Supervisor Clint Hickman: | am writing you to express my deep concern and displeasure with the proposed location of the Republic Waste Transfer Station. | am a resident of Corte Bella in Sun City West and the proposed location of the Waste Transfer Station would be within about a mile of my home. My primary concern is with the obnoxious odors that such a station emits. Republic referred to the oder as “scent”. But we all know that it smells like “rotting garbage”. Imagine if you lived within a mile of the station. Did Republic do an Environmental Impact Study? If they did, it was not presented at the Zoning commission meeting. I'm sure that such a study would have addressed the issue of oder and its impact on those of us who live in close proximity of the site. In addition the impacts of increasing rodents, birds, pests, and wildlife should be addressed. If such a study was not performed, | can only imagine there will be many law suits in the future as the quality of life and home values drop! There is no doubt that the west end of the Phoenix valley is growing, and now with the completion of the 303 that will only accelerate. However, there are literally hundreds of miles of desert available to locate the Waste Transfer Station. Moving the station several miles farther out into the desert would significantly reduce its impact on the local community. I’m sure an Environmental Impact Study would show this. All of my neighbors, and those in adjacent communities, are very displeased with a site chosen so close to residential homes. Corta Bella is an adult retirement community. Republic Services, who at present have NO residential customers in this area is planning a recycling and waste transfer station at this location. Their plans require a rezone of the area to do this. We say NO to such plans and No to a re- zone....You should say NO as well. When we bought our home in Corte Bella we did not expect to have our health or quality of life compromised by a neighboring waste transfer station. As you must be aware, this waste transfer station facilitates Republic Services trash trucks to temporarily dump, rotted waste from grocery stores, restaurants, hospitals, etc. 6 days/week, M-Sat - 5:00am-6:00pm. The accumulated garbage is then scooped into larger semi-trucks and taken to a landfill. Large, heavy, noisy trucks will enter and exit at El Mirage very early morning into the evening. This waste holding station will attract rodents, birds, pests and wildlife as well as within breathing distance of seven, residential communities that comprise senior citizens and families with young, vulnerable children. High winds that frequent our area can/will blow waste and waste dust from the yard into surrounding neighborhood. Would you want this health menace in your neighborhood? A couple of years ago, this company proposed a facility about 3 miles away from Corte Bella (where | live) amid several housing developments. We worked to oppose the site because of the impact it would have on adjacent neighborhoods, including ours. We were successful in getting that ill-advised proposal killed. Hurrah! But wait....success only to have them move the proposed site to our back yard? What an insult!!! If we didn’t want it 3 miles away, we certainly don’t want it 300 yards away. As our representative, | hope you will help stop this proposal. | can’t be sure, but it certainly appears that this company may be a bit spiteful. To make matters even worse, | am hearing that the trash would be trucked in from other areas, not ours. So, we would be dealing with the smell, noise, traffic, pests, and dust from someone else’s garbage. Great. And this is on top of the fact that Corte Bella is one of the only 55+ developments in this area that pays school taxes and higher water rates. Now we get a garbage dump in our backyard to boot! As my representative on the board, | ask you to please help protect our community (and health) by denying this request. STOP the effort by Republic Services to locate a waste transfer dump in the middle of any residential communities. The waste transfer station will operate 6 days/week, M-Sat - 5:00am-6:00pm. Trucks going to and from the area will have animal fluids from restaurant/grocery store waste and who knows what else into the facility. The constant noise from this facility will adversely impact the surrounding communities. Waste dust will be carried into the air and can sicken those with lung concerns. e Hours of operation 66 hours/week: 5 days, M-F, 6:00am-6:00pm/13 hours/day, Sat — 6:00am-Noon, increased traffic and noise on both RT 303 and El Mirage Rd. e Imagine yourself living in a community where sixty-six hours a week (6am to 6pm Monday-Saturday) with overwhelming noise, constant truck backup alarms (beep-beeping) and heavy equipment loading and unloading! e The proposed barrier wall meant to contain trash spillage is a mere six feet tall. The winds coming off the desert will blow paper, dust and airborne food contaminants and other trash throughout nearby residential communities. e Republic Services claims that for the first 5 years there will be 76 trucks/day using the facility. After 5 years, their plan is to expand to a minimum of 106+ trucks/day/12 hrs per day, 6 day/week!!! NOISE, TRAFFIC, SPILLAGE, RODENTS, CONTAMINATED DUST WE BREATHE! 1. The rezoning project is bad public policy and is a potential assault on human, animal, and environmental life in the area. Specifically, PARCEL 503-025U AT EL MIRAGE AND RT, 303; (CASE Z-2021090), FROM LIGHT INDUSTRIAL TO HEAVY INDUSTRIAL, AS REFERENCED ABOVE. When proposals such as this are set forth, we as a community have to ask ourselves, “WHAT’S IN IT FOR US?” In this instance, nothing; there is nothing which will benefit our community or several other residential communities near the proposed facility. Rather, what Waste Transfer Stations do present are potentially deleterious, dangerous, and harmful concerns and events as follows: GROUNDWATER TABLE DISRUPTION SOIL AND OTHER ENVIORNMENTAL CONCERNS AIR QUALITY (the air we all must breath...from newborns to the elderly for years to come) FIRE OR OTHER CHEMICAL CONFLAGATIONS NOISE (WASTE TRUCKS AND OTHER MACHINERY TO SERVICE THE PLANT) ROAD HAZARDS (WASTE OF BOTH SOLIDS AND LIQUIDS WITH POTENTIAL SPILLS AND LEAKAGE) SAFETY AND SECURITY PERSONAL AND PERSONNEL INJURIES (OCCCUPATIONAL ILLNESS AND DISEASE) IF we allow passage of this project without opposition, who is to say that some other industrial developer or entity may not come along with the same ideas. This is within breathing distance to a total off seven residential communities that are comprised of senior citizens with health concerns and vulnerable young children. These individuals have invested their life savings in creating homes for their families that are safe and free of health hazards. Republic Services does not even service any of these nearby communities, so why should we suffer and be put in this fearful situation regarding the safety and health of our families?? Why would you locate a waste transfer station which will have such an adverse impact on thousands of people in this location? Why can’t they find a piece of property far away from neighborhoods like ours? In addition to the traffic which will be created by the large, noisy, smelly trucks as they enter and exit El Mirage Road (this is along the back of our community and the entrance to 2 others) at all hours of the day and impacting the air that we breathe, the site will attract rodents, birds, pests and wildlife! San Ramon Drive Sun City West, AZ 85375 2/7/2022 Dear Clint Hickman, Vice Chairman District 4: | was dismayed when the Maricopa County Zoning Commission approved the zoning change for 10 acres of the WestWing Industrial Park from light industrial to heavy industrial. | am asking that you deny this request for several reasons: 1. There have been fires at recycling centers in the Phoenix area. The fire risk at the facility could be catastrophic with the power lines and power station so close to the proposed facility. Loss of power would be devastating for seniors or medically compromised individuals who may be on medical equipment. Loss of air-conditioning could be life threatening. Loss of refrigeration would be costly. 2. Increased traffic on N El Mirage Road. Although Republic Services will tell you there will be little increase because the trucks will come off the 303, how will the trucks get to the 303? El Mirage is the most likely route for trucks coming from the south. These are trucks that do not service our communities. 3. Once a variation for zoning in a facility is granted, it is very likely that other applicants will get the rezoning because a precedence has been established. Heavy industrial businesses should not be located near residential communities. It reduces our quality of life and our property values. 4. With increased traffic on the 303 and El Mirage Road, there will be an increase in noise levels. This also reduces our quality of life and property values. Heavy duty industrial buildings should not be near residential communities. When | purchased my home there was no indication that a heavy industrial park would be near where | live. Please vote no on the rezoning. The proposal by Republic Services to construct a Waste Transfer Station at Parcel 503-53-025, El Mirage and Route 3030 which is in close proximity to my back yard is most disgusting and sickening. As a3 % year resident of Corte Bella, considered by many an up-scale retirement community, I have _ been extremely happy at our location. But, | am heart sick, dis-concerted, and actually infuriated that rezoning the above parcel of land, from light industrial to heavy industrial to accommodate such a project could possibly occur right adjacent to and very near other planned community. There are, of course, 6 other planned communities within ear shot of the above proposed site being considered for rezoning. If parcel 503-53-025U, El Mirage and Route 303 is rezoned for heavy industrial to accommodate Republic Services, it will thereby lead to other toxic heavy industrial activities coming to the area. All of this will dramatically denigrate our community, and be detrimental to our quality of life, our safety, and our health. I seriously believe, Mr. Hickman, you would not like this to happen in your back yard. It is within your power to STOP this rezoning of the above Parcel, and STOP Republic Services from locating a waste transfer dump in the midst of any residential communities, and as a registered voter in your District, I implore you to do the right thing for your constituents. Republic Services has submitted a plan to develop a waste transfer/ re- cycling station at this location. This waste transfer station is a facility where trash trucks would temporarily dump waste from grocery stores, restaurants, hospitals, etc. After being dumped at the site, this waste material is mixed with other waste and then scooped into larger semi-trucks to be taken to a landfill. The location of this proposed waste transfer station is within close proximity to seven, residential communities inhabited by senior citizens, many with health concerns and families with young children. Republic Services does not service any of the nearby communities, so it does not make sense why these residential communities should have to tolerate the adverse impact from this waste transfer station. In addition, much of the anticipated residential growth in this area is also being focused nearby. For these reasons, we are asking you to STOP the rezoning of Parcel 503-53-025U from Light Industrial to Heavy Industrial. | have asthma and other comorbidities that would be affected by the air pollution that would be caused by this facility. We get high winds here in Corte Belle, because it is so open here. Having this transfer station in our back yard, so to speak, will definitely cause health issues for our elderly community. It has been reported that the waste transfer station will operate 6 days/week, Mon - Sat 5:00am - 6:00pm. This means that large, heavy trucks will enter and exit at El Mirage Road very early morning and continue throughout the day into the evening. The site will attract rodents, birds, pests and wildlife. High winds that frequent the area will most likely blow trash and debris onto the highways and into surrounding neighborhoods. There will be increased truck traffic on RT 303 @ El Mirage. The constant noise from this facility will adversely impact the surrounding communities. Having this so close to our homes will also lower the property values.
