PETITIONS HEARING FOR THE FORMATION OF THE PROPOSED TERRELL 
TERRACE IRRIGATION WATER DELIVERY DISTRICT
Pursuant to A.R.S. § 48-261, § 48-3423 and § 48-3424, convene the scheduled public 
hearing regarding the petitions filed for the formation of the proposed Terrell Terrace 
Irrigation Water Delivery District, as they have been determined to be signed by a majority 
of the owners of the acreage within the proposed district.
Pursuant to A.R.S. § 48-3424, any landowner within the boundaries of the proposed district 
may appear and object to the organization thereof, or to the inclusion of the landowners’ 
property therein. The Board will hear and consider all comments in favor or against the 
organization of the district and decide whether to approve or reject the organization of the 
district within the boundaries proposed in the petition or with modified boundaries.

ARIZONA DEPARTMENT OF EDUCATION
Approve the application for and acceptance of $9,979,737.00 from the Arizona Department 
of Education through RFP BPM004016, ESSER III Set Aside Statewide Recovery Funds. 
The Maricopa County School Superintendent’s Office will be allocated these discretionary 
funds as a sub-recipient from the American Rescue Plan ESSER State Funds
The term of this grant is May 1, 2022 through September 30, 2024. Authorize the Chairman 
to sign all documents related to these grant funds, as applicable. In the interest of timeliness 
to the Arizona Department of Education’s requests, allow the county School Superintendent 
to sign any related documents, as applicable to this grant. 
The grant award is One-time, and a cash or in-kind match is not applicable. MCSS’s ADE 
approved indirect rate for FY 2022 is 2.06 percent. The indirect cost rate allowed by this 
grant source is 8.00 percent. Total indirect costs on this award are $739,239 of which only 
$190,354 are allowable. There are no costs that will need to be absorbed by the department’s 
operating budget. This will be three years of work condensed into 2 year and 6 months. 
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget 
law. This action does not alter the budget constraining the expenditures of local revenues 
duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-22-023-X-00)

APPLY AND ACCEPT THE DEVELOPING STEM IDENTITY GRANT FROM STATE 
FARM®
Approve the application for and acceptance of $20,000 for the Developing STEM Identity 
Program Grant from State Farm®. The term of this grant is May 1, 2022 through December 
31, 2022. The grant will target middle school students (Peoria Unified and Alhambra 
Elementary) during a critical period of academic development when interest in STEM 
disciplines typically begins to wane and gender and racial gaps become evident leading to 
decreased high school and post-secondary STEM students.
The grant award is One-time, and a cash or in-kind match is not applicable. MCSS’s indirect 
rate for FY 2022 is 18.3 percent. The indirect cost rate allowed by this grant source is 0.0 
percent. Total indirect costs on this award are $3,660.00 which are unallowable. No budget 
adjustment is required and ongoing cash contributions not applicable. There are no costs 
that will need to be absorbed by the department’s operating budget. This grant supports 
mandated services as described in ARS 15-302 sections 11 and 12. This grant is non-
competitive.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget 
law. This action does not alter the budget constraining the expenditures of local revenues

IGA WITH CITY OF SURPRISE FOR SWORN BASIC TRAINING ACADEMY
Approve an Intergovernmental Agreement (IGA) between Maricopa County on behalf of the 
Sheriff’s Office (MCSO) and City of Surprise Police Department (Surprise PD) regarding the 
Maricopa County Sheriff’s Office Sworn Basic Training Academy. This Agreement allows 
Surprise PD law enforcement recruits to participate in scheduled MCSO Sworn Basic 
Training Academies at a cost of $750 per registrant. The term is effective retroactive from 
July 1, 2021 through December 31, 2023 and when signed by all parties. The former 
agreement expired June 30, 2021. (C-50-22-152-X-00)

AGREEMENT WITH THE GOVERNOR’S OFFICE OF HIGHWAY SAFETY FOR 
PROPOSITION 207 FUNDING (50PROP207) - CY2022
Approve the Agreement and acceptance of grant funds to the Sheriff’s Office from the 
Governor’s Office of Highway Safety, Proposition 207 Funding (50PROP207) GOHS 
Contract Number 2022-207-006 in the amount of $167,170.60 for the award period beginning 
January 1, 2022 and terminating on September 30, 2022.    This Agreement may be 
terminated by any of the parties by written notice to the other parties thirty (30) days prior to 
termination.
Also approve five (5) one-time additions to the fleet of Police Package Motorcycles. These 
motorcycles are one-time additions to fleet and will be retired from the fleet at the end of 
useful life with no funding from the general fund for replacement.  
This is the second year for this funding award and there is no match requirement. The 
Sheriff’s Office indirect cost rate for FY22 is 14.74%.  The grant amount of $167,170.60 is 
anticipated to be 100% capital equipment expense; therefore, the indirect cost base is zero 
($0) and indirect costs are zero ($0).   Any future or ongoing operational costs will be 
absorbed by the General Fund. Property (items) purchased with these funds must remain 
available to the unit for the duration of its existence and/or the useful life of the item.

This is not a mandated function although it supports the MCSO public safety mandate and 
provides a benefit to the citizens by responding to impairment incidents. This is a competitive 
award.  The Maricopa County Sheriff’s Office is one of several local law enforcement 
agencies in the Phoenix metro area that participate in this effort. This is reimbursement 
funding that will be used to purchase capital equipment. 
These revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditures of these revenues are not prohibited by the budget

ONE-TIME ADDITIONS TO FLEET
Approve three one-time additions to fleet of red-lined vehicles as follows: (1)  2013 Chevy 
Tahoe, VIN- 1GNLC2E06DR283487; (2) 2015 Chevy Tahoe, VIN- 1GNLC2EC2FR538679; 
and (3) 2009 Ford Expedition, VIN- 1FMFU165X9EA97422.
These vehicles will be assigned to the Sheriff's MSCO Enforcement Support Division for use 
in last-minute callouts, large agency details, and special events.  This Division also supports 
the Cadet Program, Honor Guard Program and Posse and Reserve Programs.  The 
estimated annual cost to operate these vehicles is $5,000 each for a total of $15,000 to be 
paid from the General Fund within the MCSO budget.  The MDC stand packages and light 
bar packages will stay in the vehicles until they are permanently retired from the fleet.
These are one-time additions to fleet and will be retired at the end of their useful lives with 
no funding from the general fund for replacement. (C-50-22-151-X-00)

Approve one-time additions to fleet of two vehicles being removed from the fleet due to 
replacement:  (1)  2013 Chevy Tahoe, VIN-1GNLC2E00DR265471; and (2) 2015 Chevy 
Tahoe, VIN-1GNLC2EC3FR543423.   These vehicles have a limited useful life and will 
function as pool vehicles for the Major Crimes Division to be assigned to detectives when 
their vehicles are out for repair and maintenance.  The estimated annual cost to operate

budgeted funds.

Conservation, an Arizona nonprofit corporation (“Licensor”) and Maricopa County 
(“Licensee”) for use of property at 455 North Galvin Parkway, Phoenix, AZ, 85008.
This License Agreement allows Maricopa County Air Quality Department (MCAQD), as a 
part of their Clean Air Kiosk project, to operate and maintain an engaging, interactive air 
quality educational kiosk and monitoring equipment on the property. The agreement will 
commence upon full execution and expire May 31, 2024. The agreement may be extended 
for two (2) additional two-year (2) terms upon Maricopa County (“Licensee”) 60-days’ prior 
written notice to Licensor. Either Party may terminate the agreement with or without cause

rescue to transfer animals that have been deemed eligible for the New Hope program. 
Maricopa County will provide a rabies vaccination, dog license tag, and new owner transfer 
fee within the first year of transfer for each dog three months of age or older at no cost to the 
Contractor. The cost for these services is $52 for each animal transferred in FY 2022 and 
thereafter. Animal Care and Control estimates thirty-three (33) New Hope transfers annually,

Approve and execute the Second Amendment to Lease Agreement with Railroad Properties, 
LLC., for County use of 3,600 rentable square feet (RSF) of office space located at 420 S. 
3rd Avenue, Phoenix (L-7494).  
This amendment extends the term of the Lease Agreement for 65 months from August 1, 
2022 to December 31, 2027 and increases the number of parking spaces from 14 to 66.  The 
original 14 parking spaces are provided at no cost.  The additional 52 spaces are $30 per 
month per space.  The first 5 months of the amended lease term are at no charge; the rent 
for months 6 – 17 is $25 per RSF plus rental tax with $0.50 annual escalations thereafter. 
The landlord is providing the County a tenant improvement allowance of $18,000.  In 
addition, the County has a right to terminate the lease agreement, with no termination fee, 
after the 36th month of paid rent with 9 months written notice to the landlord.  This site is in

DEVELOPMENT AND TRAINING SERVICES
Approve an Intergovernmental Agreement (“Agreement”) between the Maricopa County 
Library District (“Library District”) and Maricopa County Human Services Department 
(“County”), Workforce Development Division (“Department”) pertaining to Workforce 
Development services. The County and the Library District collectively are referred to as the 
“Parties” and individually as the “Party.”
The purpose of the Agreement is to address the following:
1. Integrate County workforce development system into Library District’s social and 
community services resource network. Workforce Development Coordinators will be located 
in 2 Library District’s locations and will provide job seeker and employment information to 
individuals in the local area. 
2. Service activities shall be delivered within: 
a. Gila Bend Library located at 777 N Logan Avenue, Gila Bend, AZ 85337; and 
b. Queen Creek Library located at 21802 S. Ellsworth Road, Queen Creek, AZ 85142. 
3. The Agreement may be extended as many times as is desirable, but each extension may 
not exceed the duration of the previous agreement.

CASE CONTACT & COMMUNITY OUTREACH SERVICES
Approve the issuance of a Competition Impracticable (CI) contract pursuant to Maricopa 
County’s Procurement Authority Code MC1-352B with Solari, Inc. for the purpose of 
continuing their current work on COVID-19 case contact services and related community 
outreach services. The total not-to-exceed amount is $2,468,692.33 to be paid out on a 
monthly fixed rate of $176,335.16.  The initial term of this contract is fourteen (14) months, 
beginning on May 1, 2022, and ending June 30, 2023; the County may renew the term of 
this contract up to a maximum of one (1) additional year(s), (or at the County’s sole 
discretion, extend the contract on a month-to-month basis for a maximum of six months after

The purpose of these funds is to provide support for the Positive Case Autodialer Project 
and Promotores Project, which includes an automated call system to individuals identified 
by MCDPH as having tested positive for COVID-19. The Promotores Project includes a 
bilingual helpline to serve Spanish speaking individuals residing in Maricopa County with 
COVID-19 information and assistance. 
This contract will be funded through the 532-D860-8611-EPIR-1001 Public Health 
Department. 
In addition, approve the termination of the existing Competition Impracticable contract with 
Solari, Inc (200231-CI) which was originally scheduled to end June 30, 2022, but will now be

REQUEST TO INCREASE THE MAXIMUM THRESHOLD FOR THE COVID-19 
TEMPORARY HOTEL HOUSING ASSISTANCE AGREEMENT
Authorize an increase of $300,000 to Maricopa County’s master agreement (MA) # 
PHEM21001 bringing the total not to exceed amount to $5,493,153. This MA is tied to an 
Emergency contract created by Public Health in July 2020 in the amount of $193,153 in order 
to house individuals affected with COVID. The Board of Supervisors later authorized an 
additional $5,000,000 to be added to it under C-95-22-045-X-00. This emergency contract is 
scheduled to end June 30, 2022 and these funds shall be used to pay the monthly expenses 
plus any outstanding invoices once the contract ends. The hotel provides temporary housing 
including basic services to persons identified by the County as testing positive for COVID-
19. The funding is from MCDPH’s American Rescue Plan Act (ARPA) which had been

Approve the renewal for Grant Contract Number FTF-RC007-19-0632-01 between Arizona 
Early Childhood Development and Health Board (AECDHB), First Things First (FTF) and 
Maricopa County by and through its Department of Public Health (MCDPH), Office of 
Community Wellness and Health Promotion (OCWPH) to provide funding for Nutrition, 
Obesity, and Physical Activity (NOPA) program for the Southwest Maricopa Region. The 
funding for this program is in the not-to-exceed amount of $100,000 for the budget period of 
July 1, 2022 through June 30, 2023 (Year 5). The term of this Agreement is July 1, 2018 
through June 30, 2023 unless terminated, cancelled, or extended.  
This grant award is reoccurring and has been awarded to the department in previous years. 
It is non-competitive renewal and there is no requirement for an in-kind match or ongoing 
contributions. The program is not a mandated function but is a benefit to the public by virtue 
of the education provided to children, parents and/or caregivers, and the training given to 
early care and education professionals using various curricula such as Color Me Healthy, 
Eat, Play Grow and SPARK. 
This Grant deviates from County Policy A2505 and does not allow for full indirect cost 
reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the

Health, First Teeth First (OOH FTF) to provide continued funding for an Oral Health 
screening program. The funding for this program is in the not-to-exceed amount of 
$1,925,000 for the budget period of July 1, 2022 through June 30, 2023 (Year 5). The term 
of this Agreement is July 1, 2018 through June 30, 2023 unless terminated, cancelled or 
extended. 
 
The grant award is reoccurring and has been awarded to the department in previous years. 
This is a non-competitive grant and there is no requirement for in-kind match or on-going 
contributions.  This oral health grant award is not a mandated function but provides a benefit 
to citizens as the Office of Oral Health - OOH FTF Administrative Home, collaborating and 
providing professional development, preventive oral health education, dental screenings, 
and fluoride varnish to children ages zero to five throughout East Maricopa, Northwest 
Maricopa, Phoenix North, Phoenix South, Southwest Maricopa and Southeast Maricopa 
Regions.
This Grant deviates from County Policy A2505 and does not allow for full indirect cost 
reimbursement, but a maximum of 10% indirect cost reimbursement as delegated in the 
Grant Agreement, while MCDPH indirect rate for FY22 is 17.97%.  The pass-through amount 
to sub-recipient, Dignity Health, is in the total amount of $414,700 and are not subject to 
indirect. The full indirect costs are estimated at $246,728.10 of which $137,300 is 
recoverable and $109,428.10 is unrecoverable. Program costs not covered by the grant will 
be subsidized by the MCDPH indirect cost pool. Departmental indirect rates are re-
established at the beginning of each fiscal year and the future indirect rates will be collected

Approve an amendment to the Department of Transportation (D640) FY 2022 – 2026 five-
year Transportation Improvement Program (Fund 234), Year 1 (FY 2021-2022) by 
decreasing the capital expenditure budget in the Transportation Capital Projects Fund (234) 
for the Maricopa Association of Government’s Arterial Life Cycle Program (ALCP) 
Appropriation Group by $8,000,000; the Capacity (CAPY) Appropriation Group by 
$2,000,000; and the Dust Mitigation (DMIT) Appropriation Group by $6,000,000 and 
increasing Transportation Capital Projects Fund (234) for the System Preservation and 
Reconstruction (SPAR) Appropriation Group by $9,500,000 and the Transportation System 
Management (TMAN) Appropriation Group by $6,500,000. 
For fiscal year 2021-2022 the Board of Supervisors approved the Department of 
Transportation capital budget of $111,355,800 with the condition that any movement of 
budget funds between projects must be approved by the Board.
The requested adjustment is necessary to realign project budgets to provide funding to more 
closely match the year-end projected expenditure amounts.  These adjustments result in a 
net impact of zero and do not change the duly adopted budget as approved by the Board of

ROAD TO LOOP 101
Authorize the Maricopa County Department of Transportation (MCDOT) to accept FEDERAL 
FUNDING REIMBURSEMENTS and expend the grant funds for the Department of 
Transportation: Transportation System Management Project, Sub-Project TT0677 Bell Road 
Corridor: Litchfield Road to Loop 101 Program.
 
Estimated cost of the project is $700,711. Federal Highway Administration (FHWA) has 
authorized $660,770 in federal reimbursement funds which are available in FY 2022-23. 
MCDOT’s local match portion is $39,941 and will be absorbed by the department operating 
budget from Operation funds.
The grant awarded is a one-time award. There are no future or ongoing contributions 
required after the grant period ends. The grant fulfills a mandated service that the department 
is required to perform. The grant award is a competitively bid and other eligible agencies 
may or may not bid on this grant award.  
The County’s FY 2020 indirect cost rate is 14.84%. All costs under this agreement are for 
capital expenditures which are not subject to indirect cost recovery.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This 
budget adjustment does not alter the budget constraining the expenditure of local revenues 
duly adopted by the Board pursuant to A.R.S. §42-17105. (C-64-22-240-X-00)

PARKWAY: AGUA FRIA TO 99TH AVENUE
Approve the Project Agreement (No.22-ACI-NOR-20-03-C) between Maricopa County 
Department of Transportation (MCDOT) and Maricopa County and Maricopa Association of 
Governments (MAG) for the design, utilities, right-of-way and construction of Northern 
Parkway: Agua Fria to 99th Avenue. Approval of this request will authorize the acceptance 
and expenditure of the funds in the amount of $57,561,753.00.
 
In November 2003, the Maricopa Association of Governments (MAG) approved a Regional 
Transportation Plan (RTP) consisting of highway and public transit projects, among other 
projects. Some of the projects are funded through a transportation excise tax, approved by 
the Maricopa County voters in November 2004. Other projects are funded with federal-aid 
highway funding, based on their eligibility. MAG is required by law to adopt a program that 
provides for life cycle management of the funding and programming of the Arterial Life Cycle 
Program (ALCP), as part of the RTP. This project is the continuation of the Northern Parkway 
corridor and is eligible for regional funding (Surface Transportation Program Funds) on a 
reimbursable basis. This portion of the project includes an arterial capacity improvement 
project on Northern Parkway from Agua Fria to 99th Avenue. The total reimbursement 
amount is eligible in fiscal years 2021, 2022, 2025 and 2026.
This agreement identifies and defines the responsibilities of MCDOT and MAG for all phases 
of the project, including design, utilities, right-of-way, construction, and financing of the 
project as established in the Alternative Life Cycle Program (ALCP) which allows for the 
reimbursement of the federal funds distributed through MAG for this portion of the Northern

Chairman Gates asked the Clerk if there were any Public Comments emails.
The Clerk said there were three public comments received by email and stated they 
had all been shared with the Districts’ offices:

Concerns about aggressive dogs.
2.
Concerns about the Superior Court. 
3.
A whitewater recreation facility proposal.
Blue Crowley, resident, commented about transportation and the issues with the RPTA. 
He said the buses need to make stops more frequently. He expressed his concerns 
with planning, and commented on bus routes to the stadiums during spring training.

Supervisors'/County Manager's summary of current events - Resumen de temas de

Supervisor Sellers shared he attended the State’s Sister Cities Conference and the 
importance of the organization. He also spent time with Intel, one of the biggest 
employers in the County, and their guests from Ohio where a new Intel facility is going 
in. They were interested in what kind of community partner Intel was and he shared 
they were amazing partners.
Supervisor Gallardo shared he attended the Rainbow Festival at Heritage Square. He 
said it was great to be out and about in the community and to attend Cinco de Mayo 
festivities. He wished all mothers a Happy Mother’s Day.

Supervisor Galvin noted he was invited to attend a Board meeting of the Rio Verde 
Horseman Association. The Rio Verde water issues were discussed, and he provided 
the citizens an update on that issue. He noted Rural Metro was present addressing the 
emergency services and horse evacuation if there was a wildfire. He will be attending 
Mesa’s memorial service for fallen officers.
Supervisor Hickman wished all mothers a Happy Mother’s Day. He thanked Jennifer 
Toth and Jen Pokorski for accompanying him to the new Deer Valley bridge being built. 
He noted the bridge will hopefully open in July 2022.
Chairman Gates thanked everyone for their patience through another long meeting. He 
wished all mothers a Happy Mother’s Day. He noted he is speaking to the Greater 
Phoenix Chamber of Commerce Retreat, and the National Employment Law 
Convention. He said thanks to the employees in the Elections Department and all the 
employees of Maricopa County.

IGA WITH TOWN OF CAREFREE FOR DRAINAGE IMPROVEMENTS
Approve Intergovernmental Agreement (IGA) FCD 2022A003 for the East Carefree Drive at 
Cave Creek Road Drainage Improvement Project (Project) between the Town of Carefree 
(Town) and the Flood Control District of Maricopa County (District). The estimated total 
Project cost is $650,000. The District’s estimated share of the Project cost is $487,500 and 
is limited to $500,000; the Town estimated share of the Project cost is $162,500. The Town 
will operate and maintain the completed Project. This Agreement shall become effective as 
of the date it has been executed by all PROJECT PARTNERS and shall expire two years 
from that date, or upon Project completion, whichever occurs first. 
The City proposed the Project for the District’s evaluation under the District’s Small Project 
Assistance Program for Fiscal Year 2023. This IGA is proposed in accordance with the terms 
of the Small Project Assistance Program, adopted by the Board under Resolution FCD 
2009R003A (C-69-09-062-6-01).
The Carefree Drive drainage improvements will enlarge the existing culverts at Carefree 
Drive that will reduce the likelihood of potential flooding to a condominium complex upstream 
of the crossing.

Approve an Intergovernmental Agreement (“Agreement”) between the Maricopa County 
Library District (“Library District”) and Maricopa County Human Services Department 
(“County”), Workforce Development Division (“Department”) pertaining to Workforce 
Development services. The County and the Library District collectively are referred to as the 
“Parties” and individually as the “Party.”
 The purpose of the Agreement is to address the following:
 1. Integrate County workforce development system into Library District’s social and 
community services resource network. Workforce Development Coordinators will be located 
in 2 Library District’s locations and will provide job seeker and employment information to 
individuals in the local area. 
 2. Service activities shall be delivered within: 
 a. Gila Bend Library located at 777 N Logan Avenue, Gila Bend, AZ 85337; and 
 b. Queen Creek Library located at 21802 S. Ellsworth Road, Queen Creek, AZ 85142. 
 3. The Agreement may be extended as many times as is desirable, but each extension may 
not exceed the duration of the previous agreement.

M-00) to establish the terms and conditions for the operation of the Goodyear Branch Library. 
The purpose of this amendment is to extend the term for an additional 5 years until July 1, 
2027, to relocate the library to a larger facility at 1900 N Civic Square, Goodyear AZ 85395 
and to rename the library as the "Georgia T. Lord Library at Civic Square."
Direct the Office of Budget and Finance to adjust the FY 2023 Revised budget by increasing 
the Library District (D650) Library District Fund (244) Non-Recurring Non-Project (NRNP) 
revenue appropriation by $804,938, and the expenditure appropriation by $731,752.
The FY 2023 Appropriation adjustment is needed for one-time opening day purchases as 
the date of occupancy for the Goodyear Library has been moved from June 2022 to July
