Currently there is only one entrance exit in the design, The developer has continued to postpone and receive extended time to come up with a plan with an additional entrance and exit, In speaking with a civil engineer, this will be very difficult and costly. This is not in the best interest of the community. Bordering the area are a 55 and over residential community, a family home community and another being built. That seems so completely unfair when what this demonstrates is “there are no less than 4,413 residents opposing the Zone change and the Republic Services.” Also, we had an additional 735 hand-signatures on petition forms, from the local area, opposing the Zone Change. This is in addition to many letters sent to Maricopa County. We also learned from one of the Open Houses, conducted by Republic Services, that it doesn’t matter how the residents feel, it’s already a “done deal. Just ask your politicians.” I thought we had a VOICE! We read through many of the letters written by the Fire Marshal from Surprise, President of Greater Phoenix Chamber in Phoenix, President of Buckeye Chamber of Commerce, Southwest Valley of Commerce located in Goodyear, Mayor of Surprise, etc. This is absolutely absurd. You will not find a letter from Sun City West, Sun City, or Peoria. We are not in need of, or requesting, this service, and yet it is to be placed near our homes. If the foregoing cities (Surprise, Buckeye, and Goodyear) are requesting it, shouldn’t Republic Services look at property closer to them? Take a look at SR-303 and RT-60. There is a lot of land that is not near any homes and yet closer to the cities wanting this! Again, we do not want it or need this Zone Change near our homes! Please reconsider! This corridor is encumbered with 500kV Transmission Lines and the Easement Language is very strict on what can be built in that area. It prohibits in the easement no buildings, no storage of equipment or material. For example If you look at the transmission line running east/west south of Happy Valley Rd there is no structures in the easement. the only use that developers can use is retention basins.Plus another factor is safety. Republic Service has had several fires at their facilities and back in July 2004 APS had a massive electrical fire. If there was a fire at either facility it could spread to the dry desert or the other facility plus having a fire in the APS Receiving station would greatly impact the power throughout the area.I cannot understand how the parcel west of the project that is a wash which is owned by MCFLOOD could be rezoned heavy industrial. While Republic Services claimed that there has never been a legitimate claim against any of their transfer stations, we heard and read about countless citizens that were harmed by transfer station installations in the past. We saw close to 5,000 online and in-person signatures that vehemently feel there is the potential for future harm to themselves, their families, and their homes. We agree that the Republic Services stakeholders, as well as the owners of the land in question, have every right to improve their investment. We also know that the citizenry and local boards must be in concert. The citizens (the people on the Board has sworn to protect), in this case, are in clear opposition. There was no guarantee that odors and pests would not travel to the surrounding neighborhoods. Neither the commission nor the applicant sufficiently addressed why the station could not be built further from residential neighborhoods (given the abundance of desert). The commission failed to answer why conditions to mitigate odor and pests would expire after 5 years, per the Planning & Development Dept report, p. 22, letter O. Thank you for your consideration.
