BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Special Session 
at 9:30 AM on Wednesday, April 20, 2022, in the Sullivan Conference Room 301 W Jefferson, 
10th Floor/ Supervisors’ Auditorium, 205 W Jefferson Phoenix, AZ 85003, with the following 
members present:  Bill Gates, Chairman, District 3; Clint Hickman, Vice Chairman, District 4; 
Jack Sellers, Supervisor, District 1; Thomas Galvin, Supervisor, District 2; Steve Gallardo, 
Supervisor, District 5. Also present: Juanita Garza, Clerk; Kelly Gardiner, Minutes Coordinator; 
Theresa Dockcarter, Minutes Coordinator; Joy Rich, County Manager; Anne Longo, Legal 
Counsel; Betsy Pregulman, Legal Counsel; Lesli Sorensen, Legal Counsel.

EXECUTIVE SESSION
Vote to convene in Executive Session to consider the items on the Executive Agenda 
dated Wednesday, April 20, 2022, for Board of Supervisors and relevant Special 
Districts pursuant to the statutory authority listed for each item.
Motion to approve by Supervisor Jack Sellers, seconded by Supervisor Clint Hickman
Ayes: Bill Gates, Clint Hickman, Jack Sellers, Thomas Galvin, Steve Gallardo
RECESS
Chairman Gates recessed Executive Session and reconvened into Open Session in the 
Supervisors’ Auditorium. Supervisor Galvin entered the session late.

POSSIBLE ACTION RE: DISCUSSION RELATED TO OFFICE OF COUNTY 
ATTORNEY; BOARD AUTHORITY AND RESPONSIBILITY; APPOINTMENT AND 
ELECTIONS
Take action as directed in the April 20, 2022, executive session regarding Office of 
County Attorney, Board Authority and Responsibility; Appointment and Elections. (C-
06-22-648-X-00)

Chairman Gates reconvened the meeting and talked about the process of appointing a 
new County Attorney. He asked his colleagues if there was a motion. 
Supervisor Hickman talked about the process and the three outstanding candidates the 
Board had the opportunity to talk with. He said all three candidates each talked about 
their individual plan for this very important office despite this appointment timeframe 
only being for six months.
Supervisor Clint Hickman made a motion to appoint Rachel Mitchell as the County 
Attorney. Supervisor Jack Sellers seconded the motion
Ayes: Bill Gates, Clint Hickman, Jack Sellers, Thomas Galvin, Steve Gallardo
Supervisor Gallardo commented on the importance of this decision and the statutory 
requirements. He said there is a need to have someone at the helm that can meet the 
tough challenges of the office, Rachel Mitchell has a full understanding of situation and 
the needs of the office. 
Chairman Sellers agreed with his colleagues and stated he was impressed with the 
quality of the candidates.
Thomas Galvin congratulated Rachel Mitchell and congratulated all the candidates. He 
noted the County Attorney’s Office is in disarray and the answers concerning the issues 
from all candidates were solid. The voters will decide who will represent the County.
Supervisor Hickman stated. the candidates were all qualified. Rachel Mitchell is well 
qualified. 
There will be a Swearing-in ceremony at 11:00 a.m.
Chairman Gates stated he was glad that people still want to run for the County 
Attorney’s office. There are hard decisions that need to be made. Rachel Mitchell will 
right the ship while running for the office in November.
MEETING ADJOURNED
There being no further business to come before the Board, the meeting was adjourned.
