The applicant is requesting a Special Use Permit to allow 88 
uncovered RV/boat storage facility at the NEC of Carefree 
Highway and Central St. There are no outstanding concerns 
from reviewing agencies on the proposal. The Commission 
report included one member from the public in opposition. At 
the Commission hearing, no one registered to speak in 
support/opposition to the request. The request complies with 
the Commercial land use designation of the Daisy 
Mountain/New River Area Plan and is also located within the 
Carefree Highway Scenic Corridor.   
 
Staff notes the project site has minimal buffering along 
Carefree Highway, but there is no local community 
opposition speaking to that concern of buffering. Staff 
believes due to the site of project, compliance with the CHSC 
guidelines 
for 
staggered 
walls, 
open 
setback 
and 
landscaping  along Carefree Highway would make the 
facility much smaller in size and would not be feasible for the 
property owner for outdoor storage.

On 6/16/22, the Commission voted 7-0 to recommend 
approval of Z2021150 subject to conditions ‘a’ – ‘l’:

a. 
Development of the site shall be in substantial conformance with the Site Plan 
entitled “Desert Hills RV and Boat Storage“, consisting of 3 full-size sheets, dated 
May 9, 2022, and stamped received May 12, 2022, except as modified by the 
following conditions. Staff may determine slight refinements to remain in 
substantial conformance with the approved site plan.  Minor and major 
amendments to the site plan will be determined in accordance with Chapter 3 of 
the Maricopa County Zoning Ordinance. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative 
Report entitled “Special Use Permit Narrative for Desert Hills RV & Boat Storage 
Facility”, consisting of 6 pages, dated revised May 10, 2022, and stamped 
received May 25, 2022, except as modified by the following conditions. 
 
c. 
The following Planning Engineering conditions shall apply:  
 
1. 
Engineering review of planning and/or zoning cases is for conceptual 
design only. All development and engineering design shall be in 
conformance with Section 1205 of the Maricopa County Zoning 
Ordinance; Drainage Policies and Standards; Floodplain Regulations for 
Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of 
application for construction.  
 
2. 
Based upon the conceptual design nature of the information submitted, 
changes to the site layout and/or a reduction in the number of building lots 
may be necessitated by the final engineering design of the subdivision 
drainage infrastructure.  
 
3. 
Detailed Grading and Drainage (Infrastructure) Plans and a Drainage 
Report must be submitted with the application for Final Plat Approval and 
Building Permits.  
 
d. 
This special use permit is valid for a period of 10 years and shall expire on July 27, 
2032 or upon termination of the use for a period of 90 or more days, whichever 
occurs first. All site improvements associated with the special use permit shall be 
removed within 90 days of such expiration or termination of use.   
 
e. 
The facility will operate 7 days a week with hours of operation limited to 6 a.m. to 
10 p.m. 
 
f. 
There shall be no repair of RVs, boats, or other equipment on the site.  
 
g. 
All materials and colors used in screening walls and office building, must be muted 
and compatible with the desert environment.  
 
h. 
All outdoor lighting shall be dark sky compliant, low intensity, fully shielded, and 
directed downward at least 20% below the horizontal plane at bottom of light 
fixture so that no illumination occurs off site.  All light poles or standards shall have 
a maximum height of 16-feet from surface grade of the parking lot, treated to 
minimize glare, placed at intervals, and setback a minimum of 20-feet from 
adjacent properties.

i. 
Prior to issuance of the initial building permit, written confirmation will be required 
from the emergency fire protection jurisdiction having authority that the facility 
has been designed in accordance with their regulations and requirements, and 
that emergency fire protection service will be provided to the facility. Prior to 
issuance of the certificate of occupancy, local fire protection jurisdiction review 
and approval will be required. 
 
j. 
Noncompliance with any Maricopa County Regulation shall be grounds for 
initiating a revocation of this Special Use Permit as set forth in the Maricopa County 
Zoning Ordinance.  
 
k. 
The property owner/s and their successors waive claim for diminution in value if 
the County takes action to rescind approval due to noncompliance with 
conditions.  
 
l. 
The granting of this change in use of the property has been at the request of the 
applicant, with the consent of the landowner.  The granting of this approval allows 
the property to enjoy uses in excess of those permitted by the zoning existing on 
the date of application, subject to conditions.  In the event of the failure to comply 
with any condition, and at the time of expiration of the Special Use Permit, the 
property shall revert to the zoning that existed on the date of application.  It is, 
therefore, stipulated and agreed that either revocation due to the failure to 
comply with any conditions, or the expiration of the Special Use Permit, does not 
reduce any rights that existed on the date of application to use, divide, sell or 
possess the property and that there would be no diminution in value of the 
property from the value it held on the date of application due to such revocation 
or expiration of the Special Use Permit.  The Special Use Permit enhances the value 
of the property above its value as of the date the Special Use Permit is granted 
and reverting to the prior zoning results in the same value of the property as if the 
Special Use Permit had never been granted.

Project Summary: 
 
1. 
The request is for a Special Use Permit (SUP) for Desert Hills RV & Boat Storage Facility for 
commercial storage of RVs and boats at the northeast corner of Carefree Highway and 
Central Ave. in the New River/Desert Hills area. The subject site consists of 4.73 acres 
zoned Rural-43 and is within the Carefree Highway Scenic Corridor. 
 
2. 
The request would include month-to-month rental storage spaces to allow for storage of 
88 uncovered parking stalls with an 8’ CMU wall to secure the site, conversion of an 
existing on-site 720 sq. ft. structure (24’ x 30’) to an office (no residential use or caretaker 
to reside on site), four standard parking spaces and one ADA parking space. The facility 
would not require any on-site employees, and the facility would be accessible via 
electronic access gate to tenants seven days a week from 6 am – 7 pm. The SUP 
application does not request any variations to the Rural-43 zoning district standards due 
to a single office structure and no covered canopies.   
 
3. 
The site will be access from Central Ave. via electronic access gate and an emergency 
fire exit along the north. The facility will not include driveway access from Carefree 
Highway. All parking stalls and internal driveways will be paved. The storage and internal 
driveways will be paved and have two primary circulation routes within the site. Retention 
will be located along the east and north property lines.  
 
4. 
One free-standing sign is proposed along Central Ave. north of the driveway which will 
be 5’ in height, have a base of 8’, and include an approximately 35 sq. ft. sign face. This 
sign will be not be illuminated for compliance with the Carefree Highway Scenic Corridor 
standards. The facility would also include one, 32 sq. ft. wall sign on the proposed CMU 
wall at Carefree Highway and Central Ave.  Outdoor lighting will comply with the 
International Dark Sky Association Standards and will be no higher than 16’ in height with 
6 poles shown on the site plan.  
 
5. 
Construction of the facility will occur as a single phase. On-site wastewater will be an on-
site septic system, while water will be provided via shared well with the rural residential 
properties to the north. Fire Service will be provided by Daisy Mountain Fire District and 
police services by MCSO.

Carefree Highway Scenic Corridor -CHSC (August 2008): The CHSC is a design guideline 
to highlight, promote and preserve the scenic and environmental characteristics along 
the corridor to reflect the character of the Desert Hills/New River area community. The 
guideline encourages new developments to follow the guidelines and part of the

entitlement process, these guidelines are in place to help protect and enhance the 
Carefree Highway area. These are policy, not regulatory to provide decision makers 
information on development along the corridor. The corridor consists of a ¼ mile north 
and south of Carefree Highway from 7th Ave. to 28th St. alignment (approx. 3.5 miles 
segment). The narrative report addresses the following for compliance with the Carefree 
Highway Scenic Corridor:  
 
o Light fixtures  - compliance with International Dark Sky Association Standard, the 
light poles shall have a maximum height of 16’.  
 
o Landscaping and screening - Proposed 5’ wide landscaping along Carefree 
Highway to be drought tolerant to buffer the use. The facility will be screened 
from view with 8’ CMU wall.   
 
o Existing office building - The building will not impede on the scenic view and will 
be designed to comply with the architectural requirements with southwestern 
style.  
 
o All utility lines will be buried.  
 
o Signage will be non-illuminated and will be limited in size.   
 
There are several CHSC design standards that are being requested to be varied for the 
proposed RV and boat storage facility.  
 
1.1 
Character/Identity – Open space buffers along Carefree Highway and between 
incompatible land uses should be provided to help minimize impacts. Berms or 
landscaping can provide a buffer to transition.  
 
The site plan shows a 5’ wide native drought tolerant landscaping along Carefree 
Highway. No open space or buffering provided along northern region adjacent 
to ingress/egress of Quailbrush Ave. and rural/residential land uses.  
 
5.1 
An average 100-foot deep landscape setback should be provided along the 
frontage from the Carefree Highway right of way (property line) to any fences, 
parking areas and other improvements (except for driveways and walkways). In 
no case should any landscaped setback be less than 50 feet deep. Outdoor 
displays should not be permitted in this area. Signage, sidewalks, and non-
motorized pedestrian trails are permitted within landscape setback.  
 
Compliance with this standard would eliminate storage of spaces along the 
southern property line and would also impact the southern driveway and retention 
basin. Due to the limited size of the parcel, additional landscaping is not provided. 
Staff notes Carefree Highway has additional 35’ of R/W reserved for Carefree 
Highway (total of 100’ half-width) that is currently undeveloped.

Straight, uninterrupted walls should not exceed 100 feet in length. Walls greater 
than 100 feet in length should be staggered or undulated.

to the surrounding roadway network as it generates fewer than 100 additional peak hour

Daisy Mountain Area Plan (November 20, 2019): The Daisy Mountain/New River Area Plan 
designates the site as Commercial. The land use designation includes retail needs 
associated with local and rural communities. The plan references rural lots with a Special 
Use Permit.

City of Phoenix General Plan (Adopted March 4, 2015): The General Plan designates the 
subject site as ‘Undesignated Area’ which references properties within Maricopa County 
jurisdiction adjacent to the City of Phoenix municipal boundaries.  
 
Public Participation Summary: 
 
13. 
The applicant notified property owners within 300’ of the site and interested parties in the 
area. The Citizen Results Report states a virtual meeting was held on August 18, 2021 with 
3 people in attendance with questions on development of the facility associated with 
water, wastewater and number of units to be stored at the facility. Staff notes there is one 
letter of opposition received from Ed Ehrich, stating concerns with chip seal of Central 
Ave. which was paid for by the residents on Central Ave. from Carefree Highway to 
Galvin St. for air quality and  improvement of the road condition. The letter states the 
residents petitioned the County to pave the road, with no success. Inclusion of 24 new 
homes and the proposed facility will result in additional traffic on Central Ave. The letter 
states the County needs to take action to address public and roadway safety. The letter 
references that the facility will results in negative impacts to property values, increased 
traffic, noise and crime.  There has been no further public comment received on the 
application.  
 
Outstanding Concerns from Reviewing Agencies:

There are no outstanding concerns from reviewing agencies. The application was routed 
to secondary reviewing agencies. The City of Phoenix was notified of the SUP application 
but as of the writing of this report staff has not received any comments on the project. 
The New River Desert Hills Community Association (NRDHCA) indicated the proposal is 
located in the Daisy Mountain/New River Area Plan designated for commercial land uses

along Carefree Highway and they do not object to the application. They did comment 
that they would like the facility to follow the Dark Sky Guidelines, leaving the facility would 
be right turn only and the wash within the parcel should be undisturbed. 
 
 
Staff Analysis:

Staff is supportive of the SUP application for uncovered RV and boat storage. The facility 
is small in scale and size with 88 uncovered stalls. Comparing existing and proposed RV 
and other storage facilities along Carefree Highway with sites that are double in size, the 
use is limited in the number of spaces. The proposed use is appropriate along Carefree 
Highway. There is a need for storage in the area and the proposed use would aid in 
providing that service. Several of the CHSC design guidelines will be included with 
development of the site for compliance with the rural environment and request to vary 
design standards is associated with the limited improvements to the site and small size of 
the property.  Staff notes the project site has minimal buffering along Carefree Highway, 
but there is no local community opposition speaking to that concern of buffering. Staff 
believes due to the site of project, compliance with the CHSC guidelines for staggered 
walls, open setback and landscaping  along Carefree Highway would make the facility 
much smaller in size and would not be feasible for the property owner for outdoor 
storage. 
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of 
Supervisors approve Z2021150 subject to the following conditions ‘a’ – ‘l’. 
 
a. 
Development of the site shall be in substantial conformance with the Site Plan 
entitled “Desert Hills RV and Boat Storage“, consisting of 3 full-size sheets, dated 
May 9, 2022, and stamped received May 12, 2022, except as modified by the

1. Purpose of Request 
a. Desert Hills RV & Boat Storage LLC is the owner of a parcel located at the corner of N 
Central Ave and E Carefree Hwy  comprising of APN 211-53-023S in a portion of 
unincorporated Maricipa County.  The property is approx. 4.73 acres and currently 
zoned RU-43. 
The purpose of the request is to obtain approval of a Special Use Permit to allow for the 
development of an RV and boat storage facility. 
 
2. Description of Proposal 
a. Use: The requested SUP for the subject property would provide for the development of 
a month-to-month RV and boat storage facility. 
The proposed use would not require any on-site employees most of the time.  The 
facility would be accessible to tenants from 6am – 10pm 7 days per week. Most of the 
activity would happen during the early morning hours and possibly in the late 
afternoons and early evenings as clients are taking their property out and back in the 
facility. 
No staff to reside on-site. 
 
3. Improvements 
a. Minimal improvements to the property would be required, but anticipated 
improvements, as depicted on the corresponding site plan are outlined below:  (Please 
note that the only building on the site is existing as a past office space and will continue 
to be use as office space for the occasional worker) 
i. Facility Driveway Access Points 
As shown on the site plan three new paved driveway access points will 
be constructed as well as paved stalls. One on N Central Ave for the 
Enter and Exit points of the facility. 
ii. Electronic Facility Access Gate 
Electronic sliding access gates and associated keypads will be installed 
at the new driveway access point for the storage facility shown on site 
plan.   
iii. Perimeter View-Obscuring Block Fencing 
An 8-ft  block wall fence will be installed around the perimeter of the 
facility.  This will provide proper screening for the residential acreage to 
the properties on all sides, as shown on the site plan.  This fence will be 
constructed by the owner. 
 
iv. Stormwater Retention Basin 
Required on-site stormwater retention will be provided.  There will be 7 
basins: 3 along the Northern property line and one along the East

property line, one on the Southwest corner all at 36” deep and 2 in the 
middle of the project – these two basins will be 12” deep. 
 
v. Facility Signage 
The proposed storage facility will have one monument (ground 
mounted) sign located adjacent to the western property line by the 
entrance driveway on N. Central Ave. The sign will be 35 sf monument 
sign with a total height of 5 ft.  The is in conformance with the 
applicable requirements of the MCZO.   Another sign is proposed to be 
attached to the block wall at the corner of Central and Carefree Hwy.  
The signage is approx. 32 SF and 4 ft in height. Details of the sign have 
been provided with the site plan. 
4. Relationship to Surrounding Property 
i. The requested SUP is compatible with the surrounding land uses.  The subject 
property is boarded on the South by E Carefree Hwy which has numerous 
commercial uses.  Across E Carefree Hwy is an existing church and the to the 
North by property zoned single-family residential, currently under development 
and on the East and West by other RU-43 zoned properties.  The feel of the 
immediate area, particularly along E Carefree Hwy, is quite commercial.  
Consequently, approval of this request will not alter the current feel and 
environment of the area for the surrounding properties.  Further, development 
of the proposed storage facility will benefit the surrounding community by 
giving owners of RV and boats a place to legally store their property instead of 
on the sides of their homes or streets.  The E Carefree Hwy corridor in this area 
has been developed primarily with commercial and light industrial type of uses.  
The proposed storage facility is compatible and consistent. 
 
5. Location and Accessibility 
i. The subject property is located at the northeast corner of N Central Ave and E 
Carefree Hwy, comprising of APN 211-53-023S.  The subject property is 
immediately adjacent to both N Central Ave and E Carefree Hwy (both paved 
roadways).  Access will occur from N Central Ave via one new access point to be 
constructed near the northern part of the property.  The proposed RV and Boat 
Storage facility use is anticipated to generate very minimal traffic.  Given the 
relatively low traffic volumes on N Central Ave in this area, no improvements to 
the roadway are anticipated. 
 
Per County requirements, a right-of-way will be dedicated to the County along 
the subject property’s N Central Ave frontage.  MCDOT has approved a Right-of-
Way Dedication Waiver reducing the N Central Ave dedication from 40’ to 31.5 
as noted in the attached ROW Reduction Approval Letter.

6. Circulation System 
i. As indicated above, access to the subject property is available from N Central 
Ave via one access point to be constructed near the North middle of the 
property.  Access point will be controlled by security gate.  This configuration 
will provide adequate access and circulation for all of the clients and will allow 
the larger RV’s or boats to circulate through the site without having to backup 
or turn around if so desired.   
 
 
7. Development Schedule 
i. The proposed improvement for the RV & Boat storage facility is expected to be 
constructed in a single phase.  If the County approves the SUP and issues 
building permits, we anticipate development to begin early 2022. 
 
8. Community Facilities & Services 
i. The subject property is located within the Deer Valley Unified School District, 
though this project will not generate any new students for the District.   
 
9. Public Utilities and Services 
Sewer: NA – septic system 
Water: Shared Well 
Electric: APS 
Fire: Daisy Mountain Fire District 
Solid Waste: Allied Waste 
 
10. Carefree Highway Scenic Corridor 
The proposed SUP for the storage facility has been carefully designed to take in to account the 
design guidelines listed in the Carefree Highway Scenic Corridor Study.   
• 
The light fixtures that have been chosen to comply with the requirements of the 
International Dark Sky Association Standards.  Poles will be no higher that 16’ in height. 
• 
We have provided a continuous 5’ native plant (low water use) landscape buffer 
between the proposed use and the Carefree Highway. 
• 
The proposed use will not impede on any scenic views as we maintain building heights 
under what is required in the Carefree Highway Scenic Corridor Study Manual. 
• 
Utility lines will be buried. 
• 
Architecture will be in the southwestern style.  The building on site is existing but will be 
updated to meet the architectural requirements. 
• 
Signs are non-illuminated and have been limited in size as to not impede on the scenic 
views and will match the aesthetic of the proposed use. 
• 
Design guidelines of the proposed use will meet the architectural style that is currently 
in the area. 
• 
Storage facility will be screened by a painted block wall.

11. Conclusion 
The requested SUP is in conformance with the MCZO and is fully compatible and consistent with 
existing commercial and industrial uses in the immediate area.  It will not alter the current feel 
and environment of the area for the surrounding properties and has accounted for the adjacent 
residential properties through screening and setback provisions.  The proposed RV and boat 
storage facility will serve a need in the surrounding community in a location that is perfectly 
compatible.  Project includes 4 car spaces, 1 ADA accessible space and 88 RV/boat spaces.  All 
storage will be open storage.

Maricopa County Department of Transportation (MCDOT) has reviewed the 
request to waive the requirement that the setback line on the referenced 
property be measured from the future right-of-way as required by Section 1105 
of the Maricopa County Zoning Ordinance.  The subject property is located along 
a Mid-Section alignment (Central Avenue), requiring the setback line be 
measured from a 40-foot future right-of-way.  
 
Based on current development patterns, the short length of Central Avenue in 
this area, and the existing rights-of-way it is recommended that the requirement 
for the setback line be measured from a future right-of-way of 31.5-feet.  
 
This recommendation pertains only to future right-of-way needs for a public 
roadway on the identified alignment and does not consider legal access 
requirements, easements, drainage, utilities, etc. which still apply to the subject 
property.

Review Comments: 
 
A right turn deceleration lane is warranted at Carefree Highway and Central 
Ave given the high speeds on Carefree Highway and the size of the vehicles 
using this development.  A minimum of 160’ of storage and 180’ of taper will 
be required.  
 
Emergency access onto Carefree Highway is denied. Please provide an 
alternative access point.  
 
Provide driveway spacing details.

The Daisy Mountain Fire District has adopted the 2012 edition of the International Fire Code 
including Appendix Chapters B, C, D, E, F, G, H, I, as published by the International Code 
Council with the following amendments.  
Section 2. That the following sections are hereby revised: 
Section 101.1. Insert: Daisy Mountain Fire District 
Section 109.4. Insert: [SPECIFY OFFENSE: Class 2 Misdemeanor], [AMOUNT: 750.00], [NUMBEROF DAYS: 120]. 
Section 111.4. Insert:  [AMOUNT: 150.00], [AMOUNT: 750.00]. 
Section 903.1 General. Delete and replace with: 
 903.1 General. An approved automatic sprinkler system shall be installed throughout all 
levels of all new Group A, B, E, F, H, I, M, R-1, R-2, R-4 and S occupancies of any size 
and Group U occupancies of more than 5,000 square feet. Automatic sprinkler systems 
shall be installed in accordance with the requirements of NFPA 13, unless otherwise 
approved by the Fire Code Official. 
Exceptions: 
1.
Detached gazebos, temporary tents and ramadas for residential and public use.
2.
Independent buildings of any construction or occupancy other than Group E or H
that are 1000 square feet or less.
3.
Detached noncombustible carports or canopies not exceeding 5000 square feet.
4.
Factory built buildings used as temporary office buildings similar to real estate
leasing offices and construction offices.
Section 903.1.2 Added as follows 
903.1.2 Building additions and Remodels. Building additions or Structural Remodels 
that equal 50 percent or more of the existing build floor area, or exceed 10,000 square 
feet shall be protected by an automatic sprinkler system. 
Section 3. That the geographic limits referred to in certain sections of the 2012 International 
Fire Code are hereby established as follows: Within the Daisy Mountain Fire District 
In accordance with A.R.S. 48-805 the fire district will keep three copies of the adopted code,

Plan Review Requirements
All plans and specifications for new commercial construction, remodeling, and alterations or Operational Permits 
within the Daisy Mountain Fire District (DMFD) shall be submitted to the Department for review and approval 
prior to any construction or operations. The plans will be reviewed with the approval and recommendations 
forwarded to the County Planning and Development department. Plans shall comply with the 2012 I.F.C. with 
DMFD revisions.
Submittal information shall include, but is not limited to the following:
1.
A copy of the County Building Permit.
2.
One copy of the approved drawings including site plan, civils, architectural, structural, mechanical and electrical.
3.
Submittal of plans for the fire protection systems which require Engineering or N.I.C.E.T. approval.
4.
Water supply and fire flow requirements for the building and Fire Protection Systems required.
5.
Three drawings and one spec sheet submited. Electronic submittal may be acceptable depending on format.
6.
A single 8.5" x 11" drawing of each buildings fire escape plan showing occupant load, use of each room and exit routes.
7.
Show the location of the main fire alarm control panel, fire sprinkler riser room, F.D.C. and Knox lock box.

Hello, my name is Ed Ehrich and I have lived at 35035 N Central for six (6) years.  I am writing on 
behalf of the residents on N. Central Ave to voice concerns with the proposed Desert Hills RV 
and Boat Storage facility on the corner of N. Central and Carefree Hwy.  
As you may be aware, the residents on N. Central from Carefree Hwy to Galvin paid to chip seal 
the road to abate the air quality and improve the road condition due to the fact that N. Central 
Ave is currently not maintained by Maricopa County. In the past, the residents petitioned the 
County to pave the road to no avail. With addition of twenty-four (24) new homes and an RV 
and Boat Storage facility, there is, and will be considerably more traffic on N. Central.   
The County needs to take the appropriate action to assure public safety and road safety on N. 
Central Ave with the approval of a RV and Boat Storage facility.  Accordingly, the residents 
request the following actions:  
1)   Install a Traffic Signal at the corner of N. Central and Carefree Highway 
  
2)   Pave N. Central Ave from Carefree Hwy to Galvin with speed bumps to slow traffic 
  
3)   Insure safe egress and ingress to the RV facility by requiring a long driveway to the facility to 
mitigate any traffic congestion on N. Central Ave. 
  
4)   Assure lighting of the RV Storage facility does not negatively impact residents or violate the 
“Dark Sky” Ordinance. 
  
5)   Provide an increase in sheriff presence on N. Central Ave. 
Further, these actions are also necessary in consideration that: a) there is already church traffic 
which creates dangerous traffic conditions; b) a wall built for the RV storage will obstruct 
drivers views accessing Carefree Hwy; and c) the mailboxes which support residents on N 
Central, 3rd Ave. and 3rd St. are located at N. Central and Galvin.  
Also, without these actions, the addition of an RV and Boat Storage may negatively impact 
property values in the immediate area and will certainly result in an increase in traffic, noise, 
and crime. We have already experienced increased vehicle traffic, littering / dumping of trash, 
and road deterioration as a result of the construction vehicles and additional traffic from the 
new homes. 
These improvements can be justified and supported by the additional tax revenue the County 
will be receiving from the taxes generated from the RV and Boat Storage.  
We request that the County do the “right” thing for its citizens in the event the proposed RV 
and Boat Storage facility be approved to go forward. Thank you for your consideration in this

applicate wishes for a SUP for the purposes of an RV Storage Center. The site will be 
completely walled in and only used for vehicles (no enclosed storage lockers). 
along Carefree Hwy, the NRDHCA does not object to this proposal/SUP. NRDHCA
would like to request the following:
Lighting in the facility should follow the dark sky guidelines.
