The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 
9:30 AM on Monday, June 21, 2021, in the Supervisors’ Conference Room 301 W Jefferson, 10th Floor 
Phoenix, AZ 85003, with the following members present:  Jack Sellers, Chairman, District 1; Bill Gates, 
Vice Chairman, District 3 (remote); Steve Chucri, Supervisor, District 2 (remote) (entered late); Clint 
Hickman, Supervisor, District 4; Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, 
Clerk; Lori Medaris, Minutes Coordinator; Valerie Beckett, Assistant County Manager; Karen Tellez-
Hartman, Legal Counsel (remote).
PRESENTATION

PRESENTATION AND PUBLIC HEARING ON THE MARICOPA COUNTY FY 2022 
BUDGET
Presentation regarding the Maricopa County Budget for FY 2022
Cynthia Goelz, Chief Financial Officer
Kirstin Chernin, Deputy Budget Director
Convene a public hearing to hear taxpayers who may wish to comment on the FY 2022 
Tentative Budget which was adopted on May 17, 2021, the proposed tax levy, and on any 
proposed changes to the Tentative Budget. See A.R.S. §§ 42-17104 and 42-17107.
This budget represents a decrease of $898,479 in total from the Tentative Budget of 
$3,420,633,723. (C-49-21-064-X-00)
Chairman Sellers asked Cindy Goelz and Kirsten Chernin to come forward. Ms. Goelz stated 
there were only a couple of changes being recommended to the budget.
Ms. Goelz briefly reviewed the recommended changes totaling a decrease to the budget in the 
amount of $898,479.

Ms. Chernin reviewed the changes to the general fund and contingency fund. One of the 
changes was for the security services needed at Durango with the addition of the Intake, 
Transfer, and Release facility.  The next change was due to the City of Litchfield Park’s decision 
to discontinue its agreement with the Sheriff’s Office (MCSO). These changes resulted in an 
overall law enforcement budget decrease of $898,479.
Supervisor Hickman asked if MCSO mentioned why the City of Litchfield Park wanted to end 
the agreement. Ms. Goelz said no explanation was given.

Ms. Chernin continues with the next slide. She reviewed the next changes to the general and 
the detention funds as listed on the following slide.
The following slide illustrated the reallocation between funds. The first item on the slide 
occurred because of the Emergency Rental Assistance Program and she explained why it was 
reallocated.
Ms. Chernin presented the next slide explaining it illustrated the property tax rate decrease for 
FY 2022.

Ms. Chernin summarized the maximum levy vs. the actual levy illustrated on the following slide.
Lastly, Ms. Chernin presented the variance between the tentative and final budget for FY 2022.

Ms. Chernin reviewed the slide above which summarized the proposed final budget,
Ms. Goelz noted the final item on the budget calendar would be the property tax levy adoption 
on August 16, 2021. 
Chairman Sellers asked if there were any speakers registered for this item and the Clerk 
responded there were none.

Arizona, convened in an Informal Session at 9:30 AM on Monday, June 21, 2021, in the Supervisors’ 
Conference Room 301 W Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present:

Improvement Districts Tentative Budgets which were adopted May 17, 2021, or on any 
proposed changes. See A.R.S. §§ 48-954 and 42-17104. (C-49-21-054-X-00)
Chairman Jack Sellers asked if there were any speakers registered for this item and the 
Clerk responded there were none.

The budget of $137,775,245 represents no change from the Tentative budget. (C-49-21-062-

Cindy Goelz stated there were no changes from the tentative budget of $137,775,245. 
Chairman Jack Sellers asked if there were any speakers registered for this item and the Clerk 
responded there were none. .
ACTION
4.
FLOOD CONTROL DISTRICT TRUTH-IN-TAXATION MOTION TO LEVY
1) Approve the proposed secondary tax levy increase of $3,708,583. THIS ACTION 
REQUIRES A ROLL CALL VOTE OF THE BOARD.
2) Authorize the Clerk of the Board to mail a copy of the truth in taxation notice, a statement of 
its publication and the result of the governing body’s vote to the property tax oversight 
commission within three days of this hearing. (C-49-21-061-X-00)
Director Bill Gates made the motion that the proposed secondary tax levy increase of 
$3,708,583 be approved and direct the Clerk of the Board to send the appropriate documents 
to the Property Tax Oversight Commission. Motion was seconded by Director Clint Hickman.
The Clerk called the roll with the following results:
Ayes: Jack Sellers, Bill Gates, Steve Chucri, Clint Hickman, Steve Gallardo

The budget of $35,630,552 represents no change from the Tentative Budget. (C-49-21-059-

Cindy Goelz stated there were no changes to this budget.

LIBRARY DISTRICT TRUTH-IN-TAXATION MOTION TO LEVY
1) Approve the proposed secondary tax levy increase of $1,046,238. THIS ACTION 
REQUIRES A ROLL CALL VOTE OF THE BOARD.
2) Authorize the Clerk of the Board to mail a copy of the truth in taxation notice, a statement of 
its publication and the result of the governing body’s vote to the property tax oversight

Director Bill Gates made a motion to approve the proposed secondary tax levy increase of

The budget of $12,050,000 represents no change from the Tentative Budget. (C-49-21-056-
