INVOCATION - INVOCACIÓN
Supervisor Galvin introduced Brigette Peterson, Mayor of Gilbert, to offer the invocation
and pledge. Mayor Peterson offered the invocation.

PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Mayor Peterson led the assemblage in the Pledge of Allegiance to the flag.
Supervisor Galvin stated both he and Supervisor Sellers represent the Town of Gilbert
and they both admire Mayor Peterson and the Town Council. He stated this embodies
the spirit of how things work in the east valley and throughout the County where local
government must work well with other people when they run for office or for a town
council. He expressed appreciation for the bipartisan efforts to pick up the slack
whenever needed.

IMPACT STATEMENT HEARING FOR THE PROPOSED TERRACE VIEW TRAIL
IRRIGATION WATER DELIVERY DISTRICT
Pursuant to A.R.S. § 48-261 and § 48-263, convene the scheduled public hearing on the
impact statement for the proposed Terrace View Trail Irrigation Water Delivery District.
The Board of Supervisors will hear those who appear for and against the proposed district
and shall determine whether the creation of the district will promote public health, comfort,
convenience, necessity, or welfare.
If the Board determines that the public health, comfort, convenience, necessity, or welfare
will be promoted, it shall approve the district impact statement, a bond of $250, and authorize
the persons proposing the district to circulate petitions within the following proposed
boundaries of the district:
Lots 1 through 24, and Lots 26 through 28 of TERRACE VIEW, a Subdivision of the
Southwest Quarter of the Southwest Quarter, of Section 30, Township 2 North, Range 3
East, of the Gila and Salt River Base and Meridian according to the Plat of Record in the
Office of the County Recorder of Maricopa County, Arizona, Recorded in Book 46 of Maps,

Supervisory District No. 3 (C-64-22-115-X-01)
George Bochis, resident, spoke in opposition stating he is the owner of parcel number
210-11-023E. He said when the parcel was released to the public it allowed for roads to
for access to the property. He said the other property owner decided he wanted to use
all of his property. Mr. Bochis stated this is the only access he has to his property. He
expressed several other concerns. He and a neighbor are directly affected by this
abandonment and he asked the Board not to approve this item.

Mitch Wagner, Maricopa County Department of Transportation (MCDOT) came forward
to speak. He informed the Supervisors new to the Board that the Patent Easement
Ordinance was passed in 2013. The Board has given MCDOT direction to maximize the
use of people’s properties while at the same time maintaining connectivity.

Mr. Wagner reviewed the above slide noting it is a county island surrounded primarily
by the City of Phoenix. He explained that none of the roads in the county island are part
of the County roadway system. He said an improvement district would have to be formed
to have any improvements to the roads.
He stated that when the department began receiving patent easement abandonments,
the planning department put together a circulation map as seen below. He said this was
an attempt to provide guidance because connectivity must be maintained and preserved
to allow all property owners to have access to their properties.

Mr. Wagner noted that Mr. Bochis has access to his property from Quartz Rock Road,
but he has indicated he also wants access from 15th Lane. Mr. Wagner said the two
interior lots needed access. He said the County standard for these types of roads is 24
feet and what is being preserved is 25 feet. Mr. Wagner continued explaining County
standards. Mr. Wagner also said the abandonment Mr. Bochis is talking about has
already been approved. This patent easement abandonment is consistent with all other
abandonments, and he asked the Board to approve this abandonment.
Chairman Gates stated he would like to have this item continued to allow MCDOT to sit
down with Mr. Bochis individually about some of his concerns.

IGA WITH THE TOWN OF GILBERT FOR COOPERATIVE LAW ENFORCEMENT
TRAINING OPERATIONS
Approve an Intergovernmental Agreement (IGA) between the Town of Gilbert ("Host
Agency") and Maricopa County by and through the Maricopa County Attorney's Office ("Non-
host agency") for the purpose of conducting joint law enforcement training or attending law
enforcement training hosted by either Party. Such training may include, but is not limited to,
recruit and in-service academy training and specialty schools for both sworn and civilian
personnel. Training fees will be established by and through the respective Chief of Police.
A separate written agreement for each cooperative law enforcement training operation listing
specific terms that the Non-Host Agency shall pay to the Host Agency for training shall be
signed by both Parties prior to the start of training.
This Agreement shall become effective on the date of the final signature of all the Parties,
and shall terminate June 30, 2026. This agreement shall automatically renew for additional
five (f) year terms under the same terms and conditions, including any adopted amendments
in effect at the time of renewal. (C-19-22-115-X-00)

AGREEMENT AND FUNDING FROM THE ARIZONA GAME AND FISH COMMISSION
Approve a Collection Agreement between the Arizona Game and Fish Department and the
Maricopa County Sheriff's Office (MCSO) and the acceptance of $61,785.29 in funding to
the MCSO. This agreement is effective upon signature by all Parties (estimated to be April
1, 2022) and shall expire on June 30, 2023.
This funding is designated solely for first responder emergency medical services ("EMS")
training for up to forty-four (44) deputies and provide equipment items and gear associated
with the water rescue training, and for purchase of related non-capital boating equipment
items so that MCSO can continue effectively patrolling the waterways.

This funding is a new award that is non-competitive and non-recurring. Indirect cost recovery
is not allowed. The Sheriff’s indirect cost rate for FY22 is 14.74% applicable to the award
amount of $61,785.29. There are no capital expenses, for an indirect cost base of $61,785.29
and indirect costs of $9,107.15 to be absorbed by the General Fund. There is no match
requirement and there are no future or ongoing contributions required after the grant period
ends; however, there is an expectation to continue patrolling Maricopa County waterways if
the funding from the State was to end. This funding supports MCSO mandated activities of
enforcing statutory watercraft Law and Regulations and preventing accidents, injuries, and
deaths on the Arizona waterways.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore, expenditures of these revenues are not prohibited by the budget

IGA WITH TOWN OF WICKENBURG FOR SWORN BASIC TRAINING ACADEMY
Approve an Intergovernmental Agreement (IGA) between Maricopa County on behalf of the
Sheriff’s Office (MCSO) and Town of Wickenburg Police Department (Wickenburg PD)
regarding the Maricopa County Sheriff’s Office Sworn Basic Training Academy. This
Agreement allows Wickenburg PD law enforcement recruits to participate in scheduled
MCSO Sworn Basic Training Academies at a cost of $750 per registrant. The term is effective
retroactive to January 1, 2022 through December 31, 2023, with up to two, one-year
automatic renewal terms following the Initial Term. This Agreement is effective when signed

AMENDMENT FOR ADDITIONAL FUNDING FROM ARIZONA DEPARTMENT OF
EDUCATION FOR THE FY2022 INDIVIDUALS WITH DISABILITIES EDUCATION ACT
(IDEA) BASIC ENTITLEMENT
Amendment #2 to approve acceptance of $15,832.22 in additional funding from the Arizona
Department of Education. This is continued grant funding designated for the FY2022
Individuals with Disabilities Education Act (IDEA) Basic Entitlement. The original amount,
approved on April 7, 2021 (C-50-21-151-X-00), was $33,687.88. That amount was amended
on January 12, 2022 (C-50-21-151-X-01) for a new total of $33,952.17. Approval of this
action results in an FY 2022 total of $49,784.39.
This funding has been awarded the last eighteen (18) years and provides contracted special
education consulting services for staff training and IDEA implementation along with a variety
of contracted professional services for juvenile inmates. The term of this funding is from July
1, 2021 through June 30, 2022. The Sheriff’s Office indirect cost rate for FY2022 is 14.74%.
Total indirect costs associated with this award increase are estimated to be $2,333.67 of
which zero ($0.00) is recoverable. Indirect cost recovery was not granted for the FY22 award.
A cash or non-cash match is non-applicable. The award is non-competitive and is based on
number of eligible students and enrollment. This award supports a continuing mandated
function. Grant revenues are not local revenues for the purpose of the constitutional
expenditure limitation, and therefore, expenditures of these revenues are not prohibited by
the budget law.

The priority use for these funds is to ensure Maricopa County Jail Education Programs are
in compliance with state and federal special education requirements. These funds will be
used to contract with special education consultants to work with staff in implementing the
IDEA Laws and Regulations, to assist staff in providing transitional services and to assist in
special education program improvement efforts. The Sheriff's Office has participated in the

MODIFICATION TO THE OPERATING AND FINANCIAL PLAN WITH THE U.S.
DEPARTMENT OF AGRICULTURE, FOREST SERVICE, TONTO NATIONAL FOREST
Approve “Modification of Grant or Agreement” #1 to accept funding in the amount of
$100,400 for the CY 2022 Operating and Financial Plan (Exhibit A) between Maricopa
County on behalf of the Maricopa County Sheriff’s Office and the U.S. Department of
Agriculture, Forest Service, Tonto National Forest. The reimbursement period will be
retroactive to January 1, 2022 through December 31, 2022. Also approve a rollover amount
of $5,983.76 from the CY 2021 Agreement. Also approve an estimated amount of $30,000
that is allowed for in the agreement for special enforcement situations that include but are
not limited to fire emergencies, drug enforcement, and certain group gatherings for a total of
$136,383.76.
The MCSO Indirect Rate is 14.74%. Total grant indirect costs are estimated to be
$20,102.97, and none of this amount is recoverable. The unrecoverable amount of
$20,102.97 will be absorbed within the Sheriff’s General Fund operations.
This grant award is multi-year and recurring. The Sheriff’s Office has been providing these
services for more than 30 years. The award does not require a cash contribution, nor an in-
kind contribution, and there are no future or ongoing contributions required following the
grant period. This service is not mandated; however, it furthers the Sheriff’s public safety
mandate. Funding is used to pay deputy overtime, the leases on two vehicles, monthly
charges for cell phones, and other supplies related to this grant agreement for MCSO to
assist in patrolling portions of the Tonto National Forest, located in Maricopa County.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore, expenditure of the funds is not prohibited by the budget law. (C-50-

Amend the Intergovernmental Agreement (“IGA”) between Valleywise (“Contractor”) and
Maricopa County (the “County”).
The purpose of this amendment is to provide funding to Valleywise to make capital
improvements to the Maryvale Hospital to create a second mental health courtroom and
related space.
Funding of this Agreement is through the American Rescue Plan Act, Coronavirus State and
Local Fiscal Recovery Funds under the CDFA number of 21.027. The Amended Agreement

MEMBER
Approval for the following actions regarding the Maricopa County Workforce Development
Board (MCWDB) as set forth below:
1. Accept the resignation of Collin Stewart in the Small Business position of the Maricopa
County Workforce Development Board.
The MCWDB is established and receives its authority in accordance with the Workforce
Innovation and Opportunity Act (WIOA), which was signed into law on July 22, 2014 as Public
Law 113-128. The Maricopa County Board of Supervisors (BOS) shall have final authority.
The Maricopa County Board of Supervisors approves the appointments, reappointments and
accepts the resignations of MCWDB members.

REVIEW AND APPROVAL OF MARICOPA COUNTY WORKFORCE DEVELOPMENT
BOARD FISCAL YEAR 2022 BUDGET AMENDMENT
Approve an increase in the Maricopa County Workforce Development Board (MCWDB)
Fiscal Year 2022 Budget in the amount of $159,503. This adjustment brings the MCWDB
budget to the total amount of $1,006,980.
Funds will be utilized to add 2 FTE positions (Special Project Managers) for salaries, ERE
and Indirect Costs, and will include travel, supplies and equipment costs. An itemized
comparison spreadsheet is attached.
Funding for the budget increase is provided through an IGA (C-22-21-063-X-00) with Arizona
Department of Economic Security (DES) (DI21-002283) for Workforce Innovation and
Opportunity Act (WIOA).
Per the Shared Governance Agreement between the Maricopa County Board of Supervisors
and Maricopa County Workforce Development Board, Board of Supervisor’s approval is
required if the funds shift results in an increased budgeted amount for the Workforce

Approve an Amendment to the current MOU between Steward Health Choice America and
Maricopa County through the Department of Correctional Health Services. The purpose of
this MOU is to establish a collaborative protocol, as described in Attachment A for effective
communication, coordination and continuity of care as outlined in AMPM Policy 1020 and
1050, for individuals eligible for services provided by SHCA who are also served by CHS.
The purpose of this amendment is to retroactively renew for a term from May 17th, 2020 and
ending May 16th, 2022 and to reflect the name change to Health Choice AZ Inc. This

Compliance – Non Recurring (MEL1) expenditure budget in the amount of $375,607.

INTERNATIONAL GENOMICS CONSORTIUM EXTENSION REQUEST
Authorize and approve a one-time 90 (ninety) day extension for International Genomics
Consortium (IGC) to remit their audited financial statement in compliance with the Maricopa
County Economic Development Funding Agreement, Section 7 item (g) and their
assessment of IGC’s impact in Maricopa County as well as a plan to augment, lessen or
eliminate the future funding from Maricopa County in compliance with the Agreements, Item
3 (Amendment of Section 5 – County Funding Commitment), and Item 4 (Amendment of
Section 6 – Prerequisites to Disbursement of County Funding) pursuant to the Third
Amendment to Economic Development Funding Agreement (C-18-03-008-1-03), as
approved by the Board of Supervisors on June 7, 2017. If the 90-day one-time extension is
not granted, IGC will be in violation of the terms and conditions of the IGA. Except for the 90-
day one-time extension, there are no other exceptions to the IGA.
IGC has requested the 90-day extension as their audited financial statements have been
delayed due to COVID-19. IGC’s auditors are scheduled to perform field work in April 2022,
with an anticipated financial statement issuance date of April 30, 2022. A 90 day extension
would require submission of the financial statements and other information no later than June
30, 2022.
The County provides financial assistance to IGC for the purposes of establishing a scientific
research/educational campus in Maricopa County and advancing the economic development

RESOLUTION TO APPLY FOR TRIBAL GAMING FUNDS FROM GILA RIVER INDIAN
COMMUNITY
Pursuant to the Board’s Resolution regarding Processing of Tribal Gaming Fund
Applications, dated May 31, 2016 (“Gaming Resolution”), Maricopa County is the
administrative pass-through for tribal gaming applications (“Applications”) received pursuant
to the State of Arizona Department of Gaming Compact (“Compact”). The Applications seek
funds for services that benefit the general public, including public safety, mitigation of the
impacts of gaming, or promotion of commerce and economic development. Pursuant to the
Board’s Gaming Resolution, Maricopa County defers substantive review of the Applications
to the Tribal authorities and places these matters on the consent agenda. Pursuant to the
Compact, Sections 12(b) and (d), the Tribe shall perform the substantive review of
applications and ensure 12% of its contributions under the Compact go to services that
benefit the general public.
Accordingly, authorize Maricopa County to accept and pass-through the applications listed
below pursuant to the compact agreement for Gila River Indian Community. The total amount
of funds awarded will not exceed $2,367,799.00.

LICENSED PRACTICAL NURSE SIGN-ON (PREMIUM PAY) AND RETENTION
INCENTIVE
1) Approve the attached Maricopa County Premium Pay Rates effective 3/21/22. Human
Resources recommends adding a sign-on incentive for Licensed Practical Nurses ($1,500
after 3 months and $1,500 after 1 year).
These premium pay rates apply to the County’s elected offices, appointed departments,
Judicial Branch of Maricopa County who receives funding from Maricopa County, and the
Flood Control District of Maricopa County and the Maricopa County Library District (Special
Districts). The Board of Supervisors is authorized to jointly adopt policies applying to the
Special Districts under the Intergovernmental Agreement, C-06-18-393-6-00, approved on
April 11, 2018.
2) Approve retention incentives for Licensed Practical Nurses (LPN) that mirror the County’s
LPN sign-on incentive. The County continues to struggle to recruit and retain LPNs. To
address recruitment issues and be consistent with market practice, the County requests to
implement an LPN sign-on incentive program. The LPN retention incentives below will help
address retention issues for LPNs who are not eligible for the sign-on incentive.
Incentive: $1,500 on 4/13/22 and $1,500 on the first paycheck in April 2023
Eligibility: LPNs hired before 3/21/22 (the effective date of the LPN sign-on incentive
program)
Repayment Clause: Employees who receive an LPN retention incentive and voluntarily leave
County employment before two (2) years of consecutive County service must repay all
retention incentives received during the last 12 months prior to their separation. Employees

Human Services Department. The purpose of the Agreement is for the Developer to make
infrastructure improvements and construct 12 energy-efficient, single-family detached

will be sold to households earning 65% or less of AMI.
The Agreement is amended to incorporate the changes contained in this Amendment No. 1.

1. Approve the submittal of Amendment No. 1 to the FY/PY 2021-22 Annual Action Plan
(AAP) to the U.S. Department of Housing and Urban Development (HUD). The amended
AAP identifies the activities to be conducted with the HOME-ARP funds as identified in

IGA WITH THE CITY OF SCOTTSDALE FOR HOME FUNDED ACTIVITIES
Approve a financial Intergovernmental Agreement (“Agreement”) between the City of
Scottsdale and Maricopa County administered by its Human Services Department.
The purpose of the Agreement is for the City to acquire and rehabilitate two (2) single-family
houses in Scottsdale. The two homes will provide affordable rental housing opportunities for
HOME income eligible residents. One single-family home will be funded with Program Year
2020 funds and one single-family home will be funded with Program Year 2021 funds.
The County will provide the City with U. S. Department of Housing and Urban Development
(HUD) HOME Investment Partnerships Program (HOME)) funds, CFDA 14.239 for Program
Year 2020 and Program Year 2021 activities. For Program Year 2020 in the amount not-to-
exceed $342,917 and for Program Year 2021 in the amount not-to-exceed $344,125. The
County shall provide the City with a total of $687,042 for HOME funded activities.
The Agreement term shall begin March 23, 2022 and will expire September 30, 2024. Per
Section 2 (Special Provisions), Paragraph 21.0 (General Conditions), Subparagraph 21.1
(Administrative Change Orders) request authorization for the Chairman of the Board of
Supervisors to approve and execute upon the recommendation of the Human Services
Department Director and Legal Counsel to make changes within the general scope of the
Agreement on behalf of the County through Administrative Change Orders. Administrative
Change Orders shall be approved and fully executed by the Chairman of the Board of
Supervisors and the authorized representative for the CHDO. Change Orders/Administrative
Changes will receive legal review and will be filed with the Clerk of the Board’s office upon
full execution.

HUMAN SERVICES FOR HEAD START AND EARLY HEAD START PROGRAM GRANT
FUNDING FOR FY2023
Request approval for the Maricopa County Head Start program to submit a continuation grant
fund application to the U.S. Department of Health and Human (DHHS)/Administration for
Children and Families (ACF), Office of Head Start (OHS), for the Grant No. 09CH012079.
The Maricopa County Human Services Department administers the Head Start and Early
Head Start programs. The County is a current recipient of the stated grant and the grant
application submittal is for second (2nd) year program, fiscal year 2023 funding, this funding
opportunity is non-competitive.
The Grant application is for $19,764,769 and the period of availability for the funds will be
July 1, 2022 through June 30, 2023. The Office of Head Start awarded Maricopa County with
Grant No. 09CH012079 for Head Start and Early Head Start for the project period of July 1,
2021 through June 30, 2026.
The Head Start Program goals are:
1. Better physical, cognitive, and social and emotional development in children
2. Improved Parent and Child Interactions that lead to Decreased Rates of Child Abuse and
Neglect
3. Increase Parent Self-Reliance and Empowerment
4. Expand and Improve the Quality of the Early Childhood Workforce
Also request authorization for the Chairman to sign documents related to this funding
application. The Office of Head Start requires the Maricopa County Board of Supervisors
Chairman to sign all grant applications, applications for additional funds, as well as
amendments and budget revisions to the Grant. Amendments are required if the program
needs to transfer funds between budget line items in an aggregate amount of $250,000 or
more.
The Grant requires a 20% non-federal share (NFS) match of the total approved project costs.
The total required NFS for FY2023 is $4,941,192 for the budget period of July 1, 2022 thru
June 30, 2023. NFS is generated through in-kind donations of goods and services as well
as parent volunteering.

Approve Amendment 2 to the cost reimbursement, Intergovernmental Agreement (IGA)
between Arizona Department of Health Services (ADHS) and Maricopa County by and
through its Department of Public Health (MCDPH), to continue the COVID-19 Case
Investigations & Contract Tracing program. MCDPH will continue to investigate cases and
conduct contact tracing, respond to disease clusters in high-risk settings, provide testing for
targeted areas and high-risk settings and provide guidance and recommendations to key
facilities and critical infrastructure.
This amendment is a no-cost extension with the new end date of the IGA extended to
February 28, 2023 and replaces the contract naming convention from IGA2021-076 to
CTR057306, which will be reflected in all future correspondence in the Arizona Procurement
Portal. All other provisions of the agreement remain unchanged. This amendment is
effective upon Board approval. The term will not exceed 5 years. This is a continuing grant,

of this Agreement is extended from January 1, 2022 to June 30, 2022 at no-cost.
Quarterly Program Narrative and Data Submission Reporting Requirements are amended to

Maricopa County by and through its Department of Public Health (MCDPH), Office of
Epidemiology (OE) to provide funding for the ‘Arizona Birth Defects Monitoring Program’
(AzBDMP). Maricopa County Department of Public Health will assist Arizona Department of
Health Services to fulfill the grant deliverables from the State and Centers for Disease
Control and Prevention (CDC) for surveillance, prevention, and referral activities related to
the data collection of cancer and birth defects. This surveillance program has been
established since 1986 and has well-established protocols for the registration of newborns

with birth defects. Surveillance work has included Zika virus transmission, Neonatal
Abstinence Syndrome (NAS), and expanded into surveillance of pregnancies and adverse
outcomes through CDC and the Council of State and Territorial Epidemiologists (CSTE).
The IGA term will begin January 1, 2022 through December 31, 2025, with an option to
extend to a total of 5 years. The budget period is from January 2022 to December 2022, for
a not-to-exceed amount of $360,000.00.
This is the second 5-year term and it is uncertain whether it will reoccur. There is no cash or
in-kind match required nor should ongoing cash contributions be necessary. The grant award
is not a mandated function but provides a benefit to the citizens with its effort to collect,
analyze and understand birth defect related data. The grant award was not competitive.
The Department of Public Health’s indirect rate for FY22 is 17.97%. Full indirect costs are
estimated at $54,837.67, all of which is recoverable. Departmental indirect rates are
reestablished at the beginning of each fiscal year and the future indirect rates will be collected

The Clerk reported there was one email comment regarding the County Attorney that
has been shared with the district offices, and one speaker slip from Danielle Malanche.
Ms. Malanche, resident, stated her property is at 16555 Lower Buckeye Road. She said
she had five acres and sold two and one-half acres. She stated as soon as the property
was put up for sale, she was bombarded with code non-compliance complaints. She
claimed she has neighbors that are unhappy with her and has suffered racial slurs. She
said there have been constant complaints since April 2021 that have been
unsubstantiated. She claimed there is a person in code compliance who is friends with
the discontent neighbors and has trespassed on her property more than once. She
claimed everything is caught on video. She is asking the Board to hold the person
trespassing accountable.

Supervisors'/County Manager's summary of current events - Resumen de temas de

Joy Rich introduced the new director of Animal Care and Control Michael Mendel who
was in the audience. She noted he is a long-term volunteer with excellent credentials.
Supervisor Sellers stated he and the Chairman attended a GPEC Board of Directors
meeting and a presentation was made regarding affordable housing. He reiterated that
economic growth cannot be sustained without affordable housing. Supervisor Sellers
noted he attended the Roosevelt Dam Feature at The Grande, which is a replica of the
Roosevelt Dam. This exhibit allows people to see and be educated on how the valley
would not exist today without this dam, He noted some of the history associated with
the Roosevelt Dam. He also attended the Arizona Forward Environmental Excellence
Awards with Valley Metro and Valley Metro won one of the top two awards.
Supervisor Gallardo stated his office is getting back out into the community. He noted
he got an invitation to go to Ajo and there were some Gila Bend people there as well.
They are planning summer events with the City of Phoenix. He is hoping they will be
able to do another D-Back Jam. He said it was great to be back out in the community.
Supervisor Galvin was heartened with the approval of item #54, the intergovernmental
agreement (IGA) with the City of Scottsdale where the city will acquire and rehabilitate
two single-family houses in Scottsdale. He recognized the efforts of the County Human
Services Department and the City of Scottsdale for working together to provide
affordable housing opportunities for people who need it. He noted he attended a
fundraiser for A New Leaf, an organization that does a lot of work in the County. He
said they raised $100,000 in ten minutes.
Supervisor Hickman noted he is hearing some municipalities are not keeping up with
their permitting and home builders are finding this out and going to the government
structure that has been performing well, which is Maricopa County. He stated if builders
push out into unincorporated areas, the municipalities are going to have to be informed
they cannot push all affordable housing into these areas without the proper
infrastructure. He was invited to the Wickenburg Chamber of Commerce to speak to
business owners. He noted he was asked an election question and the person was
satisfied with the answer given.
Chairman Gates informed everyone the Farm City Breakfast is going to be held on April
13, 2022, at the Arizona Wholesale Nursery. He noted the Board is working hard with
the Recorder’s Office and the Elections Operation Agreement has been worked out.
There will be an additional election this year for the Maricopa County Attorney. He
stated Senator Kelly Townsend has issued another subpoena to Maricopa County
about the 2020 election. He said the 2020 election has been the most scrutinized
election in history. He said the Board will be discussing this subpoena in executive
session and they will continue to be cooperative.

session only.
