the most advantageous to the State, based on the evaluation criteria set forth in the solicitation.

When finally approved, applicants will provide the services required by the above referenced Request for 
Grant Applications and as described in their applications submitted in response to the RFGA. These offers 
were determined to be the most advantageous to the State, based on the evaluation criteria set forth in 
the solicitation.   
 
This procurement was conducted pursuant to A.R.S. §41-2702 and A.R.S. § 2534 and implementing rules 
under authority delegated to the Chief Procurement Officer, Steven Paulson, by the State Procurement 
Administrator and to the Superintendent of Public Instruction pursuant to statute.  The Department issued 
solicitation number BPM004016 on October 25, 2021, and Amended twice, on October 28, 2021 and 
November 4, 2021. Applications were due theough the Arizona Procurement Portal on December 10, 
2021. Due to issues with the Arizona Procurement Portal, email offers were accepted through 5:00 pm on 
December 10, 2021. The offers were evaluated between December 10, 2021 and March 18, 2022, and the 
evaluation recommendations were affirmed, modified or rejected by the Superintendent of Public 
Instruction.
