Dear Representative Lesko,
I am a resident of Surprise, Arizona, and I am writing to
express my opposition to Project Bacara.
As someone who lives in this community, I am deeply
concerned about how this project could impact our city. From
increased traffic and strain on local infrastructure to potential
environmental effects and changes to the character of our
area, I do not feel that this project reflects the best interests of
Surprise residents.
I believe developments of this scale should involve greater
transparency and stronger consideration of community input. At

this time, I do not feel confident that those standards are being
met.
I respectfully urge you to take the concerns of Surprise
residents seriously and advocate for a more thorough review of
Project Bacara, including increased opportunities for public
input and accountability.

be way out in the desert or in a cooler climate.

I am writing to express strong opposition to the proposed data
center project in our community.
This decision carries long-term consequences that extend far
beyond short-term economic arguments. The risks associated
with this type of development—environmental strain, excessive
resource consumption, infrastructure burden, and potential
safety concerns—are real and deserve serious consideration.
I ask you to reflect on this personally: would you support
placing a project of this scale directly in your own
neighborhood? If the answer is no, then it should not be placed
in ours.

There are more appropriate locations for this type of industrial
development. Gila Bend, where new APS infrastructure is
planned, is a far more suitable area for a project of this
magnitude. Planning ahead and aligning developments like this
with future utility capacity is simply responsible growth. Our
residential community should not bear the burden when better
options exist.
Additionally, many residents are concerned about potential
conflicts of interest among local leadership. Whether real or
perceived, the absence of strong advocacy for community
concerns has created a sense that the true wishes of residents
are not being fully represented.
Our community does not want to become an industrial corridor.
Approving projects like this risks permanently changing the
character of our city, impacting property values, quality of life,
and the ability to retain and attract families and professionals.
These are not minor considerations—they define the future of
where we live.
I urge you to vote NO on this proposal and instead pursue
responsible development in areas better suited for industrial
expansion.

I am Abraham Flores, a concerned resident of Copper Canyon
in Surprise, Arizona. I write with deep urgency and strong
opposition to the proposed Project Baccara — a massive 2
million square foot data center and 700-megawatt natural gas-
fired power plant slated for Litchfield and Olive.
This ill-conceived industrial project is located dangerously close
to hundreds of family homes — just half a mile from Copper
Canyon and one mile from Surprise and Rancho Gabriela
neighborhoods. It is completely unacceptable for an industrial-
scale facility of this magnitude to be forced upon residential
communities.
I strongly object to the severe impacts this project will impose:

• **Unrelenting 24/7 Noise Pollution**: The constant roar from
data center operations and especially the 18 jet-engine-style
power turbines will destroy the peace and quiet of our
neighborhoods, disrupt sleep, and degrade quality of life for
thousands of families.
• **Increased Air Pollution and Health Threats**: The massive
on-site gas-fired power plant will pump harmful emissions into
our air, worsening respiratory issues and posing serious health
risks to children, seniors, and all residents in the area.
• **Wasteful Water Consumption**: In our water-scarce desert
region, the project’s enormous demand for millions of gallons of
water is irresponsible and unsustainable.
• **No Benefits for Surprise Residents**: This project provides
zero tax relief and will not reduce APS electric bills for local
families. Worse, the developers themselves admit in project
documents that brownouts during our brutal summer months
are a real possibility.
• **Incompatibility with Surrounding Area**: Placing this heavy
industrial facility so close to family neighborhoods and near
Luke Air Force Base is poor planning that prioritizes corporate
interests over community well-being.
The upcoming Maricopa County Planning Board vote on April
9, 2026, and the Board of Supervisors vote on May 6, 2026,
are critical moments. I strongly urge you to reject Project
Baccara in its entirety. Our families, our air quality, our water
resources, and our neighborhoods must come first. Approving
this project would be a serious disservice to the residents you
were elected to represent.
I demand that my opposition be formally recorded and given
full consideration. I am prepared to speak publicly at both
meetings if necessary and will continue to voice my strong
objections until this harmful project is stopped.

Hello I own a 2+ acre property on the corner of 143rd and Olive
Ave. I can literally throw a rock to the projected Project Barraca
site. I am very concerned with air quality, disruption of my well
and noice pollution. I did research before purchasing this
property and there was no information about the project upon
my purchase of the property. I’m concerned that my property
that cost around one million dollars will take the biggest hit out
of any property in the area. Please let me know if there is other

My main concern with this project is the noise it will produce.
The proponents note that the area is already designated a high
noise area due to Luke AFB. While that may be true the noise
from Luke is not constant. It is a few minutes at a time several
times a day. It rarely extends beyond 10 pm or on weekends.
The noise from Project Baccara will impact us 24 hours a day
every single day.

We live one mile from this proposed monstrosity. My husband
has COPD and this plant with it's 18, 72 ft high stacks will emit
Carbon dioxide, Nitrous Oxide, Sulfur dioxide and Volatile
Organic Compounds. None of these are good for air quality or
for infants or anyone with a compromised immune system or
breathing problems. We noticed that in the February 4th where
you unanimously approved this that not one of you brought up
air pollution. We'd like to know why?
These data centers should never be built by any housing
development, never. The data suggest that these centers
create heat islands with an increase in temperature of 16
degrees. Is it not hot enough here already? They also use as
much energy as 500 big box stores and it electricity rates by
these plants have been increased so we are not buying what

this company and you are selling.There is also the possibility of
brown outs during extreme high heat and this was
acknowledged by the project developers in their own
documents. .And what about our precious and rapidly depleting
water resource. We're all aware of the Colorado River and the
issues with what Arizona's share will be and Lake Powell being
at critically low levels. These plants are huge water hogs and
again we are not believing the story about using reclaimed
water. Theses plants should not be built near any residential
community period. They need to be in the middle of nowhere
and near a water resource, why not build a few in Traverse
City, Michigan by the Headquarters or better yet by their CEOs
home. And we haven't even touched on the noise
pollution.Noise Level: Measurements near high-capacity
turbine sites (e.g., to power large data centers) have been
recorded around 60–65 dB, even at some distance from the
immediate source.
Sounds Description: Residents often describe the noise as a
"constant, low-frequency rumble" or a "jet engine-like hum".
Operational Time: The noise is typically constant, lasting 24
hours a day, 7 days a week, often causing issues with
insomnia and daily life.
Distance Factor: While the most extreme noise is within a few
hundred feet, significant humming noise can be heard in
neighborhoods up to half a mile away or more.
Mitigation Efforts: While sound walls (like a reported $7M wall)
may be built to help muffle the sound, they may not entirely
eliminate the noise issues for residents nearby.
Equipment Factors: Beyond the turbines themselves, cooling
systems (Air Cooled Condensers) can contribute to high-
pitched whining noises, especially in warm weather.
Industrial Context
For context, typical industrial generators and turbine
components run at high decibel levels (85-105 dB at 7 meters).
Even after significant distance attenuation, this noise is often
still considered unacceptable for residential areas.
Would any of the five of you be willing to have one of these
within a ,5 mile or 1 mile of your homes? And why do you fall
back on the zoning, saying this area is zoned for large
industrial use.
Please do not vote to put this in our neighborhood. It will affect
our quality of life, our home values and contribute to high
pollution, deceased air quality and high noise pollution.

Hi my name is Denise Kirk and I live in Surprise near where they are wanting to build this project.
I just wanted to send a letter to oppose this facility being built at Litchfield and Olive Ave. We live in a
beautiful community just North of this area and I do not want to see our air and water being polluted. We
have the noise of Luke Air Force base already (which I LOVE---Sound of Freedom) but I do NOT want
additional noise from this facility.
This will also plummet our home values in our neighborhood.
I truly hope you take into consideration how the residence of Surprise feel and especially the
homeowners that live closest and will be impacted the most.

I am opposed to the request for Military Compatibility Permit without plan of development
in the IND-3 & rural-43 MAAMF zoning districts for utility land uses to include gas
generation facility and data center generally located north of Olive Ave and 1/2 mile west
of Litchfield RD in the west Glendale area - Project Baccara.
This is a HUGE power plant and it will add more bad air quality to already some of the
worst air quality in the U.S. My wife has respiratory issues and this power plant's
emissions would make her ability to breathe even more difficult as we live within 1 mile of
the proposed site. And if it is connected to the power grid and is producing power, then it
IS a utility.
I am concerned that the project is applying for a Minor Title V / Minor New Source permit
while emissions estimates appear just under the threshold that would require Major Title V
classification. This classification affects monitoring requirements, regulatory oversight, and
whether the facility may be considered a utility under Arizona law.
I am also concerned that applying as a Minor New Source appears to allow the project to
avoid including projections for certain greenhouse gas emissions, which may prevent the
public and regulators from seeing a full and accurate estimate of the facility’s total
emissions.
If this facility qualifies as a Major New Source, Arizona law would also require the project
to offset 1.2 tons of emissions for every 1 ton emitted, which is an important safeguard for
protecting air quality.
Additionally, I urge the County to evaluate whether the proposed Simple Cycle natural gas
turbines meet the Best Demonstrated Technology requirements under the Federal New
Source Performance Standards (NSPS – 40 CFR Part 60). More efficient technologies are
available and are commonly used to reduce emissions and fuel consumption.

I am going to do my best to log on when my plane lands on Thursday but just incase I am not able to speak I would like this on record.
Good morning, my name is Beth Mortensen, and acording to the postcard I received in the mail is stats I am 300 feet from the proposed
Project Baccara site.
300 feet folks!
I want to speak to the long-term impact this decision will have on residents like myself.
This project is being proposed on a relatively small, isolated parcel zoned for heavy industrial use, but it is surrounded by residential areas
and located within the flight path of Luke Air Force Base. That raises serious concerns about whether this is an appropriate use for this
location given its scale and intensity.
Arizona law requires that developments near a military base be compatible with its operations and that decision-makers carefully consider
input from Luke Air Force Base before approving a project. My concern is that compatibility is being presented based on projections and
commitments made today, rather than how this project will actually operate over time.
Compliance on paper is not the same as compatibility in reality—especially over the lifetime of a project like this.
This is a developer-led project, and once approval is granted, it can be sold. That means the commitments being made today may not be
carried forward in the same way, while the impacts on nearby residents will remain permanent. The developer may leave—but residents do
not.
I am also concerned about the broader planning process, especially with the possibility of annexation into the City of Glendale. That creates
uncertainty about how accountability will be maintained and how residents currently in unincorporated Maricopa County will be represented
over time.
If we do not hold this project to a high standard from the beginning, there is a real risk that residents will be left dealing with the
consequences later. We have seen situations where industrial facilities operate out of compliance, pay fines, and continue
operating without meaningful change.
This decision will directly affect my daily life, my health, and my home for years to come.
I respectfully ask that you consider not just whether this project can meet requirements on paper, but whether it should be approved in this
location, given its proximity to homes, its placement within a flight path, and the long-term impacts on the community.

I want to make sure you are aware of the Takanock plans to store 2.5 million gallons of
pressurized Propane in 28 storage tanks each holding 90,000 gallons on the Project Baccara site.
Of the Įve condiƟons required to be met, in your leƩer of 12 March 2026 to Mr. Johnson, the
ĮŌh condiƟon concerned “Natural Gas Facility” which states; “No natural gas will be stored on
the Project Baccara site, a criƟcal measure to miƟgate terrorist threats and ensure public safety
in accordance with A.R. S. § 49-1502.”
Propane is even more volaƟle and explosive than Natural Gas. The condiƟon set forth in
referenced laƩer to Mr. Johnson, that there be no storage of Natural Gas, should also apply to
propane storage in our view.
We nearby residents are not ready to accept such a dangerous set-up so near to our homes.
Hundreds of which are within one half mile of this proposed project.
We respecƞully suggest and request that the “Natural Gas Facility” requirement be amended to
include the prohibiƟon of Propane storage as well.
We request a reply on this issue by Monday, April 6th as county hearings will commence on April
9th.

I am writing to express my concern over the Project Baccara facility to be located on Litchfield and
Olive. I am against the construction of this facility, but let me explain.
This facility will likely create 24/7 noises from the power turbines (I believe 17 in number). My community
(Copper Canyon Ranch) is located a short distance from the proposed site, so we would certainly hear
the steady noise from the completed project. Luke Air Force base, during the work week, trains jet pilots
and the daily path they fly is over Copper Canyon Ranch, creating very loud noises from the jet planes.
Adding additional noises from this proposed plant, a lower toned hum, will add to the noise factor our
community already has.
Air pollution will increase, and I am also concerned about the usage of millions of gallons of water in an
area which I have read numerous articles about a limited water supply serving the area.
I understand this project is in a West Glendale location, but it affects the neighboring Surprise
communities due to its close proximity.

Dear Supervisor Lesko, please do all you can to prevent this
monstrosity from being built. There are so many reasons that
it’s totally inappropriate for this location! Proximity to homes,
propensity for environmental damage from air pollution and
usage of a water supply that is already strained at best,
documented danger to our Air Force pilots and possible plane
crashes(per Luke AFB report) and constant noise pollution to
nearby homes. I’m sure you’ve read much about the size and
appearance of this facility. Please do whatever it takes to
convince other supervisors that the character and condition of
our far west valley is important to us. Would any of them want
this next door to them? We’ve also had enough (more than
enough) of the land grabbing tentacles of Glendale coming
further and further to the Waddell area.

My husband and I are deeply concerned & oppose this project. This project will create so
much environmental & noise impacts on our neighborhoods, schools & churches not to mention our
current health issues we experience. I already have respiratory issues I deal with every day. We have
lived in our home for 21 years this year & have experienced all the wonderful changes to the City of
Surprise but THIS is the worst thing that could possibly happen. Our grandchildren live and play here and
to think of how the parks and playgrounds will be affected upsets me due to one of our granddaughters
suffers from Asthma. I'm not opposed to a new Data Center, but it belongs out in the desert, not among
the neighborhoods that the proposed site is. This will decrease our home's values because if I were a
family looking for an area to move to I definitely would not want my home's location. We take pride in our
home & City, have spent a lot of money to keep our home/landscape beautiful & to have it all destroyed
due to environmental issues, public health, safety & quality of life taken away due to this project
is unbelievable. It is deeply concerning knowing you are even considering the approval of
BACCARA! Please do the right thing & oppose this project.

My name is Lori Shaffer and I am writing to you regarding my deep concerns for the development of this
newly aware of data center , Project Bacarra. I live in Rancho Gabriela which is close proximity to where
this is to be located. I moved to Arizona from Upstate New York in 2011 due to severe health issues and
by the recommendations of my doctors in New York. I want to start by saying I am also a disabled citizen
of the community and rely on my powered wheelchair for mobility. I moved from my home state of New
York looking for a better life in a warmer climate that would be more conducive to my needs . Sadly that
meant I was having to leave friends and family behind, I sustained my injury from serious accident that
caused permanent damage to my neck and right arm. I underwent an extensive surgery that replaced my
neck completely with rods and screw. After that, the weather there was causing me too much pain , due
to the cold and metal in my neck. I took the advice of my doctors and decided on Arizona. I purchased
my home in Rancho Gabriela and I have been very happy here. However, my health issues continue.
Since 2011 I have survived cancer on two different occasions. I am currently under doctor care for other
health concerning issues at this time , which include my heart and breathing . This projected data center
is causing huge alarms for me as far as air quality pollutants which are known to exacerbate respiratory
problems. Not to mention , that we as a community understand that these data centers will be using our
precious water supply to function. The noise, the traffic, the basic footprint of our community will be
forever changed and not in a good way. Before I purchased my home , I was informed about the close
proximity of Luke Air Force base and made aware of the facts involved. However, none of the surrounding
families were even made aware of this new project and its potential risks and side effects we could all be
forced to live with. Quite frankly, it’s unfair!! Wouldn’t you do whatever possible to protect your family
from the known and unknown side effects this data center could cause them?? I certainly hope you
would. I’m just one small voice asking to be heard and considered. If it weren’t so close to communities
and families then I could understand moving forward. However, there are many lives that will be
impacted and possibly harmed if this goes through, myself included!!
Please have compassion and help us stop Project Baccara before it’s too late!!!

Dear Supervisor Lesko and Planning Board,
I live in the Surprise area and have concerns about the proposed Project Baccara data center.
What doesn’t make sense to me is why Glendale receives the tax benefits from this project, while nearby
communities like Surprise are the ones dealing with the real impact — noise, water usage, air quality,
and added strain on infrastructure.
At this proximity, this directly affects our neighborhoods, yet there doesn’t appear to be a clear benefit
for the residents who will feel it the most.
I’m not against growth, but this doesn’t seem balanced or fair based on location and impact.
I ask that you take a closer look at whether this is appropriate for this area and how surrounding
communities are being considered.

As president and CEO of the Arizona Technology Council, the state’s premier trade association representing more
than 750 science and technology companies, I write to express our strong support for the proposed Project
Baccara military compatibility permit, without a plan of development, for utility land uses and a data center
(MCP250007).
The rapid expansion of the digital economy has significantly increased reliance on data, cloud computing, artificial
intelligence and secure digital infrastructure. Data centers now serve as the backbone of modern commerce and
national security, enabling innovation across industries while supporting critical defense and intelligence
operations. Arizona has emerged as one of the nation’s leading data center markets, driven by its favorable risk
profile, competitive cost environment and strategic proximity to major technology hubs in Texas and California.
Statewide, data center growth is projected to generate more than 251,000 temporary construction jobs, over
37,000 permanent jobs and approximately $2.63 billion in new tax revenue over the next decade.
As demand for data continues to accelerate, so does the need for reliable, resilient and scalable energy
infrastructure. Project Baccara addresses this need through a proposed 700-megawatt electric generation facility
consisting of up to 18 natural gas combustion turbines on approximately 160 acres in an unincorporated area of
Maricopa County. The project represents a well-planned infill development within an established industrial
corridor, supported by existing transportation networks, utility infrastructure and compatible surrounding uses.
Importantly, the project has been determined to be compatible with nearby Luke Air Force Base, a critical national
defense asset.
The project’s developer, Takanock, is a nationally recognized leader in data center site development with
extensive experience delivering integrated power and digital infrastructure solutions. Its “energy-first” approach
ensures generation, transmission and reliability considerations are addressed at the outset. Upon completion,
Project Baccara will include a new substation owned by Arizona Public Service and provide power to support two
on-site, two-story data center buildings. The generation facility, owned by Baccara Power, will sell electricity
wholesale to Electric District No. 7, which will in turn supply the data center.
Project Baccara is expected to deliver substantial and long-term economic benefits to Arizona, including:
• High-quality job creation – More than 1,000 construction jobs, approximately 300 permanent operations and
maintenance positions at the data center, and 30 positions at the Baccara Power facility are planned for the
project. According to a March 2026 Applied Economics study, Economic and Revenue Impacts of Project Baccara,
average on-site wages for permanent operations employees are projected to exceed $100,000 annually.
• Significant tax revenue generation – The project includes an estimated $370 million in building construction
and $8.2 billion in equipment investment, including approximately $1.5 billion annually in replacement equipment
beginning in 2033. From 2026 through 2037, Project Baccara is projected to generate $190.3 million in tax revenue
for the City of Glendale, $45.9 million for Maricopa County and $224.1 million for the State of Arizona.
Approval of the military compatibility permit for Project Baccara will help ensure Maricopa County’s West Valley
remains well-positioned for continued economic growth, grid reliability and long-term competitiveness while
reinforcing Arizona’s leadership in technology-driven industries.

This project is being crammed onto a very small parcel of land and needs to be denied and relocated
primarily due to its proximity to residences and schools in addition to the following:
Further degradation of already poor air quality
Increased heat due to heat islands formed by projects such as this
Multiple increased hazards including thermal plumes to Luke Air Base operations
Increased noise pollution
Danger from multiple 30,000 gallon propane storage tanks
