Project Summary: 
 
1. 
Special use permit Z2006008 was approved November 1, 2006 and is set to expire on November 
1, 2026. The subject amendment will extend the SUP validity for an additional 25 years or to 
November 1, 2051.  
 
2. 
The property is owned by the San Tan Irrigation District. The SUP area contains a 63’ monopole 
stealth designed as a palm tree, or a monopalm. It is setback 13’ from the north, 164’ from the 
east, 195’ from south, and 20’ from the west.  A T-Mobile antenna array is located on the tower. 
The site has remained in conformance with the conditions of SUP approval. There are no physical 
changes proposed to the WCF.

The requested modification of conditions are listed below in legislative edit – with new language 
underscored and deleted language struck-through:

Development and use of the site shall comply with the narrative report entitled “T-Mobile 
Project Narrative for a Special Use Permit”, consisting of three (3) pages, dated August 8, 
2006 and stamped received August 8, 2006, except as modified by the following 
stipulations. Within 30 days of Board of Supervisors (BOS) approval, a revised site plan 
which identifies the correct height of the monopalm shall be submitted to the Planning 
and Development Department. and with the Narrative Report entitled, “Special Use Permit 
Modification of Condition Project Narrative”, consisting of 8 pages, dated February 18, 
2026, except as modified by the following conditions.

This Special Use Permit shall expire twenty (20) years from the date of approval by the 
Board of Supervisors on November 1, 2051, or upon expiration of the lease to the 
applicant, or upon termination of the use, whichever occurs first. All of the site 
improvements associated with the use including the monopalm, shall be removed within 
60 days of such termination or expiration.

The subject parcel is under an acre in size and is utilized for the San Tan Irrigation District Office 
and yard. The site is screened with existing landscaping along 180th St. There are two existing 
cell towers on site with the subject WCF located at the NWC of the subject site.

Vision 2030 Maricopa County Comprehensive Plan (adopted 2016): The site is designated as 
Rural Development Area (RDA). This designation encourages low-density residential and 
agricultural uses in areas that lack urban services.  
 
9. 
Town of Queen Creek General Plan (Adopted 2018): The Queen Creek General Plan designates 
this area for Rural land uses (0-1 d.u./ac.).  This designation includes uses which relate to large-
lot residential areas, equestrian neighborhoods and that act as a transition to more dense 
residential districts. The General Plan does not specifically address WCFs. Additionally, as an 
SUP, an approval would not change the underlying zoning for the subject site which is currently 
Rural-43.  The Town of Queen Creek has not commented on the proposal. 
 
Public Participation Summary:

The applicant complied with the Maricopa County Citizen Review Process with the required 
posting of the site and notification by first class mail to adjacent property owners within 300’ of 
the subject parcel and interested parties. Staff has received no comments as of this writing. 
 
Outstanding Concerns from Reviewing Agencies:

Staff Analysis:

Staff has no concerns with continued use of the existing WCF for an additional 25 years. There is 
no known opposition. The WCF provides critical wireless service for area residents and 
emergency responders. The existing WCF is part of the community fabric and not in conflict with

area land use and development patterns. Staff notes many of the original conditions have been 
fulfilled, thus staff is recommending listing the condition as ‘deleted’ due to completed site 
development and the requirement for a five year status report with conditions ‘c’, ‘d’, ‘e’, ‘f’, ‘g’, ‘h’, 
‘i’, k’ and ‘l’.  
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve SU250010 subject to modified conditions with the following conditions ‘a’ – ‘n’: 
 
a. 
Development and use of the site shall comply with the site plan entitled “T-Mobile  - San 
Tan Irrigation District”, consisting of six (6) full size sheets, dated September 14, 2006, 
and stamped received September 14, 2006, except as modified by the following 
stipulations. Within 30 days of Board of Supervisors (BOS) approval, a revised site plan 
which identifies the correct height of the monopalm and removal of the 65’ of right-of-way 
dedication shall be submitted to the Planning and Development Department.  
 
b. 
Development and use of the site shall comply with the narrative report entitled “T-Mobile 
Project Narrative for a Special Use Permit”, consisting of three (3) pages, dated August 8, 
2006 and stamped received August 8, 2006, except as modified by the following 
stipulations. Development of the site shall be in substantial conformance with the 
Narrative Report entitled, “Special Use Permit Modification of Condition Project Narrative”, 
consisting of 8 pages, revision dated April 7, 2026 and stamp received April 10, 2026 
except as modified by the following conditions.

Non-compliance with the regulations administered by the Maricopa County Environmental

Division, Planning and Development Department, or the Flood Control District of Maricopa 
County may be grounds for initiating a revocation of this Special Use Permit as set forth 
in the Maricopa County Zoning Ordinance.

PROJECT: The existing Crown 63’ tall wireless communications facility 
monopalm houses multiple commercial carriers: 
• TMobile is the commercial carrier on the monopalm 
• The SUP lease area and equipment compound remain the same.  
• All associated cables are internal to the monopalm and then on a cable 
tray to the equipment shelter(s).  
• The electrical and telco service are from the local service providers. The 
electric and telco service run underground from the source to the 
equipment compound. 
• A designated paved surfaced parking space, 9’x18’, for the service 
technician, is at the entry to the parcel from 180th Street. The typical site 
maintenance visit is one time per month by the service technician. 
• Access to the site is via 180th Street at the existing driveway.

DESCRIPTION OF THE PROPOSAL & PROJECT BACKGROUND 
The existing WCF was originally entitled Z2006008. 
 
The existing Special Use Permit expires November 6, 2026. That is 20 years 
from the date of approval by the Maricopa County Board of Supervisors. This 
request is for an additional 25-year term for a total period of 45 years. 
 
“Condition “J” shall expire twenty(20) forty-five(45) years from the date of 
approval by the Board of Supervisors, or upon expiration of the lease to the 
applicant, or upon termination of the use, whichever occurs first. All of the site 
improvements associated with the use of the monopalm, shall be removed within 
60 days of such termination or expiration.”

The surrounding parcels, north, south, east and west are mixed use zoning. The 
development status of each adjacent parcel is as follows:

technician visit as standard.

The WCF will not provide any Community Services or Facilities; nor will the WCF 
require any Community Services or facilities during its operation.

services. The WCF will obtain electrical and telephone services from the local 
service providers.

commercial signage at the proposed WCF.  
 
The site has one exterior light mounted to the equipment shelter for the safety of 
the service technician. The light(s) is typically on a motion sensor and is not dusk 
to dawn device. The site has an existing 8’ cmu block wall around the equipment 
compound.

There are two other WCFs or verticality within 1,000’ of the Crown Castle 
WCF that have a height equal to or greater than the subject WCF. These 
WCFs are single carrier monopalms that do not co-locate well by the 
design.

existing WCF provides service for TMobile.

The Crown Castle WCF has one carrier in place on the monopalm. There 
are two additional monopalms nearby that house the two other active 
carriers.

existing Crown Castle monopole.
