Dear Brian:
Dekker/Perich/Sabatini is pleased to submit this proposal for additional professional services for the
Maricopa County Emergency Management Facility. The following is a description of how the D/P/S team
can offer services on this project.
PROJECT UNDERSTANDING AND SCOPE OF WORK
D/P/S understands the project to consist of the following:
The project is to renovate the building located at 1325 N Fiesta Blvd in Gilbert, Arizona to provide a new
headquarters for Maricopa County Emergency Management Department. The existing building is
approximately 42,000sf and will be converted to an essential facility. The program information gathering
determined that a desired maximum square footage (including future growth and circulation) is
approximately 30,750sf, leaving approximately 9,450sf for a future tenant. The new facility is to include a
main operations floor, breakout rooms, training rooms, offices, a communications room, a warehouse and
required support facilities. The project is to include securing the site, a new outdoor space for employee
use and landscaping.
SCOPE OF SERVICES
The additional scope of work for this proposal includes design development, construction documentation
and construction administration; based on the completed programming and schematic design package.
Our basic services will include architectural, structural, mechanical, plumbing, electrical, technology,
landscape design services and an allowance for civil design to support the work of the project. A
summary of scope and proposed phase duration is listed below:
PROGRAMMING (under contract)
The Programming Phase include precedent tours of similar facilities with the client. As no record drawings
exist, we will do a thorough building evaluation to develop as-built drawings of the building. We will
identify gross facility areas, space requirements, approximate assignable areas and spatial relationships.
We will provide room data sheets which include proposed interior finishes, FF&E requirements and
adjacencies. We will generate a final programming document for use in the final design.
SCHEMATIC DESIGN (under contract)
The Schematic Design Phase will include development of the floor plans; interior finishes and elevations;
selection of all building systems and FF&E requirements. We will provide renderings intended to
conceptually depict the interior character of the renovated space.
BUILDING EVALUATION (2 weeks)
A. Additional field verification of the existing structure to be facilitated by the county and directed by
D/P/S structural. This will require a man-lift inside the building and construction personnel to open
up ceilings, walls, remove insulation to expose framing in various locations. A small section of
existing roofing material will also need to be removed to verify thickness and nailing pattern of the
existing roof decking.
DESIGN DEVELOPMENT (12 weeks)
A. Develop interior elevations, reflected ceiling plans, design details and coordinate furniture plans
with FMD Interiors to convey overall Design Development intent which should comply with all
Maricopa County building requirements and code requirements.
B. Lead project review meetings at 50%, and 100% with the FMD project team for development and
approval of the Design Development.
C. As Design Development documents progress, consult and obtain preliminary review from all
regulatory agencies pertaining to the scope of work.
D. Prepare finish selections based on Maricopa County Standards.
CONSTRUCTION DOCUMENTS (14 weeks)
A. Prepare Working Drawings and Specifications required to build out the space including, but not
limited to: demolition plans, architectural plans, floor plans, coordination of furniture plans with
FMD Interiors, finish plans, reflected ceiling plans, details and elevations. Coordinate
mechanical, electrical, plumbing and structural engineering drawings required for permit.
B. Support permit application inquiries as needed.
C. Secure all necessary assurance and approvals from governing agencies having jurisdiction over
the project. Perform all revisions to Contract Documents required to comply with governing
authorities. Include all meetings and documentation necessary to accomplish above
requirements. Issue addenda to bid documents as needed.
BIDDING PHASE (6 weeks)
A. Respond to bidder questions in timely manner.
B. Prepare and submit addenda to bid documents as needed.
CONSTRUCTION ADMINISTRATION (48 weeks)
A. Attend weekly, conference call Owner/Architect/Contractor (OAC) Meetings. Respond to Action
Required (A/R’s) assigned. OAC meetings will be facilitated and documented by FMD PM.
B. Respond to Request for Information (RFI). Use Contractor-provided RFI Process and Software as
instructed by FMD PM.
C. Review and Approve Subcontractor Submittals within 5 days turnaround each. Use Contractor-
provided RFI Process and Software as instructed by FMD PM.
D. Field Observation, Inspections, and Field Reports. Provide reports to FMD PM within 2 days of
Field Observation.
E. Prepare Issued for Record (IFR) CAD files and pdf drawings per field redlines. Prepare in strict
compliance with ICS and submit to the contractor within 4 weeks of receipt of field redlines from
the contractor.
F. Project Archive and Closeout.
EXCLUSIONS AND/OR QUALIFICATIONS
The following exclusions and assumptions have been the basis for preparing this proposal. D/P/S will be
happy to provide you with an estimate for any additional work.

construction documents and specifications.

The scope of services includes:

Oversight of design adherence with pre-implementation, implementation,
configuration, integration, testing and commissioning

Provide the services of a field representative that will observe the site and
report known deviations from the construction documents during
construction activities

Present evaluation of alternative approaches to design and construction of
the project related to improving function and budget

Participation in progress meetings to review the current schedule and work
progress and to facilitate resolution of construction issues

Monitor the document file tracking system in conjunction with the project
standards for sub-contractor submittals, Proposal Requests (PR’s),
Architect’s Supplemental Instructions (ASI’s)

In conjunction with project standards provide review of RFI’s, change order
requests, change orders, and submittals

Review, comment and approve shop drawings, product data, and sample
submittals in accordance with the Project Manual

Prepare Proposal Requests (PR’s) and required drawings, specifications and

Furnish field technicians as needed for the purposes of providing

5.1 Training
The assigned Inspired Networks resource(s) will be required to attend and pass all
required site training, including but not limited to:

As required by the project and the client, Inspired Networks shall obtain all required
security clearances.

A.
Work-Cost Agreements
1.
McKay Conant Hoover Inc (MCH) will provide the type and scope of services described for the maximum fee
stated. MCH has budgeted to include reimbursable expenses within this fee.
2.
MCH reserves the right to request an increase in the maximum fee if the project's scope or schedule change or if
the project does not progress in a straightforward and customary manner. A prompt response to such a request
will be expected.
B.
Charges
1.
MCH will charge hourly fees according to this schedule: Principals, Associate Principals, Supervisory
Consultants and Professional Affiliates $95 to $220, Senior Consultants $105 to $155, Associate Consultants,
Consultants and Staff Assistants, $60 to $125. Time spent in travel during normal business hours will be charged
as time worked. MCH reserves the right to change its hourly rates.
2.
Invoicing will be monthly in our standard format. Upon request, MCH will create a different project-specific
format one (1) time without charge. MCH reserves the right to charge for further changes, including back-
changes and additional account handling, on a T&M basis.
C.
Payments
Invoices will be submitted monthly and be payable in United States dollars within 60 days. Invoiced amounts unpaid
after ninety (90) days beyond invoice date shall be grounds for MCH to stop project work and apprise the owner of same,
without penalty, until the agreed payment schedule is resumed. Unpaid invoices older than 120 days are subject to
interest charges at prevailing rates.
D.
Insurance
MCH carries comprehensive general liability insurance with a limit of $1,000,000 per occurrence and $2,000,000
aggregate. Worker's compensation insurance to the limits required by the State of California.
E.
Liability
No warranties, express or implied, including the warranties of merchantability and fitness for a particular purpose, are
made by MCH. MCH will not be liable for any special, incidental or consequential damages.
F.
Unforeseen Circumstances
MCH will not be in default of its obligations to the extent that its performance is delayed or prevented by causes beyond
its control, including but not limited to acts of God, delays in delivery by vendors, or other consultants, and strikes or
other labor disturbances.
G.
Announcements
Use of MCH's name in any announcements concerning the project for which MCH's services are performed, for
promotional or advertising purposes, or in litigation with third parties, will require the prior written approval of MCH.
H.
Termination
Either party may terminate this agreement at any time by written notice of the other. Such notice is effective upon
receipt. In the event of such termination, MCH will be paid in accordance with this agreement for the services rendered
and expenses incurred or committed to prior to the effective date of notice of termination.
I.
Ownership
Designs, ideas, concepts, calculations and documents developed during the course of the project will remain the property
of MCH.
J.
General
This agreement constitutes the entire agreement between parties with respect to the subject matter hereof and supersedes
all prior agreements, whether oral or written, between the parties with respect to such subject matter. Different or
additional terms contained in documents supplied by client shall not apply. This agreement may be modified only by
written agreement of client and MCH and is binding upon their respective successors and assigns.

regarding the subject project. We understand this is a Design-Bid-Build project and is about to
start the Design Development Phase. We base this proposal based on our communication,
22Dec21 SD package, schedule provided by you, and experience with many similar projects.
The following letter sections describe the anticipated Scope, Schedule, Personnel, and Cost of our
proposed acoustical consulting services. We will follow up with a separate proposal regarding Media
Systems Services.
A. PROJECT OVERVIEW
The project entails complete renovation of an existing 42,450GSF building in Gilbert, AZ, to
serve as the Maricopa County Emergency Management Facility (EMF). To function as a Level
IV Essential Facility, the building will undergo substantial structural, M.E.P., interior finish,
technology, and infrastructure renovations.

C. METHOD
1. General
a. Building Acoustics and Interior Noise Control
Acoustical consulting services will address the important aspects of room acoustics,
sound isolation, and building systems noise and vibration control with the goal of
meeting suitable acoustic environments for active Command and EOC spaces. Our
acoustical work comes in letter and sketch form as we help coordinate and integrate
acoustical planning and design for these spaces as well as the conference rooms,
Training Rooms, and both private and open plan environments. We will provide
recommendations in telecommunications, rough sketches and drawing mark-ups,
letters, and draft specification language suitable for incorporation into designs and
construction documents by you and your engineers. We will not prepare acoustical
contract documents ourselves other than architectural and mechanical guide
specification language where they seem appropriate.
C. SCOPE OF SERVICES
This section incorporates fully by this reference Sections B thru E in their entirety as an integral part of
this proposal and this section.

Design Development
a. We will provide acoustical guidance for inclusion in the Design Development
Documents as prepared by the architect and the consulting engineers. Special

acoustical attention to the tall bay space is planned, as well as control of exterior
noise penetration via the roof/ceiling assembly.
b. This work will generally include the following:
x Guidance pertaining to building construction approaches for sound
isolation.
x Provide MCH MEP Design Guidelines, which will be a 10-15 page document
covering both general and project-specific guidance and criteria for MEP
systems. We presume that internal duct lining is acceptable.
x Selection of system types, sizes and location of major components for noise
and vibration control in HVAC, plumbing, and electrical systems.
x Guidance regarding finish shaping and treatments.
c. We will review two (2) sets of Design Development Documents at
approximately the 50% and 100% milestones to help assure proper inclusion of
our recommendations. A letter of comments will be provided following this
review.
d. We will visit the approximate location of the site once, midday, midweek, for
handheld measurements of existing ambient exterior noise levels, as might affect
future interior acoustics and Genset noise evaluations pertaining to any current
noise ordinances.
e. We expect to be involved in meetings pertaining specifically to acoustics
concerns, and all meetings will be online/virtual.
2.
Construction Documents (CD)
a. We will continue to refine acoustical recommendations as appropriate to be
included in the Construction Documents by the architect and the consulting
engineers and perform final reviews, concerning:
x Direction on room detailing and materials regarding room acoustic
environments.
x Direction on floor, wall, roof, door, window and service penetration
detailing and specifications regarding sound isolation.
x Direction regarding scheduling and specification of vibration isolators, duct
silencers, linings, louvers, etc.
x HVAC analyses to help ensure the background noise level design criteria
are met.
This work may be presented in letter reports, drawing markups, sketches concerning
acoustics, and acoustical parameters for the specifications by others.

b. We will review two (2) sets of Construction Documents, at approximately the
50% and 90% milestones, to help assure proper inclusion of our
recommendations. A letter of comments will be provided following each review.
c. We expect to attend several Zoom meetings pertaining specifically to acoustics
concerns.
3.
Construction Administration Phase
a. We will provide clarification, information and respond to questions within the
area of our responsibility to other design team members and contractors during
construction. This will include the review of acoustically-relevant submittals
that clearly express the acoustics question at hand.
b. We will visit the site up to two (2) times during construction to observe
installation of pertinent systems and we will note construction conflicts and
suggest corrective measures to be taken if required. We will provide a written
report after each visit.
Note that with proper planning and coordination, one of these two (2) could be
used as a final observation visit to provide general acceptance testing, such as
for confirmation measurements of final Genset noise (presuming substantial
completion of construction).
c. We will review and take appropriate action upon the contractor's submittals
such as shop drawings, product data and samples, but only for the limited
purpose of checking for conformance with the design concept expressed in the
contract documents for acoustics-related systems and equipment Redesign in
this phase is not included and would be considered Additional Services for
Additional Fees. Review of more than two submittals for the same equipment
may be considered Additional Services for Additional Fees. Review of
submittals may generally include the areas noted below:
x Sound-absorbing and reflecting materials
x Vibration mounts, isolators, etc.
x Duct silencers and linings
x Fans, air handlers, exhaust fans, etc.
x Air terminal devices
x VAV boxes and similar devices
x Door gasketing hardware, and STC-rated fully-assembled doors

D. NOTES AND EXCLUSIONS
1. We have budgeted for one (1) site visit during DD. We have budgeted for up to two
(2) site visits during Construction Administration. We do not expect regularly
scheduled meetings or teleconferences such as biweekly.
2. MCH presumes that its work and recommendations will be accurately and faithfully
incorporated into the Construction Documents by others inasmuch as we, as acoustical
consultants, do not control them. We understand Bridges & Paxton will be the
designers of the MEP systems, and the design should generally accommodate the
project’s MCH MEP Design Guidelines. All drawing sets for our review must be provided
in PDF format.
3. MCH presumes that our work is restricted to the project as described to us by Rebecca
Baum, and as is described in the Schematic Design package generated by D/P/S. The
design shall proceed in a smooth and straightforward manner without significant
changes, delays, redesign, or redirected efforts. If the projects strays materially from this
presumption, MCH reserves the right to repropose both fees and scope.
4. Because noise control of building mechanical systems and architectural systems such as
wall details and specific ceiling selections are so intertwined acoustically, full reviews of
design packages cannot commence until receipt of complete information (e.g. octave
band sound power level data). Acoustical reviews involving mechanical systems
typically would require 10 days thereafter, accounting for back-forth dialogue between
MCH and architects and other project engineers.
5. Although we expect it is unlikely, an electronic sound masking system may be deemed
beneficial in in the course of our work. We have not budgeted to include design for
such a system but will apprise on the prospective need if we determine its need.
6. We are not budgeting for participation in formal Value Engineering meetings,
Commissioning work, or the like.
7. We recognize that the design process is a fluid, evolving process and we expect to be
involved in directing fiscally prudent design and materials and equipment selections. If
we are requested to provide re-design after our design is approved, due to events beyond
our control (change in overall project budget, changes based on owner/operator
requests, etc.) we would be pleased to comply on an additional services basis, either
hourly or for a negotiated fee.
8. MCH has not budgeted for expert witnessing of laboratory or field tests on equipment
that may have to meet specific acoustical requirements of this project prior to their
installation. Acoustical specifications may require such confirmation by vendors during
the submittal process for especially noisy equipment that has not met specific noise
emissions requirement of ASTM or standards.

9. Any evaluations of Genset noise emissions will be subject to relevant current, existing
local noise ordinances at the time we begin such design efforts.
10. We have not budgeted for the reviews of, or consulting on, construction noise impacts.
11. We have not budgeted for lengthy technical letter reports, justifications, or
explanations detailing our acoustical recommendations, calculation procedures, or
providing “acoustical tutorials” to support our recommendations.
12. Services beyond those identified above are considered Additional Services and if
requested, would be billed additionally either on a time and materials basis or offered
under a separate proposal.
E. COST OF CONSULTING SERVICES
Our professional fees are based on the number of hours worked on a project and our services
and payment schedule are subject to the MCH Standard Terms and Conditions, enclosed.
We have carefully considered the extent of services that this project deserves, balanced
that with our experience with similar projects, and expect that we would not exceed the
professional fees shown below.

A.
Work-Cost Agreements
1.
McKay Conant Hoover Inc (MCH) will provide the type and scope of services described for the maximum fee
stated. MCH has budgeted to include reimbursable expenses within this fee.
2.
MCH reserves the right to request an increase in the maximum fee if the project's scope or schedule change or if
the project does not progress in a straightforward and customary manner. A prompt response to such a request
will be expected.
B.
Charges
1.
MCH will charge hourly fees according to this schedule: Principals, Associate Principals, Supervisory
Consultants and Professional Affiliates $95 to $220, Senior Consultants $105 to $155, Associate Consultants,
Consultants and Staff Assistants, $60 to $125. Time spent in travel during normal business hours will be charged
as time worked. MCH reserves the right to change its hourly rates.
2.
Invoicing will be monthly in our standard format. Upon request, MCH will create a different project-specific
format one (1) time without charge. MCH reserves the right to charge for further changes, including back-
changes and additional account handling, on a T&M basis.
C.
Payments
Invoices will be submitted monthly and be payable in United States dollars within 60 days. Invoiced amounts unpaid
after ninety (90) days beyond invoice date shall be grounds for MCH to stop project work and apprise the owner of same,
without penalty, until the agreed payment schedule is resumed. Unpaid invoices older than 120 days are subject to
interest charges at prevailing rates.
D.
Insurance
MCH carries comprehensive general liability insurance with a limit of $1,000,000 per occurrence and $2,000,000
aggregate. Worker's compensation insurance to the limits required by the State of California.
E.
Liability
No warranties, express or implied, including the warranties of merchantability and fitness for a particular purpose, are
made by MCH. MCH will not be liable for any special, incidental or consequential damages.
F.
Unforeseen Circumstances
MCH will not be in default of its obligations to the extent that its performance is delayed or prevented by causes beyond
its control, including but not limited to acts of God, delays in delivery by vendors, or other consultants, and strikes or
other labor disturbances.
G.
Announcements
Use of MCH's name in any announcements concerning the project for which MCH's services are performed, for
promotional or advertising purposes, or in litigation with third parties, will require the prior written approval of MCH.
H.
Termination
Either party may terminate this agreement at any time by written notice of the other. Such notice is effective upon
receipt. In the event of such termination, MCH will be paid in accordance with this agreement for the services rendered
and expenses incurred or committed to prior to the effective date of notice of termination.
I.
Ownership
Designs, ideas, concepts, calculations and documents developed during the course of the project will remain the property
of MCH.
J.
General
This agreement constitutes the entire agreement between parties with respect to the subject matter hereof and supersedes
all prior agreements, whether oral or written, between the parties with respect to such subject matter. Different or
additional terms contained in documents supplied by client shall not apply. This agreement may be modified only by
written agreement of client and MCH and is binding upon their respective successors and assigns.

Professional Experience: As a senior partner in the firm, Mr. Conant is a generalist in architectural acoustics,
directing performing arts acoustical design and most higher education and institutional projects. He brings over
forty years consulting experience with auditoria and with noise and vibration control in all building types at all
levels of sophistication. Mr. Conant started his career as Assistant Professor of Architecture at California State
Polytechnic University, Pomona, CA, teaching graduate-level design and environmental systems. He then served
as Senior Consultant for 10 years with Bolt Beranek Newman Inc. He co-founded MCH in 1987 and has directed
nearly 1,300 projects.
His broad experience includes educational facilities at all levels, corporate and conference facilities, performing arts
centers, museums, libraries, and government buildings. He maintains an enviable reputation in the Los Angeles
area in the world of media production and postproduction facilities, and his unique educational background
contributes an especially unique perspective and mix of science and architectural design to his projects.
Notable contributions to the field include his Noise Prediction ScenariosTM and ROOMODESTM computer software,
used widely across (and outside) the U.S.A. by other consultancies and institutions. His notable projects include
