Im appealing the verdict on the Planning and zoning commission meeting held today 1‐13‐22. 
 
My reason for the appeal is Difficultly  to participate and access the meeting. 
 
Throughout every step of this process and every meeting held it has been extremely difficult to attend these calls and 
meetings.  We need in person meetings where our residents can attend and express our views and concerns and 
properly show our numbers in person with out being discredited and miscounted. 
 
This online system is hard to navigate and can be very confusing. It is a learn as you go/ trial and error process that 
negatively affects the attendees trying to use it. 
I along with multiple neighbors have been either unable to connect, talk or be seen in these online meetings. 
 
We are all residents of the County Island in which this annexation and re‐zoning craze is taking place. This case for the 
Bungalows @ 19th ave is one of several  strategic moves by multiple investors trying to tear apart our county island. 
 
I’ve submitted multiple letters and comments along the way, at every phase of every meeting for every parcel take over 
in this area. 
 
I’m asking for an in person meeting where my neighbors and i can show how strong our views and our numbers are. 
 
We can  not properly be represented without some way of proving that we have all been notified and given easy access. 
The only way to do this, is in person, where we can clearly be seen and heard. 
 
Our own Governor has lifted any mask mandate so public meetings should be reinstated. Either way, I’m fully vaccinated 
and boosterd and would love to meet in person.

Reason for the Appeal of
the Subject Case
This area has been zoned R-43 for over 50 years. it is intended
to promote and preserve a low density character and maintain
open space and a natural feel with single family dwellings, many
of which are horse properties. The low income apartments and
entry level bungalows will destroy the feel and character of the
neighborhood. This is clearly not a good fit and will create
problematic outcome which will lower property value, increase
traffic and increase crime.

I would like to appeal Z2021051 Bungalows 
  
I was not able to speak at the last meeting and I would like to submit the following with the appeal form.   
  
Below are photos of the Parson Road properties and the view out our windows.  How can anyone say the proposed 
bungalows will not change the characteristics of our properties?    
  
My husband is a Real Estate Agent he knows most buyers will not even look at houses on busy roads.  When showing 
houses at the end of cul-de-sac, he points out car lights shining in windows in evenings.  
  
Both the above will be an issue with proposed development on Parsons Road.   
  
The justification provided in the meeting, that " high density building is occurring all around us anyway, so adding more 
makes sense", is ridiculous.  Once these bungalows are approved, the same nonsensical reason can again be applied?  
And we will have these bungalows across the road, down the road and any other vacant lot nearby because adding 
these makes sense."   
  
The characteristic and enchantment of our neighborhood is country living in the middle of a big city.   Residents don't 
mind housing and businesses around us.  We just don't want them in our front yard and impacting our environment.  
The residents here, paid premium lot prices for this characteristic and deserve to be happy.

How do these bungalows fit with the characteristics?  
  
If this cannot be stopped and it is apparent, it cannot.  Can we get some assurance? 
  
Before this moves forward I would like to request: 
  
1. I (and the Happy Valley Island residents) would like to see the existing traffic study (dates, times and data).  This 
is the third time I have requested this.   And if traffic becomes an issue (it will),  we want a plan "B" remedy, 
previous to start of project and approved by Island residents.  I believe this is a reasonable request.   
  
We keep hearing traffic study shows no issues, but we live with the issues.  One evening I sat at Parsons and 19th 
for 8 - 10 minutes to safely get out.   Access to Jomax from 19th ave. has been closed, at least twice, in the past 3 
months due to bad accidents.   
  
2. Guarantee these bungalows or buildings do not get changed to 2 story.  There was a lot of double talk on code 
and we have concerns these will change once annexed.

3. Have an escalation process for residents if we see this happen.   
  
  
To try to minimize the impact on value of Parsons Road properties at the very least we deserve some type of buffer zone 
and the current proposal provides non.  My understanding is the developer is putting a paved road next to our gravel 
road.   
  
We would like the designed modified to have: 
• 
Landscaped area on south side of Parsons (30 + feet) with a drainage ditch.  We are concerned with drainage. 
• 
Eight – ten foot decorative solid wall the length of the development and prohibits residents from taking a right 
out of the property.   The developer said residents will "only" take a left and it is 500 ft.   We know residents will 
take a right to avoid 19th ave. traffic.  
• 
Landscaped area (30 + feet) on other side of wall and adjacent to new road. 
• 
Landscaped area (30 + feet) adjacent to new road. 
• 
Eight - ten foot decorative solid wall the length of the development 
  
This would: 
• 
Reduce noise pollution from people and traffic 
• 
Increase security for residents 
• 
Provide safety to those riding horses in road 
• 
Eliminate or minimize car lights shining in our windows
