Dear Mr. Slama and Team: 
 
We are pleased to offer this proposal for design services to Maricopa County for the South East Juvenile 
Courts and Office Renovation project.  Per previous conversations with the County, this work in built 
upon the previous Programming and Schematic Design phases.  Our proposal includes architectural, 
structural, security electronics, mechanical, electrical, plumbing, code analysis, and acoustic design 
services from design development through construction administration as discussed and reviewed.  Our 
team – TreanorHL, Woodward Engineering, Associated Mechanical Engineering, Rudow+Berry, Latta 
Tech, FSC, SM&W, Convergent and any additional consultants deemed necessary by the County – is 
providing this proposal as a continuation of the initial project contract for design services.  We are 
working within the expected construction budget of $21,755,000. and an 18 month construction 
duration assumption based upon the estimate compiled by ACE – Associated Construction Economists. 
 
The hourly rates for TreanorHL, as well as the consultant team, have been included as backup.

Mock-up: a 2x4 and plywood is included in the basic architectural services for the project.  Materials for 
the mock-up will be handled through the allowance. 
• 
Special inspections: 3rd party structural and fire inspections to be handled through the General 
Allowance. 
• 
Signage: interior only, following County standards.   
• 
Landscape: at new entry only. 
• 
Site: site work and exterior lighting only at new entry; existing gate and site lighting to remain in place. 
• 
Interiors: architectural team to cover all finishes, colors, applications and assist with the FF&E process in 
coordination with County assigned interiors person. 
• 
A/V: handled by Courts through their vendor FTR [For The Record]. Coordination with FTR covered by 
this proposal.  FTR/Courts will provide courtroom cameras, but not security cameras. 
• 
Renderings: 3D view of interior courtroom, public lobby, new entry are included in the basic architectural 
services.   
• 
Deferred Submittals: to be coordinated with the City of Mesa for fire alarm and fire sprinkler.

Woodward Engineering is pleased to submit this proposal for consulting electrical engineering and 
lighting design services for a portion of the existing two level courts building in Mesa.  The current 
program has either ten or eleven courts planned, one of which is existing.  Both levels to have partial 
demolition (the majority of each floor) and complete redesign and rebuild of all systems (mechanical, 
electrical, lighting, lighting control, audio/visual, door access control and security, and misc. low 
voltage) for the new program. 
 
The following is the list of services WE will provide / require under the terms and conditions of the 
contract: 
 
• 
Background documents in AutoCad format provided by the architect. 
• 
Local or on-line meetings to coordinate design concepts. 
• 
Minor building / site lighting design and controls to facilitate the enhanced entry and any other 
required spaces. 
• 
Coordinate with the owner and other consultants to provide line voltage power to all their 
required systems. 
• 
Interior lighting and controls design – including separate control systems for each court and 
large conference space. 
• 
IECC is optional for Maricopa County (at this time) – I have omitted the fees for IECC design 
and documentation. 
• 
Signed and sealed construction documents/electrical specifications in AutoCad/CSI format. 
• 
Bid and negotiations is included in the proposal. 
• 
All plan check corrections required to obtain permit. 
• 
Shop drawing and submittals review. 
• 
Public street lighting design is excluded from this proposal. 
• 
Telecom, security, A/V, intercom, fire alarm, etc. low voltage equipment and cabling design and 
specification is excluded from this proposal.  Coordination with these trades is included.  WE 
also typically provide schematic fire alarm plans – for coordination, not permit. 
• 
High voltage power distribution from the power utility is excluded from this proposal.

Woodward Engineering will provide the aforementioned consulting electrical engineering services, as 
well as post design services as listed below, for the following fees:

substantial completion.  Said services shall either be negotiated or billed at the following hourly rates: 
Principal/Engineer: $150.00, Design: $110.00, CADD: $85.00, and Clerical $65.00.   
 
Payment to Woodward Engineering shall be within ten (10) days of payment from owner to architect.

Dear Mark: 
 
We are pleased to present our proposal for the electronic security engineering services for the above 
referenced project. The proposal is based on the information received February 21th, 2022 showing 
renovation of the existing two story courthouse with approximately 61,000SF and estimated construction 
budget of $21mil.    
 
CONTRACT CONDITIONS 
1. Contract terms: 
a. This proposal is based on provisions of a standard AIA-C141 Architect –Consultant 
Agreement with the attached Scope of Services to be included as Exhibit B. The terms of 
this proposal shall be included in the language of the contract.  If a contract is not executed 
at the time work commences, we will proceed with the understanding that an AIA C401 will 
be incorporated unless written notice to the contrary is received. Prior to finalizing our 
Agreement, we must review the Prime Agreement to verify understanding of requirements.  
Modifications to the AIA-C141 Architect – Consultant Agreement that include the following 
shall require additional provisions in the Agreement. 
i. Where indemnification of the Architect by the Consultant is included in the 
Agreement, provisions shall be added for indemnification of the Consultant by the 
Architect to equal extents.   
ii. Provisions that bypass paid when paid requirements of the Agreement such as no 
payment until a signed agreement has been fully executed, shall result in delay of 
services until such agreement is completed and void any responsibility for delay of 
the project.  
iii. Prime Agreements that include retainage provisions will require additional fee to 
reflect the administrative cost associated with such provisions.    
iv. Professional Liability limits in excess of the $2M carried by LTS will be at additional 
cost. 
b. In the event the project is abandoned or not carried to completion, our services for that 
portion of the work, which has been completed, will be paid for at the hourly rates in effect 
at the time of work.  
c. The Contract Drawings and Specifications or reproduction of them, in whole or in part, shall 
not be used on any other project without the written approval of Latta Technical Services.

2.   Client Responsibilities: 
a. Industry standard design team leadership and coordination of responsibilities between 
design team members.  The Client shall be the general administrator of the professional 
services for the Project, and shall facilitate the exchange of information among the 
consultants retained by the Client, as necessary for the coordination of this part of the 
Project. 
b. Except as authorized by the Client, all communication between Latta Technical Services and 
the Owner, Contractor or other consultants for the Project shall be forwarded through the 
Client. 
c. Provide a reasonable schedule for deliverables and project milestone deadlines for all 
consultants at the start of the project in order for LTS’s services to be performed in a 
manner, sequence and timing that coordinates with those of the Client and other 
consultants for the Project. 
 
FEES 
The fee for our portion for the work shall be a lump sum of Forty Three Thousand Dollars 
($43,000.00).  
 
The proposed fee includes travel reimbursable expenses for four (4) man trips to Phoenix, Arizona.    
 
PAYMENT 
Invoices to be submitted monthly based upon an estimated percentage of completion with payment 
due not later than five (5) working days from date of payment by Owner to Client.  Invoices unpaid 
ninety days after receipt of invoice, shall bear interest at a rate of 1% per month until payment is 
received. The Client shall pay for all expenses (including reasonable attorney's fees) incurred in 
collecting any payment of interest thereon.

We are pleased to present you this proposal for consulting engineering services 
for this project.  This proposal is based on the schematic design booklet dated 
December 2021 and on our subsequent conversations. Based on the information 
provided, the project will consist of additions and renovations to the existing 
Southeast Juvenile Courts Building. Design is expected to start in the second 
quarter of 2022 and last approximately 8 months. Construction activities that 
require our services are assumed to last no more than 6 months. 
 
Our understanding of the project scope including our assumptions about 
materials and structural systems was described in detail in our previous 
Preliminary Structural Systems Narrative dated December 16, 2021 and so that 
content is not repeated here, however please refer to that narrative for our basic 
assumptions about the details of the project. Significant changes to those 
assumptions may require a renegotiation of this proposal. 
 
In addition to the assumptions provided in our narrative, our understanding is that 
there will not be any new mechanical equipment loading the roof of the existing

building and any interior mechanical work will be extremely minor and will not 
require any significant structural work.  
 
With respect to the new modifications and additions, our assumption is that they 
will not cause the need for any modification or upgrade to the existing building 
lateral force resisting system. We will assess the existing lateral force resisting 
system as described below, however if any modifications or additions are 
required based on this assessment, additional fees will be required which will be 
determined at that time. 
 
Based on the scope, and budget of the project described above, we will provide 
the following services. 
 
A) Perform a site visit if required during the early design phases to verify the 
accuracy of the existing building drawings at the locations of the potential 
demolition and modifications where possible. 
B) Provide recommendations regarding and assist in developing appropriate 
structural systems for the proposed new modifications and additions.  
C) Analyze and design the selected gravity load resisting system or systems for 
the proposed new modifications and additions. 
D) In accordance with the recommendations of the geotechnical engineer as 
outlined in a geotechnical report obtained by your firm, we will analyze and 
design appropriate foundation systems for the new structures. 
E) Analyze and design appropriate lateral load resisting systems for the new 
lobby addition. 
F) Assess the effects of the modifications and additions on the existing lateral 
force resisting system to verify that the changes to the building do not require 
any modifications or upgrade.

G) Prepare all required Structural design calculations reflecting the final design. 
Provide sealed calculation books as required for submittal to the reviewing 
agency. 
H) Prepare all required Structural drawings and details to be incorporated in the 
project set.  Provide unsealed pdf plots as needed during the design phases. 
Provide sealed pdf plots for use in the construction set at the completion of the 
CD phase.

Review all final Architectural (as furnished) and Structural drawings for 
Structural correctness and coordination.  
J) Review Architect provided, pre-edited Structural specifications for inclusion in 
the project specification book. 
K) Respond in writing to any plan review comments.  Revise and replot any 
affected drawings. 
L) Answer structure related questions and provide clarification as required 
during the bidding phase. 
M) Review structural shop drawings (as provided) for Structural conformance. 
N) Respond to field related structural questions during construction. 
O) Perform up to 4 site visits during construction to review the general progress 
and correctness of the structural elements. 
We will provide services A through O listed above for the lump sum amount of 
Forty-Nine Thousand Six Hundred Dollars ($49,600.00).  Billing for these 
services will be monthly based on percentage of completion for each phase and

Reimbursable expenses that are not included above will be billed in accordance 
with the attached schedule, however at this time no additional reimbursable 
expenses are anticipated. Although we will attempt to verify all existing 
conditions during our site visit, some elements and areas may not be accessible. 
Any unforeseen or undiscovered conditions that are uncovered during existing 
building demolition or during the new construction that require modified design 
and detailing will be billed as extra services in accordance with the attached 
schedule. 
 
Special Structural Inspection in accordance with IBC chapter 17 is not included in 
this proposal. It is certain that Special Structural Inspections will be required by 
the Jurisdiction Having Authority for the concrete, masonry (if any), and steel 
elements. However, it is not currently possible to determine a definite fee for 
these services due to not knowing the specifics of the final design. In addition, 
we don’t know how the contractor will schedule the construction which can 
greatly affect the number of inspection visits required, and we don’t know 
whether repeat visits will be required due to unforeseen field errors. However, 
based on our review of the scope of the project and on our prior experience on 
similar projects, we estimate that the SSI fees will be between $8,000 and 
$15,000. These numbers will need to be verified after substantial design is 
completed and the contractor’s schedule has been finalized. 
 
Changes to the scope, assumed duration, or budget of the project as outlined in 
the information provided and described above will require renegotiation of this 
proposal.  Our understanding is that this proposal will be incorporated into a 
standard AIA agreement between our firms.

individual responsible for payment) and a final bill upon completion of services.  
Payment is due within 15 days of receipt of corresponding payment to the Client 
and is past due thirty (30) days from that date.  The Client agrees to pay interest

at the rate of 1.5 percent per month, an effective annual rate of 18 percent, on 
past due amounts.  Progression into the construction phases of the project will 
be dependent upon substantial payment for design phase services. 
 
Each invoice will be considered valid unless questioned in writing by the Client 
within thirty (30) days of the invoice date.  Invoices, which are more than 90 days 
past due, may be placed in the hands of an attorney for collection.  If this occurs, 
the Client agrees to pay, in addition to fees and interest due hereon, reasonable 
attorney's fees. 
 
All consulting engineering services will be provided in accordance with a 
consensus standard of care for services of this nature. 
 
This proposal is valid for 90 days from the date of issue.  The design services 
proposed must be completed within 12 months of the date of this proposal, and 
the construction services must be completed within 24 months of the date of this 
proposal, or this agreement will be subject to renegotiation.

Project Management and Schedule 
Convergent Technologies Design Group, Inc. can meet a Design Development deliverable date for the first 
phase of the scope in the month of May 2022. Paul Corraine, CTS, CET will serve as CTDG’s Principal in 
Charge for this design effort.  Mr. Corraine has successfully been involved with the design and integration 
of state of the art technology systems over the last twenty years, as well as, establishing technology 
systems standards for clients across the country.  Bill Holaday, CTS-D will act as Design Principal.  Mr. 
Holaday holds a Master’s Degree in Acoustics and a Bachelor’s Degree in Recording Arts from the Johns

Project Management and Schedule 
Convergent Technologies Design Group, Inc. can meet a Design Development deliverable date for the first 
phase of the scope in the month of May 2022. Paul Corraine, CTS, CET will serve as CTDG’s Principal in 
Charge for this design effort.  Mr. Corraine has successfully been involved with the design and integration 
of state of the art technology systems over the last twenty years, as well as, establishing technology 
systems standards for clients across the country.  Bill Holaday, CTS-D will act as Design Principal.  Mr.
