Staff considers this replat to be in substantial conformance
with the approved Zanjero Trails Parcel 31 Preliminary Plat
(S2021003). The applicant has routed a copy of the plat to all
the municipalities within three miles of the subject property
and to all intended utility providers. There were no objections
to the request raised by any of these agencies. The plat meets
all applicable subdivision regulations and zoning regulations
of the R1-6 RUPD PAD (Z2005031 & Z2016072).
Recording fees will be furnished at the time of plat
recordation. All requirements of the Maricopa County
Department
of
Transportation,
the
Maricopa
County
Environmental Services Department, the Flood Control District
of Maricopa County, and the Drainage Review Division of the
Maricopa County Planning and Development Department
have been met.

1.0
PURPOSE OF REQUEST
Zanjero Trails – Parcel 31 (the Project, Property, or Site), part of Zanjero Trails Development
Master Plan (DMP), is a proposed single family residential subdivision located on
approximately 137 gross acres. The Project area is generally situated at the southwest corner
of the Glendale Avenue alignment and Perryville Road Alignment in unincorporated Maricopa
County. Refer to Vicinity Map in the cover sheet for Project location.
The Project is located in unincorporated Maricopa County and is a part of Development Master
Plan (DMP 2018005), approved by the Board of Supervisors on December 12, 2018 and
Residential Unit Plan of Development (RUPD) and Commercial Unit Plan of Development
(CUPD) Rezone with Planned Area Development (PAD) overlay (Case #’s Z2005031 and
Z2016072), approved by the Board of Supervisors dated February 21, 2007 and February 15,
2017 respectively. It should be noted that a portion of the Zanjero Trails - Parcel 31 (Parcel
31-E), approximately 8.7 acres located at the southwest corner of the intersection of Perryville
Road and Glendale Avenue was previously a part of Parcel 30 zoned as Rural Zoning District
(RU-43). This portion of the Project recently went through a rezone process to include this area
as part of Parcel 31 and change the zoning from Rural Zoning District (RU-43) to Single-Family
Residential Zoning District (R1-6) (Case #Z2021056). A preliminary plat complying the rezone
and associated stipulations has been submitted to the Planning and Zoning Commission.
Zanjero Trails - Parcel 31 consists of final plats for parcel 31B, 31C, 31D, and 31E as well as
an infrastructure plat. The infrastructure plat will define the parcel boundaries and dedicate
the required easements and half street right-of-way for Perryville Road (Minor Arterial) fronting
the eastern boundary of the Project and the northern half street right-of-way for Glendale
Avenue (Arterial), from the intersection of the proposed Perryville Road alignment to the east,
where it will connect to the current termination point of Glendale Avenue, as well as the
southern fronting half street right-of-way for Glendale Avenue. The table below summarizes the

DESCRIPTION OF PROPOSAL
This narrative is for the Infrastructure Plat of Zanjero Trails – Parcel 31. As stated previously,
the infrastructure plat will dedicate the required easements and half street right-of-way for
Perryville Road (Minor Arterial) fronting the eastern boundary of the Project, the northern half
street right-of-way for Glendale Avenue (Arterial), from the intersection of the proposed
Perryville Road alignment to the east, where it will connect to the current termination point of
Glendale Avenue, as well as the fronting half street right-of-way for Glendale Avenue and
identify the boundaries for Parcels 31B, 31C, 31D, and 31E.

RELATIONSHIP TO SURROUNDING PROPERTIES
Zanjero Trails – Parcel 31 is bound by undeveloped desert land owned by the Maricopa County
Water District to the north and east. The Project is fronted by the Glendale Avenue alignment
to the north and the Perryville Road alignment to the east. The Beardsley Canal lies
immediately to the west as well as the White Tanks Flood Retarding Structure No.3. Canyon
View High School lies to the South of the Project. Refer to the attached Vicinity Map in the
cover sheet.
4.0
LOCATION AND ACCESSIBILITY
The infrastructure plat will dedicate the required easements and half street right-of-way for
Perryville Road (Minor Arterial) and the northern half street right-of-way for Glendale Avenue
(Arterial), from the intersection of the proposed Perryville Road alignment to the east, where it
will connect to the current termination point of Glendale Avenue.
The main traffic access to Parcel 31 is provided from Perryville Road with three access
locations all along Perryville Road. One from Glendale Avenue via Lamar Road and other two
locations north from Bethany Home Road to the south of the Project via Marlette Avenue and
Sierra Vista Drive respectively. The Loop 303 freeway is located approximately 3.0 miles east
and will serve as an important transportation corridor for Zanjero Trails Parcel 31. Interstate
10 lies approximately 4.5 miles to the south of the Zanjero Trails Parcel 31. As it provides
connection to downtown Phoenix and beyond, I-10 will also serve as an important
transportation corridor for the future developments.
4.1
Circulation
4.1.1
Vehicular
A Traffic Impact Study (TIS) for Zanjero Trails Parcel 31 has been
prepared by CivTech, dated August 2021. The TIS analyzes the impacts
of the Zanjero Trails Parcel 31 proposed land use plan on the
transportation network in the vicinity of the site. According to the TIS,
the Project is anticipated to generate an estimated total of 3,910 daily
trips when fully developed. This traffic disperses in such a way that it
can be adequately accommodated by the internal and connecting
arterial system. The TIS determines the number of lanes required at
project build-out for major streets serving the development and
provides recommendations related to traffic signage, signalization, and
turn movements. Below is a summary of the recommended
improvements to the connecting roadway system in conjunction with
the Zanjero Trails Parcel 31 development.
4.1.2
Ultimate Roadway Network
•
Primary access to the community will be provided from the Perryville
Road alignment at three proposed locations: One south from Glendale
Avenue and two north of Bethany Home Road to the south of the
Project.
•
Fronting half-street improvements to Perryville Road will be
constructed from just north of Bethany Home Road and connects with

Glendale Avenue. This will be developed as an urban minor arterial
street per the MCDOT Roadway Design Manual.
•
The fronting half street of Glendale Avenue, from the Beardsley Canal
to the proposed Perryville Road Alignment, as well as the northern half
street of Glendale Avenue, from the intersection from the proposed
Perryville Road alignment to the current termination point of Glendale
Avenue, will be constructed as part of the Project. This half-street along
Glendale Avenue will be developed as an arterial street per the MCDOT
Roadway Design Manual.
•
All internal roadways will be designed PER MCDOT Roadway Design
Standards. The proposed local streets will have 50-feet of right-of-way
and an attached sidewalk.
•
Entry roads are proposed to have a 70-feet right-of-way with a 10-foot
landscape median and attached sidewalk.
•
Traffic signals is recommended at the intersection of Perryville Road
and Bethany Home Road in order to effectively move traffic volumes.
•
A traffic signal should not be installed until one or more of the traffic
signal warrants of the Manual on Uniform Traffic Control Devices are
met.
4.2
Pedestrian
Sidewalks on both sides of local and arterial street right-of-ways will provide pedestrian
circulation. On arterial streets, the pedestrian paths/sidewalks will be set back from
the curb and gutter and buffered by a landscape strip to separate the various modes
of transportation, i.e., auto, bicycle, pedestrian. Pedestrian circulation will also be
accommodated by sidewalks on all residential streets providing connections between
the park site, open spaces, and neighborhoods.
5.0
DEVELOPMENT SCHEDULE
As previously mentioned, the Project will be split into 4 single-family residential parcels which
are all to be developed at the same time. In the event that the construction of any of the parcels
is to be phased so they are not constructed all together, interim infrastructure would be
provided so that each parcel can “stand alone” during the interim condition while the rest of
the parcels catch up.
6.0
COMMUNITY FACILITIES AND SERVICES
All necessary community facilities to service the Project, such as parks and amenities, will be
provided by the development.
6.1
Schools
Zanjero Trails is located entirely within the Litchfield Elementary and Agua Fria Union
High School District’s Jurisdictional boundaries. The Project will be served by the Agua
Fria High School District High School located south of the Property.

6.2
Recreational Amenities
The parcel will reserve ample open space with a shared amenity area designed for
residents. A 3.6-acre park centrally located provides a core for shared activities to
encourage interactions amongst the residents. This community open space and
recreational areas will be constructed concurrently with the rest of the community in
order to be enjoyed by future residents and used as a selling feature of the community.
6.3
Parcel Amenities
Parcel Parks will be located in strategic open space areas where they may be most
easily accessed by homeowners. Parcel Parks will include improvements such as
pathways, playgrounds, ramadas, and useable turf areas. These parks are intended to
be more heavily used by residents of the development for active play and gatherings.
Passive Parks will be located in open spaces that serve as retention areas and
connections throughout the development. Passive Parks will include improvements
such as pathways and useable turf areas.
6.4
Police and Fire Protection
Zanjero Trails - Parcel 31 is located within the Maricopa County Sherriff’s Office (MCSO)
service area. The nearest Maricopa County Sheriff’s Department office are District
Facility III, located at the southeast corner of Dysart and Bell Roads and District Facility
II, located at the northeast corner of Dysart and Van Buren.
Zanjero Trails – Parcel 31 is located within the Buckeye Valley Fire District service area
for fire service. Will serve letter has been obtained from Buckeye Fire District and will
be included with the submittal.
7.0
PUBLIC UTILITIES AND SERVICES
All necessary utilities to serve the Project are currently available or will be brought to the site
during development. Utilities and services for the Project will be provided by the following

7.1
Water Facilities
The Project is located within EPCOR Water’s Certificate of Convenience and Necessity
(CCN) for water service and is within Zone 2 of EPCOR’s Agua Fria District. The Project
will be served by EPCOR’s Water Plant #12, located approximately 2.5 miles southeast
of the Project, south of Camelback Road and east of Citrus Road. Water Plant #12
serves two pressure zones, Zone 1 and Zone 2, with two separate trains of booster
pumps for each zone. The Project will be served by the Zone 2 pumps which will
ultimately include five pumps, each having a flow of 1,500 gpm and a total dynamic
head of 243 feet (approximately 105 psi). Water Plant #12 also contains one 1.5 MG
storage reservoir, and the site has room for an additional two storage reservoirs of the
same size for a projected ultimate build-out storage capacity of 4.5 MG.
Existing water infrastructure within the Project vicinity includes 12-inch water lines
along the Perryville Road alignment (east of the Project) and Perryville Road
immediately to the southeast boundary of the Project adjacent to Canyon View High
School extending northwest from Bethany Home Road.
Water improvements for the Project will include a 12-inch water line extending along
Perryville Road adjacent to the eastern boundary of the Project and an internal network
of looped 8-inch water line connecting the existing 12-inch line along Perryville Road.
This 12-inch line extends further north along the northern half-street of Glendale
Avenue, which will be constructed as part of this development. This proposed 12-inch
water main will have two points of connection to the existing 12-inch water line along
Glendale Avenue and Perryville Road. Note that there will be no extension of the water
line along the fronting half-street of Glendale Avenue; however, a stub will be provided
for an extension to serve future development.
7.2
Wastewater Facilities
The Project is located within Liberty Utilities’ (Litchfield Park Service Company) CC&N
for wastewater service. The site was also previously added to Liberty’s MAG 208 area
to treat wastewater flows through a MAG 208 Amendment for an area known as the
Northwest Group territory. Wastewater flows from the Project will be routed to Liberty’s
Palm Valley Water Reclamation Facility (WRF), located along McDowell Road and west
of Litchfield Road, for treatment. The Palm Valley WRF has a treatment capacity of
approximately 4.1 MGD and is currently being expanded for increased treatment
capacity.
The closest wastewater infrastructure within the Project vicinity consists of an existing
8-inch gravity sewer main along Perryville Road Alignment southeast of the Project. The
8-inch sewer main ties into an 18-inch sewer main which then upsizes to 21-inch and
then a 24-inch regional sewer main as it routes wastewater flows to the Palm Valley
Water Reclamation Facility. The Project will be served by an internal network of
proposed 8-inch onsite gravity sewer mains. These mains will generally route flows
from each parcel and tie into an 8-inch gravity sewer main along Perryville Road.
7.3
Dry Utilities
Utility services to Zanjero Trails – Parcel 31 will include: phone service by CenturyLink
or Cox Communications, natural gas by Southwest Gas, electrical by APS and cable
television by CenturyLink or Cox Communications. Will serve letters will be provided
from each.

7.4
Drainage
The area surrounding the Project generally slopes to the southeast. The Project is
located within the regional Loop 303/White Tanks Area Master Drainage Plan Update
study area. The White Tanks Flood Retarding Structure #3 (FRS No. 3) is located
southwest of the Project and the FRS No. 3 Outfall Channel is adjacent to the western
boundary. Both the FRS No. 3 and the Outfall Channel intercept all flows coming from
the White Tank Mountains located to the northwest and eliminates regional offsite
flows from reaching the western boundary of the Project. Drainage areas north of the
Project site flow to the southeast towards the Perryville Road Wash located east of the
site. More specifically, the offsite flows generated north of the Project are produced by
the undeveloped desert land between the Glendale Avenue alignment and Northern
Avenue alignment. The Glendale Avenue alignment currently has a dirt road with an
elevated profile. As a result, localized offsite flows generated north of the roadway
alignment are directed eastward towards the Perryville Road Wash before causing any
impact to the northern boundary of the Project.
The Project will propose a culvert crossing along the Glendale Avenue alignment as a
part of Glendale Avenue improvements to allow for the runoff conveyed by the Perryville
Road Wash to continue southward similar to the existing conditions. The elevations of
the roadway will remain at a similar elevation to allow for the existing drainage pattern
to be maintained. HILGARTWILSON will be going through the CLOMR/LOMR process to
revise the floodplain at the Glendale Avenue crossing based upon the proposed culvert.
The CLOMR/LOMR will also propose a temporary detention basin, north of the Glendale
Avenue alignment to reduce the flow crossing the roadway and the appropriate culvert
size will be determined. This CLOMR/LOMR will be independent of the Zanjero Trails
Parcel 31 plan review process and approvals. No offsite flows impact the eastern
boundary as this area slopes towards the southeast.
Onsite flows will be conveyed to retention basins throughout the Project in appropriate
locations. Retention volume equivalent to the 100-year, 2-hour storm runoff will be
provided for all developed portions of the Project. Retention basins will generally be
designed such that the total depth is 4 feet, with 3 feet of storage, and an additional
foot of freeboard, and will dewater within the 36-hour limit. Additional safety measures
will be implemented if retention basins exceed the maximum slope and depth. Existing
flow patterns will be maintained, while offsite flows will not be comingled with onsite
flows. All drainage design for the Project will be in conformance with the Planning and
Development standards for Maricopa County and Section 1205 of the Maricopa
County Zoning Ordinance.
