AGREEMENT to RE-ADOPT and AMEND SCOPE of WORK 
AND EXTEND MEMORANDUM OF UNDERSTANDING 
BETWEEN  MARICOPA COUNTY ATTORNEY’S OFFICE
AND
NEW LIFE CENTER
This Agreement re-adopts and amends the scope of work and extends the Memorandum of 
Understanding (MOU) between New Life Center and the Maricopa County Attorney’s Office 
(“MCAO) for the provision of training listed in the Maricopa County Sexual Assault Protocol.
1. To the extent the MOU and its amendments were terminated by the expiration of MOU on 
September 30, 2021, New Life Center and MCAO hereby re-adopt the MOU and its amendments 
in their entirety and ratify any conduct which occurred pursuant to the MOU and its amendments 
between September 30, 2021, and the effective date of this Agreement. 
2. MCAO received a Sexual Assault Kit Initiative (SAKI) grant in FFY2018 from the United States 
Department of Justice, Office of Justice Programs (DOJ) that included funding to provide training 
to various professional disciplines involved in sexual assault documentation, investigation, 
advocacy, and prosecution. New Life Center was contracted by MCAO to administer a series of 
classes/trainings to improve sexual assault investigation and prosecution. Since the original award, 
MCAO has received two 1-year time extensions to complete the project. The purpose of this 
Amendment is to extend the period of performance of this Agreement to September 30, 2022 to 
continue offering previously identified trainings except for CFIT. CFIT is no longer approved by 
the grantor. 

A minimum of 12 trainings shall be provided from October 1, 2021 to September 30, 
2022. If provided for fewer than this minimum amount, payments will be $750 per class 
provided. Any overpayments shall be returned to MCAO thirty days after contract end. 

The maximum of amount of payment for these services is $13,000.
3. As part of the most recent grantor approved time extension and budget modification, MCAO 
wishes to develop and offer an additional training specific for prosecutors of sexual assault 
cases to be known as Special Victims Trial Advocacy Training. This agreement expands the 
scope of work detailed in the October 14, 2019 Memorandum of Understanding to be 
completed by New Life Center to include this explicit training. New Life Center will:  

Work with prosecution experts from MCAO and other prosecuting agencies to develop a 
4.5-day training to be offered both virtually and in person to prosecutors within MCAO, 
Arizona and its fifteen counties, and nationally to other prosecuting agencies. The 
training will be theory-based and incorporate all aspects of a case into a cohesive theory

to be presented to the jury and bolstered by expert testimony. Training will use a real 
case and take it through the entire trial process using lecture and individual and small 
group exercises to include opening statements, direct examination of an expert in victim 
behavioral characteristics, direct and cross of medical experts, closing arguments, how 
to charge cases appropriately, other acts evidence, and identifying strengths and 
weaknesses of cases. Attendees will be critiqued by prosecutor faculty that will adhere 
to National District Attorneys Association standards of critiquing students. The training 
will teach prosecutors to effectively present medical testimony and to have the tools to 
mount a successful cross-examination of a defense expert. 

Offer a minimum of four times from January 1, 2022 to September 30, 2022. If 
provided for fewer than this minimum amount, payments will be $2,200 per class 
provided. Any overpayments shall be returned to MCAO thirty days after contract 
end. 

The maximum amount of payment for these services is $13,000. 
4. To improve grant reporting for trainings supported by grant funding, New Life Center 
     shall provide a digital file to MCAO for all grant supported trainings. 
    The digital file shall include: 

a detailed agenda for the specific training conducted

attendance list (include date, title of training, participant name, and organization 
represented)

presentation/training PowerPoint 

handouts provided to training participants

training outcomes summary (see below) 
MCAO reserves the right to require training adjustments to ensure material is appropriate 
for the target audience.
      5. New Life center shall measure training outcomes by requiring each attendee to complete 
            a course evaluation to evaluate training effectiveness and impact. The preferred method 
            of evaluation shall include pre- and post-training evaluation. A summary of the 
            training outcomes will be included with each training supported by this grant funding.  
        6. Reimbursable Expenses Covered by Grant Funding

MCAO agrees to reimburse for the following expenses incurred by New Life Center 
to conduct the grant supported trainings:

Instructor fees not to exceed the rate of $81.50/hour or $650.00/day (8 hours of 
training). Total amount for instructor reimbursement shall not exceed 
$35,100.00.  
o
Mileage for instructors travel at the rate of $0.56/mile. Total miles for mileage 
reimbursement shall not exceed 3,000 miles. 
o
No other expenses will be reimbursed by MCAO.

o
The following will be required for reimbursement: the complete digital file for 
each training, summary of participant outcomes, and detailed record of payment 
to instructors for each invoice submitted for reimbursement from MCAO. 
This Agreement is hereby entered into effective on date of the last signature set out 
below.
