New and expanded technology investments to be funded through 
special revenues:
o Information Security Program: Expand and mature program 
management and awareness training
o Data Backup and Recovery: Enhance and modernize data backup 
and recovery solutions for ever-evolving security threats
o OnBase Upgrades: Leverage OnBase capabilities, in lieu of 
custom application development, to improve time to deliver for 
new solutions
o MEEDS: Replace our minute entry distribution application tasked 
with the annual creation and dissemination of over 1.3 million

o Desktop Support: Invest in tools to improve remote access and 
security for work-from-home teams
o Business Intelligence: Expand BI capabilities  to increase business 
insights and drive data-based operational improvements

Collaborative pilot of web-based platform allowing for the submission, 
sharing, and presentation of digital evidence. Expanded scope of COSC’s 
Online Exhibits Portal which accepted 167,000 digital exhibits during the 
first year.

following areas:

Human Resources:  Unparalleled recruitment challenges, pandemic 
related functions, and increased demand for all HR related services

Legal / PIO Support: Assistance for record-setting public information 
inquiries, legislative, and legal issues 
o
Information Security: Position dedicated to maintaining a mature 
security program and promoting improved awareness
o
Operations Management / Development: Address areas where 
supervisory capacity is needed and critical recruitment challenges 
exist
o Requesting $260,000 offset to declining grant revenues 
o
Minimal reallocation of personnel expenses from grant funded 
accounts to General Fund. Grant funding supportive of courtroom 
clerk positions has decreased by 8% since Fy15, while personnel costs 
have steadily increased.

Southeast Regional Court Center Reconfiguration
• The Clerk’s Office has collaborated with FMD on a 
conceptual plan that would achieve the following:
– Maximize efficiency and operational flexibility to 
address growing service requirements & volume
• Consolidate customer service areas & services
– Enhance Security 
• Counter redesign
– Modernize Operational Support Area
• Develop flex use space (training, meetings, etc.)
• Proper break and lunch area for staff
• To reflect changing nature of work
• The Clerk’s Office is requesting $500,000 in capital project 
funding for the design phase
