 
takes action to rescind approval due to noncompliance with conditions. 
h. The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to enjoy 
uses in excess of those permitted by the zoning existing on the date of application, subject

Mr. Ellsworth introduced this item as Bungalows at 19th Avenue and Parsons. The 
applicant would like to have this area re-zoned from R43 to R2 which would allow the 
applicant to develop a multi-family development in the area. The City of Phoenix is in 
the process of annexing this area, but they had no concerns with approving this item. 
Mr. Ellsworth stated there was significant opposition to this development noting 
concerns such as traffic and noise, and the general character of the area.

Chairman Gates asked if there were any speakers registered for this item. The Clerk 
responded there were speakers. Speakers included the applicant, who would be 
making a presentation. There were seven speakers in opposition, but only two 
registered to speak.
Paul Gilbert applicant reviewed the slides in his presentation noting the location of the 
property, the density of surrounding homes being the same, and the consistency with 
the City of Phoenix Comprehensive Plan. He clarified the bungalows would be single-
family homes to be rented. He reviewed benefits and neighborhood concerns 
surrounding the project.
Melissa Crawford, resident, stated she owns one of the houses directly across from the 
project. She filed an appeal against allowing the project to proceed and was able to 
obtain 100 signatures opposing this development. She is asking the development be 
changed to single family dwellings for purchase and not be rentals.
Rusty Hill, resident, stated the bungalows come within 40 feet of his house. He 
expressed his concerns about traffic, headlights, etc. Everyone lives on three to four 
acres of land so they can have livestock. He expressed other concerns and asked his 
concerns be considered.

Chairman Gates asked Mr. Ellsworth if he had any comments to make concerning this 
project. Mr. Ellsworth said he contacted the City of Phoenix because they would be 
providing city services to this project. He reiterated an annexation was underway and 
it would be approved through City of Phoenix. The comprehensive plans of both 
Maricopa County and the City of Phoenix were considered.

Chairman Gates asked if Mr. Gilbert had any brief comments to make. Mr. Gilbert noted 
they were preserving the dirt road, Parsons Road, and residents would still be able to 
ride horses there. Only 500 feet of Parsons Road would be used for the development. 
Mr. Gilbert then noted that there would be another access to the development other 
than Parsons Road, and it would meet the City of Phoenix requirements. Mr. Gilbert 
addressed the comments about gridlock and noted that is a problem that is occurring 
now, and this development would be helping relieve this problem.
Chairman Gates thanked Ms. Crawford and Mr. Hill for their comments. He noted that 
Councilwoman O’Brien is in favor of the development. He reminded everyone there is 
a significant need in Maricopa County for affordable housing.
Supervisor Clint Hickman made a motion to approve item #7, Z2021051, in accordance 
with the Commission recommendation as printed on the agenda. The motion was 
seconded by Supervisor Thomas Galvin.

IMPACT STATEMENT HEARING FOR THE PROPOSED TERRELL TERRACE 
IRRIGATION WATER DELIVERY DISTRICT
Pursuant to A.R.S. § 48-261 and § 48-263, convene the scheduled public hearing on the 
impact statement for the proposed Terrell Terrace Irrigation Water Delivery District.
The Board of Supervisors will hear those who appear for and against the proposed district 
and shall determine whether the creation of the district will promote public health, comfort, 
convenience, necessity, or welfare.
If the Board determines that the public health, comfort, convenience, necessity, or welfare 
will be promoted, it shall approve the district impact statement, a bond of $250, and authorize 
the persons proposing the district to circulate petitions within the following proposed 
boundaries of the district: 
The North half of the Southeast Quarter of the Southeast Quarter of Section 27, Township 2 
North, Range 3 East, of the Gila and Salt River Base and Meridian, Maricopa County, 
Arizona;
EXCEPT the West 166.09 feet of the South 330.23 feet of the North half of the Southeast 
Quarter of the Southeast Quarter of said Section 27;
EXCEPT the East 498.30 feet of the South 330.27 feet of the North half of the Southeast

Tony Wiethoff, resident, has lived on the road for 10 years and there is significant traffic, 
and his major concern was about the dust. There are regulations for dust in construction 
sites, etc., but not pertaining to this road. He shared information from the National 
Institute of Health, concerning how detrimental dust is to a person’s health.
Brian Grayek, resident, stated on any given day except for a few days following a 
rainstorm, the road is excessively dusty. When they moved to Arizona and found their 
property, they were unconcerned it was on a dirt road. However, this road has a hanging 
dust bowl over it every day. In the past they have maintained the road themselves, but 
with an increase in traffic, they are no longer being effective with road maintenance.
Adrienne Bien-Willner, resident, stated in the past she and her husband have been 
supportive of improvements made by Maricopa County. She noted her husband has 
been trying to cooperate with the County and the City of Chandler regarding the 
expansion of Chandler Heights Road. They do not oppose the widening of the street, 
but they have been hurt by the process and they are concerned about the future value 
of their property among other issues.
Leslie Thompson, resident, stated their opposition is strictly related to the cost of 
$650,000 over a period of 15 years. There has been nothing to indicate what the impact 
this cost will have on her. They asked for this estimation up front.

Supervisor Sellers stated the County works hard on improving these dirt roads because 
of the environmental impact of the dust and safety because of increased traffic. He said 
it was important this item be moved forward at this time.

ARIZONA CRIMINAL JUSTICE COMMISSION.
Accept  additional grant funds from the Arizona Criminal Justice Commission (ACJC) in the 
amount of $140,000 for FY22 Victim Compensation claims. The funds are federal funds 
through the American Rescue Plan Act  CFDA 21.027 approved by Arizona Criminal Justice 
Commission on January 28, 2022.    The addition of the supplemental funding brings the 
total amount of the FY22 grant award to $1,749,500.00. The supplemental funding is limited

COMPETITION IMPRACTICABLE WITH LDV CUSTOM SPECIALTY VEHICLES
Approve a Competition Impracticable with LDV Custom Specialty Vehicles for an amount 
not-to-exceed $185,000, to upgrade from 2008 technology to 2022 technology and systems 
on the current 2008 Freight Liner Vehicle #45709 assigned to Incident Command Post.
As LDV has built our Explosives Truck (EOD), Hostage Negotiations Vehicle, Scene 
Intelligence Vehicle (TACMAV) and this Incident Command Vehicle they are set up to share 
the resources and data from the scene between them. The vehicles are also set up to share 
power in case of a failure of one to provide seamless scene information. These vehicles are 
used during special events like the Super Bowl, Phoenix Raceway, Chase Field major 
events. They are also used for Palo Verde, Major Flooding like recently in Gila Bend, Major 
Fires or other natural or man-made disasters. Equipped with ability to work between the 
vehicles which is a LDV umbilical cord that allows the monitors to share data on different TV 
channels between all the trucks. This allows any truck to go to a channel and see what the 
others are looking at. As LDV has all the build specs from the original builds this would make 
other company's trying to make this all work impossible. By upgrading the ICP this will 
prolong the life of the vehicle by another 10-15 years at a fraction of the cost of a new up-

NEW HOPE AGREEMENT WITH FEDWELL FARM RESCUE, INC.
Approve an agreement between Fedwell Farm Rescue, Inc. and Maricopa County, 
administered by Maricopa County Animal Care and Control, to allow said rescue to transfer 
animals that have been deemed eligible for the New Hope program. Maricopa County will 
provide a rabies vaccination, dog license tag, and new owner transfer fee within the first year 
of transfer for each dog three months of age or older at no cost to the Contractor. The cost 
for these services is $52 for each animal transferred in FY 2022 and thereafter. Animal Care 
and Control estimates twenty-six (26) New Hope transfers annually, for a total of $1,352 per 
year, over the term of the agreement. The term of this agreement shall commence upon

In accordance with A.R.S.42-17106(B), approve a revenue and expenditure appropriation 
increase in the Elections Department (210) General Fund (100) Non-Recurring Non-Project 
(NRNP) budget in an amount not to exceed $1,071,328.
This adjustment is needed due to increased election costs associated jurisdictional primary 
and general elections held during FY 2022. The increase in expenditures is offset by the 
increase in revenue from the cities and towns. Intergovernmental revenues are not local 
revenues for the purpose of the constitutional expenditure limitation, and therefore, 
expenditure of these funds is not prohibited by the budget law. This budget adjustment does 
not alter the budget constraining the expenditure of local revenues duly adopted by the Board

FOR RENEWAL OF EMERGENCY PLANS SOFTWARE
Authorize Emergency Management to apply for grant funds from Arizona State Department 
of Homeland Security, (FFY22 SHSGP), in the not-to-exceed amount of $85,000 for the 
MaricopaRegionPrepares.com subscription renewal. This is a Continuity of Operations 
Planning (COOP) software package for all jurisdictions within Maricopa County. The grant 
period for this grant is October 1, 2022 through September 30, 2023. The Maricopa County 
Department of Finance has calculated the Department of Emergency Management's

composite indirect cost rate at 9.5% or $8075. The Department will not be recovering indirect 
costs off of this grant. The amount of unrecoverable indirect cost is $8075. Emergency 
Management will absorb these indirect costs within their general budget.
The grant award is non-recurring, the department has to apply every year however, we have 
received the grant for the past five years. The department does not have an in-kind match 
requirement for this grant. The grant award is not a mandated function but it is a department 
strategic goal to have all county departments with a viable Continuity of Operations Plan 
(COOP). The grant is awarded through the Arizona State Homeland Security Department-
State Homeland Security Grant Program (SHSGP), which is a competitive grant program. 
Maricopa County jurisdictions compete for projects based off the State grant initiatives. 
Maricopa County has spear headed the grant for the Emergency Operations Plans 
(EOP)/COOP software project for all county departments and jurisdictions within Maricopa 
County. Each year Maricopa County applies for the recurring cost of the software 
maintenance and training funds. Maricopa County does not have to fund any additional costs 
for the program.
The grant is intended to renew the MaricopaRegionPrepares.com subscription. This 
software tool benefits Maricopa County in developing Emergency Operations Planning 
(EOP), Continuity of Operations Planning (COOP), Continuity of Government (COG) 
Planning for local government. The Department was awarded a grant for the software in 
2015, we are applying for a grant to cover the cost associated with the maintenance of the 
system.
Funding for this agreement is provided by a grant from the State of Arizona Department of 
Homeland Security in the amount not to exceed $85,000. The overall grant budget will be 
adjusted as necessary to accommodate this grant through future reconciliation.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the funds is not prohibited by the budget law. The 
approval of this action does not alter the budget constraining the expenditures of local

AND EXERCISES FOR LOCAL GOVERNMENT
Authorize Emergency Management to apply for grant funds from the Arizona State 
Department of Homeland Security, (FFY22 SHSGP), in the not-to exceed amount of 
$150,000 for the regional use of training and exercise funds for all the jurisdictions within 
Maricopa County. The effective period is October 1, 2022 to September 30, 2023. This grant 
will be MOU'd to the Arizona Department of Emergency and Military Affairs (DEMA) upon 
receipts of award letter. Indirect costs are not applicable since Maricopa County Department 
of Emergency Management (MCDEM) will not accept the grant funding. DEMA will retain 
and manage the grant during the performance period.
It is the intent of MCDEM to MOU the grant funds to DEMA to retain and manage the money. 
The grant is intended to support training and exercises for local government within Maricopa 
County. DEMA has offered to be the fiduciary manager of the local training funds for the local 
government within Maricopa County since they have a Training and Exercise Division 
dedicated to the developing, maintaining, and managing all training classes and exercises

MILITARY AFFAIRS
Approve and accept grant funds from Arizona Department of Emergency and Military Affairs, 
Grant No.  EMF-2021-EP-00016-S01/18 , CFDA # 97.042 in the amount of $1,082,582. 
These grants are for emergency planning within Maricopa County. The grant award begins 
on July 1, 2021 and ends June 30, 2022. Authorize the Chairman to sign all documents 
related to these grant funds, as applicable. The Department will be recovering the allowable 
9.5%  rate based on the total direct charges, which totals $93,923.
The grant award is reoccurring and has been awarded to the department for the past thirty 
(30) plus years. The department has a match requirement of $1,082,582 during the grant 
award period, the match for this grant comes from the General Fund (100-D150-1510), Palo 
Verde (100-D150-1510), and the Intergovernmental Agreements (100-D150-1510-CTIGA). 
Maricopa County does not have to fund any additional costs for the program. The grant 
award is a mandated function for emergency preparedness through the Robert T. Safford 
Act. This grant provides funds for recipients to build and maintain emergency management 
programs at the state and local level. This grant award is non-competitive and all counties in 
the state are eligible to apply for funds to support their Emergency Management Programs.
In accordance with A.R.S. 42-17106 (B), authorize the following adjustment for the FY 2022 
Emergency Management (D150) Budget:

2021 MARICOPA COUNTY UNINCOPORATED AREA HAZARD MITIGATION PLAN
Adopt a Resolution to approve and accept the 2021 Maricopa County Unincorporated Area 
Hazard Mitigation Plan as the official plan of Maricopa County. The mitigation plan identifies 
and establishes county policies and tools that will be implemented in the unincorporated 
areas of the county, over the long term, which will result in a reduction of risk and potential 
future losses from a disaster event. The Maricopa County Unincorporated Area Hazard 
Mitigation Plan is incorporated into the Maricopa County Multi-Jurisdictional Hazard 
Mitigation Plan which also includes plans from the cities, towns, and tribes within Maricopa 
County. This multi-jurisdictional plan establishes a framework to ensure that the most 
appropriate and equitable mitigation projects are undertaken. State and local governments 
that have established mitigation plans that meet the Disaster Mitigation Act of 2000 criteria 
and have their mitigation plans approved by the Federal Emergency Management Agency 
(FEMA) are eligible to receive increased future grant funding. Conversely, if states and local

REGISTERED NURSE RETENTION INCENTIVE
Approve retention incentives for registered nurses that mirror the County’s registered nurse 
sign-on incentives. The County continues to struggle to recruit and retain registered nurses. 
To address recruitment issues and be consistent with market practice, the County 
implemented a registered nurse sign-on incentive program in June of 2021. The registered

nurse retention incentives below will help address retention issues for nurses who are not 
eligible for the sign-on incentive.
Incentive: $2,000 on 3/2/22, $2,000 on 6/22/22, and $2,000 on the first pay check in June

incentive program) who are meeting performance standards.
Repayment Clause: Employees who receive a nurse retention incentive and voluntarily leave 
County employment before two (2) years of consecutive County service must repay all 
retention incentives received during the last 12 months prior to their separation. The amount 
owed or a portion thereof may be deducted from the final paycheck. Employees whose final 
paycheck is insufficient to cover the total amount owed must establish a repayment plan to

Approve Amendment No. 11 to the Competition Impracticable Agreement between Central

Competition Impracticable (CI) procurement contract with Qualtrics, LLC, in the amount of 
not-to-exceed $181,500 ($31,500 + $150,000) for Standard Messaging Service credits 
related to symptom tracking for contract tracing.

(item #83) and is currently scheduled to end August 5, 2022. 
The purpose of these funds is to provide support for contract tracing during the COVID-19

Company, as Buyer, and authorize the Chairman to sign all other documents approved by 
legal counsel required to dispose of the property without further Board action.  This is for the 
County’s disposition of parcel APN 108-11-057H which is located at 2656 North 37th 
Avenue, Phoenix.
This action takes place in Supervisory District 5
Parcel APN 108-11-057H was declared excess on May 5, 2021 (C-78-21-066-X-00) by the 
Board of Supervisors.  The parcel was purchased in 1989 for the Maricopa County Sherriff’s 
Office (MCSO) Data Center. The property is vacant and no longer being used by MCSO or 
for any Maricopa County purpose.  The excess land is approximately 24,421 square feet 
(0.56 acres).  The improvements are a single story 6,782 square foot building.
Maricopa County held a public auction January 27, 2022.  The winning bid for the parcel was

MCDOT Transportation Systems Management Division has received multiple inquiries for 
no parking restrictions related to schools and have developed a new sign to restrict school 
pick-up and drop-off at locations where it is not appropriate.
 
The proposed sign has been reviewed and is supported by the Maricopa County Sheriff’s 
Office.
 
The first installation on the proposed sign would be on Noble Hawk Court in Anthem. Noble 
Hawk Court is a residential street that dead ends with a cul-de-sac. If the proposed sign is 
proven to be effective at this location, it may be used at other locations Countywide.

IGA WITH THE TOWN OF GILBERT FOR RIGHT-OF-WAY ASSISTANCE FOR 
OCOTILLO ROAD FROM 148TH STREET TO GREENFIELD ROAD
Approve the Intergovernmental Agreement between Maricopa County (County) and the 
Town of Gilbert (Town) for assistance in acquiring right-of-way and related easements within 
County’s jurisdiction and authorize the County’s Legal Representative to perform all acts in 
the manner required by law to acquire, including condemnation, the property necessary for 
the Town’s roadway improvements to Ocotillo Rd (Val Vista to Green Field Rd) (Project).
The purpose of this Intergovernmental Agreement is to identify and define the respective 
roles and responsibilities of the County and the Town related to the Project, including rights-
of-way acquisition and annexation of the project area.
Pursuant to ARS §§ 9-241, the Town is seeking Real Estate support from the County to 
acquire right-of-way and related easements within unincorporated Maricopa County required 
for the Project. The Town will reimburse the County for all costs associated with the right-of-
way acquisition. When completed, the roadway will be widened to four lanes of traffic and 
striped center left turn lane.  Improvements will also include bike lanes, sidewalk, streetlights, 
fiber and conduit, and sanitary sewer line with stub outs.  The project includes the relocation 
of 12KV and 69KV power lines and coordination and design of RWCD facilities.  The 
Intergovernmental Agreement requires the Town to annex the Project upon completion.

Supervisors'/County Manager's summary of current events - Resumen de temas de 
actualidad de los Supervisores/Administrador del Condado
Supervisor Galvin provided an update on the Rio Verde Foothills water situation. He 
said he met with the residents in two lengthy meetings. He said he hopes to have a 
resolution in three or so months. He said he emphasized his goal is to have a good 
source of water at a reasonable cost and a long-term, viable, and sustainable solution.  
He thanked Jen Pokorski and Andy Linton for their help.
Supervisor Sellers noted he and Supervisor Galvin attended the East Valley 
Partnership board meeting where Supervisor Galvin was able to make some 
introductory remarks. Supervisor Sellers stated he chaired an East Valley Partnership 
Critical Infrastructure and Transportation Committee meeting, and this committee has 
expanded to include water and broadband as part of the infrastructure. He also noted 
he attended an Asian festival in Mesa. The turnout for the event was phenomenal.
Supervisor Gallardo noted how great the weather is for more outdoor events. There 
was a parade in Laveen, and the Laveen Barbeque is coming soon. He said he is 
looking forward to Superbowl weekend and he will be rooting for the underdog, the 
Cincinnati Bengals.
Chairman Gates reported the Superbowl will be in Maricopa County next year. He 
spoke via Zoom for the graduation class of the Valley Leadership Catalyze Group last 
night and he was able to talk a lot about leadership. He said the future is bright in 
Maricopa County.
