FIRST AMENDMENT TO INTERGOVERNMENTAL AGREEMENT 
BETWEEN THE MARICOPA COUNTY LIBRARY DISTRICT 
AND THE CITY OF GOODYEAR
 FOR THE
 OPERATION OF THE GOODYEAR BRANCH LIBRARY
This FIRST AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN 
THE MARICOPA COUNTY LIBRARY DISTRICT AND THE CITY OF GOODYEAR FOR 
THE OPERATION OF THE GOODYEAR BRANCH LIBRARY (hereinafter referred to as 
the “First Amendment”) is entered into by and between the Maricopa County Library 
District, a political subdivision of the State of Arizona, hereinafter referred to as the 
“Library District,” and the City of Goodyear, an Arizona municipal corporation, hereinafter 
referred to as “Goodyear,” collectively referred to in this First Amendment as the “Parties,” 
and individually referred to as a “Party.”
RECITALS:
WHEREAS, the Parties entered into that certain Intergovernmental Agreement 
between the Maricopa County Library District and the City of Goodyear for the Operation 
of the Goodyear Branch Library dated May 24, 2017, and designated as Agenda #C-65-
17-021-M-00, and also designated as City of Goodyear Contract Number: CON-17-3946, 
hereinafter referred to as the “2017 IGA for the Operation of the Goodyear Branch 
Library;” and
WHEREAS, the 2017 IGA for the Operation of the Goodyear Branch Library 
expires on July 1, 2022, and the Parties desire to extend the term for an additional five 
(5) years to July 1, 2027, pursuant to Section 1.2 of the 2017 IGA for the Operation of the 
Goodyear Branch Library; and
WHEREAS, Sections 1.1 and 1.11 and Attachment A of the 2017 IGA for the 
Operation of the Goodyear Branch Library defined the “Facility” as the Goodyear Branch 
Library, a 10,000 square-foot building located at 14455 W. Van Buren St., C-101, 
Goodyear, AZ 85338; and
WHEREAS, Goodyear is in the process of constructing a City Square complex that 
will include a new 24,000 square-foot building located at 1900 N. Civic Square, Goodyear, 
AZ 85395, which is designed to be the new “Facility” for the extended 2017 IGA for the 
Operation of the Goodyear Branch Library; and
WHEREAS, Goodyear would like to change the name of the “Facility” from the 
“Goodyear Branch Library” to the “Georgia T. Lord Library at Civic Square” in honor of 
the public service of Goodyear’s long-time mayor who recently passed; and
WHEREAS, Goodyear will perform and pay for the relocation of the “Facility” from 
the 10,000 square-foot building located at 14455 W. Van Buren St., C-101, Goodyear, AZ

85338 to the new 24,000 square-foot building located at 1900 N. Civic Square, Goodyear, 
AZ 85395; and
WHEREAS, the Parties desire that the operational obligations of the Library 
District and the operational obligations of Goodyear remain as defined in the 2017 IGA 
for the Operation of the Goodyear Branch Library for its extended term until July 1, 2027, 
and said operational obligations shall applied to the new “Facility” called the Georgia T. 
Lord Library at Civic Square relocated within the new 24,000 square-foot building at 1900 
N. Civic Square, Goodyear, AZ 85395.
NOW THEREFORE, in consideration of the above recitals, and good and valuable 
consideration, the receipt and adequacy of which is mutually acknowledged, the Parties 
agree as follows:
I.
The term of the 2017 IGA for the Operation of the Goodyear Branch Library is 
hereby extended until July 1, 2027.
II.
Goodyear shall perform and pay for the relocation of the “Facility” as defined in 
the 2017 IGA for the Operation of the Goodyear Branch Library from the 10,000 
square-foot building located at 14455 W. Van Buren St., C-101, Goodyear, AZ 
85338 to the new 24,000 square-foot building located at 1900 N. Civic Square, 
Goodyear, AZ 85395.
III.
The name of the “Facility” as defined in the 2017 IGA for the Operation of the 
Goodyear Branch Library shall be officially changed from the “Goodyear 
Branch Library” to the “Georgia T. Lord Library at Civic Square” once Goodyear 
completes the relocation of the “Facility” in 2022 to the new 24,000 square-foot 
building located at 1900 N. Civic Square, Goodyear, AZ 85395.
IV.
The Attachment A to the 2017 IGA for the Operation of the Goodyear Branch 
Library is hereby replaced with the Attachment A to this First Amendment.
V.
Except as expressly provided herein, the terms and provisions of said 2017 
IGA for the Operation of the Goodyear Branch Library are hereby reaffirmed 
and remain in full force and effect.
