Narrative

1. Briefly describe your organization’s history, mission and goals.
Tolleson Community Coalition, Goals Overview and Proposed Projects for 2022-2023 – Tolleson Community Coalition’s
(TCC) mission is to strengthen our community’s commitment to education, social and economic responsibility and
compassion through united philanthropic efforts and effective community engagement for the betterment of life in our
community now and in the future. TCC is a non-profit volunteer-driven, grass-roots organization established in 2015 for
the purpose of serving the Tolleson community through community partnerships. TCC is uniquely founded on the
premise of “Neighbors Helping Neighbors” (Vecinos Ayudando a Vecinos), its importance and intrinsic value as well as
the residual beneficial effect of civic engagement among under-served populations and among the youth in particular.
TCC believes that the development of “community” is especially critical among our youth, as a way of engaging them in
positive behaviors while encouraging civic and cultural pride. TCC will continue to support, create and promote
opportunities for young and old to come together as volunteers for their mutual benefit and common good.

Inasmuch as essential food and water distribution cotinues to be one of our flagship programs, our goals for 2022-2025
will focus on four principal areas: 1) Essential food, water, PPE-personal safety supplies, school supplies, uniforms, etc.
to school- age children, the elderly and needy 2) grants & scholarships for more eighth grade and high school students
along with local teacher grants and support for socialization and multi-cultural studies 3) Job-Readiness and Vocational
and Entrepreneurial workshops for working youth and adults 4) financial support of similar coalition partner programs
(example:Tolleson Service Committee Annual Thanksgiving Day Dinner and funeral expense and out-of-pocket
prescriptions match).

describe your relationship with the supporting municipality including past and present support, whether through
partnerships, collaborations, in-kind contributions, grants, tax-based funding or other. Describe the supporting
municipality’s role in this project. If the applying organization is a municipality or a municipal sub-division please

TCC fully believes that together we can do far more for our community than we can do by ourselves. No single
organization can address all our community’s needs, but by promoting City programs and collaborating with other local
501(c)3 entities we can make a huge difference. This is in essence why we adopted our motto “Neighbors Helping
Neighbors” (Vecinos Ayudando Vecinos). The organizations and non-profits that have partnered with TCC are: Tolleson
Fire Department; Tolleson Community Action Project (CAP); T.R.U.S.T. Coalition; Tolleson Service Committee and
multiple local restaurants. These entities donate time, items and money for direct purchase (for example, household
hygiene products) and help do the hard work of sorting, packaging and delivering food boxes and items to individuals
and families in need. Several local restaurants helped store perishable in-kind donations for future distribution.
Volunteers from these organizations and from the community-at-large also donate products, money and time. They
also help do the hard work of sorting, packaging and delivering food boxes and items. TCC also provides donations to

these partner organizations for their outreach efforts. TCC will continue to build partnerships with like-minded
organizations in order to better serve our community in the future.
3. Describe the proposed project, objectives, and your plan to implement.
Proposed Projects and Expansion of Ongoing Programs: Expansion of Existing Projects: TCC plans to continue providing
assistance to mitigate elder and school children needs and food insecurity and PPE/hygiene/sanitation issues at home.
TCC will work with the local school cafeteria directors, school counselors, and the CAP office to identify needy
students/families and individuals, then work with them to provide school supplies, uniforms, etc. as well as to reduce
food insecurity and pandemic impact. Currently less than 8% of the community of Tolleson have a college degree. To
encourage and support those students seeking post-high school education, career, trade or vocational training, TCC’s
goal is to double our prior commitment to provide scholarships to twice as many students (from 10 students to 20
students) from $20,000 to $40,000 in scholarships awarded for 2022-2023 school year. Potential impact for food, PPE
($250 per unit = 240 people) and student scholarship programs ($1,000 per unit = 20 people)
TCC also proposes three NEW programs: 1) Community Job Board & Job Readiness Program 2) Helping Our Homeless
Community and 3) Public-School Partnership Program.
1.Community Job Board & Job Readiness Program - Potential Impact: 30 people
Partners: T.R.U.S.T Coalition, JAG (Jobs for AZ Graduates)

This program will focus primarily on high school students getting ready to join the workforce but TCC will provide this
service to any community member needing the help and assist them in applying for and securing local employment.

NEW: Develop a local job board - TCC will work with the local businesses/employers to post available positions
to TCC website and to social media platforms specific the Tolleson area

NEW: Develop a Resume writing workshop

NEW: Develop an Interview Training course

NEW: Partner with a local barber/stylist to provide free haircuts to people looking for work

NEW: Develop a community closet voucher system for purchasing new or used work clothing (i.e. ties, suits,
dresses, heels, jackets, work boots, steel toe boots/shoes, etc.)

2.Helping our Homeless Community - Potential Impact: 30 people
Partners: Tolleson CAP Office, Tolleson Service Committee, University of Arizona, Maricopa County Health Department

The past two (Covid-19) years have seen a rapid increase in the number of homeless individuals in and around Tolleson.
Homeless resources area available for Phoenix homeless population, but Tolleson area homeless do not have access as
readily. TCC is currently working with the University of Arizona and Maricopa County Health Department to develop a
strategy to reach these individuals in need and learn how we can serve them better. Referrals for services will come
from partners like CAP Office-City of Tolleson, Tolleson Service Committee and local schools. TCC will promote, host,
organize and schedule representatives from existing social services to come to Tolleson Public Library or other venue on
a regular basis to offer their services to the target group.

3.Public School Partnership Program – Potential Impact: 560 people
Partners: T.R.U.S.T Coalition, JAG, Local Tolleson Elementary and Middle Schools

Referrals for these services will come from partners like CAP Office-City of Tolleson, Tolleson Service Committee and
local schools.
● CONTINUING: support matching scholarship grants for Tolleson Students-8th & 12th grade
● NEW: Teacher support program - provide mini-grants to teachers for classroom supplies, provide support for
fundraisers for field trips, special school-related events, etc.
● NEW: Cultural Studies programs development - Teach our kids their History with financial support of enhanced
curriculum, after school programs and/or supporting the development of a cultural center
● NEW: School Garden - Helps teach our community the importance of the relationship between us and the earth
and the important role we play in being good stewards of the earth. This will also help us teach self-
sustainability and ultimately reduce food insecurity as families learn to grow some of their own food.
● NEW: Partner with local Community Colleges and Universities to present workshops focusing on resources for
our students for college and post-high school education preparedness. Our goal is to get our students and their
parents engaged in readiness for higher learning, including vocational, trades, career selection as well as
employment readiness.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
Tolleson Union High School is home to many GRIC students. As such they will benefit directly from the Job
Readiness programs designed to prepare our youth for the workforce. GRIC students also may benefit from
the scholarships available to high school graduates who commit to college, vocational, trade or career
studies. Both High School and Elementary-age students will benefit from the cultural programs and
workshops, teacher grants for extra-curricular activities and school garden aspects of TCC’s new education
support programs. Older GRIC members may also benefit from the Job Board and Job Readiness program or
possibly the Vocational/Entrepreneurial workshops. Whether in the area of education or economic
development, TCC welcomes the participation of our GRIC neighbors, students, donors and volunteers.

5. Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
1.Community Job Board & Job Readiness Program; Vocational/Entrepreneurial Workshops
Problem addressed: currently there is no comprehensive high school program available to prepare students for the
workforce; no local programs exist to support unemployed adults who seek job readiness and local employment.
Target population: high school graduates and unemployed adults in the Tolleson area
Number of people served: 30 or more individuals can benefit from this program annually

2.Helping our Homeless Community
Problem addressed: currently no local homeless resources for the Tolleson area; this program will bring resources
and services to the local homeless population.
Target population: homeless youth and adults in the Tolleson area
Number of people served: 30 or more individuals can benefit from this program annually

3.Public School Partnership Program
Problem addressed: lack of Tolleson-area public school funding for post-Covid interactive, innovative, creative,
culturally-enriching programs and activities; local public school teachers will receive mini-grants to create extra-ordinary
as well as extra-curricular programs and students will reap the benefit.
Target population: public school teachers and students within the Tolleson area
Number of people served: 560 or more individuals can benefit from this program (20 teachers x 28 students per
class=560)

6. Define the project as a new or continuing program. Has GRIC previously funded this project?
The projects outlined below are NEW with the exception of Scholarships, however this program aims to increase the
total number of scholarships awarded annually. GRIC has not previously supported these projects.

7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
October 1, 2022 through September 30, 2025 is our timeline. However for the Public School Partnership
programs, TCC will fund programs only through the end of the 2024-2025 school year. The budget detail
contemplates only one year of funding activity and reporting, which will be repeated annually until
completion of three-year funding cycle.
8. Identify other organizations, partners or funders participating in the project and their roles.
The organizations and non-profits that have partnered with TCC are: Tolleson Fire Department; Tolleson Community
Action Project (CAP); T.R.U.S.T. Coalition; JAG; Tolleson Service Committee and multiple local restaurants and local
businesses. These entities donate time, items and money for direct purchase (for example, household hygiene products)
and help do the hard work of sorting, packaging and delivering food boxes and items to individuals and families in need.

In the future we will also partner with local entities as well as some governmental agencies and colleges (such as such as

program participants.

9. Would you be able to implement the proposed plan if your organization received partial funding for this project?
Although full funding is our objective, TCC will work diligently to provide as much assistance to our community as partial
funding will allow. TCC also will continue to apply for grants from other sources and encourage sponsorships through
our fund-raising efforts with local entities and businesses.
10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.

TCC is a philanthropic entity. As such we rely wholly on fund-raising and the financial support of benevolent sources and
government entities. TCC will continue to raise funds and apply for grants and seek donations from any and all sources.
TCC will work as long as there is one needy elder or one hungry child in Tolleson, because Tolleson is our home too.
11. Describe your plan to document progress and results.
TCC is a registered 501(c)3 and has always kept careful records of donations received and distributed. TCC also provides
tax-deductible information and receipts to donors who request it. TCC requires the signature of recipients of in-kind or
cash donations. TCC volunteers will continue to track incoming and outgoing donations and will report this activity
quarterly to its board of directors and annually to other funding sources.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included in a

Project Budget Detail
Please provide a narrative description for each of the project budget items listed on the previous page. Include the
dollar figure and how it was derived.
1. Elders-Food,Water,Funeral Match, Rx (prescription) – $30,000 total budget / $250 per unit cost = 140 units/individuals
serviced. This is a continuing and expanded program providing essential food, water, funeral funds, and out-of-pocket
prescription assistance; TCC will raise no less than $5,000 in-kind donations of food and water; the remaining $25,000
will be used for direct purchase of additional food items as well as assistance with funeral and related costs and out-of-
pocket prescription assistance. Budget amount was derived from past experience during the peak of Covid when TCC
distributed food and water to over 3,500 individuals. Inflation was also considered when setting the budgeted amount.
2. School Children and Food Insecurity - $30,000 total budget / $250 per unit cost = 140 units/individuals serviced.
Despite federal and state efforts to mitigate childhood hunger (ie-local school free breakfast and lunch program) many
school-age children continue to suffer food insecurity. TCC will raise no less than $5,000 in-kind donations of food and
water for distribution; the remaining $25,000 will be used for outright purchase of additional food items, school items,
uniforms, etc.
3. Scholarships Match - $20,000 total budget / $1,000 per unit cost = 20 units/individuals serviced. TCC partners with
T.R.U.S.T. Coalition to raise funds to award scholarships every year to high school graduates. TCC’s goal is to double our
annual commitment from ten (10) scholarships to twenty (20). The scholarship amount was derived from past
experiences.
4. Local Teachers Mini-Grants - $11,666 total budget / $575 per unit cost = 20 units/teachers serviced; this translates to
560 students impacted (28 students average per teacher). The funds will be awarded to teachers who commit to
creating opportunities for post-Covid student enrichment via field trips, special social and cultural events, as well as
creating school gardens.
5. Job Board/Job Readiness Program - $6,666 total budget / $222.20 per unit cost = 30 units/individuals serviced. TCC
will create a jobs board and post to local social platforms as well as TCC’s website. TCC and selected community partners
will organize job readiness workshops, partner with a local barber/stylist to provide free haircuts to people looking for
work, develop resume writing and interview training workshops, and develop a community closet/voucher system for
purchasing new or used work clothing (i.e. ties, suits, dresses, heels, jackets, work boots, steel toe boots/shoes, etc.)
6. Vocational/Entrepreneurial Workshops - $13,333 total budget / $3333.25 per unit cost = 4 units/workshops. TCC
recognizes that the job vacuum created by a lack of well-trained skilled labor can be addressed by providing reliable

information, availability of training, and financial counseling. For those who want to get vocational training as well as
those who want to work for themselves, TCC will organize free public workshops with real professionals who can
provide solid information to help get them on their way.
7. All-Heritage Cultural Workshops - $11,666 total budget / $5,833 per unit cost = 2 units/workshops per year. TCC will
partner with local artists, speakers, entities to create one public workshop and subsequent event that highlights and
encourages multi-cultural awareness and visibility. By involving students, parents, teachers, and community members
TCC will also foment multi-generational communication and cooperation.
8. Helping Our Homeless Program - $9,166 total budget / $305.53 per unit cost = 30 units/individuals serviced. TCC has
has seen a rapid increase of homeless individuals in and around Tolleson over the past two (Covid-19) years. We are
currently working with the University of Arizona and Maricopa County Health Department to help develop a strategy to
reach these individuals in need and learn how we can serve them better. Referrals for these services will come from
