lam a resident who lives in close proximity to the proposed Republic Services WestWing Waste Transfer
Station (Case Number: 22021090). | am writing to express my extreme displeasure and requesting your
help to STOP the rezoning of the property at El Mirage & RT 303 from light industrial (IND-2) to heavy
industrial (IND-3) to create a waste transfer station. Republic Services is planning to develop a waste
transfer station at RT 303 and El Mirage, which is very near several residential communities. These
communities are comprised of young children and senior citizens with health concerns. It is irresponsible
to approve such a facility that will be so near vulnerable populations. It is within breathing distance of
several residential communities that will adversely affect our quality of life.

If Republic Services gets rezoning approved for IND-3 Heavy Industrial use for their 10 acres, then other
companies may also submit rezoning applications for IND-3 Heavy Industrial use on the remaining 65
acres. This will mean more and more heavy truck traffic noise and more and more diesel exhaust fumes
in nearby residential areas including the future developments located at the northeast corner of N El
Mirage & W Williams. There goes the neighborhood!

Republic Services CLAIMS the WestWing location was the ONLY available industrial zoned property
available. There are available properties north of the Lake Pleasant Parkway, which is about 15 mins
north of the WestWing location. RT 303 is being widened to 3 lanes in each direction from Happy Valley
Parkway to Lake Pleasant Parkway. Available properties north of The Lake Pleasant Parkway are in a
more remote location and farther from densely populated subdivisions. Furthermore, the WestWing
industrial park developer will be responsible for putting in an access road and all utilities. Hence, it'll be
less costly for Republic Services to build at WestWing than further north away from neighborhoods. The
WestWing location benefits Republic Services NOT the surrounding communities. How does the
WestWing waste transfer station benefit the local residential communities when the trash will be imported
from commercial businesses from outside our locality?

The documents Republic Services submitted to the Planning & Development include a strong letter of
support from the City of Surprise Mayor, Skip Hall, and a Republic Service supporting petition signed by
residents of the City of Surprise. The City of Surprise is not directly impacted by the current proposed
WestWing location like the communities of Corte Bella, Dos Rios, Crossriver, Rancho Cabrillo, Sunleya
and Coldwater. The impacted residents in these six neighborhoods submitted an opposing petition with
over 5000 signatures and have written letters opposing heavy industrial rezoning in their backyard. Since
the City of Surprise is located along Route 303 and is much closer to Republic Services’ landfill in
Buckeye, it would be a win-win for the Republic Services to negotiate a land deal with the City Surprise.
Furthermore, the City of Surprise mayor has submitted his written support to the Zoning Commission and
City of Surprise residents have signed Republic Services’ petition supporting the recycling & waste
transfer station. It is a fact that ALMOST ALL of the signatures on the petition supporting the current
WestWing waste transfer station location are from the City of Surprise. Let’s resolve this with a win-win
and move the location of the recycle & waste transfer station to the City of Surprise!

Please, help us! DENY the rezoning of Parcel 503-53-025U from Light Industrial (IND-2) to Heavy
Industrial (IND-3) and STOP Republic Services from locating a waste transfer dump at this site!

Dear Supervisor Sellers:

| am a resident who lives in close proximity to the proposed Republic Waste
Transfer Station. | did not save my hard earned money to invest in my last home
to live next door to a waste transfer station. These sites should never be placed
next to any residential community.

When | purchased my home, it was never disclosed that the potential of heavy
industrial development and a waste transfer station would be near my backyard.
It would be different if | chose to live next door to a heavy industrial development
site and waste transfer station.

| am writing to express my extreme displeasure and to request your help to
STOP the rezoning of the property at El Mirage and 303 to create a waste
transfer station. It is within breathing distance of several residential communities
that will adversely affect our quality of life.

Republic Services is planning to develop a waste transfer station at Rt. 303 and El
Mirage very near several residential communities. These communities are
comprised of young children and senior citizens with health concerns. It is totally
irresponsible to approve such a facility that will be so near vulnerable

populations. We need your help to STOP this from occurring.

Rezoning land to heavy industrial that is near existing neighborhoods is horrible
and unacceptable. How would YOU like to live next to it? How would you like
your children to breath the air from the dust of this facility? Do you think the rats
and other varmints will stay within their open walls? Seniors and families chose
to live in a clean, healthy, planned community that never had mention that such a
facility would be built. PLEASE, STOP NOW.

Rezoning could result in additional heavy industrial development down the
corridor! Do not allow this to happen to ANY residential communities!

RICHMOND, Calif. (KTVU) - Contra Costa County health officials have issued a
cease and desist order to a composting facility in Richmond after hundreds of
people complained about terrible smells from the facility. Inspectors visited
the site and say they found unsafe conditions and even fires at the facility
indicating problems with the operations.

Photos from county inspectors show smoke from the fires. Underwood says
when compost is not turned enough, the buildup of heat from the microbes
can cause the compost to self-combust.

The facility was fined $45,000 in October, but failed to address the problems.
That prompted the county to issue the cease and desist order on January 24,
2016 with a deadline for complying with safe operating standards.

"Although it's not dangerous it is a nuisance and it can impact the quality of
life," Balladares said.

KTVU reached out and left a message at the facility but as of Thursday night,
no one had responded with a comment.

County officials have ordered the facility to submit a plan by February first,
outlining the new business practices they intend to implement to address the
problems.

If Republic Services does not comply, the facility could receive more fines or
permanently lose its permit.

To make a complaint about air pollution or industrial odors in Contra Costa
County, call the Bay Area Air Quality Management District at 1-800-344-ODOR
(6367).

Supervisor Sellers:

As a property owner in the Sun City West area and as a taxpayer supportive of the Peoria School
District, I write to express my deep concern about a pending plan to re-zone a ten-acre parcel in
the WestWing Industrial Park, near the Peoria and Sun City West area. If allowed, the re-zoning
would allow Republic Services to construct and operate a waste transfer station on Parcel 503-
53-025U at El Mirage and RT 303 (Case # Z2021090).

The rezoning would recharacterize the parcel from Light Industrial to Heavy Industrial, and
would result in serious noise, contamination and health concerns for the neighboring
communities. Such a re-zoning and resulting placement is improvident and misguided and
would be extremely harmful to the surrounding residential communities. It would be simply
wrong.

The waste transfer station proposed by Republic Services is a facility where trash trucks would
temporarily dump rotted waste from grocery stores, restaurants, businesses, hospitals, and other
facilities. The proposed location is not in any way conducive to the construction and operation
of a waste transfer station and the related re-zoning, for these reasons:

13. The rezoning request for this proposed waste transfer station places that station within
close proximity to seven residential communities, many comprised of senior citizens, and
many of whom have health concerns; also affected would be families with young,
vulnerable children. Indeed, many more houses are currently under construction along El
Mirage Road just southeast of the proposed waste transfer station location.

14, Republic Services does not service any of the nearby communities, but those
communities would bear the brunt of the adverse impact.

15. The waste transfer station will likely operate at least 66 hours per week, from early
morning to evening, resulting in constant heavy traffic levels, noise, dust, airborne
contaminants and waste being spread through the neighboring communities.

16. The recently-completed Highway 303 will immediately be subject to increased traffic
levels and traffic back-ups.

17. The transfer station will attract rodents, pest, birds, and other unwanted wildlife.

6. Information received from Republic Services indicates that for the first five years of
operation, at least 76 trucks will use the facility daily. However, after five years, that
number is proposed to increase to more than 106 trucks daily, twelve hours per day, six
days per week. One can anticipate an ever-larger expansion each year.

7, Alternative and better-placed locations already zoned for such a transfer station exist in
the metro-wide Phoenix area, including along Highway 303 in areas populated with
warehouses.

My request is two-fold:

1. Please deny the request for rezoning of Parcel 503-53-025U from Light Industrial to
Heavy Industrial.

2. STOP the effort by Republic Services to locate a waste transfer dump in the middle of
any residential communities.

Please help the communities by denying the rezoning of Parcel 503-53-025U from Light
Industrial to Heavy Industrial and please stop Republic Services from locating a waste transfer
station at this site. Thank you for your consideration.

Republic Services at present have NO residential customers in this area and they do not service my
home Corte Bella Community of over 1,600 homes and over 3,200 residents that all have the same
serious concerns. Furthermore, Republic Services does not service any of the seven nearby
communities, so why should these residential communities have the adverse impact from this waste
transfer station?

My Husband and | did not save our hard earned money to invest in our last home to live next door to a

semi-trucks to be taken to a landfill. Additionally, the waste transfer station will operate 6 days/week,
Monday-Saturday - 5:00am-6:00pm. Large, heavy trucks will enter and exit at El Mirage road right at one
of our Corte Bella Community entrances very early morning into the evening. The site will attract rodents,
birds, pests and wildlife. Trucks going to and from the area will have animal fluids from restaurant/grocery
store waste and who knows what else into the facility. High winds that frequent the area will blow waste
and waste dust from the yard into surrounding neighborhoods. There will be increased truck traffic on RT
303 @ El Mirage. The constant noise from this facility will adversely impact the surrounding communities.

Conclusion:

Rezoning land to heavy industrial that is near existing neighborhoods is horrible and unacceptable
practice. How would YOU like to live next to it? How would you like your children to breath the air from the
dust of this facility? Do you think the rats and other varmints will stay within their open walls? Seniors,
children, grandchildren and families chose to live in clean healthy communities.

Additionally, rezoning could result in additional heavy industrial development down the corridor! Do not
allow this to happen to ANY residential communities!

Although you are not the Supervisor for my district | am requesting your help in
preventing the rezoning of Parcel 503-53-025U at El Mirage and RT 303
(Case # Z2021090) from Light Industrial to Heavy Industrial.

My request is two-fold:

Republic Services, who at present have NO residential customers in this area is

require a rezone of the area to do this. We say NO to such plans and No to a re-
zone....You should say NO as well. When we bought our home in Corte Bella we
did not expect to have our health or quality of life compromised by a neighboring
waste transfer station.

As you must be aware, this waste transfer station facilitates Republic Services
trash trucks to temporarily dump, rotted waste from grocery stores, restaurants,
hospitals, etc. 6 days/week, M-Sat - 5:00am-6:00pm. The accumulated garbage
is then scooped into larger semi-trucks and taken to a landfill. Large, heavy,
noisy trucks will enter and exit at El Mirage very early morning into the evening.
This waste holding station will attract rodents, birds, pests and wildlife as well as
within breathing distance of seven, residential communities that comprise senior
citizens and families with young, vulnerable children. High winds that frequent
our area can/will blow waste and waste dust from the yard into surrounding
neighborhood. Would you want this health menace in your neighborhood?

Dear Supervisor Galvin

| am writing to express my extreme displeasure about a situation and to request your help to stop the rezoning of
Parcel 503-53-025U at El Mirage and RT 303 (Case # 22021090) from Light Industrial to Heavy Industrial.
Republic Services is requesting to rezone the area to do this. It would create a precedent for others to ask for a
change in zoning, too. This waste transfer station is a facility where trash trucks would temporarily dump rotted
waste from grocery stores, restaurants, hospitals, etc.

At present, they have NO residential customers in this area. After being dumped at the site, it is mixed with other
trucks’ waste and then scooped into larger semi-trucks to be taken to a landfill. The rezoning request for this
proposed waste transfer station is within breathing distance of seven, residential communities that comprise
senior citizens with health concerns and families with young, vulnerable children. Republic Services does not
service any of the nearby communities, so why should these residential communities have the adverse impact
from this waste transfer station? We purchased our homes and were here first.

My request is two-fold:
1. STOP the rezoning of Parcel 503-53-025U from Light Industrial to Heavy Industrial.

2. STOP the effort by Republic Services to locate a waste transfer dump in the middle of any residential
communities.

The waste transfer station will operate 6 days/week, M-Sat - 5:00am-6:00pm. Large, heavy trucks will enter and
exit at El Mirage very early morning into the evening. The site will attract rodents, birds, pests and wildlife.
Trucks going to and from the area will have animal fluids from restaurant/grocery store waste and who knows
what else into the facility.

High winds that frequent the area can/will blow waste and waste dust from the yard into surrounding
neighborhoods. There will be increased truck traffic on RT 303 @ El Mirage. The constant noise from this facility
will adversely impact the surrounding communities. IT IS within your power to deny the rezoning of Parcel 503-
53-025U from Light Industrial to Heavy Industrial and stop Republic Services from locating a waste transfer station
at this site.

You represent constituents! We will be voting in the future and how you help or don’t will matter. WE ASK YOU

Dear Supervisor Galvin:

We reside, and have resided for 16 years in the Corte Bella Community of Sun City West, which is in
clase proximity to the proposed project. The rezoning project is bad public policy and is a potential
assault on human, animal, and environmental life in the area. Specifically, PARCEL 503-025U AT EL
MIRAGE AND RT, 303; (CASE Z-2021090), FROM LIGHT INDUSTRIAL TO HEAVY INDUSTRIAL, AS
REFERENCED ABOVE.

When proposals such as this are set forth, we as a community have to ask ourselves, “WHAT’S IN IT FOR
US?” In this instance, nothing; there is nothing which will benefit our community or several other
residential communities near the proposed facility. Rather, what Waste Transfer Stations do present are
potentially deleterious, dangerous, and harmful concerns and events as follows:

GROUNDWATER TABLE DISRUPTION

SOIL AND OTHER ENVIORNMENTAL CONCERNS

AIR QUALITY (the air we all must breath...from newborns to the elderly for years to come)

FIRE OR OTHER CHEMICAL CONFLAGATIONS -

NOISE (WASTE TRUCKS AND OTHER MACHINERY TO SERVICE THE PLANT)

ROAD HAZARDS (WASTE OF BOTH SOLIDS AND LIQUIDS WITH POTENTIAL SPILLS AND LEAKAGE)
SAFETY AND SECURITY

PERSONAL AND PERSONNEL INJURIES (OCCCUPATIONAL ILLNESS AND DISEASE)

IF we allow passage of this project without opposition, who is to say that some other industrial
developer or entity may not come along with the same ideas. THESE ARE RESIDENTIAL COMMUNITIES.
As a concerned and long-time resident of Corte Bella (16 years); | urge and implore you to:

STOP the rezoning of Parcel 503-53-025U from Light Industrial to Heavy Industrial

STOP the effort by Republic Services to locate a Waste Transfer Dump in the middle of any residential
communities. Remember, this is not something that is in your back yard, but in ours. Please stop this.

Dear Mr. Galvin,

Have you ever felt like you’ve been slapped in the face? | am writing to ask you to deny the request by
Republic Services for rezoning allowing a waste transfer station in Sun City West (Case # Z 2021090)
precisely because that is how | feel about this proposal.

A couple of years ago, this company proposed a facility about 3 miles away from Corte Bella (where |
live) amid several housing developments. We worked to oppose the site because of the impact it would
have on adjacent neighborhoods, including ours. We were successful in getting that ill-advised proposal
killed. Hurrah! But wait....success only to have them move the proposed site to our back yard? What
an insult!!! If we didn’t want it 3 miles away, we certainly don’t want it 300 yards away. As our
representative, | hope you will help stop this proposal. | can’t be sure, but it certainly appears that this
company may be a bit spiteful.

To make matters even worse, | am hearing that the trash would be trucked in from other areas, not
ours. So, we would be dealing with the smell, noise, traffic, pests, and dust from someone else’s
garbage. Great.

And this is on top of the fact that Corte Bella is one of the only 55+ developments in this area that pays
school taxes and higher water rates. Now we get a garbage dump in our backyard to boot! Please help
protect our community (and health) by denying this request.

Mr.Galvin,

| am writing to express my concern about a proposed Republic Services Waste Transfer Station next to
my neighborhood (Case # Z 2021090). There are several issues that | see as reasons it should not be
allowed. | know you have heard many of these before, but | ask that you put yourself in my shoes as a
citizen (and your constituent) who is directly affected by this decision.

#1 DUST blowing contaminants into our residential neighborhood where vulnerable senior citizens live,
which would negatively affect our health.

#2 NOISE from trucks accelerating onto the 303 from El Mirage entrance ramp. This ramp is an incline
and trucks starting out from a stop at the bottom and accelerating to freeway speed in a short amount
of time would require engines to work hard, creating major engine noise and polution. The number of
trucks is said to be over 100 per day eventually (within 5 years). This would be quite substantial. This is
not to mention machinery working 12 hours per day at the site.

#3 TRAFFIC at the intersection of the 303 and El Mirage would quickly become congested as trucks
slowly climb the entrance ramp. This is especially dangerous for senior citizens from my neighborhood
that use this route regularly.

#4 PESTS and other animals would be attracted by the trash being handled at this site and would
naturally enter nearby neighborhoods. Unacceptable for anyone, especially children living in adjacent
developments.

#5 SMELL from the waste won’t be limited to this facility and would affect our outdoor lifestyle. After
all, we live in Arizona because of the ability to be outdoors most of the time.

| cannot understand the justification of rezoning Light Industrial land to Heavy Industrial near residential
neighborhoods (which are steadily increasing in number in this area). The fit isn’t good, especially when
there seems to be plenty of land that could be used that wouldn’t negatively affect people’s lives so
directly.

| urge you to deny the request by Republic Services, Westwing Transfer Station, Case #Z 2021090.

Iam strongly against the rezoning of Parcel 503-53-025U at El
Mirage and RT 303 (Case #Z2021090) and am asking for your
help to stop the rezoning!

Republic Services is planning to construct and operate a waste
transfer station a quarter mile from our community. This is within
breathing distance to a total off seven residential communities that
are comprised of senior citizens with health concerns and
vulnerable young children.

These individuals have invested their life savings in creating homes
for their families that are safe and free of health hazards. Republic
Services does not even service any of these nearby communities, so
why should we suffer and be put in this fearful situation regarding
the safety and health of our families?? Why would you locate a
waste transfer station which will have such an adverse impact on
thousands of people in this location? Why can’t they find a piece

of property far away from neighborhoods like ours?

In addition to the traffic which will be created by the large, noisy,
smelly trucks as they enter and exit El Mirage Road (this is along
the back of our community and the entrance to 2 others) at all
hours of the day and impacting the air that we breathe, the site will
attract rodents, birds, pests and wildlife!

My request is to:

1. STOP the rezoning of Parcel 503-53-025U from Light
Industrial to Heavy Industrial.

2. STOP the effort by Republic Services to locate a waste
transfer station at this site.

If it is within your power to deny the rezoning of Parcel 503-53-
025U from Light Industrial to Heavy Industrial and stop Republic
Services from locating a waste transfer station at this site, please
help us!
