RESOLUTION
WHEREAS A.R.S. § 11-212 requires the Board of Supervisors of Maricopa County, 
Arizona, (1) to divide the county into five supervisorial districts, (2) to “define the 
boundaries and limits of each district,” and (3) to “make the division equal or with not more 
than ten per cent difference in population;” and
WHEREAS Senate Bill 1107, 2021 ARIZ.SESS.LAWS Ch. 155, § 3 (55th ARIZ.LEG., 
1ST REG. SESS.) sets a deadline of July 1, 2022, for the Board of Supervisors to complete 
the foregoing task,  
BE IT RESOLVED by the Board of Supervisors of Maricopa County, Arizona, as 
follows:
1.
Authorizing and directing the Maricopa County Elections Department and 
the Maricopa County Recorder’s Office Geographic Information System Division, and 
their respective staffs to prepare a draft map and narrative description dividing the County 
into the five required supervisorial districts and defining the boundaries and limits of each 
district;
2.
Requiring them to present their draft map and narrative description to the 
Board of Supervisors for its consideration no later than May 20, 2022;
3.
Requiring them, in preparing and drafting their proposed map and narrative 
description, to begin with existing district boundaries and then to adjust such boundaries 
as necessary to fulfill the following criteria drawn from ARIZ.CONST. art 4, pt. 2, § 14, 
revised to fit the circumstances of a county: 
A. 
Districts shall comply with the United States Constitution and the United 
States voting rights act;
B. 
Districts shall be drawn with a goal of not more than a five-per-cent 
difference in population and in no event with more than a ten-per-cent 
difference in population, as required by A.R.S. § 11-212;
C. 
Districts shall be geographically compact and contiguous to the extent 
practicable;
D. 
District boundaries shall respect communities of interest to the extent 
practicable;
E. 
To the extent practicable, district lines shall use visible geographic 
features, city and town boundaries, and undivided census tracts.

As used herein, “narrative description” means a description of each district 
by compilation of its constituent voting precincts.
