While the Arizona Independent Redistricting 
Commission is responsible for redrawing 
Congressional and Legislative district lines every 
10 years after the U.S. Census is released, 
Maricopa County is responsible for updating 
voting precinct, Justice Court precinct and Board 
of Supervisor district boundaries 
(A.R.S. §§ 16-411 and 22-101).

Methodologies and Changes
o A.R.S. 22-101 A. The board of supervisors shall divide the county into justice 
precincts and name or number them, and may change or abolish any justice 
precinct or redistrict the county, but abolishment of a precinct shall not take 
effect until expiration of the term of office of the justice and constable then in 
office.
o 86 minor adjustments affecting 25 of 26 courts
o Less then .2% (two-tenths) of Justice Court Productivity Credits  Impacted (e.g., 
Citations, DUIs, Evictions) – 40 of 23,037
o Courts with largest changes
o University Lakes – Decreasing by ~17 Credits (780)
o Highland – Increasing by ~16 Credits (870)
o North Valley – Increasing by ~ 9 Credits (909)
o Desert Ridge – Decreasing by ~9 Credits (915)

Districts shall comply with the United States Constitution and the United 
States Voting Rights Act;

Districts shall be drawn with a goal of not more than a five percent 
difference in population and in no event with more than a ten percent 
difference in population, as required by A.R.S. § 11-212;

Districts shall be geographically compact and contiguous to the extent 
practicable;

District boundaries shall respect communities of interest to the extent 
practicable;

To the extent practicable, district lines shall use visible geographic 
features, city and town boundaries, and undivided census tracts.
