This agreernent is made lhis ld day of October 2021, between the United Statqr Depannent of
Justice, Drug EnforcemeDt Ad inistmtion (hereinaftq "DEA"), and the Ma copa County
SherilPs Olfica, ORI# A2007000 (hercinafter "MCSO"). Thc DBA is authoriz€d to enter into this
coopemtive agrc€nrent conccming the use and abuse ofcontrolled substances under thc provisions of

WHERXAS there is evidence thal trafficking in narcotics and dangerous dnrgsexisls in the state ol
Arizona arca ond lhat such illegal activity has a substantial and detrinental effect on the health lnd
general welfare of thc pcople ofArizons, the parties hereto aSree to the following:
l. The Phoenix Task Folce will pel.form the activities aod dutjes described below:

b. gather and rcpolt intclligencc data relating to traflicking innarcotics and dargerous drugs;

invcstigation ill order that the task force's activities will result in effective prcsec{lion beforc
the courts ofthe United States and the state ofArizona.
To accomplish the objectivesoftlrc Phoenix Tasl( Fofce, the MCSO agrccs to detail hvo (2)
experi€nccd officer(s) to the Phoe ix'lask Forc€ foraperiod ofnot Iess tftan lwo years. During
this period ofassignnrent, the MCSO offrcers will be under the dlect supervisioD aDd conhol of
DEA supcrvisory personnel assigned to dre task forco.
The MCSO officers assigned to the task force shall adhere to DEA policies and procedures.
Failure to adhcre lo DEA policics and procedrrcs shall be grounds fol dismissal frorn the task
Thc MCSO oflicem assigned to the task force shall be dep\tized as Task Force Officers of DEA
pursuant to 2l U.S.C. Seation 8?8.
To acco plish the objectives ofthe Phoerix Task Force, DEA will assign up to six (6) special
agents to the task force, The DEA will also, subject to the availability ofannually appropriated
funds or 6ny continuing rcsolution theleof, prcvidc nccessary fuds and cquipncnt to suppot.t the
activities of the DEA special agent and MCSO officers assigned to th€ iask forc€. This support
will include: office space, oflice supplies, travel funds, funds for the purchasc ofevidence and
infomration, investigative equipment, lr6ining, snd other support iterns.

cost for fte invoiced period. Llvoices must be submitted at least quam€rly within 30 day6 of the

7. In no event will the MCSO charge any indirect cost mte to DEA for the adNinistmtion or
inrplenrentation of this agrcenrcDt.
8. The MCSO shall naintain on a curent bssis codplele and accurate records and accounls ofalt
obligations and expe[ditules of fullds uuder this agr'eement h accorda ce with genemlly
accepted accounting prjnciplcs and iostructious provided by DEA to facilitate oD-site irspectiot
and auditing of such recolds and accounts.
9. The MCSO sltall pcmrit and havc rcsdily availablc fol cxamination and auditing by DEA, tllc
U ted States Department ofJustice, the Conptrolld ceDeral ofthe United Slates, and any of
theil duly authorized agents and reprcsentatives, any aod all records, doculEnts, accounts,
invoices, rcceipts or crpenditurcs rclating to tllis agtement. The MCSO shall nsirtain all such
rtporls and rccords until all litigation, clairrr, audits and exanrinations are conrplctcd and
rasolved, or for a period ofsix (6) years after lermination ofthis agreehent, whichever is later.

Rehabilitation Act of l9?3, the Age DiscrirDinatioD Act of 1975, as arnended, and all

wdtten notice. Billing fol 611 outstanding obligations rnust bc lcceivcd by DEA vithin 90 days
