9:30 AM on Wednesday, January 26, 2022, in the Supervisors' Auditorium, 205 W. Jefferson

INVOCATION - INVOCACIÓN
Chairman Gates said he had two guests from District 3 and introduced Debra Stark,
Councilwoman with the City of Phoenix, who has served since 2016 and has done a
great job representing the community. She has also served as the Maricopa County
Planning and Development Director. Chairman Gates introduced Pastor Cleo Lewis
from Sunnyslope. He has served as an outreach Pastor over the last 10 years,
ministering to the homeless, first responders, and veterans. Pastor Lewis led the prayer.

John Reynolds, Maricopa County Animal Care and Control, introduced the star of the
day, Duke, who is a 5-year-old Mastiff Mix. Mr. Reynolds said Duke is a gentle giant
who loves people, and he would do best in a household with older children. He is ready
to go home today for $25, having been vaccinated, microchipped, registered, and
neutered. For more information on Duke or other adoptable pets, please visit
Pets.maricopa.gov.
Chairman Gates asked if there were any announcements or corrections to the agenda.
The Clerk replied there was one correction to item 72 on page 31. The award amount
should be $13,736,552 not $15,000,000 that was referenced.

Request: Major Amendment of White Tank Foothills Development Master Plan (DMP) to
change the land use designations from Small Lot Residential (2 – 5 du/ac) and Rural (0-1
du/ac) to Small Lot Residential (5 – 8 du/ac) and Transitional Lot (3 -5 du/ac) for a single-
family residential subdivision
Site Location: Generally located at the NWC of Citrus Rd. and Northern Ave. in the Glendale
area
Commission Recommendation: On 11/4/21, the Commission voted 5-1, to recommend
approval of DMP2021001 subject to conditions ‘a’ – ‘v’:
a. Development shall comply with the Development Master Plan Narrative Report entitled
“White Tank Foothills”, dated August 12, 2021, and stamped received August 20 , 2021,
including all exhibits, maps, and appendices, except as modified by the following conditions.
b. Changes with regard to use and intensity, or changes to any of the approved conditions
shall be processed as a revised application with approval by the Board of Supervisors upon
recommendation by the Maricopa County Planning and Zoning Commission. Revised
applications shall be in accordance with the applicable Development Master Plan Guidelines,
subdivision regulations, and zoning ordinance in effect at the time of application(s)
submission. The Maricopa County Planning and Development Department may approve
minor changes as outlined in the Maricopa County Development Master Plan Guidelines in
effect at the time of amendment. Non-compliance with the narrative report, maps, and
exhibits, or the conditions of approval will be treated as a violation in accordance with
Maricopa County Procedures.
c. The master developer shall be responsible for the construction of all public and private on-
site roads within the Development Master Plan. Further, the applicable homeowner’s
association shall be responsible for the maintenance and upkeep of all private roads, public
open spaces and facilities, washes, parks, roadway median landscaping, landscaping within
public rights-of-way, and all pedestrian, bicycle, and multi-use paths.
d. Landscaping of all common areas and open spaces, except for identified recreational
areas shall consist of indigenous and or low water use species.
e. The Development Master Plan shall be developed sequentially as depicted on the phasing
diagram contained in the narrative report.
f. The total number of residential dwelling units of White Tank Foothills Phase 3 shall not
exceed 770 dwelling units. Overall, the total number of residential dwelling units for the
entire White Tank Foothills master community shall not exceed 1,746 dwelling units. To help
ensure compliance, the cumulative number of dwelling units completed to date, in relation to
the identified limit, shall be identified on all plats.
g. The master developer shall notify all future residents that they are not located within an
incorporated city or town, and therefore will not be represented by, or be able to petition a
citizen-elected municipal government. Notification shall also state that residents will not have
access to municipally managed services such as police, fire, parks, water, wastewater,
libraries, and refuse collection. Such notice shall be included on all final plats, be
permanently posted on the front door of all home sales offices on not less than an 8-½ by
11-inch sign, and be included in all homeowner association covenants, conditions, and
restrictions (CC&Rs).
h. All park facilities shown on plats shall be completed concurrently with residential
development. Park facilities and amenities shall be identified on all applicable plats.

i. Not less than 51.41 acres shall be reserved for active and passive open space. Further,
the project shall have not less than five pocket parks and one off-site park as depicted on
the parks plan exhibit in the narrative. Further, not less than six pocket parks and off-site
park shall be provided. At the time of each preliminary plat submission, the master developer
shall include a description of the status of the cumulative open space acreage and park
numbers with respect to the requirements of this condition. A description of the types of
recreational amenities that will be included in the pocket parks and off-site park shall be
submitted with all preliminary plats.
j. Unless otherwise agreed to in writing by the applicable school districts, not less than 15-
acre school site and a minimum of 15 acres shall be reserved. Said school shall not front on
to arterial streets.
k. Development phasing shall assure two access points are provided.
l. Bike lanes shall be required on all arterial and collector streets as specified in the Maricopa
County Bicycle Transportation System Plan.
m. Prior to approval of the final plat, a total half-width 65-foot right-of-way shall be dedicated
for Citrus Rd. and Northern Ave.
n. Prior to approval of the final plat, a total half-width 55-foot right-of-way shall be dedicated
for Perryville Rd. with a ten-foot roadway and utility easement shall be provided adjacent to
the right-of-way.
o. Prior to approval of each applicable final plat of any subdivision within a phase containing
Olive Ave., the developer will be obligated to construct (or post the necessary financial
assurances) the ultimate half-width roadway for the extent of Olive Ave. in that phase.
p. Prior to approval of each applicable final plat of any subdivision within a phase containing
Citrus Rd., the developer will be obligated to construct (or post the necessary financial
assurances) the ultimate half-way width roadway for the extent of Citrus Rd., in that phase.
q. Prior to approval of each applicable final plat of any subdivision within a phase containing
Perryville Rd., the developer will be obligated to post a five-year performance bond (in the
amount of the total estimated construction costs) for a half-width roadway for the extent of
Perryville Rd. in that phase.
r. Prior to approval of each applicable final plat of any subdivision within a phase containing
Northern Ave., the developer will be obligated to construct or post a five-year performance
bond (in the amount of the total estimated construction costs) for a half width roadway for
the extent of Northern Ave. in that phase. Prior to expiration of the bond, Maricopa County
will determine the necessity for the roadway and developer’s share of the responsibility.
s. The applicant shall provide offsite improvements and related right-of-way as
recommended in any approved White Tank Foothills Impact Study.
t. Access points and median openings on all arterial streets shall be consistent with any
approved White Tank Foothills Impact Study.
u. Prior to initial Final Plat approval or initial precise plan of development approval, the
applicant shall submit to the Maricopa County Planning and Development Department
confirmation of service by City of Surprise and verification of approval of a 208 Amendment
approved by the Maricopa Association of Governments Regional Council.

v. Any alteration of existing natural washes shall be done in compliance with the rules and
guidelines set forth by the United States Army Corps of Engineers.
Comments: The Board continued this matter on December 8, 2021 in order to have the
applicant work with neighbors on a layout redesign of the residential subdivision that will
have a lower density. The applicant is requesting further continuance of the case until the
February 23rd Board hearing in order to modify the zoning exhibit and hold a neighborhood
meeting to present the modified request to the neighbors.)Additional (C-44-22-099-X-00

PAD accommodating a single-family residential subdivision
Site Location: Generally located at the NWC of Citrus Rd. and Northern Ave. in the Glendale

Commission Recommendation: On 11/4/21, the Commission voted 5-1, to recommend
approval of Z2021050 subject to conditions ‘a’ – ‘n’:
a. Development of the site shall be in substantial conformance with the Zoning Exhibit
entitled “White Tank Foothills“, consisting of one full-size sheet, dated September 23, 2021,
and stamped received September 27, 2021, except as modified by the following conditions.
b. Development of the site shall be in substantial conformance with the Narrative Report
entitled “White Tank Foothills”, consisting of 68 pages, dated August 12, 2021, and stamped
received August 20, 2021, except as modified by the following conditions.
c.
The following Planning Engineering condition shall apply:
1.
Engineering review of re-zone cases is conceptual in nature. All development and
engineering design shall be in conformance with Section 1205 of the Maricopa County
Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa
County; MCDOT Roadway Design Manual; and current engineering polices, standards and
best practices at the time of application for construction.
d.
All buildings subject to noise attenuation as per ARS § 28-8482(B).
e. The master developer shall notify future homeowners that they are located within the state-
defined “territory in the vicinity of a military airport” with the following language:

“You are buying a home or property in the ‘vicinity of a military airport’ as described by State
of Arizona statute ARS §28-8481. Your house should include sound attenuation measures
as directed by State law. You will be subject to direct over flights and noise by Luke Air Force
Base jet aircraft in the vicinity.
Luke Air Force Base executes over 200,000 flight operations per year, at an average of
approximately 170 overflights per day. Although Luke's primary flight paths are located within
20 miles from the base, jet noise will be apparent throughout the area as aircraft transient to
and from the Barry M. Goldwater Gunnery Range and other flight training areas.
Luke Air Force Base may launch and recover aircraft in either direction off its runways
oriented to the southwest and northeast. Noise will be more noticeable during overcast sky
conditions due to noise reflections off the clouds.
Luke Air Force Base's normal flying hours extend from 7:00 a.m. until approximately
midnight, Monday through Friday, but some limited flying will occur outside these hours and
during most weekends.”
Such notification shall be recorded on all Final Plats, be permanently posted on not less than
a three foot by five foot sign in front of all home sales offices, be permanently posted on the
front door of all home sales offices on not less than an 8½ inch by 11 inch sign, and be
included in all covenants, conditions, and restrictions (CC&Rs) as well as the Public Report
and conveyance documents.
Such notification shall be recorded on all Final Plats, be permanently posted on not less than
a 3 foot by 5 foot sign in front of all home sales offices, be permanently posted on the front
door of all home sales offices on not less than an 8½ inch by 11 inch sign, and be included
in all covenants, conditions, and restrictions (CC&Rs) as well as the Public Report and
conveyance documents.
f. The following R1-6 RUPD PAD development standards shall apply:
1.
Maximum rear yards of 15-feet.
2.
Minimum lot size of 5,175 sq. ft.
3.
Minimum lot width of 45-feet.
4.
Average lot area per dwelling unit of 8,000 sq. ft.
5.
Maximum lot coverage of 60 percent.
g. The following R1-7 RUPD PAD development standards shall apply:
1.
Maximum rear yards of 15-feet.
2.
Minimum lot width of 55-feet.
3.
Average lot area per dwelling unit of 9,000 sq. ft.
4.
Maximum lot coverage of 60 percent.
h. The following R1-10 development standards shall apply:

i.
There shall be at minimum three-foot-high shielded bollard lighting in pocket parks
and amenity areas to minimize light pollution and maintain safety in these areas of the
subdivision.
j.
All residential lots that abut Tract ‘A’ of White Tank Foothills Phase 1B shall be
limited to a single story, excluding Lots 87 through 94 of Parcel 3.19.
k.
There shall be a ten-foot-wide multi-use trail along Northern Ave. outside of the
ultimate right-of-way and public utility easement.
l.
Noncompliance with any Maricopa County Regulation shall be grounds for initiating
a revocation of this Zone Change as set forth in the Maricopa County Zoning Ordinance.
m.
The property owner/s and their successors waive claim for diminution in value if the
County takes action to rescind approval due to noncompliance with conditions.
n. Use of the property has been at the request of the applicant, with the consent of the
landowner. The granting of this approval allows the property to enjoy uses in excess of those
permitted by the zoning existing on the date of application, subject to conditions. In the event
of the failure to comply with any condition, the property shall revert to the zoning that existed
on the date of application. It is, therefore, stipulated and agreed that either revocation due
to the failure to comply with any conditions, does not reduce any rights that existed on the
date of application to use, divide, sell or possess the property and that there would be no
diminution in value of the property from the value it held on the date of application due to
such revocation of the Zone Change. The Zone Change enhances the value of the property
above its value as of the date the Zone Change is granted and reverting to the prior zoning
results in the same value of the property as if the Zone Change had never been granted.

APPLY AND ACCEPT THE ELEMENTARY AND SECONDARY SCHOOL EMERGENCY
RELIEF (ESSER II) GRANT
Approve the application for and acceptance of $150,000 for the Elementary and Secondary
School Emergency Relief (ESSER) Fund. The Elementary and Secondary School
Emergency Relief (ESSER) Fund is authorized under Section 18003 of the Education
Stabilization Fund per the CARES Act to aid LEAs to prevent, prepare for and respond to
the coronavirus (COVID-19). Funds for this program have been allocated per Section
18003(c) to local educational agencies (LEAs) in the State in Proportion to the amount of
funds such local educational agencies received under Title I-A in the most recent fiscal Year
(FY20). Funds for this program have also been allocated per Section 18003(e) to LEAs in
the State that did not Receive funds under Title I-A in the most recent fiscal year (FY20).
The term of this grant March 13, 2020 to September 30, 2022.
Authorize the Chairman to sign all documents related to these grant funds, as applicable.
The grant award is a formula grant CFDA 84.425D. The cash or in-kind match is not
applicable. MCSS’s indirect rate for FY 2022 is 18.3 percent. The indirect cost rate allowed
by this grant source is .67 percent. Total indirect costs on this award are $998.31 and the
unallowable indirect cost is $26,269.00. Ongoing cash contributions not applicable. MCSS
serves as the fiscal agent for the jail education program. These funds will be a direct benefit
to the Jail school within MCSO. The grant award is non-competitive and an entitlement grant
from the federal government. There are no costs that will need to be absorbed by the
department’s operating budget.
Grant revenues are not local revenues for the purpose of the constitutional expenditure
limitation, and therefore, expenditures of these revenues are not prohibited by the budget
law. This action does not alter the budget constraining the expenditures of local revenues
duly adopted by the Board pursuant to A.R.S. §42-17105. (C-37-22-016-X-00)

ADDITIONAL FUNDING FROM THE OFFICE OF THE STATE TREASURER; SMART
AND SAFE ARIZONA ACT GY 2021
Approve acceptance of additional funding from the Office of the State Treasurer for the
Smart and Safe Arizona Act of $1,000,000 million, for a total of $1,500,000. The anticipated
term of this funding is July 1, 2021 through June 30, 2022. Acceptance of an initial
$500,000 was approved on June 23, 2021. This is the first time this funding has been
awarded to the Sheriff’s Office and it will be reoccurring. This funding is formulaic and non-
competitive. There is no match requirement or future or ongoing contributions required
when the funding period ends. The projected use for these funds is program related
personnel costs
The funds are statutory (A.R.S §36-2856) and indirect cost recovery is not allowed. The
Sheriff’s indirect cost rate for FY22 is 14.74%. The indirect cost basis is $1,000,000 with a
total unrecoverable indirect cost amount of $147,400 to be absorbed by the General Fund.
Grant revenues are not local revenues for the purposes of the constitutional expenditure

agreement that documents the mutual relationship between the parties when conducting
sworn training academy classes. This is the complete understanding between the parties. It

Approve a Competition Impracticable with Bell Helicopter Co. in the amount of $130,500 for
6 MCSO employees assigned to aviation to attend flight school training February 7-10, 2022.
Bell helicopter pilots are required to attend the manufacturer’s school on a biannual basis.
This allows the pilot to remain licensed with the specific aircraft the pilot operates. The
insurance carrier requires regular/yearly emergency flight training in order to retain preferred
status and provide the lowest possible rates. Bell Helicopter Co. is specific helicopter
emergency flight training, done at the factory, with factory flight instructors, in factory owned
aircraft. This training includes ground school, and simulator training. It allows pilots to
conduct, and be trained in, simulated in-flight and on the ground emergency situations, and
maneuvers. Attending the training, at the factory, in the factory, in factory owned equipment,
with factory flight instructors, eliminates the risk and possible damage to the County's

during power failures and allow the fire station to provide uninterrupted service to the
Tonopah community; Purchase and replace the well water system and parts, which will be

around the fire station to secure its resources.
ii. Paragraph 3.0 (Implementation Schedule), remove the Implementation Schedule in the
original Agreement in its entirety and replace with a new Implementation Schedule.
B. Revise Section 4 (Budget and Compensation). The funding for this Agreement remains at

Maricopa County Human Services Department, Early Education Division, Head Start
Program. The revised Agreement identifies the individuals authorized to sign any documents

Approve and execute an Amendment to the Usery Mountain Regional Park Master Plan for
a new multi-use connector trail to Tonto National Forest.
The Usery Mountain Regional Park Master Plan (the "Master Plan") was approved by the
Maricopa Board of Supervisors (the "Board") on April 7,1993 (PR-93-286) and the map of
the new multi-use connector trail (the "Trail") will be added as an Amendment to the Master
Plan.
The Master Plan calls for “continually expanding recreational facilities” to “continue meeting
the needs of its ever-growing service population”. Another important goal from the Master
Plan is to, “provide a bridge” between the park and the National Forest, which this trail will
help to provide.
At its meeting on November 16, 2021, the Maricopa County Parks and Recreation Advisory
Commission voted to recommend that the Board approve this Amendment to the Master

Approve additional funds for the Intergovernmental Agreement (IGA) Contract No.
CTR043100, HIV Surveillance Capacity Expansion Program, between Arizona Department
of Health Services (ADHS) and Maricopa County by and through its Department of Public
Health (MCDPH). The additional amount is $12,563.37 for a total not-to-exceed amount
of $204,563.37 for the budget period January 1, 2022 through December 31, 2022. The
term of the original contract is April 1, 2019 to March 31, 2024.

Approve a retroactive Purchase Order (PO) for the HIV Intergovernmental Agreement (IGA)
ADHS18-188819 between Arizona Department of Health Services (ADHS) and Maricopa
County by and through its Department of Public Health (MCDPH). The PO provides an
additional amount of $40,000 for the HIV portion for the budget period January 1, 2021
through December 31, 2021. The IGA term is January 1, 2018 through December 31, 2022.
This HIV Prevention grant award is reoccurring and has been awarded to the department in
previous years. It is non-competitive and there is no cash or in-kind match required. The
grant award is a mandated function, should it be discontinued on-going contributions may be

This grant deviates from County Policy A2505 and does not allow for any indirect cost

seek quotes from all contractors on the contract for subsequent orders. It is anticipated that

Approve a Public Health Contract #PH RFP 220179, between Maricopa County (County), a
political subdivision of the State of Arizona, through its Department of Public Health
(MCDPH) and Compass Group USA, Inc DBA FoodWorks (“Contractor”) for services to
provide a comprehensive, high-quality catering service program and deliver to the
designated location located in Tempe, AZ. This contract is being entered into pursuant to
MC1-329 of Maricopa County Procurement Code.
The term of the contract is three (3) years, beginning on February 1, 2022 and ending
December 31, 2024. The cost of the services are on a per meal basis (Breakfast - $9.00 per
person; Lunch - $10.00 per person; Dinner - $11.00 per person) and it is estimated that
MCDPH will spend approximately $1.4 million over the term of the contract. The County may,
at its option and with the agreement of the Contractor, renew the term of this Contract for
additional terms up to a maximum of two (2) additional years, (or at the County’s sole

and remain in full force and effect until either Party terminates it. Either Party may terminate
this Agreement at any time before the expiration date of this Agreement by furnishing the

The purpose of this Intergovernmental Agreement is to identify and define both Parties'
respective roles in the execution of the responsibilities of specific maintenance tasks in areas
that cross jurisdictional boundaries.
The Agreement provides the opportunity to focus on specific maintenance tasks or
emergency highway projects and the availability of the most economical resources by
extending beyond jurisdictional or geographical boundaries. The Agreement's application will
benefit areas in the County and the City where the other Party could complete specific types
of routine maintenance or emergency highway project activities based on scheduled work
within the area. Individual tasks performed by either Party will be executed upon completing
a Letter of Agreement (LOA) approved and signed by the County Department of
Transportation Director and the City Manager, or their designees.
If the value of goods or services exchanged by the Parties is not of equal value, the total
aggregate reimbursement to the respective Party will not exceed $250,000 per fiscal year. If
no services are exchanged, there is no financial impact. An accounting mechanism will be
utilized to track each LOA, as applicable, to identify specific tasks and services and ensure
the exchange of these services is of similar value.

VULTURE MOUNTAIN RECREATION AREA ROADS
Amendment to Agenda Item Id: 201854 C Number: C-64-22-301-X-00 originally approved
on 8/18/2021.
Request approval of the low bid for construction which exceeds the Engineer’s estimate by
greater than 10 percent. The low bid exceeds the Engineer’s estimate by 36 percent.
Per the original BOS approval to construction (August 18, 2021): “Award the contract to the
lowest, responsive, responsible bidder, provided that the lowest, responsive, responsible
bidder did not exceed the Engineer’s estimate by more than 10 percent.” County staff and
consultants have reviewed the low bid and have determined that the increase is due to
materials cost escalations, remote area for construction, competition from other projects, and
labor shortages.
This project of realignment and widening of Vulture Mine Road and constructing park roads
will include roadway safety improvements and provide motor vehicle access to the proposed
Vulture Mountain Recreation Area (VMRA) and includes grading, paving, two bridges,
drainage facilities, utility infrastructure, guardrail, intermittent curb construction, traffic
signing, and pavement marking.
This is a joint project with the Parks Department. Any adjustments to the Parks portion of
the project budget and funding associated with this change will be addressed in the FY2023
budget, prior to any other decisions related to the utilization of one-time funding.

PROPERTY, EXECUTION AND DELIVERY OF GROUND LEASE, LEASE-PURCHASE
AGEEMENT, AND TRUST AGREEMENTS, AND FOR THE ISSUANCE OF TAXABLE
PLEDGE REVENUE OBLIGATIONS
Adopt a Resolution authorizing the Lease and Lease-Purchase back of certain real property,
in order to finance a portion of the County’s unfunded liabilities with respect to the Arizona
Public Safety Personnel Retirement System (PSPRS) and Correctional Officers Retirement
Plan (CORP) or, to the extent not so used, to finance other projects or to pay other expenses
of the County approved by the Board and to pay costs of delivery; authorizing notice to the
public of the lease an lease-purchase of the property and providing for the award thereof to
the highest responsible bidder; authorizing the execution and delivery of a ground lease, a
lease-purchase agreement and a trust agreement and other necessary agreements,
instruments and documents; approving the execution and delivery of pledge revenue
obligations to provide the necessary financing therefor, with lease payments by the County
to be made solely from certain pledged revenues imposed or received by the County; and
authorizing other actions and matters in connection therewith.
The maximum original amount of obligations expected to be issued is $500,000,000. The
proceeds for this financing will be deposited into a pension fund reserve in the Pension
Reserve Fund (Fund 510) and subsequently transferred to the PSPRS and CORP retirement
plans, and applicable Section 115 trust, as directed by the Board and in accordance with the
County’s pension funding strategy. The benefit to the County for issuing long-term debt
obligations is debt payments are exempt from the ELR. The FY 2022 budget will be amended
to account for the PSPRS/CORP payment and the anticipated cost of issuance for a total
amount not to exceed $50 million.
In accordance with A.R.S. §42-17106(B), authorize the following amendments to the Non-
Departmental (D470) budget:
a) Increase the revenue appropriation in Non Departmental (D470) Pension Reserve Fund
(Fund 510) Non Recurring Non Project (NRNP) budget by $500,000,000.
b) Increase the expenditure appropriation in Non Departmental (D470) Pension Reserve
Fund (Fund 510) Non Recurring Non Project (NRNP) budget by $49,800,000.
c) Increase the revenue and expenditure appropriation in Non Departmental (D470) Pension
Reserve Fund (Fund 510) Operating (OPER) budget by $2,000,000.
d) Decrease the revenue and expenditure appropriation authority in the Non Departmental

EXCEPTION TO THE MARICOPA COUNTY TELEWORKING POLICY (HR2409)
Approve an exception to the Maricopa County Teleworking Policy (HR2409) to allow
employees whose dependent children test positive, are under a quarantine order, or whose
school or daycare facilities are closed due to COVID to telework, if authorized by their
Appointing Authority, and watch their dependent children at the same time. This exception
is effective January 26, 2022 through June 30, 2022.
This policy exception applies to all employees of Maricopa County appointed departments
as well as the Flood Control District of Maricopa County and the Maricopa County Library
District (Special Districts). The Board of Supervisors is authorized to jointly adopt policies
applying to the Special Districts under the Intergovernmental Agreement, C-06-18-393-6-00,
approved on April 11, 2018. This policy exception also applies to employees of County

Supervisors'/County Manager's summary of current events - Resumen de temas de

Supervisor Galvin spoke concerning the Rio Verde Foothills water problem and said he
was not going to go into specifics at this time. He said he has been meeting with the
residents who are affected by the current water issue and appreciated their input. The
news media has been bringing light to the subject and he was glad attention is being
paid to this important issue of water.

Supervisor Gallardo stated he was recently informed on current COVID statistics, and
said the situation was still alarming. He said it is a reminder to all citizens that the
pandemic is not over, and it is important to be safe, wear masks, get vaccinated, and
to social distance.
Supervisor Sellers said it has been a busy January. He said it was really refreshing to
be working on some of the priorities having to do with the incredible growth in Maricopa
County, specifically the work being done with the Smart Region Summit and ASU.
Chairman Gates commented on the teams behind the scenes. He named his staff, Zach
Schira and Chelsea Lett and said everyone in the Supervisors’ Offices have worked
hard to assist in the functions of the County.
Vice Chairman Hickman said that during the pandemic, it has been difficult to meet with
people in person. He said recently he and his staff were able to attend an in-person
meeting with the Sun City Homeowners Association with approximately 100 people
attending. There was discussion about PPE and other related subjects. There were
about 50 people standing in line at the library waiting to get tested. He said he was
proud to hear the many comments from the residents on how well Maricopa County has
handled the pandemic.
