After publication of the staff report, additional correspondence was received.  The applicant has 
proposed project modifications and related conditions of SUP approval.  The applicant alerted 
staff to City of Buckeye comments on the case that were inadvertently omitted from the packet. 
 
An additional 77 letters of support have been received. This brings the total to 366 letters of 
support. 
 
There are certain infrastructure requirements that must be met for a large assemblage of people 
and that cannot be waived or negotiated. For instance, events of 50 persons or more will require 
half-street right-of-way dedication and improvements adjacent to the parent parcel. Due to the 
number of trips that will be added to existing traffic on 331st Ave. (see attached traffic counts) 
the dedication is still required but at this time no half-street improvements are required. 
 
Staff has attempted to offer an alternative list of conditions that could be considered for approval 
of an SUP but only if for a small event venue that has characteristics of a more intermittent 
temporary land use despite longer term entitlement.   
 
If the applicant agrees, the Commission may wish to consider approval of a modified SUP for 
SU250041 subject to the following conditions ‘a’ – ‘o’: 
 
a. Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Narrative Report”, consisting of 14 pages, dated January 9, 2026 and stamped 
received January 12, 2026, except as modified by the following conditions. 
 
b. Development of the site shall be in substantial conformance with the Site Plan entitled “Event 
Space at Gambel Field“, consisting of one full-size sheet, dated revised February 6, 2026, and 
stamped received February 6, 2026 except as modified by the following conditions. 
 
c. Attendance shall be limited to 49 people or fewer on site at any given time during an event. 
 
d. Events shall only be held on Fridays, Saturdays and Sundays and only October through April. 
There shall be a maximum of 40 event days per year. 
 
e. The SUP shall be valid for a period of ten years from the date of BOS approval, at which time 
it may be revisited and considered for extension, amendment or revocation.

f. There will be no permitted buildings, structures, plumbing systems, or electrical 
installations. All structures associated with events shall be erected per manufacturer’s 
specifications and shall not be erected for more than 96 consecutive hours inclusive of not 
more than one day before or after an event day. This shall include requirement for portable 
mats to accommodate ADA-accessible routes.  The site shall be restored to pasture after 
end of each event. 
 
g. Portable restroom facilities provided in compliance with the Environmental Health Code 
minimum ratios and serviced by a licensed provider; the portable toilets shall be permitted 
by MCESD and removed from the property when not in use. 
 
h. Amplified Noise:  
1. No live amplified bands. 
2. No tubas, accordions, bagpipes. 
3. Any speakers will be directed away from occupied neighboring properties and angled 
towards the ground. 
 
i. 
Lighting: 
1. Not more than three days per month. 
2. Light towers will not be operated for more than three hours per day. 
3. Light towers will be operated away from neighboring properties, and angled towards the 
ground to eliminate light trespass beyond property lines 
 
i. 
Generators -- emission creating generators over 5,500 watts will not be allowed on site and 
all participants will be encouraged to avoid generator use and to rely on portable solar or 
battery powered devices.   
 
j. 
There shall be no overnight camping.  
 
k. At least one trash can with 32 gallons capacity for every 25 people expected to be in 
attendance shall be provided. Trash and refuse disposal shall be pursuant to procedures 
established by the Maricopa County Environmental Services Department.   
 
l. 
Prior to any event, food concessions shall be permitted by Maricopa County Environmental 
Services Department (MCESD). Concessionaries must be licensed. The quality and quantity 
of food and location of concessions shall be approved by the Maricopa County 
Environmental Services Department. 
 
m. Ultimate half-street right-of-way dedication for 331st Ave. adjacent to the parent parcel. The 
half-street improvements will be waived. 
 
n. Prior to operation, written confirmation will be required from the emergency fire protection 
jurisdiction having authority that the facility has been designed in accordance with their 
regulations and requirements, and that emergency fire protection service will be provided to 
the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction

review and approval will be required. There shall be stable access from the public road to 
the parking and event area for emergency response. 
 
o. The granting of this change in use of the property has been at the request of the applicant, 
with the consent of the landowner.  The granting of this approval allows the property to 
enjoy uses in excess of those permitted by the zoning existing on the date of application, 
subject to conditions.  In the event of the failure to comply with any condition, and at the 
time of expiration of the Special Use Permit, the property may be considered for revocation 
to the zoning that existed on the date of application.  It is, therefore, stipulated and agreed 
that either revocation due to the failure to comply with any conditions, or the expiration of 
the Special Use Permit, does not reduce any rights that existed on the date of application to 
use, divide, sell or possess the property and that there would be no diminution in value of the 
property from the value it held on the date of application due to such revocation or 
expiration of the Special Use Permit.  The Special Use Permit enhances the value of the 
property above its value as of the date the Special Use Permit is granted and reverting to the 
prior zoning results in the same value of the property as if the Special Use Permit had never 
been granted.

I have carefully reviewed the report submitted to the Planning and Zoning Commission on yesterday's 
(February 27, 2026) agenda posting.  While I am still in disagreement with much of it, I want to believe 
that item numbers 34 and 29 are an effort to attempt one last negotiation.  As such, we would like to 
make one last compromise proposal.  While we cannot agree to the terms of item 29 as it would be too 
great of a reduction compared to our current use, we are offering the following items: 
 
1) limit to 35 days per "season" meaning October - April  (down from both 60 & 46) 
2) Friday, Saturday, Sunday and Holidays only (down from 7 days per week) 
3) structured occupancy/attendance caps as follows: 
       a) 150 person limit, generally, with the understanding that most dog events have less than 100 
people  (huge reduction from original numbers, and less than proposed alternative submitted) 
       b) Community events, such as: Christmas gathering, Easter Egg Hunts, ect,  
             1) will occur on not more than 3 days during the season  
             2) no more than 200 people (in Tonopah that number is unlikely to be reached) 
      c) Private, non-commercial invitation only, events, such as: birthday parties, family reunions, baby 
showers, ect.  
             1) will occur on more than 4 days per season 
             2) no more than 200 people 
4) Amplified Noise restrictions compromises:  
      a) No live amplified bands  
      b) for the benefit of our neighbors we will restrict "commonly" complained about instruments such as: 
tubas, accordions, bagpipes  
      c) any speakers will be directed away from occupied neighboring properties and angled towards the 
ground 
5) Lighting - events that might need lighting will have the following restrictions: 
      a) not more than 3 days per month 
      b) light towers will not be operated more than 3 hours per use 
     c) light towers will be operated away from neighboring properties, and angled towards the ground to 
eliminate light "spillage" beyond property lines 
      d) use the least intensive amount of light necessary for the safety of guests 
6) Generators -- emission creating generators over 5,500 watts will not be allowed on site and all 
participants will be encouraged to avoid generator use generally.  It is rare for there to be generators used 
other than the Food Truck(s), as most rely on portable solar or battery powered devices.

7) Chemical Toilets, in compliance with the Environmental Health Code minimum ratios and serviced by 
a licensed and insured provider, shall be permitted.  Chemical Toilets will be removed from the SUP area 
when not in use.   
 
8) Timeframe = 17 years with a requirement for activity reports to be submitted to Planning and 
Development in even numbered years (2028, 2030, ect).  Reports will contain: 
      a) list of dates SUP area was used 
      b) nature of use and name of group or party coordinating event 
      c) complaints received

After a brief overview of case submittals I have a couple of comments: 
 
 
The subject property is likely far off from potential annexation but is within the COB planning 
boundary.  The general plan land use designation is rural. 
 
 It did not appear the narrative addressed sight lighting at all.  I would encourage the site to utilize 
warm color tones only, and employ dark sky methods such as downward shielding to prevent 
ambient light trespass onto other properties. 
o The Hassayampa River is an important wildlife corridor, so extra consideration should be 
given to light, noise, and other impacts (oil slick from parked vehicles. Etc.) should have 
appropriate mitigation as to not impact the river or wildlife on the eastern portion of the 
property. 
 
Landscaping should utilize indigenous upper Sonoran plants only to benefit both area wildlife and 
reduce risk of spread of non native plant species 
 
The narrative requests no screening, city staff would like to see at least landscape buffering along 
the property lines, especially to the north to ease impact on neighboring properties.  There should 
be some sort of screening to mitigate light trespass from exiting vehicles from the residence north 
of the property. 
 
What time frame are they requesting for this?  Ultimately these comments are more of suggestions as we 
do not have major concerns over a use that will likely sunset before city growth reaches this 
area.  However, staff position may change if the applicant ever pursues permanent zoning on the site.

PLEASE READ THIS INTO THE RECORD.
Dear Mr. Quarles,
I am writing to formally express my support for maintaining Gambel
Field in its current state. As a member of the dog sports community, I
travel approximately 450 miles one way to attend events at this location
because it is a premier, clean, and spacious venue that is increasingly
hard to find.
I strongly advocate for the following points regarding the field’s
future:
Harmony with Nature: The field is currently in perfect balance with
its surroundings. I support keeping the natural footing and
am opposed to the installation of concrete or asphalt, which
would ruin the rural charm and functionality of the site.
Proven Safety and Control: The fully fenced perimeter and
controlled access points provide a safe environment for dogs to run.
Furthermore, the commitment to low speeds on-site ensures
excellent dust control for the neighborhood.

Sufficient Infrastructure: The existing porta-potties are always
clean and in great condition. There is absolutely no need to drill a
new well or install a permanent septic system, as the current
setup is more than adequate for our needs.
Community and Well-being: These events are organized
by nonprofit clubs purely for the love of the sport. My dog truly

Harmony with Nature: The field is currently in perfect balance with its
surroundings. I support keeping the natural footing and am opposed to the
installation of concrete or asphalt, which would ruin the rural charm and
functionality of the site.
Proven Safety and Control: The fully fenced perimeter and controlled access
points provide a safe environment for dogs to run. Furthermore, the
commitment to low speeds on-site ensures excellentdust control for the
neighborhood.
Sufficient Infrastructure: The existing porta-potties are always clean and in

great condition. There is absolutely no need to drill a new well or install a
permanent septic system, as the current setup is more than adequate for our
needs.
Community and Well-being: These events are organized by nonprofit clubs
purely for the love of the sport. My dog truly enjoys the lure coursing held here,

Good Morning, Mr Quarles
This note is to add support for the current use and management of Gambel Field.
The lure coursing events are well attended by Sighthound members and the dogs 
have a great day of running within the fenced field, and the camaraderie of the 
members is priceless as a coursing aficionado.
We have Rhodesian Ridgebacks. We love having the size of enclosed field for the 
dogs to run as these venues are already rare in the Arizona desert, and this one 
allows an athletic group of dogs to show their function with beauty.
We have stayed 2 weekends so far with our motorhome including the Sat/Sun 
13/14th December 2025 event.  We had a fun Christmas White Elephant event and 
we were in bed by 10 pm. It was quiet with us overnight.
There was additional partying among the houses above Gambel Field and ATV 
driving through the desert that night, but none of that activity was of our doing.
We have also on other occasions, been traveling to Gambel Field and had ATV locals 
fly by our van and do wheelies in front of us on Lower Buckeye Road.
The dust of us coming/going across Lower Buckeye Road couldn’t possibly be that 
much more than the everyday traffic of the local contractor residents with their 
multiple vehicles on their properties.
We do our own set up, we clean up after our events, the Porta-potties are always 
clean and well maintained and are adequate for even our handicap accessible 
members.
We need no further amenities.
We feel that adding all this infrastructure would impersonalize the venue…this is not a 
Concert or Restaurant venue, the general Public does not care about our sport (but 
they are welcomed to join us).
The additional costs you are proposing would put a huge fee on our 
memberships/dogs to be able to run and have a fun athletic event. It would be sad if 
the state of Arizona funds FREE dog parks for owners who may/not be responsible 
for their pet dogs, but wishes to penalize dog athletes instead.

We ask for your fair consideration for our dogs at Gambel Field.

Yep, I saw your letter. I just thought another one would be sufficient. I ran it by JANE and
she thought it was a real good letter so either or my letter more or less is pertaining
about the whole area as a whole for my previous meeting. I went to with the planning and
zoning they feel if you are more than 2 miles away, you should have no say so in it so
that’s why I felt it was important to get the point across about the other developments
that they have resigned without considering safety and keeping it coherent to the area

I am writing to urge your support for the continued preservation of Gambel Field in Tonopah,
Arizona. I maintain residences in both California and Scottsdale, and I can say without
hesitation that locations like Gambel Field are extraordinarily rare. In California, spaces of this
kind are nearly nonexistent, and even in Arizona, it is difficult to find a natural, open field that
remains accessible for responsible dog sports and their related nonprofit organizations.
Gambel Field is valuable precisely because it remains undeveloped. Its natural terrain provides
a safe, enriching environment for dogs and an irreplaceable outdoor experience for their
owners. Converting any portion of the field into concrete, paved areas, or permanent structures
would permanently diminish what makes this location so uniquely beneficial. These changes
would not serve the dogs, the nonprofit organizations that rely on the field, or the broader
community that values responsible land stewardship.
The field is consistently clean, quiet, and large enough to safely host organized dog events.
The owners have demonstrated exceptional care in maintaining the property and ensuring it
remains safe and welcoming for all who use it. Their stewardship reflects a genuine
commitment to both the land and the community it serves.
The organizations that use Gambel Field operate as nonprofits. The owners’ willingness to
provide access at an affordable cost makes these programs possible. While the access is
affordable, the value of this space to our community is immeasurable. Preserving this field
directly supports healthy outdoor recreation, community engagement, and responsible dog
ownership.
I respectfully urge you to support Mark Graham’s and Jane Pieffer’s efforts to preserve
Gambel Field in its natural state. Your support would help protect a rare and meaningful
