Chairman Sellers introduced Alan AP Powell who would offer the invocation and Pledge 
of Allegiance. Mr. Powell is the founding chairman of the HeroZona Foundation, a non-
profit with the mission to create and empower Heroes in our communities. Chairman 
Sellers noted he first met Mr. Powell when he was asked to participate in the Bridge 
Forum. Chairman Sellers stated he was impressed with what they were doing with the 
Bridge Forum. The focus is bringing together diverse groups who have disagreements 
and have them learn about each other and look for ways to work together and find 
solutions moving forward.
Mr. Powell offered the invocation.

d. The following Maricopa County Environmental Services (MCESD) condition shall apply:
1. Must obtain a new Notice of Intent to Discharge (NOID) from onsite MCESD program and 
provide water service information when submitting for building permits.
e. The following development standards shall apply: 
1. An east street side yard of zero feet.
2. The use of chain link fences without obscuring materials as screening.
3. The use of crushed asphalt millings without binding agent for dust control. 
f. Prior to occupying the existing building or any portion thereof for any use associated with 
the Special Use Permit, the applicant shall obtain a Building Permit to retrofit the existing 
building to meet current commercial building code requirements as applicable, and shall 
obtain a Certificate of Occupancy for the retrofitted building prior to occupancy. 
g. Any structure on the site over 200 sq. ft. or over 12-feet in height, including fences 
constructed on site prior to January 1, 2000, shall obtain a building/fence permit within 180 
days of approval by the Board of Supervisors.  Any structure not modified without any 
observable defect or public safety concern will not require a building permit; however, if these 
structures have been modified and/or have observable defect or public safety concerns a 
Certificate of Observable Compliance Permit with a letter of compliance by a registered 
professional architect or structural engineer shall be provided. 
h. Within 180 days of approval by the Board of Supervisors and prior to zoning clearance for 
construction permits the property owner shall not encroach into the Federal Patent 
Easements, rights-of-way or the required 25-feet by 25-feet sight visibility triangles at 
intersection of driveways, and shall remove all encroachments into the Federal Patent 
Easements prior to the completion of permits no later than one-year from approval by the 
Board of Supervisors. 
i. This special use permit shall expire on July 14, 2031, or upon termination of the use for a 
period of 90 or more days, whichever occurs first. All site improvements associated with the 
special use permit shall be removed within 90 days of such expiration or termination of use.
j. Noncompliance with any Maricopa County Regulation shall be grounds for initiating a 
revocation of this Special Use Permit as set forth in the Maricopa County Zoning Ordinance. 
k. The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner. The granting of this approval allows the property to enjoy 
uses in excess of those permitted by the zoning existing on the date of application, subject 
to conditions. In the event of the failure to comply with any condition, and at the time of 
expiration of the Special Use Permit, the property shall revert to the zoning that existed on 
the date of application. It is, therefore, stipulated and agreed that either revocation due to 
the failure to comply with any conditions, or the expiration of the Special Use Permit, does 
not reduce any rights that existed on the date of application to use, divide, sell or possess 
the property and that there would be no diminution in value of the property from the value it 
held on the date of the Special Use Permit is granted and reverting to the prior zoning results 
in the same value of the property as if the Special Use Permit had never been granted.) (C-

b. The following Planning Engineering conditions shall apply:
1. No development approval is inferred by this review, including, but not limited to number of 
proposed building lots, drainage design, access and roadway alignments. These items will 
be addressed as development plans progress and are submitted to the County for further 
review and/or entitlement.
2. The traffic study is under review at MCDOT. MCDOT comments will be provided to the 
applicant as part of the preliminary plat review (case number S2021007).
3. Engineering review of re-zone cases is conceptual in nature. All development and 
engineering design shall be in conformance with Section 1205 of the Maricopa County 
Zoning Ordinance; Drainage Policies and Standards; Floodplain Regulations for Maricopa 
County; MCDOT Roadway Design Manual; and current engineering policies, standards and

c. All buildings subject to noise attenuation as per State law and Maricopa County 
requirements. 
d. The master developer shall notify future homeowners that they are located within the state-
defined “territory in the vicinity of a military airport” with the following language:
“You are buying a home or property in the ‘vicinity of a military airport’ as described by State 
of Arizona statute ARS §28-8481. Your house should include sound attenuation measures 
as directed by State law. You will be subject to direct over flights and noise by Luke Air Force 
Base jet aircraft in the vicinity.
Luke Air Force Base executes over 200,000 flight operations per year, at an average of 
approximately 170 overflights per day. Although Luke's primary flight paths are located within 
20 miles from the base, jet noise will be apparent throughout the area as aircraft transient to 
and from the Barry M. Goldwater Gunnery Range and other flight training areas.
Luke Air Force Base may launch and recover aircraft in either direction off its runways 
oriented to the southwest and northeast. Noise will be more noticeable during overcast sky 
conditions due to noise reflections off the clouds.

Luke Air Force Base's normal flying hours extend from 7:00 a.m. until approximately 
midnight, Monday through Friday, but some limited flying will occur outside these hours and 
during most weekends.
For further information, please check the Luke Air Force Base website or contact the 
Maricopa County Planning and Development Department.”
Such notification shall be recorded on all Final Plats, be permanently posted on not less than 
a 3 foot by 5 foot sign in front of all home sales offices, be permanently posted on the front 
door of all home sales offices on not less than an 8½ inch by 11 inch sign, and be included 
in all covenants, conditions, and restrictions (CC&Rs) as well as the Public Report and 
conveyance documents.
e. Noncompliance with any Maricopa County Regulation shall be grounds for initiating a 
revocation of this Zone Change as set forth in the Maricopa County Zoning Ordinance. 
f. The property owner/s and their successors waive claim for diminution in value if the County 
takes action to rescind approval due to noncompliance with conditions. 
g. Concurrent with recordation of subdivision plat/s deed restriction shall be recorded 
establishing all lots as age restricted so at least one household resident shall be 55+.  
h. The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to enjoy 
uses in excess of those permitted by the zoning existing on the date of application, subject 
to conditions.  In the event of the failure to comply with any condition, the property shall revert 
to the zoning that existed on the date of application.  It is, therefore, stipulated and agreed 
that either revocation due to the failure to comply with any conditions, does not reduce any 
rights that existed on the date of application to use, divide, sell or possess the property and 
that there would be no diminution in value of the property from the value it held on the date 
of application due to such revocation of the Zone Change.  The Zone Change enhances the 
value of the property above its value as of the date the Zone Change is granted and reverting 
to the prior zoning results in the same value of the property as if the Zone Change had never

“Glendale Truck & RV Storage Yard“, consisting of one full-size sheet, dated May 17, 2021, 
and stamped receive May 17, 2021, except as modified by the following conditions.
b. Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Glendale Truck & RV Storage Yard”, consisting of four pages, dated May 17, 2021,

1. Retention basins must drain within 36-hours on this site.
2. The access drive to the site from Glendale Ave. must be paved and permits must be 
obtained from the City of Glendale for the access drive within their jurisdiction.

development and engineering design shall be in conformance with Section 1205 of the 
Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain

4. Detailed Grading & Drainage Plans showing the new site improvements must be submitted

5. The subject premises are located within the County’s Urbanized Area and will disturb more 
than one acre. A Storm Water Pollution Prevention Permit (SWPPP), issued by the County 
Planning and Development Department, will be required prior to the issuance of any building 
permits required for site development. 
d. The use of this site shall be limited to an outdoor storage facility for semi-tucks/trailers, 
RVs, busses, delivery trucks, and vehicles. 
e. There shall be a 30-foot deep landscaping buffer provided along the Glendale Ave. right-
of-way on the site. 
f. Noncompliance with any Maricopa County Regulation shall be grounds for initiating a 
revocation of this Zone Change as set forth in the Maricopa County Zoning Ordinance. 
g. The property owner/s and their successors waive claim for diminution in value if the County 
takes action to rescind approval due to noncompliance with conditions. 
h. The following Luke Air Force Base condition shall apply:

of support received and one letter of opposition. The Planning and Zoning Commission 
recommended to deny this request stating the request is premature. 
Supervisor Gates welcomed Mr. Ellsworth and stated he was pleased to have him with

community support. The resort is a long-time good neighbor in the community. He said

REVISED AGREEMENT AMONG THE BOARD OF SUPERVISORS, CLERK OF THE 
BOARD AND THE RECORDER
Approve the revised Elections Operations Agreement (EOA) among the Maricopa County 
Board of Supervisors, Clerk of the Board of Supervisors and the Maricopa County Recorder. 
The revised agreement provides slight adjustments to the Board’s and Recorder’s division 
of authority and responsibility for election administration.  The agreement is effective upon 
the signature of all parties. (C-06-22-742-X-00)

Supervisor Gates noted this is a revised Elections Operations Agreement. This 
agreement was revised in 2019 and laid the foundation for a great election in 2020. He 
thanked the new Recorder, Stephen Richer, for stepping right in, sitting down with the 
Board of Supervisors (BOS), and negotiating a new agreement.  The revised agreement 
is similar to the current agreement, and after listening to the people in the Elections 
Department, the changes make sense. The changes will make the 2022 elections even 
more efficient and make sure every valid vote is counted.
Supervisor Gallardo echoed Supervisor Gates’s remarks and noted he served in the 
Elections Department for 14 years and is now a Supervisor. He commented on the 
partnership between the BOS and the County Recorder and the positive effect that was 
seen in the 2020 election. He said we will continue to see this effect in future elections, 
and this will help to keep moving forward with elections by continuing to work with the 
County Recorder.
Supervisor Hickman stated he is happy to second the motion and thanked Supervisor 
Gates for his work with the former Recorder two years ago. He offered his appreciation 
for the hard work.
Chairman Sellers also thanked the Recorder for working with the Board on the new 
Elections Operations Agreement and putting integrity above politics.

AGREEMENT WITH CHILDHELP
Approve an agreement with ChildHelp, Inc. to aid in the investigation and prosecution child 
physical abuse, sexual assault and sexual abuse involving minors. The term of the 
agreement begins once the agreement is fully executed and terminates June 30, 2024, 
unless otherwise extended, or amended. ChildHelp will provide staff with knowledge and 
expertise to gather and collect evidence, conduct forensic interviews and otherwise assist in 
the furtherance of the investigation and prosecution of sexual assaults or sexual abuse 
matters involving minors, and assist the Maricopa County Attorney's Office in such matters; 
with the understanding that their evaluation may include consultation and courtroom 
testimony as it pertains to such cases. Authorize the Chairman to sign any and all documents 
related to this action. These services are vital to the investigation, apprehension, and 
prosecution of child physical abuse, sexual assault and sexual abuse involving minors

DRUG, GANG, AND VIOLENT CRIME CONTROL GRANT FROM THE ARIZONA 
CRIMINAL JUSTICE COMMISSION
Approve the application and acceptance of grant funds from the Arizona Criminal Justice 
Commission (ACJC) through the FY 2021-2022 Drug, Gang, and Violent Crime Program 
in the amount of $807,391, which includes: $725,233 in Federal funds under CFDA 16.738 
and $82,158 in State funds. This program requires a hard cash match of 25%, or $269,130. 
The total award is $1,076,521. These funds are for the enhancement of drug, gang, and 
violent crime prosecution. This grant agreement, ACJC number DC-22-027, commences 
on July 1, 2021 and will terminate on June 30, 2022. Authorize the Chairman to sign all 
documents related to these grant funds, as applicable.
The grant funds, $807,391, may not be expended for any indirect costs which may be 
incurred by the Maricopa County Attorney's Office or Maricopa County for the 
administration of this grant (Agreement Page 7, Paragraph 35). The grant allows a 0% rate

for indirect costs, or $0 that may be incurred by the County Attorney's Office or Maricopa 
County for the administration of this grant. The Maricopa County Attorney's Office's 
composite indirect cost rate for FY22 is 20.3%, or $218,533.76. The recoverable indirect 
cost of administering this grant is $0; the non-recoverable indirect cost is $218,533.76. 
Nonrecoverable indirect costs will be covered by the departmental general fund budget. 
The 25% match requirement will be covered by the departmental general fund. The grant 
is competitive and reoccurring and does not require on-going cash contributions after the 
grant period end date. This funding directly supports the mandated function of prosecution 
of criminal cases.

PROGRAM
Approve extension of funding agreement between the Administrative Office of the Courts on 
behalf of the Arizona Supreme Court and the Maricopa County Attorney's Office for Felony 
Pre-Trial Intervention Program for FY 2022. Grant revenues are not local revenues for the 
purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds 
is not prohibited by the budget law. The approval of this action requested does not alter the 
budget constraining the expenditures of local revenues duly adopted by the Board pursuant 
to A.R.S. §42-17105.  The Agreement becomes effective upon execution and shall remain if

Support Consortium.  The IGA shall become effective from and after the date of its execution 
and expire June 30, 2028.

Division for various activities requiring transport of materials.   2) Vehicle 111108, a 2011 
Ford Crown Victoria to be used in the Sheriff's SIMS* Division to transport employees 
retrieving Inmate New Files from the ITR building and for various other SIMS division duties. 
The estimated annual cost to operate each of these vehicles is $5,000 to be paid from MCSO

MOU WITH MARICOPA COUNTY PARKS AND RECREATION
Approve a  Memorandum of Understanding (MOU) between Maricopa County Parks and 
Recreation and Maricopa County Sheriff’s Office effective July 1, 2021 concerning MCSO’s 
jurisdiction and responsibility over law enforcement and public safety on all Maricopa County 
Park land, recreation areas, trails, and conservation areas.  This MOU supersedes former 
agreements issued in the form of Letters of Understanding, the most recent of which was 
approved by both parties in September 2013.  The terms and conditions of this MOU replace 
the September 2013 Letter in its entirety.   This MOU will be reviewed every three years 
beginning July 2024 to determine if performance and service are in the best interest of the 
public of Maricopa County.  The Board of Supervisors, at its sole discretion and at any time, 
may terminate this MOU and revert to the original means of providing Maricopa County Parks 
law enforcement through a Park Police or similar program under the direction of Parks, or

responsibilities, and closing out of any awards made through this program.
This Policy applies to all Maricopa County elected offices and appointed departments as well

Approve the one-time permanent addition of two (2) mobile health clinics to Maricopa 
County’s Department of Public Health’s fleet. The cost is estimated at approximately 
$1,000,000 (this cost includes taxes & fees) for the purchases and get-ready expenditures 
and will be funded through the ‘American Rescue Plan Act’ (ARPA). The mobile clinics are 
necessary for the Departments response to the COVID-19 pandemic by providing varied, 
direct services to the residents of Maricopa County in various locations throughout the 
county.  Maintenance during the pandemic response will be covered by ARPA.  Thereafter, 
this will be the responsibility of the Department of Public Health.
Maricopa County Department of Public Health requests to purchase these mobile clinics for 
public health activities, including vaccinations, related to the COVID-19 response. They will 
be used to reach underserved populations in their own communities and who may have 
barriers to transportation, time off from work, technology, or may be hesitant to utilize a larger 
health center.
The mobile clinics will be built on a 33’ motorhome chassis and equipped with an exam room 
and custom work areas for staff to organize data and complete paperwork. Exact 
specification of the mobile clinics will determine the price of each and are currently under

AGREEMENT WITH US ENVIRONMENTAL PROTECTION AGENCY AIR POLLUTION 
CONTROL PROGRAM CLEAN AIR ACT SECTION 105 GRANT
Approve an Agreement between the US Environmental Protection Agency and Maricopa 
County through the Air Quality Department in the not-to-exceed amount of $1,121,978. This 
agreement is funded by a grant from the US Environmental Protection Agency, Award ID# 
A-00905221-0. This assistance agreement provides full funding.
This agreement is retroactively effective from October 1, 2020 to September 30, 2021. The 
FY2021 Air Quality composite indirect rate of 21.11% will be applied to the direct charges of 
$926,412. The recoverable indirect cost of administering this grant is $195,566; the non-
recoverable indirect cost is $0.
The grant award is reoccurring and has been awarded to the department in previous years. 
The cash or in-kind match is not applicable, indirect cost is fully recoverable, ongoing cash 
contributions not applicable. The grant award is mandated by the EPA Clean Air Act, Section 
105. The grant award is noncompetitively bid. There are no costs that will need to be 
absorbed by the department’s operating budget.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation; therefore, expenditures of these revenues are not prohibited by the budget law.  A

Approve an agreement between On Angel's Wings Pet Rescue, Inc. and Maricopa County, 
administered by Maricopa County Animal Care and Control, to allow said rescue to transfer 
animals that have been deemed eligible for the New Hope program. Maricopa County will 
provide a rabies vaccination, dog license tag, and new owner transfer fee within the first year 
of transfer for each dog three months of age or older at no cost to the Contractor. The cost 
for these services is $52 for each animal transferred in FY 2021 and thereafter. Animal Care 
and Control estimates forty (40) New Hope transfers over the term of the agreement for a 
total of $2,080. The term of this agreement shall commence upon approval and execution

Approve a Contract between PHX East Valley Partnership and Maricopa County, executed 
on behalf of the County by the Supervisors representing Districts 1 and 2 and administered 
by the Office of Budget and Finance, for an amount not-to-exceed $15,000. The purpose of 
this Contract is to provide FY 2022 nonprofit economic development funding to the PHX East 
Valley Partnership for the purposes of economic development support focused on marketing

BEHAVIORAL HEALTH SERVICES TO THE SERIOUSLY MENTALLY ILL AND 
REMANDED JUVENILES
Approve an Intergovernmental Agreement (IGA) between Maricopa County (the County) and 
the Arizona Health Care Cost Containment System (AHCCCS) which in effect extends the 
existing arrangement for the County's funding of behavioral health services for a term of one 
year from July 1, 2021 to June 30, 2022.
County funding for services to the seriously mentally ill (SMI) under this IGA will be 
$67,530,179 for FY 2021-22. This increases the level of County funding based on an 
adjustment for inflation for services to the seriously mentally ill by $3,215,723, over the 
funding paid under the previous IGA in FY 2020-21. The FY 2021-22 IGA also includes 
funding for non-SMI services in the amount of $3,366,705 and substance abuse services in 
the amount of $1,489,871 for the one-year term which is equal to the FY 2020-21 level. The 
IGA will be in effect upon signature of the last party and shall remain in effect until June 30, 
2022. The IGA may be amended, further extended or terminated pursuant to the IGA 
provisions, including a 90-day termination without cause provision. Total County funding for 
behavioral health services in FY 20210-22 under the IGA will be $72,386,755 for a one-year

Authorize and approve the Competition Impracticable contract with Southwest Behavioral & 
Health Services for complementary behavioral health services at Maricopa County's Intake 
Transfer and Release Jail (ITR). The contract is for one year with four additional renewal 
years for the total of five years. These services will maximize opportunities to divert eligible 
individuals, designated as Seriously Mentally Ill (SMI), streamline current CHS related intake 
processes, reduce jail costs by diversion, improve coordination among the various entities 
at intake including Adult Probation Pre-Trial Services, Initial Appearance Court Officials and

staff, and the Regional Behavioral Health Authority, Mercy Maricopa Integrated Care (MMIC) 
Jail Diversion team.  Adding agency behavioral health staff within the jail to identify referrals

the number of SMI individuals accepting this diversion opportunity. It will also reduce 
recidivism for the patient population designated SMI. The costs are already budgeted in the

Maricopa County. Due to pandemic-induced shortages of parts and microchips, these three 
vehicles could not be delivered and invoiced within FY 2021. From FY 2021 to FY 2022, the 
cost of the vehicles has increased from $105,000 to $122,000 because of the shortages 
previously mentioned. Environmental Services requests an appropriation increase in their

CAPITAL LEASE DOCUMENTS FOR FINANCING OF COUNTY EQUIPMENT AND THE 
DECLARATION OF OFFICIAL INTENT
Authorize the Chairman to approve and execute all capital lease documents (to be 
periodically submitted for  Board signature by the Office of Budget and Finance), including 
the “Declaration of Official Intent,” in an amount not to exceed $31,769,744 (principal), as 
required for reimbursement of expenditures related to the acquisition of County equipment 
such as vehicles, radios, computers, and other equipment. Authorize appropriate 
departmental representatives to co-sign lease documents pertaining to their respective 
departments. All capital lease documents are subject to County Attorney approval.
The Office of Budget and Finance will facilitate the reimbursement from capital leases during 
fiscal year 2022. Expenditures associated with equipment purchases will be bundled for 
capital lease financing at which time the interest rate(s) will be bid and repayment terms and 
amounts for principal and interest will be known. Capital lease(s) maturity will be thirteen 
months. Capital lease financing will be facilitated by the County’s master personal property 
lease contract as approved by the Board of Supervisors on December 1, 2020. 
There is a need for the County to enter capital leases for equipment purchases. Purchased 
equipment will be financed by the master personal property lease contract for County capital 
purchases.
The Declaration of Official Intent will satisfy the 60-day reimbursement period for 
reimbursement of original expenditures, as required by Treasury Regulation §1.150-2(d)(1) 
(1993). Capital outlay expenditures from capital lease proceeds and the corresponding debt 
service payments for principal and interest are not subject to the County Expenditure 
Limitation Report (ELR). Capital leases will extend the debt service payments into the 
subsequent fiscal year (FY 2022-23). The benefit to the County for entering into capital 
leases is that both the capital outlay expenditures from the lease proceeds and the debt

Approve Amendment No. 2 to the Agreement among Affordable Rental Movement (A.R.M.) 
of Save the Family Foundation of Arizona, a Community Housing Development Organization 
(CHDO), City of Chandler (Administrator) and Maricopa County, administered by its Human 
Services Department.
The purpose of the Amendment is to address the following items:
A. Add an additional Work Statement (“2020 Work Statement”) for the CHDO to acquire, 
rehabilitate, and rent an additional single-family home for its scattered-site rental program. 
The expenditure term for the 2020 Work Statement shall expire on September 30, 2024.
B. The County shall provide the CHDO and the Administrator with funding for the 2020 Work 
Statement in an amount not-to-exceed $208,913.

Approve Amendment No. 9 to the Competition Impracticable Agreement between Central 
Arizona Shelter Services (CASS) and Maricopa County, administered by its Human Services 
Department.
The purpose of the Amendment is to address the following items:
A. Add that the County shall provide the Contractor with an additional $119,191.54 in General 
Funds for the period July 1, 2021, through September 30, 2021, for the purpose of indoor, 
daytime heat relief for up to 250 people per day. The total funds under this Amendment No. 
9 shall not exceed $119,191.54 and will be used to reimburse for actual costs associated 
with daytime heat relief for individuals and families experiencing homelessness in Maricopa 
County.
B. Add that the period of funding availability under this Amendment No. 9 shall begin on July 
1, 2021, and extend through September 30, 2021.
C. Revise Section III (Work Statement and Compensation) by adding the following 
paragraph:

AGREEMENT WITH WILDFIRE FOR UTILITY REPAIR REPLACEMENT AND 
DEPOSIT PROGRAM
Approve a revenue Agreement between Wildfire (Wildfire) and Maricopa County, 
administered by its Human Services Department. The purpose of this Agreement is for 
Wildfire to provide the County with funding for the administration of Utility Repair 
Replacement and Deposit (URRD), Salt River Project Weatherization (SRP) and 
Southwest Gas Repair/Replace (R/R) programs to low-income residents of Maricopa 
County.
Wildfire will provide the County with funds in the amount of $655,186:
• $355,000 in SRP funds;

• $292,690 in URRD funds
The term of the Agreement shall begin on July 1, 2021 and end on June 30, 2022.

Mesa.
Acceptance of this Agreement will not impact the County General Fund.

THE CITY OF CHANDLER FOR HOME FUNDED ACTIVITIES
Approve a financial Agreement (“Agreement”) between the Newtown Community 
Development Corporation, a Community Housing Development Organization (CHDO), the 
City of Chandler (Administrator) and Maricopa County administered by its Human Services 
Department.
The purpose of the Agreement is for the acquisition and rehabilitation of two (2) single-family 
houses in Chandler. The completed homes will be sold to eligible low-income homebuyers.
The County will provide the CHDO with U. S. Department of Housing and Urban 
Development (HUD) HOME Investment Partnerships Program (HOME)) funds in the amount 
not-to-exceed $212,987.
Agreement term shall begin July 1, 2021 and will expire September 30, 2023.

No. 09HE000185. The Human Services Department Head Start Program received a Notice 
of Award for the Grant. This action (09HE000185-01-01) awards one-time supplemental 
funds authorized under the American Rescue Plan Act 2021, P.L. 117-2 for the provision of 
approved services defined under the Head Start Act, to include activities outlined in Program 
Instruction ACF-PI-HS-21-03 to further support in-person services. The supplemental 
funding amount is $1,489,643. Upon approval of this action the total grant amount shall be 
$1,864,349.
The Head Start program submitted an Application for Federal Assistance SF-424 on May 
18, 2021. The funds were awarded through a non-competitive process as Maricopa County 
is a recipient of current Head Start grants. The Grant does not require a Non-federal share 
(NFS) match.
Also request authorization for the Chairman to sign applications for additional funds, 
applications for supplemental funds, and applications for revisions to the grant budget related 
to Grant No. 09HE00185 (Applications for Federal Assistance Form SF-424). If the federal 
Office of Head Start approves the submitted applications, then the Maricopa County Human 
Services Department will request approval for the next required action from the Board of 
Supervisors at a future formal meeting. Future or ongoing contributions are not required at 
the end of the budget period. 
The funds are a one-time award and will not impact the County General fund.

SENIOR SERVICES
Approve a financial Contract for services between Area Agency on Aging, Region One, 
Incorporated (“Area Agency”), and Maricopa County administered by its Human Services 
Department. 
The purpose of the Contract is for the County to provide case management services and 
facilitate services to assist eligible seniors and adults with disabilities to maintain 
independence in their homes. Area Agency shall provide the County with a Contract amount 
of $2,389,172 for service delivery.
The Contract term is July 1, 2021 through June 30, 2022 and shall be effective upon approval 
and signature by both Parties. Funding period of availability shall begin July 1, 2021 to June 
30, 2022. 
Receipt of the funds from Area Agency requires the County to provide a non-federal cash 
amount. The County shall provide a non-federal cash amount of $1,478,579 provided by the 
Human Services Department appropriated County General funds. The County shall also 
allocate $150,000 in American Rescue Plan Act (ARPA) funds for the Contract term. The 
cumulative Contract amount is $4,017,751.
Area Agency contracts with the County on an annual reoccurring, non-competitive basis to 
provide Senior Adult Independent Living (SAIL) services to eligible individuals currently living 
at home that may require assistance to reduce the probability of placement in nursing homes.

AMENDMENT TO GRANT AWARD FROM ARIZONA BOARD OF REGENTS ON 
BEHALF OF UNIVERSITY OF ARIZONA FOR THE ARIZONA PREVENTION 
RESEARCH CENTER PROJECT
Approve an amendment to the Arizona Board of Regents subaward for and on behalf of the 
University of Arizona (UofA) to Maricopa County by and through its Department of Public 
Health (MCDPH) to provide continued funding for applied public health research to address 
chronic disease health disparities. The amendment provides funding in the not-to-exceed 
amount of $24,000 for the Budget period ending September 29, 2021. The term of the 
agreement is September 30, 2019 through September 29, 2024.  
This is year 2 of a new grant and its reoccurrence is not known. It was a competitive grant 
opportunity and there is no cash or in-kind match required.  Should the grant cease, on-going 
contributions should not be required. This is not a mandated service but provides a benefit 
to our citizens by providing connections between community and clinical sectors to prevent 
chronic disease and improve population health.
The grant allows for the full indirect rate of 18.8%. Indirect cost is estimated to be $3,798 all 
of which is recoverable. Departmental indirect rates are reestablished at the beginning of 
each fiscal year and the future indirect rates will be collected at the corresponding rates.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore, expenditure of the funds is not prohibited by the budget law.

REGIONAL MEDICAL CENTER FOR AN ORAL HEALTH PROGRAM
Approve an amendment to the contract between Dignity Community Care d/b/a Chandler 
Regional Medical Center (CRMC) and Maricopa County by and through its Department of 
Public Health (MCDPH), Office of Oral Health (OOH) to provide continued funding for the 
oral health service First Teeth First (FTF) program.  The FTF program provides fluoride 
varnish application and oral health screening for children ages zero (0) to five (5) in Maricopa 
County.  
The contract budget is in the additional amount of $414,700 for the year 4 budget period 
from July 1, 2021 to June 30, 2022.  Subject to the availability of funds and acceptable 
contractor performance, the contract can be extended for additional one (1) year periods, 
not to exceed a total maximum term ending June 30, 2023, except that the cost is subject to 
renegotiation.     
Dignity Community Care was a successful respondent to a Public Health Notice of Intent 
issued by MCDPH (PH NOI 18-003), pursuant to MC1-328. This Contract is funded through

HEALTHY PEOPLE HEALTHY COMMUNITIES
Approve Amendment 1 to Intergovernmental Agreement (IGA) Combined Fixed Price 
Contract (No. IGA2020-013) between Arizona Department of Health Services (ADHS), 
Healthy People Healthy Communities and Maricopa County by and through its Department 
of Public Health (MCDPH) to provide continued funding for programs that will include 
Tobacco and Chronic Disease (T&CD),Teen Pregnancy Prevention (TPP), Health in Arizona 
Policy Initiative (HAPI), Public Health Improvement (PHI), and Healthy Arizona Worksite 
Program (HAWP).  The purpose of the IGA is to provide evidence-based prevention 
programs with strategies designed to impact policy, system, and environmental change in 
order to promote county-wide health changes so that public health will be maximized. By 
providing a pathway of coordination and support for the multiple prevention programs to 
Implement identified health priorities of the Arizona State and County Health Improvement 
Plans. 
The Price Sheet is for a total not-to-exceed amount of $3,693,109 for the budget period 
beginning July 1, 2021 through June 30, 2022.  The term of the Agreement is July 1, 2020 
through June 30, 2025.   
The Healthy People, Healthy Communities grant award has been funded for a number of 
years and is anticipated to continue. There is no cash or in-kind match required. The grant 
award is non-competitive and on-going contributions are not required. Though not mandated, 
services are a benefit to citizens of Maricopa County by providing interventions for Healthy 
Communities with policy, systems and environmental approaches that shape the 
communities in which we live.  Healthy People are interventions at the individual level, 
targeting individual behavior and promoting healthy choices.

MCDPH’s Indirect Rate for FY21 is 18.8%.  The indirect costs are estimated at $532,166, 
($334,707 for Tobacco, $63,917 for HAPI, $64,571 for HAWP, $37,321 for TPP and $31,650 
for SMRP, which are fully recoverable.   
The PHI portion of the grant deviates from County Policy A2505 and does not allow for full 
indirect cost reimbursement, but a maximum of 10% indirect costs reimbursement.  The full 
indirect costs are estimated at $56,448 of which $30,026 is recoverable and $26,422 is 
unrecoverable.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This 
Agreement does not alter the budget constraining expenditures of local revenues duly 
adopted by the Board pursuant to A.R.S. §42-17105.  The overall grant budget will be 
adjusted as necessary to accommodate this grant through a future reconciliation.  Funding

AMENDMENT TO REVOCABLE LICENSE AGREEMENT WITH DEER VALLEY 
UNIFIED SCHOOL DISTRICT
Approve and execute Amendment No. 3 to License Agreement No. P-50298 between Deer 
Valley Unified School District (DVUSD) (“Licensor”) and Maricopa County (“County” or 
“Licensee”) for the use of licensed space at DVUSD’s Constitution Elementary School 
located at 18440 North 15th Avenue, Phoenix; and authorize the Assistant County Manager 
and/or the Director of the Real Estate Department of Maricopa County to administer the 
Agreement. 
This Amendment will provide for an expansion to the Premises including alterations at a 
onetime cost to County not to exceed two thousand seven hundred dollars ($2,700.00). The 
monthly Use Fee shall remain at its current rate of nine hundred ($900.00) dollars, gross, 
until such time Licensee has accepted the alterations to the expansion space as complete 
and a Memorandum of Commencement Date is executed; at which time the Use Fee will 
increase to thirteen hundred and fifty ($1,350.00) dollars per month, gross. The Amendment 
will extend the term for five (5) years from the Commencement Date; allow for counterpart

APPLY AND ACCEPT GRANT FUNDS AND APPROVE COMPETITION 
IMPRACTICABLE FOR REFUGEE, IMMIGRANT, AND MIGRANT COMMUNITIES 
COVID-19 RESPONSE
Approve the application and acceptance of grant funds from National Association of County 
and City Health Officials (NACCHO) in the not-to-exceed amount of $250,000 for the purpose 
of scaling up innovative COVID-19 education, testing, contact tracing, vaccination, and other 
prevention and mitigation strategies with refugee, immigrant, and migrant (RIM) 
communities.  
Additionally, approve a Competition Impracticable procurement award to International 
Rescue Agency (IRC) in an amount not to exceed $250,000 under Procurement Authority 
Code MC1-352 as they have been identified to be our primary partner if awarded this grant. 
IRC is the only refugee resettlement organization in Maricopa County with the capacity, 
infrastructure, and established service model to fulfill the grant outcomes.  Authorize the 
Board Chairman to sign all documents related to these grant funds, as applicable. The award 
period begins between July 1 and July 31, 2021 and ends on June 30, 2022. 
These funds are COVID-19 related and provided by Department of Health and Human 
Services, Centers for Disease Control. If awarded, it will be budgeted to FY22 Public Health 
(D860) Public Health Grants Fund (532) Non-Recurring (NRNP). 
This is a new grant award opportunity and it is not anticipated to reoccur. It is competitive 
and there is no cash or in-kind match required. The grant award is not a mandated function 
but is a benefit to the public by focusing on the COVID-19 response in refugee, immigrant, 
and migrant (RIM) communities.  Should it be discontinued, on-going contributions would not 
be required. 
It is estimated that up to 90% of the award will be passed thru to a sub-contractor. That 
amount is not subject to indirect. The grant allows for the full indirect rate of 18.8%. If 
awarded the maximum, the indirect cost is estimated to be $39,562, of which $3,956 is 
recoverable and $35,606 is unrecoverable. Any program costs not allocated to the grant will

As a part of its established accredited dietetic internship program, the Department of Public 
Health seeks to provide its dietetic interns with a broad and diverse practicum experience. 
This agreement with the U of A will allow dietetic interns to continue to receive approved 
practicum experience in clinical nutrition.  Supervised by UA registered dietitians in UA 
facilities, interns would continue to be responsible to Public Health. This agreement is non-

HEALTH SERVICES FOR COVID-19 DISEASE MITIGATION AND COMMUNITY 
OUTREACH
Pursuant to A.R.S. §42-17106(B), approve an appropriation adjustment resulting in a net 
increase to revenue and expenditures of $27,986,171 in FY22 to Public Health (D860) Public 
Health Grants Fund (532) Non-Recurring (NRNP) budget. 
The appropriation adjustment is related to Intergovernmental Agreement (IGA) CTR055638, 
COVID-19 Disease Mitigation and Community Outreach, between Arizona Department of 
Health Services (ADHS) and Maricopa County by and through its Department of Public 
Health (MCDPH).
In addition, approve this same IGA CTR055638 for the purpose of a project aimed at 
reducing the incidence of disease and related deaths caused by COVID-19 through the 
following targeted activities: disease mitigation, outreach and engagement, workforce 
expansion and modification and grant accounting and management.
The NOA is in the amount of $60,636,704 for the 26-month project period from March 1, 
2021 through May 1, 2023.
The Department of Public Health’s indirect rate for FY21 is 18.8%. The Indirect Rate on these 
funds is limited to 10% on personnel and related expense only. Full indirect is estimated at 
$2,507,987, of which, $1,334,036 is recoverable and $1,173,952 is unrecoverable.  
This is a new grant award and is not expected to reoccur. The grant does not require an in-
kind match and ongoing cash contributions are not required. This is not a mandated function 
but provides a benefit to the citizens by continuing and expanding upon disease mitigation 
efforts.  The grant award was not competitive.  Any costs not covered by the grant will be 
absorbed by the department’s indirect cost pool.

Approve a new Intergovernmental Agreement (IGA) Contract No. IGA2021-079, Interview & 
Investigation of Infectious Diseases (IIID) between Arizona Department of Health Services 
(ADHS) and Maricopa County by and through its Department of Public Health (MCDPH), 
Office of Epidemiology (OE).  OE will continue to work with ADHS to investigate infectious 
disease cases, which provide key insight on best practices for collecting quality data to 
analyze and identify sources of infection and outbreaks, and to characterize the impact of 
disease, to target prevention strategies, and to utilize related departmental community 
resources.  
The IGA contract term is retro-active to May 1, 2021 and ends April 30, 2026. The Price 
Sheet is in the amount of $95,609.28 for the budget period May 1, 2021 thru April 30, 2022. 
This is year 1 of the second 5-year IGA awarded to the Department. There is no cash or in-
kind match required nor should ongoing cash contributions be necessary when it ends. The 
grant award is not a mandated function but provides a benefit to the citizens through the 
investigation of infectious disease cases and the performance of surveillance activities which 
will provide insight into best practices in data collection and analysis. The grant award was 
not competitive.
 
The Department of Public Health’s Indirect Rate for FY20-21 is 18.8%. Indirect costs are 
estimated at $15,130 all of which is recoverable.  Departmental indirect rates are 
reestablished at the beginning of each fiscal year and the future indirect rates will be collected 
at the corresponding rates.

limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This

AQ-2017-008-RULE 336 (SURFACE COATING OPERATIONS)
Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-479(b), for 
September 1, 2021, at 9:30 a.m. to solicit comments on the proposed revision of Maricopa 
County Air Pollution Control Regulation III - Rule 336 (Surface Coating Operations) and the 
associated proposed revision to the Arizona State Implementation Plan (SIP). Following the 
public hearing, the Board is requested to adopt the proposed revisions to the rule and to 
approve submission of the revised rule as a revision to the Arizona SIP.
Rule 336 establishes limits for the emission of Volatile Organic Compounds (VOCs) from 
surface coating operations. Rule 336 applies to VOC-containing coatings as well as related 
activities, such as coating preparation/mixing, coating application, and the cleanup of coating 
application equipment.
 The Maricopa County Air Quality Department (MCAQD) is proposing to revise Rule 336 to 
address rule deficiencies identified by the U.S. Environmental Protection Agency (EPA) to 
secure full approval of Rule 336 as a revision to the Arizona SIP. The MCAQD is also 
proposing revisions to address rule recommendations provided by the EPA, incorporate 
revisions recommended by stakeholders, and make other revisions to improve and clarify 
the rule.

Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) § 49-474(4), for 
September 1, 2021, at 9:30 a.m. to solicit comments on the approval of the Maricopa County 
Air Quality Department’s (MCAQD) request for delegation of authority  from the U.S. 
Environmental Protection Agency (EPA) to implement the Federal Plan Requirements for 
Existing Municipal Solid Waste (MSW) Landfills at 40 CFR Part 62, Subpart OOO. Following 
the public hearing, the Board is requested to approve the request for delegation of authority 
and to approve submission of the delegation request to the EPA.
On August 29, 2016, the EPA promulgated emission guidelines for existing MSW landfills 
which set forth specific mechanisms and requirements for controlling emissions of non-
methane organic compounds. The emission guidelines are codified at Title 40 of the Code 
of Federal Regulations, Part 60, Subpart Cf and require States to submit a plan, also known 
as a 111(d) plan, to the EPA to implement the provisions Subpart Cf. The MCAQD submitted 
a 111(d) Plan to the EPA in 2018, however, it was not approvable as submitted because it 
did not contain a locally enforceable rule which incorporated the emission guidelines in 
Subpart Cf. As a result, the MCAQD withdrew the 111(d) Plan in 2019. Currently, the 
MCAQD is working to revise Rule 321 (Municipal Solid Waste Landfills) to incorporate the 
emission guidelines, but these revisions have not yet been adopted. Once revisions to Rule 
321 are adopted, the MCAQD will submit another 111(d) Plan to the EPA for approval.
In August 2019, the EPA released the proposed Federal Plan requirements for existing MSW 
Landfills. The Federal Plan was finalized on May 21, 2021, became effective on June 21, 
2021, and requires all existing MSW landfills in states without approved 111(d) Plans to 
comply with the Federal Plan requirements until a local 111(d) plan is approved by the EPA. 
The EPA encourages states that do not have approved 111(d) plans to request delegation 
of authority of the Federal Plan so that they can have primary responsibility for implementing 
the 2016 emission guidelines. This delegation of authority request must be approved by the 
Board of Supervisors before the MCAQD can request delegation of authority from the EPA 
to implement the Federal Plan. The Federal Plan and corresponding delegation of authority 
will no longer apply upon the effective date of the approved 111(d) plan for Maricopa County.)

Approve Amendment #11 which reallocates Grant Thornton Organizational Change 
Management funds to fund a Grant Thornton COBOL programmer  who will backfill an IT 
SME so the employee can focus on the project (there will be no double charging to the project 
– e.g. the SME will not charge his time to the project but the GT COBOL resource will). 
Reallocates Grant Thornton Technical Assessment, Architecture & Support Services, and 
Solution Implementation Support funds to a Grant Thornton consultant for expanded ULTIS 
Data Warehouse server / data analysis activities. Reduces the Monthly Project Status Report 
cost from $16,000 to $11,000 (29 reports). Corrects a prior reallocation of Grant Thornton 
Travel funds to Grant Thornton deliverables - ($37,593 of the Travel funds reallocated within 
Amendment #8 in October 2018 should have remained within the Travel category) .
Also, approve Amendment #12 which provides an adjustment of Grant Thornton resource

AMENDMENT TO CONTRACT WITH DOMINION VOTING SYSTEMS
Approve contract amendment #3 with Dominion Voting Systems, and increase the contract 
expenditure authority from $6.1M to $9.0M.

Supervisor Gates commented that items #108 and #109 have to do with election 
equipment for Maricopa County. He thanked Chairman Sellers for his leadership in 
activities that relate to the audit.  Chairman Sellers has been calm, measured, and has 
led with great integrity. He explained the County is not entering into a new contract with 
Dominion. He said the Board is trying to proceed forward with the contract that is in 
place and doing its statutory responsibility. There is an election in November and 
election equipment we can use is needed. The equipment used in 2020 is with the 
Cyber Ninjas. Since we had to release the election machines subpoenaed by the 
Senate to uncertified individuals, per the Secretary of State, they could not be used 
again. The County needs to move forward in obtaining the machines needed for 
elections in 2021 and 2022. He said this is unfair for Maricopa County taxpayers to be 
footing this bill, but Senate President Karen Fann signed an agreement before the 
County released elections equipment to the Cyber Ninjas that the Senate would cover 
these costs.
Supervisor Hickman noted Supervisor Chucri made points on a few items back that 
Maricopa County is in the business of many things including running elections year-
round. The MCTEC facility was built with the number of elections held in mind. It is a 
place where election equipment and ballots are secured. The County needs these 
machines. He noted people have suggested hand counts, but the ballots must be 
counted by midnight. This is not a possibility. On election day it is awfully hard to get 
volunteers much less paid staff to work on that day. He stated he would like to know 
how many people were watching.
Supervisor Chucri said he appreciated Supervisor Hickman’s comments and those of 
Supervisor Gates. He said it comes down to one principal - this is a business decision, 
not a renegotiation of a contract. He is a businessman and an elected official, and as 
businessmen, the Board of Supervisors are bound by a contract. He noted this is leased 
equipment that must be returned in the same condition it was in when delivered to 
Maricopa County. The Secretary of State decertified this equipment, but we are having 
to honor this contract, or we could be sued for not fulfilling our part of the contract. The 
Board has been working with legal counsel and should we find out, some equipment 
might be repurposed, maybe it will save the taxpayers some money. We have a 
responsibility to over a million voters in the coming months for 25 jurisdictional elections. 
He made it clear it took longer than 3 months to arrive with the current contract. He 
stated if the Board should vote no on these items, we would not be able to hold these 
elections. He noted that when the current contract expires, he will be open to reviewing 
other RFPs.
Supervisor Gallardo acknowledged his appreciation of all comments made today. He 
appreciates the leadership of Chairman Sellers and said it has not been an easy task. 
He said unfounded claims have cost Maricopa County taxpayers close to $3 million. He 
commented on the Senate’s actions and the damage it has done. He expressed his 
appreciation to Secretary of State Katie Hobbs for doing the right thing.  He noted 
Maricopa County has always run secure and safe elections.

Chairman Sellers stated when the Board considers anything related to elections, we 
put integrity above politics. Voting is not about a personal party; it is about making 
elections as efficient as possible for the voters while being cost effective. This Board 
does a good job at cost efficiency. He is proud to be a part of this Board of Supervisors.

BUDGET APPROPRIATION ADJUSTMENT – ELECTION EQUIPMENT CONTRACT
Pursuant to A.R.S. §42-17106(B), authorize the following appropriation adjustments to the 
FY 2022 budget:
 1. Increase the expenditure authority for the Elections Department (D210) General Fund 
(100) Non-Recurring Non-Project (NRNP) expenditure budget in the amount of $ 2,833,220.
 2. Decrease the expenditure authority for the Non-Departmental (D470) General Fund (100) 
Non-Recurring Non-Project (NRNP) budget in the line “Unreserved Contingency” (4711) by 
$ 2,833,220.

LEASE AGREEMENT WITH 4041 CENTRAL PLAZA, LLC
Approve and execute Lease Agreement L-7511 for Public Health Department’s use of 10,700 
rentable square feet (RSF) of office and storage space at 4041 N. Central Avenue, Phoenix, 
85012; and authorize the Assistant County Manager or the County Real Estate Director to 
administer the Agreement.
This lease space will be used to house the Disease Control Division’s new employees on 
the 2nd floor of Public Health’s Administration building. The lease will be effective as of the 
date the Maricopa County executes the agreement which will allow for an early occupancy 
period for County’s Office of Enterprise Technology to work alongside the Lessor to install 
the needed County data/cabling/badge access system(s). The lease term will commence 
August 1, 2021 and expire on June 30, 2023 at an annual full-service gross rate of 
$235,400.00 plus rental tax for the first twelve months and $240,750.00 plus rental tax for 
the remainder of the term. County will have two (2) one-year options to renew.   County has 
the right to utilize the remaining 5,904 RSF on the second floor at the same rate if determined 
necessary and will process an amendment to memorialize the addition should it be needed. 
County will receive fifty (50) unreserved parking space at no charge and will have the right 
to up to fifty (50) additional spaces at a cost of twenty ($20) dollars per space per month. 
This lease may be terminated pursuant to A.R.S. § 38-511 or for non-appropriation of funds

SUMMARY OF CURRENT EVENTS - EL RESUMEN DE TEMAS DE

Supervisors'/County Manager's summary of current events - Resumen de temas de 
actualidad de los Supervisores/Administrador del Condado
Supervisor Gallardo shared he had the opportunity to attend his first in-person 
conference as County Supervisors’ Association (CSA) President in Washington D.C. 
They followed COVID protocols wearing masks and observing social distancing. He 
shared with the Board that Maricopa County received 55 awards across the board. He 
had the honor of receiving one of the awards for Flood Control on stage. It was for their 
Water Resource Program. Supervisor Gallardo said it was a great conference. The 
gathering was reduced in number, but there were virtual capabilities so people could 
attend virtually. He also urged everyone to get vaccinated, social distance, and wear 
their masks.
Supervisor Hickman thanked the Clerk for the information about how many were 
watching this meeting virtually. He informed those people watching that the Board has 
asked their same questions. They have been outspoken talking about the issues 
concerning the public. He noted there were over 600 people wanting to express 
themselves concerning agenda item #108. At the time this item was being discussed, 
there were only 75 people who made it to this point. He encouraged people to watch 
these meetings. He said Board members have appeared on national television 
explaining the Board’s thought process on the election issues. He commented on how 
troubling it was that their comments are edited to say something different on social 
media. He said it is a troubling time for public servants who are trying to do their jobs 
and run the business of a very large government.
Supervisor Gates stated he had the opportunity to attend a representatives’ town hall 
in Anthem. It was sponsored by the Anthem Community Council in Desert Hills. He said 
there was a nice turnout. He said there were many great questions – some were about 
elections, but people have questions about a lot of other things. He is grateful there is 
so much public participation at these meetings, and he always learns something new 
when he attends these meetings.
Chairman Sellers stated he was asked to attend the visit by the First Lady when she 
came to Phoenix to talk about encouraging vaccinations and ensuring we were doing 
everything we could to get the vaccinations into areas who may have difficulty getting 
them. He said he was asked to attend to represent the County. He said he considers 
this to be a non-political issue. He said the County is not telling anyone they must get 
vaccinated, but that the vaccinations are available if they are wanted. He said he also 
toured the Midwest Food Bank which is an impressive operation. They pass food out to 
other agencies and not to individuals. They do this with almost all volunteer help. He 
said he was able to attend the National Association of Counties (NACO) convention 
virtually. He was able to learn from the Transportation Committee meeting about drones 
for the future of moving people and delivering goods. He was excited to see how much 
involvement there is in this area. He noted the open session of the conference and 
Speaker Buttigieg who spoke about planned infrastructure that is being worked on in 
Congress right now. He has been in direct contact with the Secretary’s office because 
we want to ensure there really is a $1 trillion infrastructure package put together and 
that the fastest growing County in the United States gets their share. He also spoke 
about the Large Urban County Caucus presentation. He said they provided a history of 
their development process. He said Maricopa County was particularly mentioned as 
playing a key role in supporting what they were doing and in testing autonomous

vehicles but encouraging this kind of development in the industry. He was honored they 
recognized what is being done in Maricopa County.

ON-CALL DAM SAFETY GEOTECHNICAL ENGINEERING CONTRACT WITH WOOD 
ENVIRONMENT & INFRASTRUCTURE SOLUTIONS, INC
Award Contract FCD 2021C007 On-Call Dam Safety Geotechnical Engineering to Wood 
Environment & Infrastructure Solutions, Inc. to provide professional engineering services. 
The contract will be effective for 730 calendar days from the date of execution or the 
expenditure of $1,000,000.00, whichever comes first. The Flood Control District of Maricopa 
Country (District) and Wood Environment & Infrastructure Solutions, Inc. will mutually agree 
to a detailed scope of work for each work assignment. This is a qualifications-based selection 
in accordance with the Maricopa County Procurement Code, Article 5, Paragraph 504 and 
Article 5 Procurement Procedures Manual, Chapter II – Section 2
The On-Call Dam Safety Geotechnical Engineering Contract will be used primarily for land 
subsidence and earth fissure monitoring, geotechnical field investigations, material sampling 
and testing, engineering analysis, instrumentation installation, planning and design of 
specific corrective actions as needed to address potential dam safety issues at District dams 
or as needed for overall dam rehabilitation/replacement projects. Individual work 
assignments will be scoped and negotiated under the contract.  This project impacts all

BIDS AND AWARDS FOR MCMICKEN DAM OUTLET CHANNEL PHASE 2
Authorize the advertisement of the Invitation for Bids for the McMicken Dam Outlet Channel 
Phase 2 (Project [#204) and award of the contract to the lowest responsible bidder, if the bid 
is not more than ten percent (10%) over the engineer’s estimate.  
The Project will provide an improved outlet for McMicken Dam and improved 100-year 
protection to an area of the City of Surprise and unincorporated County between Grand 
Avenue and the El Mirage Road alignment, south of Happy Valley Road.  This contract will 
include construction of five miles of earthen channel improvements.  The District will 
administer the construction contract and contract with an On-Call consultant for the 
construction management.  The District will fund 100% of the Project costs.

BIDS AND AWARD FOR SUN CITY DRAINS IMPROVEMENT – GRAND AVENUE, DEL 
WEBB TO AGUA FRIA
Authorize the advertisement of the Invitation for Bids of the Sun City Drains Improvement – 
Grand Avenue, Del Webb to Agua Fria (Project [#337.01.31]) and the award of the contract 
to the lowest responsible bidder, if the bid is not more than ten percent (10%) over the 
engineer’s estimate.   
The Project will extend the existing twin fifty four inch (54”) system at 111th Avenue upstream 
toward Del Webb Boulevard, replacing the existing forty eight inch pipes. The new drainage 
system also extends the fifty four inch (54”) system downstream toward the Agua Fria River. 
Grate inlets will be installed to intercept surface runoff which used to surface flow onto the 
previous trapezoidal channel. Principal construction features for the project include clearing 
and grubbing, excavation of existing channel, grade, install and backfill the piping and grate 
inlet in ground, and some minor grading at the project site to promote positive drainage. 
This channel is owned and maintained by the Flood Control District of Maricopa County 
(FCDMC), and the project is 100% funded by FCDMC.

Director Hickman commented that if one has driven through Sun City, they have seen 
the drainage canals, and one runs down 99th Avenue. These are important on days like 
today when it is raining. He appreciated the Board’s help and the Flood Control District 
for the flood control in this area.
