The rezoning request for this proposed waste transfer station is within breathing distance of seven residential communities that comprise senior citizens with health concerns and families with young, vulnerable children. Republic Services does not service any of the nearby communities, so why should these residential communities have the adverse impact from this waste transfer station? The waste transfer station will operate 6 days/week, M-Sat - 5:00am-6:00pm. Large, heavy trucks will enter and exit at El Mirage very early morning in to the evening. The site will attract rodents, birds, pests and wildlife. Trucks going to and from the area will have animal fluids from restaurant/grocery store waste and who knows what else into the facility. High winds that frequent the area can/will blow waste and waste dust from the yard into surrounding neighborhoods. There will be increased truck traffic on RT 303 @ El Mirage. The constant noise from this facility will adversely impact the surrounding communities. My request is two-fold: 1, STOP the rezoning of Parcel 503-53-025U from Light Industrial to Heavy industrial. 2. We are strongly opposed to this rezoning and construction for various reasons. First, when we purchased our home, it was not disclosed that heavy industrial development nor a waste transfer station would be located just outside our community's back gate. Rezoning land to heavy industrial use that is near existing residential neighborhoods is inappropriate. Next, even with new traffic control systems in place, the additional traffic (60 to 100 trucks per day according to Republic Services) poses a direct hazard to the senior citizens in my community and the young families in the new developments on the east side of El Mirage Road. Noise from this extra traffic is another negative effect on our neighborhoods. Finally, why does Republic Services need to build in this specific location? The company does not service nearby communities. This location is not near areas they contract garbage pick up. How does the facility benefit us locally when the trash will be coming in from outside commercial business? There is massive industrial development going on at Route 303 and I-17 right now...wouldn’t this be an appropriate spot for a waste transfer station? Seniors and families chose to live in a clean, healthy, planned community and were never told that such a facility would be built near our homes. We will now bear the burden of decreased home values if this transfer station is located near us. Location * The proposed WestWing Recycling & Transfer Facility would be located approximately 3/4 of mile from our Corte Bella retirement community. If Maricopa County approves I-3 Heavy Industrial use for Republic Services proposed ten acre Recycling & Waste Transfer Facility, it opens the door for other companies to also request rezoning the remaining 65 acres at WestWing Industrial Park to heavy industrial use. What will the total number of trucks and vehicles coming and going to the WestWing Industrial Park be once all 75 acres are developed? How much heavy industrial traffic are we really talking about? Quality of Life The quality of life in our Corte Bella retirement community will be impacted by heavy truck and vehicle traffic noise, exhaust fumes, odors, litter, and rodents from a recycling & waste transfer station. Intentionally or unintentionally many flammable and combustible items are tossed into the trash every day. Increasing heat from global warming, high winds, and low humidity could spark a WestWing Power Substation fire and a recycling & waste transfer facility would fuel the fire. Many residents remember the major fire in 2004 at the WestWing Power Substation. Health Having up to 80 Republic Services diesel truck trips, six days a week, 10 hours a day, coming and going from the WestWing location poses a health risk for residents in nearby neighborhoods, especially the elderly in our Corte Bella retirement community. According to the EPA, "exposure to diesel exhaust can lead to serious health conditions like asthma and respiratory illnesses and can worsen existing heart and lung disease, especially in children and the elderly. These conditions can result in increased numbers of emergency room visits, hospital admissions, absences from work and school, and premature deaths.” Republic Services says they've viewed 40 locations looking for a site to build a waste transfer station. For the health, safety, and quality of life in our retirement community, we request Republic Services choose a location away from residential areas. We welcome businesses in the IND-2, and can appreciate the services they will provide the communities and the taxable income they will bring to the county. With IND-3, we would be allowing the camel’s nose into the tent. Republic Services, without question, will be followed by more objectionable industries! This change greatly impacts many communities near and on 303 and El Mirage. El Mirage is the main thorough-way between Corte Bella and Sunleya, and the main access to and from 303 (which is the location considered by Republic). The traffic will be heavily increased with all-size trucks transporting garbage and recycling from 5:00am to 6:00pm. Not to mention the spillage, litter, rodents, odor, contaminants, and potential fire hazard. We, and many homeowners from the communities, do not feel this facility should be built near residential homes and churches. The desert is vast, and we ask Republic Services to consider other options. VOTE NO on this case, and VOTE NO on changing the zoning from IND-2 to IND-3! This is Republic Service’s request to rezone Parcel 503-53-0254 from light industrial (IND-2) to heavy industrial (IND-3) in order to locate a Recycling & Transfer facility on a ten acre site off the 303 and El Mirage. Rezoning this land to heavy industrial, for the purpose of this facility to be built is unacceptable, inappropriate and dangerous! This facility will be close to existing neighborhoods, comprised of young children and senior citizens with health concerns, the vulnerable populations! It would seem this land is zoned “light industrial” for a reason. No “heavy industrial” type business should be built near/under power lines, bringing a potential for hazards and fires. | am NOT opposed to a Recycling & Transfer facility being built, as it has been reported there is “a need." But because of what such a facility would bring to the surrounding area, | am opposed to one being built at this location. | do know that Republic Service has looked at many other sites, and by not granting the rezoning, they have the option of choosing another site. We do not have such an option; our homes are built. It is arguable that it’s only “ten acres” and one company; what impact will that have on the neighborhoods close by?? My response is that IF these ten acres are rezoned, the door has been opened for the other 65 acres at this site to bring in MORE Heavy Industrial!!!!_ The IMPACT on everyday life, for these neighborhoods, would be negatively impacted! We welcome the light Industrial businesses into the area and to watch them thrive!! I’m sure we would all love to see a convenient store, restaurants, or stripe mall on that site....these are ALL money making revenues for the county. One last thought... please put yourselves in my shoes and those of my neighbors. If you did, wouldn't you be asking the Maricopa Zoning Commission and the Maricopa County Board of Supervisors to VOTE NO on this case and to VOTE NO to changing the zoning from IND-2 to IND-3? It's simple....do the right thing for the people who look to you to do the right thing. Please VOTE NO! El Mirage Rd & Rt 303 which is approximately 3/4 of a mile from my retirement home in Corte Bella Country Club. There isn’t community support for rezoning 10 acres at WestWing Industrial Park to 1-3 Heavy Industrial use. Residents do not want the County to approve Republic Services’ rezoning application for a recycling and waste transfer station, because of truck noise, diesel fumes, litter, rodents, and possible fire risks. Republic Services has estimated they'll be making up to 80 truck trips daily to the WestWing Industrial Park location, but what will the total number of dump trucks coming & going be once Republic Services contracts with other trash companies, like Parks & Sons or the City of Peoria? Also, how many other heavy industrial use companies will submit applications for rezoning the remaining lots at WestWing Industrial Park? If Pd known nearby land was going to be rezoned for heavy industrial use, | would not have bought my retirement homes here. Our Corte Bella retirement community does not want the County to approve Republic Services' rezoning application for heavy industrial zoning. The Zoning was LIGHT Industrial prior to several of the new housing projects being built.... now we have many new subdivisions/residents in the immediate area and they want to infringe on our rights to find a peaceful existence in our homes. We are Seniors and have earned the right to live as we expected when we purchased in this area. If it is within your power to deny the rezoning of Parcel 503-53-025U from Light Industrial to Heavy Industrial and stop Republic Serviced from locating a waste transfer station at this site, please help us.
