Dear Supervisor Galvin

lam writing to express my extreme displeasure and to request your help to STOP the rezoning
of the property at El Mirage and 303 to create a waste transfer station. It is within breathing
distance of several residential communities that will adversely affect our quality of life.

Republic Services is hoping to develop a recycling and waste transfer station at this location and
are requesting to rezone the area which is very near several residential communities. These
communities are comprised of young children and senior citizens with health concerns.
Republic Services does not service any of the nearby communities, so why should these
residential communities have the adverse impact from this waste transfer station?

The proposed waste transfer station will operate 6 days/week, M-Sat - 5:00am-6:00pm and
large, heavy trucks will enter and exit at El Mirage very early morning into the evening. Prior
experience confirms that the site will attract rodents, birds, pests and wildlife. Transfer
material often have animal fluids from restaurant/grocery store waste and who knows what
else into the facility. High winds that frequent the area can/will blow waste and waste dust
from the yard into surrounding neighborhoods. The constant noise and traffic from this facility
will adversely impact the surrounding communities.

It is totally irresponsible to approve such a facility that will be so near a vulnerable population.
In addition, an approval would create aa precedent for future requests

My request is two-fold:
1. STOP the rezoning of Parcel 503-53-025U from Light Industrial to Heavy Industrial.
2. STOP the effort by Republic Services to locate a waste transfer dump in the middle of
any residential communities.

It is within your power to deny the rezoning of Parcel 503-53-025U from Light Industrial to Heavy
Industrial and stop Republic Services from locating a waste transfer station at this site, please help us.

| am a resident of Corte Bella in Sun City West, one of six residential
communities adjacent to the proposed Republic Waste Transfer
Station (Case# 7-2021090). | find it inconceivable that you would
contemplate the rezoning proposal of parcel 503-53-0511 from light
industrial to heavy industrial and thus allowing the Republic Waste
Transfer Station.

In granting the cited rezoning proposal you would be demonstrating a
lack of concern for the well being of the adjacent communities and
their property values. The establishment of a Waste Transfer Station is
a health hazard engendering noise, air pollution, traffic, vermin and
untold other perils and opening the door to future other “heavy”
industry at this location!

| close with the request that you live up to your responsibility to your
Arizona neighbors and vote “NO” on the petitioned rezoning proposal

1am writing is to express my concern and displeasure about the proposed Republic Waste Transfer
Station to be tentatively located adjacent to the intersection of El Mirage Road and Highway 303 if the
rezoning of Parcel 503-53-025U is changed from Light Industrial to Heavy Industrial. As a long-time
resident (January 2006) of Corte Bella Country Club | never contemplated that an industrial intrusion
abutting several residential areas could take place. In fact, a facility such as this should never be placed
near residential areas because of the obvious traffic, noise and potential rodent and insect population,
as well as issues with odors even though Republic Waste says that these issues will be controlled and
not be a nuisance. It’s very hard to believe that.

our only home... 2 home purchased after years of hard work and savings - - - a forever home, we hope.

1am asking that you stop the rezoning of the aforementioned Parcel 503-53-025U because not only will
this result in Republic Transfer building this lifestyle-intrusive facility, but this rezoning opens the door
for continued industrial development in the future. We know that the Valley is growing, but that doesn’t
require heavy industrial and residential retirement communities to be located “next door” to each
other.

1am writing to you to ask your assistance in denying the rezoning of the acreage for the
WestWing Industrial Park that is being sought by Republic Services for the purpose of
constructing 4 recycling and waste transfer station at that location.

\ live in the Corte Bella residential area that is almost directly across from the proposed
site. Above all, |do not want to be anywhere near this type of facility which can obviously
generate potential traffic, noise, health, etc. kinds of nuisance problems especially those can
impact My health at 81 years of age. | chose to live in Corte Bella and its peaceful living
environment after leaving Southern California a few years ago- \ know what a change like this
can potentially bring to nearby residents in the form of nuisances and health issues when a
private or commercial entity wants to inject themselves into an environment. In California, |
(and my neighbors) found ourselves (without any say, input or recourse) of having to put uP
with and live near a Sober Living House with up to 15 heroin addicts having a great time in their
so-called “recovery” process which essentially destroyed any sense of comfort, safety and well-
being (and lots of “second hand smoke, noise, traffic, garbage, etc.) within the surrounding
community. | would not wish that type of situation or the one that is being proposed by
Republic Services to be something that you, or anyone else should ever have to endure
especially during one’s elder years because of the types of problems that it can create.

\f City, County and State politicians and representatives can place a major chip plan far
out in North Phoenix undeveloped land away from major residential areas, | see no reason why
Republic Services cannot be a good County service provider and find undeveloped land further
away from the one they are requesting.

You are in the position to represent the best interests and requests of your constituents
and therefore, 1am requesting that you stop the rezoning of the property at El Mirage and
303 in order for Republic Services to create a waste transfer station. Hf not, it will just open uP
a Pandora’s Box for any other future Heavy Industrial Rezoning within that same area which will
only exacerbate the problems encountered by residents living in the area.

The below is in regards to the proposed transfer station on Hwy 303 and El Mirage-

Carbondale near Denver had a study done by BBC Research and Consulting (link
www.bbcresearch.com done in 2012 does indeed show that there is a decrease in the
property value by 0.09% within 4/4 mile which is significant when a Recycle and Transfer
facility was built. We didn’t buy 4 house 2 years ago to have it devalued by a Recycle &

Transfer facility
Environmental and health concerns:

Noise: Jake brakes, trucks backing up and beeping, hydraulic power units, tipping floors and
pit steel boxes as well as tamping equipment. We have a right to a quiet environment around
our home. Older individuals and young children breathing in all the dust created.

Odor: With approximately 3/4 mile from our back gate and closer to those houses right along
highway 303.

Pests - increased number of bugs; rodents, wild animals (coyotes and javelinas as well as
scavenger birds) being attracted to the area with trash.

Potential of other industrial companies requesting 4-3 zoning @ WestWing Industrial Park.
Fire risk - from being in such close proximity to WestWing Power substation.

With more construction in the area (across from Corte Bella back gate) for several new housing
areas, this brings even more traffic into the area along with increased traffic from trash trucks

at this intersection. We already have @ lot of air traffic noise from jets (which we knew when we
bought) and now more added noise from the proposed site? Would you want this in your back
yard? Please stop rezoning of any heavy industrial use near seven residential communities and

Please Help Us!

This is in regards to the proposal by Republic Services (Case # 22021090) to change the
zoning of a 10 acre parcel (503-53-025U) at El Mirage and the 303 to allow a waste transfer
station to be built a quarter of a mile away from my community of Corte Bella. Lam writing
this to let you know that lam strongly AGAINST a waste transfer station being built extremely

close to 7 residential communities.

Not only will this cause odors and heavy traffic in our area, but the fact that this is SO close to

many high tension wires gives me great concer for the chance of a severe explosion or fire
that could affect thousands of residents.

There are may other areas down Rt 60 away from residential communities and high tension

wires where it would be safer for all concerned to build a waste transfer station.

If you do approve this location, it will set a precedent that would allow heavy industry in our
backyard and erode our property values and our quality of life.

nearby WestWing industrial Park. It's very disappointing to learn

The proposed location is approximately 3/4 of mile from our
retirement community’s backdate. The quality of life in nearby
residential neighborhoods will be negatively impacted by diesel

onto N El Mirage Rd to the proposed WestWing location.

The Mayor of the City of Surprise and many Surprise citizens
have expressed strong support for a recycling and waste transfer
facility. For this reason, locate the proposed recycling &

City of Surprise. The City of Surprise borders Rt 303 and is also
much closer to Republic Services landfill in Buckeye.

Republic Services is planning to develop 4 recycling and waste transfer station at this location.
This transfer facility is where trash trucks would temporarily dump rotten waste from grocery
stores, restaurants, hospitals, etc. The waste would then be mixed with other trucks

then transferred to larger semi-trucks to be taken toa landfill.

The rezoning request for this proposed waste transfer facility is very close (less than a mile
from my home) to seven residential communities and will adversely affect our quality of life.
Please note that Republic Services does not service any of the surrounding communities.
There will be increased truck traffic, generating constant noise, 6 dayS per week on El Mirage:
with heavy trucks entering and exiting the 303 at El Mirage- there is also 4 very strong chance
of blowing waste and waste dust ending up in the yards of the surrounding neighborhoods. as
well as an increased risk of undesirable rodents moving into our neighborhoods.

Ask yourself . Would you want this kind of facility located next to your home?

lama resident and homeowner of Corte Bella and | live in close proximity to the proposed Waste
transfer Station. Please know my -wife and iare absoiutely and categoricaily opposed to this proposed
action. .

By way of background, tam on the Planning Commission for my city in Nebraska. Asa commissioner we
have rezoning requests brought before us from time to time. We always consider whether such a
request a) Fits in the Master Plan b) The impact on current and future residents, and c) The short
term/long term tax advantages to the city if such a project is implemented.

Given the above criteria, this rezoning from light to heavy industrial for this project simply makes NO
sense. If you consider the major residential development going on nearby, how can sticking a waste
recycle center in the middle of it be prudent? lve always been impressed with the long-term vision of
Maricopa county... The 303 is such a great example...the road was built before the people came, because
if you build the road people will follow. There have been numerous opportunities brought before our
planning commission (Google Papillion Nebraska and you'll see it is one of the fastest growing
communities in the state), which we passed on, because We knew something better would come UP, as
people moved in to follow the development. Is a waste station the best you can do on this property?
Will it provide as much tax revenue as some other future light industrial zoned developments that would
employ more people? Surely, there are less populated areas with reasonable access to good highways
that would be more appropriate for a waste facility of this nature, agree?

Lastly, | ask... Would you want this facility in your pack yard?” When El Mirage ig completed linking our
Corte Bella development and all the new residential development directly east of us, to Trilogy at
Vistancia, etc., do you really want people to drive by a waste recycling facility? Is this waste facility
going to enhance the residential development possibilities? Does it directly benefit nearby residents?

\ strongly urge you to forgo any short-term tax revenue benefits from this facility and wait for something
better and more in line with the residential development occurring in our area. Think about the future,
not merely a short term and limited revenue bump.
