Project Summary:

The applicant is requesting a Special Use Permit (SUP) for a wedding and events venue located 
on an approximate 8.8 acre, Rural-43 zoned parcel in the Avondale/Goodyear area known as 
‘Rancho Bravo’. The parcel is located on the north side of Indian Springs Rd. west of the 134th 
Ave. alignment. The site includes an existing 1,600 sq. ft. open-sided gazebo with approximately 
7,000 sq. ft. outdoor patio for outdoor events. The site includes 88 parking spaces and dedicated 
permanent venue restrooms for event patrons. The applicant resides on the parcel and will 
manage the venue. The event site is located on the north side of the parcel with a main residential 
structure and located towards the southern portion of the parcel. The parcel is screened by native 
vegetation with no additional screening provided or proposed. The parcel generally slopes south 
to north with Indian Springs Rd. being the ‘high point’ of the gradient.

The subject application was applied for on June 19, 2024. A technical advisory committee (TAC) 
meeting was held on September 3, 2024 to discuss technical aspects and requirements with the 
development team. On December 16, 2024, a violation (V2400841) was opened for operating an 
events venue on the parcel without permitted entitlement. A compliance agreement was signed 
on May 15, 2025 which required entitlement within one year.

The application proposes availability for events seven days a week utilizing limited hours of 
operation: Monday through Thursday: 10:00 a.m. to 12:00 a.m., Friday and Saturday: 10:00 a.m. 
to 1:00 a.m. & Sunday: 10:00 a.m. to 10:00 p.m. The events will be reservation only, private 
events with no public ticketed type use permitted. All events will be outside or privately catered; 
the venue will not provide food or drinks for events.

Access to the site is via two separate driveways on Indian Springs Rd. Driveways and parking 
will be paved or dust controlled with surfacing materials approved by the Maricopa County Air 
Quality Department. The site will be illuminated with decorative and security lighting. The 
applicant has provided a photometric plan which indicates the provided lighting will limit 
trespass to neighboring parcel and the surrounding neighborhood.

Indian Springs Rd. is a Major Collector roadway within the City of Avondale with an existing half-
width right-of-way of 40’. The applicant completed a Traffic Impact Statement (TIS) that has been 
reviewed and approved by both Maricopa County Department of Transportation and the City of 
Avondale. No additional right-of-way or traffic improvements have been indicated by either 
reviewing agency.

Maricopa County Vision 2030 Comprehensive Plan (adopted 1/13/16): The plan designates this 
site as within the Rural Development Area (RDA) with a maximum density of one dwelling unit per 
gross acre, suitable for agricultural related uses and residential land uses.

City of Goodyear General Plan 2023 (adopted 5/21/24): Despite being surrounded by City of 
Avondale zoned parcels, the subject parcel is within the City of Goodyear planning area. The plan 
designates the site as scenic neighborhood which allows for a density of 1 dwelling unit per acre. 
 
Public Participation Summary:

The applicant has met all required posting and notification requirements. The site has been 
posted in 2 locations. Due to the rural nature of the neighborhood, staff worked with the applicant 
to increase the notification radius from 300’ to 600’. Staff received 15 letters in support of the 
proposal; support letters speak to the desire for venues in the area and positive interactions with 
the applicant. Staff received 32 letters in opposition to the proposed use; opposition letters speak 
to impacts of noise, lighting, traffic and loss of rural neighborhood aesthetics.

The use and scope of the project has greatly changed from initial submission of a large rodeo 
venue. Staff supports the reduced wedding and outdoor venue use on the property with conditions 
to mitigate potential adverse impact on the surrounding low-density residential neighborhood.  
This is an area of single-family homes on acre-plus lot-splits located along the Indian Springs Rd. 
corridor between Avondale Blvd. and 143rd Ave. south of the Gila River and north of the Sierra 
Estrella Mountains.  Phoenix International Raceway (PIR)  is located along the south side of Indian 
Springs Rd. at Avondale Blvd.  Estrella Mountain Regional Park’s golf course is located west of 
143rd Ave.. The park’s rugged, natural open space wraps around forming the south boundary of

this community. Natural open space along the Gila River and a rock quarry lake form the northern 
boundary of the community.

PIR is a major event venue attracting tens of thousands of participants for multiple-day events 
about three times per year. It’s a major traffic (special events where area roadways are designated 
one-way with miles-long detours), lighting illumination and noise generator during the limited 
number of days per year when it operates.  Acres of unsurfaced parking for PIR run along both 
sides of Indian Springs Rd. (with the City of Avondale) from Avondale Blvd. to approx. 800’ east 
of the subject site. Otherwise, the local community is characterized by low-density, single-family 
residential and natural open space.

Staff recommends conditions to mitigate potential adverse impacts on the surrounding 
residential neighborhood with regard to hours of operation, outdoor lighting, noise and maximum 
attendance.   Nighttime noise and unknown event ending times are commonly cited in neighbor 
opposition letters, staff supports the use with strict adherence to reduce neighbor impact.

The main residence and buildings marked as storage on the site plan are not included in the scope 
of the SUP and will not be subject to commercial renovation. All remaining and intended 
structures in the immediate event area and all buildings, structures and areas utilized for public 
occupancy including parking areas will require permitting to commercial occupancy standards.  
 
 
Recommendation: 
 
16. 
Staff recommends the Commission adopt a motion recommending that the Board of Supervisors 
approve SU240001 subject to the following conditions ‘a’ – ‘k’: 
 
a. 
Development of the site shall be in substantial conformance with the Site Plan entitled 
“Rancho Bravo”, consisting of one full-size sheet, dated June 10, 2025, and stamped 
received October 7, 2025, except as modified by the following conditions. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative Report 
entitled “Rancho Bravo Events Center”, consisting of 31 pages, dated September 2025, 
and stamped received October 2, 2025, except as modified by the following conditions. 
 
c. 
The SUP shall have the following event venue conditions: 
1. 
Operational Hours: Sunday to Thursday 10am to 8pm (9pm venue shutdown), 
Friday & Saturday 10am to 10pm (11pm venue shutdown) 
2. 
At no time during an event shall there be more than 176 persons on site. 
3. 
Parking lot lighting and related venue lighting shall be shut off by 11:00 p.m. and 
meet Maricopa County Zoning Ordinance requirements.  
 
d. 
This special use permit is valid for a period of 10 years and shall expire on April 8, 2036, 
or upon termination of the use for a period of 90 or more days, whichever occurs first. All 
site improvements associated with the special use permit shall be removed within 90 days 
of such expiration or termination of use.   
 
e. 
The following engineering conditions shall apply: 
1. 
Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards;

Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards and best practices at the time of 
application for construction. 
2.
Based on the conceptual design nature of the information submitted, changes to
the site layout may be necessitated by the final engineering design of the site’s
drainage infrastructure.
3.
Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with
the application for Building Permits.
4.
The entire site and adjacent half-streets’ runoff shall be retained onsite. If portions
of adjacent right-of-way are controlled by other jurisdictions, the adjacent half-
streets’ runoff shall be retained unless separately addressed by the other
jurisdictions.
5.
Sufficient retention volume shall be provided onsite to retain the required 100-year,
2-hour runoff from all contributing areas. Retention basins with stormwater depths
exceeding one foot shall provide one foot of freeboard.
6.
All retention basins shall drain within 36 hours per County requirements.
f.
Prior to occupying the existing residence or any portion thereof for any use associated
with the Special Use Permit, the applicant shall obtain a Building Permit to retrofit the
existing residence or associated structures (including restrooms) to meet current
commercial building code requirements as applicable and shall obtain a Certificate of
Occupancy for the retrofitted building prior to occupancy.
g.
Amplified noise must conform to Maricopa County Noise Ordinance (P-23) that was
adopted February 15, 2006 and is regulated by the MCSO. Section IV Noise; and further
there shall be no amplified noise that can be heard from within closed residential
structures greater than 500’ from the boundary of the subject property.
h.
Prior to issuance of a building permit, written confirmation will be required from the
emergency fire protection jurisdiction having authority that the facility has been designed
in accordance with their regulations and requirements, and that emergency fire protection
service will be provided to the facility. Prior to issuance of the certificate of occupancy,
local fire protection jurisdiction review and approval will be required.
i.
Alcohol is not permitted on site unless a Special Event Liquor License is obtained
through the Clerk of the Board.
j.
There shall be no overnight camping.
k.
The granting of this change in use of the property has been at the request of the applicant,
with the consent of the landowner.  The granting of this approval allows the property to
enjoy uses in excess of those permitted by the zoning existing on the date of application,
subject to conditions.  In the event of the failure to comply with any condition, and at the
time of expiration of the Special Use Permit, the property may be considered for revocation 
to the zoning that existed on the date of application.  It is, therefore, stipulated and agreed
that either revocation due to the failure to comply with any conditions, or the expiration of
the Special Use Permit, does not reduce any rights that existed on the date of application
to use, divide, sell or possess the property and that there would be no diminution in value
of the property from the value it held on the date of application due to such revocation or
expiration of the Special Use Permit.  The Special Use Permit enhances the value of the
property above its value as of the date the Special Use Permit is granted and reverting to

the prior zoning results in the same value of the property as if the Special Use Permit had 
never been granted.

I. 
Introduction 
A. 
Background 
The subject property (“Site”) is located at 13414 West Indian Springs Road in Goodyear, Arizona. 
The site contains approximately 384,373 net square feet (8.82 net acres) and 413,215 gross square feet 
(9.46 gross acres), identified by Maricopa County Assessor Parcel Number 400-01-010T.  
 
Situated along the north side of West Indian Springs Road, just south of the Gila River, the site lies 
approximately one-half mile west of properties owned by Phoenix Raceway and less than two miles 
from the track itself. Phoenix Raceway is a 42,000-seat motorsports venue that has hosted major 
events since 1964, underscoring that large-scale, event-based uses are already an established and 
compatible component of the area’s character. The property benefits from approximately 495 feet of 
frontage on West Indian Springs Road and an average depth of 655 feet, and is located roughly one 
mile east of South 143rd Avenue and two miles west of South  El Mirage Road and South Avondale 
Boulevard. 
 
Although the property’s mailing address is in Goodyear, Arizona, it lies within unincorporated 
Maricopa County, adjacent to parcels under the jurisdiction of Goodyear and Avondale. The current 
use is residential, and the existing RU-43 (Rural Residential) zoning allows for the proposed Special 
Use Permit application to be evaluated based on compatibility and operational safeguards. The legal 
description of the site is attached as Exhibit A – Legal Description.  
 
B. 
Purpose of Request 
The applicant, Juan Bravo Villanueva, respectfully requests approval of a Special Use Permit (SUP) to 
operate Rancho Bravo as a private rural event venue. The proposed use, identified under Section 
1301.1.11 of the Maricopa County Zoning Ordinance, would accommodate reservation-only 
gatherings such as weddings, quinceañeras, graduations, corporate events, and family celebrations. 
Rancho Bravo is intended to host well-managed, lower-intensity functions that preserve the rural 
character of the area while providing a safe, attractive, and professionally operated setting for the 
community. Events are expected to occur on an occasional basis, with an average of 4–5 events per 
month, ensuring the use remains limited in scale and compatible with surrounding properties. 
 
Mr. Villanueva was born and raised in a ranching community in south-central Mexico, where outdoor 
gatherings and celebrations formed an important part of cultural and family life. Bringing that tradition 
to Phoenix is both personal and aspirational, offering a place that reflects his heritage while serving 
the local community with a space connected to nature. As a licensed fisher, he is deeply respectful of 
wildlife, land, and water. He is committed to protecting the Gila River corridor north of the site and

ensuring no runoff, waste, or debris will enter the river. These values inform Rancho Bravo’s 
operations, where both cultural authenticity and environmental stewardship are central. 
 
The proposed development includes a 1,600-square-foot, open-sided gazebo-style structure situated 
on an existing 7,000-square-foot patio, complemented by landscaped areas, shade structures, and 
adequate parking served by a connected U-shaped driveway system. This request is for a 10-year term, 
consistent with Maricopa County precedent for comparable venues, allowing for long-term planning 
and investment while providing an opportunity for review at renewal to confirm continued 
compatibility with the surrounding community.

Site Plan Zoomed. 
 
II. 
Site Analysis 
A. 
Property Location 
This large property is located just west of Phoenix Raceway’s associated properties unincorporated in 
Maricopa County. The site lies in a sparsely populated area characterized by predominantly rural 
single-family residences on large parcels, extensive open desert, and undeveloped tracts of land. It is 
situated approximately 500 feet south of the Gila River, which provides a natural buffer and further 
reinforces the rural character of the surroundings. 
 
The surrounding properties consist primarily of rural residential or vacant land uses, with no intensive 
commercial or industrial development in the immediate vicinity. The area’s large parcel sizes and low 
density contribute to its quiet, open character, which the proposed event venue will respect through 
operational safeguards and limited event frequency.  
 
B. 
Surrounding Land Use Context 
North of the site is the Gila River corridor, including Maricopa County conservation lands and 
expansive undeveloped desert. To the south, across Indian Springs Road, are additional rural 
residential properties interspersed with vacant parcels. The eastern surroundings include large-lot 
single-family residences and Phoenix Raceway, while the western area consists primarily of vacant land 
and rural residential parcels. The presence of Phoenix Raceway to the east brings a long-established 
regional event venue to the area, underscoring that event-oriented uses are compatible with the 
broader community context.

Existing Conditions

The site is currently used for residential purposes and contains several existing structures, including a 
primary residence and accessory buildings. These improvements are located primarily near the center 
of the property, with large open areas surrounding them that will accommodate the proposed event 
operations and parking. The property’s existing landscaping and mature trees provide natural 
screening from adjacent properties. 
 
Current aerial context is depicted in Exhibit D – Current Aerial Overhead and Exhibit E – Current 
Aerial Photo. Historical conditions are documented in Exhibits F through I, which provide aerials 
from Current, 2020, 2012, and 2008. 
 
III. 
Description of Proposal 
A. 
Proposed Use 
The subject property, as recorded by the Maricopa County Assessor, is zoned RU-43 (Rural-43). The 
proposed development will establish Rancho Bravo as a private special-event venue designed for lower-
intensity gatherings, with a focus on creating a safe, attractive, and well-managed environment for 
guests. The central venue feature will be a 1,600-square-foot, open-sided, gazebo-style structure 
situated on an existing 7,000-square-foot patio, complemented by shade structures, landscaped open 
areas, and defined activity spaces. 
 
Parking accommodations include 88 spaces, with five paved ADA-compliant stalls, in full compliance 
with the Maricopa County Zoning Ordinance. Vehicular access will be provided through two 30-foot-
wide driveways located approximately 291 feet apart along Indian Springs Road, exceeding minimum 
spacing requirements and promoting safe ingress and egress for event traffic. 
 
In coordination with Maricopa County staff, the applicant has removed higher-intensity uses—such 
as rodeos and large-scale concerts—from this request. Instead, the venue will focus exclusively on 
occasional, reservation-only private events, including weddings, quinceañeras, corporate functions, 
family reunions, school graduations, and similar social gatherings. Events will be scheduled to avoid 
overlapping activities and to minimize noise, traffic, and other potential impacts on surrounding 
properties. In practice, this will equate to an average of 4–5 events per month, concentrated on 
weekends. 
 
Hours of operation are requested to provide flexibility for different event types and guest needs while 
maintaining respectful limits. The facility will be available for events seven days per week; however, 
events are not expected to occur daily. Hours will be as follows:

These timeframes allow sufficient opportunity for event setup, the conduct of activities, and post-
event cleanup, including removal of tables, chairs, decorations, and trash, as well as the safe departure 
of all guests. The primary operational emphasis will be on weddings and similar large private events, 
which are expected to occur primarily on weekends. 
 
By tailoring the use to these lower-intensity, private, and well-managed events, Rancho Bravo is 
designed to balance the applicant’s business objectives with the preservation of the area’s rural 
character and the protection of neighboring property owners’ quality of life. 
 
B. 
Permitted Uses 
All Permitted Uses, Permitted Conditional Uses, and Accessory Uses under the Rural-43 (Rural 
Zoning District – One Dwelling Unit Per Acre) zoning district set forth by Section 503 of the MCZO 
shall apply to the Site.

Relationship to Surrounding Properties 
The site is surrounded by a mix of rural residential properties and open desert. Its large parcel size, 
mature vegetation, and setback distances from property lines create inherent buffers. Additional 
landscaping will be installed as needed to maintain visual screening. 
 
Noise, lighting, and traffic will be managed to remain within acceptable thresholds, ensuring that 
venue operations do not diminish the enjoyment or value of nearby properties. The removal of higher 
intensity uses from the proposal underscores the applicant’s commitment to neighborhood 
compatibility. 
 
This application includes Exhibit J – Adjacent Land Use Plan and Jurisdiction Map, which 
illustrates the existing land use pattern in the immediate area and confirms the isolated and low-impact 
nature of the Site.

gatherings such as weddings, quinceañeras, and corporate events—and eliminating higher-
intensity uses like rodeos and large-scale concerts—the proposal supports Land Use Goal #1 by 
promoting balanced and efficient development patterns that respect the surrounding rural 
character. This also aligns with Land Use Policy #20, which calls for reducing the impacts of new 
development on existing rural land uses. 
 
• Quality of Life Protection: The focus on well-managed, lower-intensity events, combined with 
thoughtful design features such as landscaped open areas, shade structures, and defined activity 
spaces, supports Land Use Goal #3 by protecting public health, safety, and well-being. It also meets 
Land Use Policy #25, which encourages land use buffers and transitions in urban/rural interface 
areas to safeguard neighborhood quality of life. 
 
• Safe and Efficient Transportation and Site Flow: The site’s two 30-foot-wide driveways, 
spaced approximately 291 feet apart along Indian Springs Road, exceed minimum separation 
requirements and promote safe ingress and egress. Coupled with scheduled events to prevent 
traffic clustering, this fulfills Transportation Goal #1 by enhancing safety and Transportation Goal #3 
by coordinating land use decisions with transportation planning to protect infrastructure 
investment. 
 
• Environmental Stewardship: Removal of high impact uses and the preservation of significant 
landscaped open areas aligns with Environment Goal #1, promoting environmental quality, and 
Environment Policy #7, supporting noise reduction measures in new development. Event scheduling 
and operational controls minimize dust, traffic emissions, and other environmental impacts, 
consistent with Environment Policy #4, which supports innovative designs that protect natural 
features. 
 
• Economic Growth and Rural Diversification: Rancho Bravo creates a niche economic 
opportunity that attracts private investment and event-based tourism while preserving the site’s 
rural setting. This meets Economic Growth Goal #4 by creating and growing a diverse business 
climate, and aligns with Economic Growth Policy #6, which encourages retaining and recruiting 
businesses that add to the county’s economic mix without creating sprawl. 
 
• Open Space Integration The design maintains significant landscaped areas and open views, 
indirectly supporting Open Space Goal #1 and Land Use Policy #30 by contributing to an attractive, 
healthy, and active community environment.

• Fiscal Responsibility: By utilizing an existing developed site and coordinating with county staff 
to refine the use for lower-intensity operations, Rancho Bravo advances Growth Areas Goal #1 in 
promoting fiscally responsible growth and avoiding unnecessary infrastructure burdens. 
 
Overall, Rancho Bravo represents a balanced and forward-looking application of Vision 2030 
principles—supporting rural preservation, fostering economic diversity, ensuring safe and efficient 
access, and protecting environmental and community values. 
 
VI. 
Operations and Compatibility Measures  
Rancho Bravo has incorporated numerous operational safeguards to ensure compatibility with 
surrounding rural residences. A limited schedule of roughly 4–5 events per month further reinforces 
this compatibility, avoiding daily or continuous activity. Alcohol service will be controlled under a 
bring-your-own-beverage (BYOB) model, with certified bartenders on-site for all events to conduct 
ID checks and ensure that no underage drinking is permitted. While the venue does not currently sell 
alcohol, the applicant reserves the right to seek appropriate licenses in the future if circumstances 
warrant. This approach allows events to be safely managed while maintaining flexibility for future 
operations. 
 
Food service at Rancho Bravo is designed to balance cultural traditions with sound operational 
practices. Guests may bring their own food and, consistent with Mexican heritage and celebratory 
customs, may also bring their own cooking equipment. This is permitted only under a “pack in, pack 
out” model—guests are responsible for providing and removing all equipment, supplies, and materials 
at the conclusion of their event. This practice allows families to prepare traditional meals on-site while 
ensuring that the property remains clean, free of debris, and compatible with environmental 
stewardship commitments. 
 
Additional safeguards include providing security at all events; implementing noise control measures 
such as directing speakers north, away from residences, and using barrier walls to reduce sound travel; 
utilizing downward-facing, solar-powered, fully shielded lighting with no portable light towers; and 
controlling dust through compacted decomposed granite surfaces, water truck use before and during 
events, and strict low-speed limits on-site. 
 
VII. Site Screening, Visual Impact Mitigation, and On-Site Vegetation 
Rancho Bravo benefits from exceptional natural screening that makes it inherently private and 
compatible with its rural surroundings. The site contains a minimum of 175 mature trees, with more

than 120 of these located immediately adjacent to the primary venue areas. These trees create a dense, 
natural barrier that provides shade, mitigates heat, and significantly reduce both visual and auditory 
impacts to neighboring properties. 
 
In addition, the property sits in a natural low point, approximately 10–14 feet below the elevation of 
Indian Springs Road to the south. This topographic depression effectively conceals the venue from 
public view and provides a natural shield against sound and light. Guests and activities within the site 
are not visible from the roadway, reinforcing the secluded and private character of the property. 
 
Noise and light mitigation strategies are central to the site’s operational design. All speakers will be 
outfitted with backboards and directional shields, ensuring that sound is directed inward toward the 
site and away from the southern frontage. The photometric lighting plan attached as Exhibit L – 
Photometric Plan clearly shows that the ambient light at all edges of the property will be less than 
one candlelight. Our site will implement downward facing, shielded fixtures, with no portable light 
towers permitted, ensuring that light trespass does not affect surrounding properties or roadways. 
Together, these measures ensure that noise and illumination remain within the venue boundaries.  
 
The applicant is also willing to supplement the existing tree cover with additional native trees and 
plantings as needed, further strengthening natural buffers and enhancing habitat values. Protecting the 
surrounding environment is a priority: the applicant will coordinate with Arizona Game and Fish to 
ensure that trash and debris are routinely removed from the property and that nothing migrates into 
the Gila River corridor to the north. These practices safeguard wildlife, game, and fish while 
maintaining the rural integrity of the site. 
 
Combined with the valley-like setting of the property, the result is a venue that cannot be seen from 
the public right-of-way, is visually isolated from neighbors, and is naturally buffered from noise and 
light impacts. These features, together with Rancho Bravo’s management practices, create a uniquely 
private and environmentally respectful setting, one that protects surrounding properties while 
providing a safe and enjoyable gathering space for guests. 
 
VIII. Responses to Staff Concerns 
During initial review, County staff identified several concerns related to the site’s location, operations, 
and compatibility with nearby natural resources. The applicant has revised the proposal to directly 
address each of these issues and provide clear mitigation commitments:  
 
a. Proximity to the Gila River/Tres Rios Ecosystem

o All riparian habitat will be preserved, maintained, and respected. The proposed event areas 
are located approximately 85 feet south of the northern property line and over 450 feet 
from the active channel of the Gila River, ensuring no direct impacts to riparian resources. 
The septic system will be located over 100 feet from the northern property line and will 
be properly maintained after each event to avoid any risk to groundwater or surface flows. 
 
o Current issues with unauthorized off-road activity and target shooting in the riverbed are 
wholly unrelated to the proposed use; indeed, the operation of Rancho Bravo will help 
discourage such activities by introducing structured, supervised events rather than 
unmanaged activity. All trash will be collected in enclosed bins with secured lids to prevent 
debris migration. 
 
b. Dust Control 
o Dust will be proactively managed through the use of compacted decomposed granite 
throughout parking and event areas. Additionally, the applicant will employ water trucks 
to wet surfaces before and during events as necessary to ensure dust is not generated. Strict 
low-speed limits on-site will further minimize dust impacts. 
 
c. Noise Mitigation 
o Event activities will be located in screened areas surrounded by over 120 mature trees, 
which serve as a natural noise buffer. All speakers will be outfitted with backboards and 
directional shielding, focusing sound inward and away from residences. Music will be 
restricted to levels that avoid off-site impacts, and outdoor amplification will be subject to 
operational controls to prevent excessive travel of sound within the river valley. 
 
d. Lighting 
o Rancho Bravo will utilize downward facing, fully shielded lighting fixtures only. Portable 
light towers will not be used. Flashing or strobing lights that could trespass beyond 
property boundaries are prohibited. Vehicle access is designed so that headlights are 
directed toward internal driveways rather than adjacent properties, minimizing nuisance 
impacts. The applicant is also preparing a photometric plan to confirm no off-site light 
trespass and to ensure protection of nocturnal wildlife in the riparian corridor. 
 
e. Frequency and End Time of Events  
o To provide additional assurances, Rancho Bravo agrees to a limit on the number of events 
per year and per month consistent with County staff recommendations. Weekday events

will have earlier end times than weekends to minimize nighttime impacts. The applicant 
anticipates approximately 4–5 events per month, reflecting a restrained operational model. 
 
f. Rural/Residential Compatibility 
o The venue is carefully designed to blend with the rural setting. Mature trees, shrubs, and 
topography shield activities from view. Events will be supervised, reservation-only, and 
well-managed. No unauthorized recreational activities (e.g., off-roading or target shooting) 
will occur. Alcohol service is BYOB only, managed by certified bartenders, with flexibility 
for a future license if approved by the County. 
 
g. Food Service 
o Consistent with cultural traditions, guests may bring their own food and cooking 
equipment under a pack in, pack out model. All cooking will be self-contained, with guests 
responsible for removing their own equipment and waste. This ensures that odors, grease, 
and waste are minimized and that the property remains clean after every event. 
 
h. Term of Special Use Permit 
o A 10-year term is requested. This is consistent with County precedent for comparable 
venues, while still allowing the County to reassess compatibility at renewal. A shorter five-
year term would create unnecessary uncertainty for investment and operations, whereas 
10 years strikes an appropriate balance between accountability and operational stability. 
Because weddings and quinceañeras are often planned years in advance, a 10-year approval 
provides the predictability necessary for clients and for the venue to make long-term 
commitments. 
 
IX. 
Location & Accessibility 
The site is located south of the Gila River and just north of the boundary of Estrella Mountain 
Regional Park, placing it within a predominantly rural and open area of unincorporated Maricopa 
County. Regional access is well supported by several major transportation corridors. 
 
To the west, South Estrella Parkway and South Cotton Lane, located approximately three to four miles 
from the site, provide primary north–south connections. Maricopa County Road 85 (MC 85) lies 
roughly five miles north of the property and serves as a key east–west arterial for regional traffic. South 
Avondale Boulevard, approximately three miles to the east, also functions as a significant north–south 
roadway, further linking the site to surrounding communities.

In addition, the property is situated just south of the Phoenix Goodyear Airport, a public-use airport, 
which underscores the area’s accessibility to both local and regional visitors. Together, these 
transportation facilities provide adequate roadway infrastructure to accommodate the limited traffic 
volumes generated by the proposed venue. 
 
X. 
Site Circulation 
The site will be accessed from two 30-foot-wide driveways located approximately 291 feet apart along 
West Indian Springs Road, a paved, undivided 80-foot-wide roadway providing one travel lane in each 
direction. These driveways are designed to safely accommodate the limited traffic volumes associated 
with the venue and will serve as the primary points of ingress and egress for customers, employees, 
deliveries, and emergency vehicles. 
 
Configured in a U-shaped layout, the driveways connect within the property to create a continuous 
internal loop, directing vehicles toward the parking and loading areas. This arrangement supports 
efficient traffic movement, eliminates backing movements onto the public roadway, and provides 
adequate maneuvering space for fire and emergency apparatus in compliance with turnaround 
requirements. 
 
The proposed development includes 88 parking spaces, five of which are paved ADA-compliant stalls, 
meeting the standards of Section 1102 of the Maricopa County Zoning Ordinance. Parking areas are 
strategically located to serve the main 1,600-square-foot gazebo-style structure on the 7,000-square-
foot patio, while also accommodating delivery vehicles and vendor operations. 
 
The general public will not have unrestricted access to the operational site; entry will be controlled to 
ensure that circulation remains organized and congestion-free during events. The design integrates 
safe, well-defined pathways for all vehicular users while preserving clear and unobstructed routes for 
emergency response vehicles. 
West Indian Springs Road is a 80 foot wide, a paved, undivided MCDOT roadway that runs near the 
site and provides one travel lane in each direction. The facility’s access has been designed to safely 
accommodate the limited vehicular demand generated by the use. Table 3 – Roadway Analysis 
outlines the abutting roadway below.

XI. 
Traffic Impact Statement 
The Traffic Impact Statement (TIS) for the proposed Rancho Bravo Event Venue was prepared by 
HR Green Company, a nationally recognized engineering and planning firm with extensive experience 
in transportation analysis. The report, dated July 18, 2025, was authored by Manoj Pavithran, P.E., 
Senior Project Manager, in accordance with the Maricopa County Traffic Impact Study (TIS) Manual 
(June 2025). The purpose of the study was to evaluate the potential traffic impacts associated with the 
proposed event venue located at 13414 W. Indian Springs Road, Goodyear, Arizona (APN 400-01-
010T). 
 
Traffic Data Collection and Roadway Conditions 
Indian Springs Road, which runs east-west along the southern site frontage, has a posted speed limit 
of 45 MPH and a pavement width of approximately 54 feet, with 12-foot travel lanes in each direction. 
The nearest major intersections are located more than one mile from the site, and there are no traffic 
signals in the immediate vicinity. Existing traffic volumes were determined through 24-hour bi-
directional counts conducted on March 27–29, 2025, capturing both weekday and weekend 
conditions. Peak-hour traffic volumes were: 
 
• AM Peak (7–8 a.m.): 166 eastbound / 81 westbound vehicles 
• PM Peak (4–5 p.m.): 107 eastbound / 182 westbound vehicles 
• Weekend Peak (6–7 p.m.): 122 eastbound / 140 westbound vehicles 
 
Event Scheduling and Trip Generation 
The study noted that events such as weddings, quinceañeras, and private functions are typically 
scheduled during off-peak traffic periods and are often concentrated in late afternoons and evenings 
on weekends. The most popular event seasons in the Phoenix area are Fall (September–November) 
and Spring (March–May). The March traffic counts used in the study coincided with one of these peak 
event seasons, ensuring that background traffic conditions were accurately represented. 
 
Findings and Conclusions 
Based on conservative trip generation estimates, the TIS concluded that the proposed venue will have 
a minimal effect on surrounding roadway operations. Even under the assumption that all event-related 
trips would occur during adjacent street peak hours, the additional traffic would represent only a small 
fraction of existing roadway capacity. The study found no need for off-site roadway improvements or 
signalization to accommodate the venue. Event scheduling practices, including avoiding back-to-back 
events and staggering arrival/departure times, will further reduce the potential for traffic clustering or 
neighborhood disturbance.

In summary, the professionally prepared TIS confirms that the Rancho Bravo Event Venue will 
generate very low-intensity traffic volumes, will not create adverse impacts to the surrounding 
transportation network, and can be safely and efficiently served by the existing roadway system. 
 
XII. Public Utilities & Services 
Utility services for the side will be provided as follows:  
• Water: Water service will be provided by a private on-site well, with drilling scheduled and 
permitting currently active. 
• Wastewater: A private septic system will serve the Site, in compliance with applicable health 
and environmental codes. 
• Solid Waste: Refuse will be handled by Waste Management Services.  
• Fire Protection: The Site is served Rural Metro Fire. 
• High School : Tolleson Union #214 
• Elementary School District : Littleton Elementary School District  
 
All unmentioned utility services are either available or planned.  
 
XIII. Floodplain Information 
The property lies partially within FEMA-designated Zone AE floodplain (per FIRM Map 
04013C2165P, effective February 8, 2024), with base flood elevations within the mapped floodplain 
ranging from 928.3 feet at the eastern boundary to 927.5 feet at the western boundary. All proposed 
new structures within the floodplain will be of open pier-type construction—such as bleachers, stables, 
and stage platforms—with metal lattice or similar design to allow floodwaters to pass freely beneath. 
Permanent structures or walls within the mapped floodplain will be constructed above a regulatory 
flood elevation of 930.0 feet and provided with scour protection to a depth of 3.2 feet in accordance 
with State Standard 5-96 Level 1 procedures. 
 
XIV. Topography, Grading and Drainage 
The comprehensive drainage and hydraulic evaluation was conducted by Allen Consulting Engineers, 
Inc. (A.C.E. Job #97823), under the direction of Gregory L. Allen, P.E., in accordance with the 
Maricopa County Drainage Policies and Standards Manual, the Drainage Design Manuals for 
Maricopa County (Volumes I – Hydrology and II – Hydraulics), and Section 1205 of the Maricopa 
County Zoning Ordinance. The study was undertaken to ensure that all proposed equestrian-related

improvements will remain safe from inundation during a 100-year storm event and will not create 
adverse drainage impacts upstream, downstream, or within the site boundaries. 
 
The subject property generally slopes from south to north at approximately 0.0101 feet per foot, 
directing surface flows toward the Gila River, which lies immediately north of the site. A natural wash 
traverses the property from south to north, entering through three existing 48-inch corrugated metal 
pipe (CMP) culverts beneath Indian Springs Road before continuing through the site to its confluence 
with the Gila River. Existing improvements include a residence situated outside the floodplain on an 
elevated terrace, several outbuildings, a cleared pavilion area, and native Sonoran Desert vegetation 
with approximately 40% density. 
 
The analysis identified two contributing off-site drainage areas, totaling approximately 216.3 acres, 
which converge at the existing culverts at Indian Springs Road. Using the Drainage Design 
Management System for Windows (DDMSW) with Rational Method procedures and a land use code 
classification of NHS (Hillslopes, Sonoran Desert, Moderate Topographic Relief, Slopes >5%), the 
study calculated a runoff coefficient of 0.69 for the 100-year peak event. Peak flow from Area 1 (92.3 
acres) was determined to be approximately 298 cubic feet per second (cfs), and from Area 2 (124 
acres) approximately 417 cfs, for a combined modeled flow rate through the site of 715 cfs during the 
100-year event. 
 
HEC-RAS modeling of pre-improvement conditions, with channel cross-sections taken upstream and 
downstream of the Indian Springs Road culverts and at 50-foot intervals through the site, confirmed 
existing flow patterns and velocities within the earthen wash. Post-improvement modeling, assuming 
the same 715 cfs peak flow and a Manning’s n-value of 0.032 for the channel, demonstrated negligible 
changes in water surface elevations and velocities at all analyzed cross-sections. For example, at mid-
site Station 4, +50.00, water surface elevation was calculated at 928.39 feet pre-construction and 
928.47 feet post-construction, with velocities ranging from approximately 4.5 to 4.7 feet per second. 
 
No adverse drainage impacts were identified in the study. Both pre- and post-development conditions 
maintain stable velocities and flow depths, with no significant increase in water surface elevation at 
the upstream or downstream property boundaries. The proposed improvements require no off-site 
conveyance, variances, or easements for stormwater retention. The design meets all applicable 
requirements for stormwater management, hydrology, and hydraulics under current Maricopa County 
standards. The topographic survey is attached as Exhibit K – Topographic Survey.

XV. Conclusion 
The proposed Rancho Bravo Special Use Permit represents a thoughtfully scaled, professionally 
managed, and operationally safeguarded venue that balances rural preservation with selective, event-
based economic activity. By eliminating high intensity uses, incorporating extensive compatibility 
measures, and aligning directly with multiple goals and policies of the Maricopa County Vision 2030 
Comprehensive Plan, the project ensures minimal impact on surrounding properties while enhancing 
community vitality. 
 
This SUP will allow Rancho Bravo to operate in full compliance with County regulations, provide a 
unique and desirable setting for private gatherings, and contribute to the local economy without 
imposing burdens on infrastructure, public safety services, or the environment. The Applicant 
respectfully requests approval of this Special Use Permit to support a venue that embodies the 
County’s vision for sustainable, compatible, and community-oriented rural development.

Engineering Review has reviewed the second site plan routed for review on 
11/17/2025, for the subject application. The drainage plan and report have the 
following comments: 
 
DRAINAGE PLAN REVIEW  
 
1. OFFSITE HYDROLOGY 
 
a. Determine the offsite flow quantities, the entrance and exit points, and how the 
flows are to be routed through the site for both local runoff and offsite flows. 
Use a minimum Tc of 5 minutes. Unless the upstream drainage area is 
undeveloped and will never be, use Class 120 for the drainage area. Roughness 
B is appropriate for Basin B. The drainage class is based on the underlying 
zoning, as that is how the area will develop. 
 
b.  Use Drainage Policies and Standards values for surface roughness and runoff 
coefficients for hydrologic calculations. The current runoff coefficient is not 
correct. Provide a runoff coefficient map if substantial portions of the site will  
be landscaped. Otherwise, C=0.95 is appropriate.  
 
c. Large swings in Froude numbers or flow velocities indicate the need for more 
sections. Heed the notes and warnings for each run and seek to minimize them. 
This channel does not have split flows – put in permanent ineffective flow 
dividers where the terrain indicates. Provide HEC-RAS models in running 
condition for review to the reviewer.  
 
d. There is fill in the floodplain and it appears that the historic floodplain flows 
may be obstructed or diverted. Show how this will be corrected.

e. Show all existing and proposed construction and their purposes. Show whether 
the structures allow flows through or underneath (such as bleachers).  
 
2. ONSITE HYDROLOGY 
 
a. Provide how the onsite flows from all of the onsite improvements are to be 
routed to retention basins. 
 
3. ONSITE RETENTION 
 
a. Retain the 100-year, 2-hour storm runoff for the site, including adjacent half-
street rights-of-way. Determine volume needed and the size and location of 
basins. 
 
4. RETENTION DISPOSAL 
 
a. Provide preliminary design in accordance with Standard 6.10 of the Drainage 
Policies and Standards for Maricopa County for disposal of total ponding volume 
within 36 hours. 
 
5. ONSITE HYDRAULIC CALCULATIONS 
 
a. Provide preliminary hydraulic analysis for the proposed channels or and 
watercourse encroachments. Provide a HEC-RAS workmap showing the locations 
of the cross-sections with the model flowline.  
 
6. CROSS SECTIONS 
 
a. Provide perpendicular cross-sections through the site indicating property lines, 
swales, retention areas, finished floors, and street details. 
 
7. FINISHED FLOORS (PADS) 
 
a. No comments. 
 
8. TOPOGRAPHY 
 
a. Provide future final grading contours as well as the existing contours. 
 
9. FLOODPLAINS 
 
a. Provide a design that does not obstruct, retard, or divert flows within the 
floodplain. Show analysis to this effect.

b. The design shall show no rise within the floodplain.  
 
c. All livable structures and electrical boxes shall be elevated to or above the 
regulatory flood elevation within the floodplain. 
 
d. Please provide appropriate leaders or legend entries attaching meaning to every

e. Remove chain-link fence from floodplain or trim bottom of fence to above BFE. 
  
10. EROSION SETBACKS 
 
a. For washes and other watercourse channels that are in floodplain, pending 
floodplain, are 500 cfs or greater, or convey runoff from a quarter of a square 
mile or more, an erosion setback will need to be determined, which meets 
Arizona State Standard 5-96. 
 
11. STREETS 
 
a. Please list on the cover sheet the roadway classification, design speed, and posted 
speed limit for W. Indian Springs Road.  
 
 
FLOOD CONTROL DISTRICT REVIEW 
 
a. Floodplains must be clearly mapped on construction plans. Disturbance to any 
floodplain will require a floodplain use permit concurrent with building permits. 
 
 
PND TRANSPORTATION PLAN REVIEW 
 
a. Applicant to contact the City of Avondale regarding access, right-of-way, and 
required improvements to Indian Springs Road. 
 
b. All perimeter section line and mid-section line alignments of the proposed 
development require the setback lines to start from a future half street Right-of-
Way of 55- and 40-feet (respectively) per the Maricopa County Zoning Ordinance 
Section 11-05.

1. For sites located within the County’s Urbanized Area, a Storm Water Pollution 
Prevention Permit (SWPPP) from the County will be required prior to issuance of any 
construction permits. This does NOT preclude the requirement to obtain a Notice of 
Intent to Discharge (NOID) from the State (ADEQ), as may be required. 
 
The following stipulations will apply: 
 
1. Engineering review of planning and/or zoning cases is for conceptual design only. All 
development and engineering design shall be in conformance with Section 1205 of 
the Maricopa County Zoning Ordinance; Drainage Policies and Standards; Floodplain 
Regulations for Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of application for 
construction. 
 
2. Based on the conceptual design nature of the information submitted, changes to the 
site layout may be necessitated by the final engineering design of the site’s drainage 
infrastructure. 
 
3. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted with the 
application for Building Permits  
 
4. The entire site and adjacent half-streets’ runoff shall be retained onsite. If portions of 
adjacent right-of-way are controlled by other jurisdictions, the adjacent half-streets’ 
runoff shall be retained unless separately addressed by the other jurisdictions.  
 
5. Sufficient retention volume shall be provided onsite to retain the required 100-year, 
2-hour runoff from all contributing areas. Retention basins with stormwater depths 
exceeding one foot shall provide one foot of freeboard.  
 
6. All retention basins shall drain within 36 hours per County requirements.

My name is Brandi Couthard and I am very much in favor of Rancho Bravo having an outdoor venue. We need more 
places that are willing to use their property for outdoor weddings, family functions, equine and animal events, parties

exactly what we're missing today for the kids is family time, family functions, and places to play outside.  
Juan has  done a great job planning for these events and we definitely agree they should be allowed to be held at his 
property, there's no better place for it, than in the outskirts of town. People complaining just have nothing better to do, 
they're probably just miserable, but his events are not going to cause any grief to anybody, maybe some music from 
time to time, but for god sakes there needs to be family functions and places to have outdoor parties.

surrounded by in a positive way. I have known Juan for more than ten years now. He is a very 
respectful person in all aspects. He is a very hard-working man that is trying to make a living for 
his family. Rancho Bravo has been a wonderful place for us friends and family to gather. We saw 
how hard he worked on his property to make it as nice as it is. We encouraged him to try to make 
it into a venue so others can create memorable moments.  
 
I strongly believe that Juan should be given the opportunity as a small business. I know others 
suggest otherwise. There is a national raceway down the street that has been there for years and 
continues to operate with much larger events. The race way is far more rowdy with much bigger 
crowds. They have events often races, concerts, etc. Juan just wants to create memorable 
moments for families and their special occasions. I support the special use permit to be approved.

We do not feel Rancho Bravo would be a good addition to our community and life style on Indian Springs road. Our area 
is so very quiet with no street lights and lots of open space, which is why we purchased in this area.  
 
At night, we do currently deal with road noise, cars doing donuts and racing, as well as gun shots down by the river, 
which we hope one day this will be dealt with, but the last thing we need is to bring more noise, traffic, and late night 
guests to this area. We are a mile away from the proposed Rancho Bravo location, and in the past they have had events 
in which the music was so loud it actually woke us up, and we called the police to report disturbance of the peace. We 
are not opposed to people having get togethers or parties on occasion, as we do the same ourselves at New Years, 
however the application states the events would be every single day of the week (traditional work days included) up 
until 2am, this is not what we would want around our home. Especially as we are earlier risers for work. 
 
We also worry about drunk driving, car accidents, and wondering people. In the (almost) 4 years of living here, we have 
had three people wonder up to our home (two after dark and one mid-afternoon) after events at PIR. We live 3 miles 
from the track, we would be concerned for similar encounters with events at Rancho Bravo this close to our home. This 
area is a community for homes and quiet living, not commercial property for events and parties.  
 
We would be open to seeing them purchase land closer to the PIR and create the Rancho Bravo Event Arena in this area 
where events happen all the time. This would be more appropriate than in the housing area. In addition, there are 
already two existing arenas in this area, one within Estrella Mountain Reserve and the other is called Navarro’s Outdoor 
Environments near PIR. How would the addition of another rodeo event arena benefit this area and community? There 
are not other business (restaurants, shops, etc) that would benefit from having people attend these events every day 
until the early morning hours.

We are writing to formally express our concerns regarding Case No. SU240001, known as Rancho 
Bravo, which is seeking a Special Use Permit to operate an outdoor wedding and event venue within 
a Rural 43 (RU-43) zoning district. 
 
My wife, Toni, and I reside at 13411 W. Indian Springs Road, directly in front of the property. As 
nearby property owners, we have significant concerns about the impact this proposed venue may 
have on our community. 
 
Based on the information presented, the venue appears to anticipate accommodating approximately 
250 to 300 vehicles. From our understanding of the parcel, it does not appear to have adequate 
infrastructure or parking facilities to safely and responsibly handle that volume of traffic. Increased 
congestion on Indian Springs Road and surrounding rural roads is a serious concern, particularly 
given their current design and capacity. 
 
In addition, the property is located near Phoenix International Raceway (now known as Phoenix 
Raceway), which already generates substantial traffic during events held in the spring and fall, as well 
as other scheduled activities throughout the year. The cumulative traffic impact of an additional high-
volume event venue in this area should be carefully evaluated. This factor alone warrants deeper 
consideration before approval of any special use permit. 
 
We are also concerned about the notification process. The postcard notice was reportedly sent to 
property owners within 300 feet of the site. However, if one reviews the map closely, the 300-foot 
radius appears to include approximately 5 homes, leaving an estimated 40 to 50 nearby property 
owners outside of the notification boundary who may still be significantly affected. In a rural 
community such as ours, impacts such as traffic, noise, lighting, and late-night activities extend well 
beyond a 300-foot radius.

We respectfully request that the County take these concerns into serious consideration and conduct a 
thorough review of traffic capacity, parking adequacy, public safety, and overall compatibility with the 
Rural 43 zoning designation before making any determination.

My name is Gary Gyder and I live directly across the street from this property.  My address is 13417 W. Indian 
Springs.  I'm sending you this email to inform you that I am in total opposition to this Special Use Permit in a residential 
area.  
 
We moved here to this county island to get away from the city living and noise. We knew what to expect when we 
moved to this area with the Phoenix International Raceway twice a year.  
 
Last year we all experienced the loud music from Mr. Bravo's venue that went to all hours of the morning.  None of us 
would have moved here if we knew that we had to tolerate a venue every day of the week.  The only person not 
experiencing what we were all subject to is Mr. Bravo himself because he does not live here. 
 
Mr. Bravo is currently constructing a driveway to his Walmart size parking lot that he claims in his plans "is an existing 
driveway."  This driveway Mr. Bravo is constructing, is adjacent to my driveway and it does not appear on google earth.  I
already contacted Code Enforcement and Mr. Johnson about this issue. 
 
I feel that if this Special Use Permit is issued, the property values in this area will decrease dramatically.   
 
I would appreciate being informed when and where a public hearing will be held.  Thank you for  your assistance in this 
matter.

Dear Joseph Mueller and Members of the Planning Commission,  
I am wriƟng to state my opposiƟon to the Rancho Bravo special use permit applicaƟon. The aƩached flyer on 
Rancho Bravo was posted on the outside of our mailbox post. This is a rural single-family neighborhood, and a 
commercial event center is being proposed smack dab in the middle of this pastoral foothill neighborhood! 
I am a reƟred federal law enforcement agent and military veteran with 35 years of government service who is 
concerned about neighborhood safety along with other issues. Most every night I hear gunshots from the river 
boƩom which sounds close to the proposed event area. I have the following quesƟons and comments.  
1. There are concerns with the validity of the noƟce due to the following reasons: 
 
a. The noƟce was in an envelope on the post of the neighborhood mailboxes rather than the leƩer 
being mailed directly to each homeowner which would ensure that each property owner 
received the noƟce. This is contrary to the noƟce being “sent to all property owners within 300 
feet” as specified in the leƩer. Is there a list of all the property owners that this was sent to?  
b. The case number is crossed out and the handwriƩen number is illegible. I had a difficult Ɵme 
finding the project on the County’s website because it looks like the case number is SU290001 
rather than SU240001. This makes it difficult for residents to look up informaƟon on the 
project.  
c. It is unclear whom the County contact is because the website indicates the case is assigned to 
Joseph Muller and the leƩer says to contact Daniel Johnson. 
d. The noƟce did not have the preliminary grading and drainage plan as idenƟfied in the leƩer.  
e. The hours of operaƟon proposed unƟl 2:00 AM according to the noƟce every day of the week. 
This is far too late for this rural neighborhood! 
f. Contrary to the informaƟon in the noƟce, the property is NOT surrounded by 100 acres of 
unoccupied desert. There are neighbors immediately adjacent to and across the street from the 
site. There are approximately 150 residents living in the immediate area. t 
g. Does the leƩer comply with the County’s noƟcing requirements?

11. What is the maximum occupancy proposed?

16. It is understandable that law enforcement is busy. However, I have called law enforcement services 
twice for suspected domesƟc violence at a neighbor’s house, and it took over 50 minutes each Ɵme for 
an officer to show up. What is the typical response Ɵme should assistance be needed and has the 
project been sent to emergency services for their review?  
 
17. Is there a plan for a community meeƟng? If so, when,  and where will this be held? 
 
18. When will the public hearings be held? 
 
19. Please add me to the noƟficaƟon list for project updates. 
As stated previously, I am a neighborhood homeowner and am opposed to the proposed project.

am.  We thought the ordinance for this area was 10:00 pm for loud parties. SheriƯ deputies have been in our 
neighborhood for this. 
 
What about the dust and trash that we will be exposed to?  Dust is a hazard for those of us with compromised 
immune systems, or COPD. In addition, we won’t be able to open our windows in the winter to enjoy the air with all 
this dust flying around. 
 
There are many access points to this area other than the road, so where is the security? We are already subjected 
to nightly gunfire in that area. The sheriƯ cannot regulate it. How can they have a venue of this size right next to 
neighborhoods? It is not right. We have a right to our solitude. And security for our families.  More people in the 
area will bring more crime and violence. 
 
There are no fire hydrants around, so what will they do if a fire occurs?  
 
In addition, it is not surrounded by 100 acres of unoccupied desert. There are several houses right across the 
street from them! We are so close where we live that we hear the “loud” music even with our windows shut and 
our AC on! 
 
We beg you: Please do not approve this “Special Use Permit”

neighboring area.  The residents already abuse the serenity of their neighbors by hosting parties at 13414 W

abusive behavior would remove the rights of their neighbors like me from being able to call authorities to

We are writing to formally express our concerns regarding Case No. SU240001, known as Rancho 
Bravo, which is seeking a Special Use Permit to operate an outdoor wedding and event venue within 
a Rural 43 (RU-43) zoning district. 
 
My wife, Toni, and I reside at 13411 W. Indian Springs Road, directly in front of the property. As 
nearby property owners, we have significant concerns about the impact this proposed venue may 
have on our community. 
 
Based on the information presented, the venue appears to anticipate accommodating approximately 
250 to 300 vehicles. From our understanding of the parcel, it does not appear to have adequate 
infrastructure or parking facilities to safely and responsibly handle that volume of traffic. Increased 
congestion on Indian Springs Road and surrounding rural roads is a serious concern, particularly 
given their current design and capacity. 
 
In addition, the property is located near Phoenix International Raceway (now known as Phoenix 
Raceway), which already generates substantial traffic during events held in the spring and fall, as well 
as other scheduled activities throughout the year. The cumulative traffic impact of an additional high-
volume event venue in this area should be carefully evaluated. This factor alone warrants deeper 
consideration before approval of any special use permit. 
 
We are also concerned about the notification process. The postcard notice was reportedly sent to 
property owners within 300 feet of the site. However, if one reviews the map closely, the 300-foot 
radius appears to include approximately 5 homes, leaving an estimated 40 to 50 nearby property 
owners outside of the notification boundary who may still be significantly affected. In a rural 
community such as ours, impacts such as traffic, noise, lighting, and late-night activities extend well 
beyond a 300-foot radius.

We respectfully request that the County take these concerns into serious consideration and conduct a 
thorough review of traffic capacity, parking adequacy, public safety, and overall compatibility with the 
Rural 43 zoning designation before making any determination.

While I can see that at the north side of the Rancho Bravo location there is some 
unoccupied land and the Gila River, it is Not quite accurate the statement: “the 
property is surrounded by over 100 acres of unoccupied desert land”. I must note 
on the south side, just across the Indian springs Road from Rancho Bravo, it is our 
residential community and I believe that this project would have a detrimental 
impact on our community. 
 
First and foremost, the proposed project will lead to increased traffic congestion 
and noise pollution from 10:00 am to after midnight 2:00 am in the morning, 
potentially as proposed every day of the week.  
 
Furthermore, the type of business proposed to be conducted is simply not in 
keeping with the character of our neighborhood. This development would bring in 
a dramatic change to this community, which has been a quiet and tranquil 
residential neighborhood. 
It would also drastically alter the aesthetic of our area, 
Finally, I am deeply concerned about the impact this development would have on 
property values in the surrounding area. 
 
In conclusion, I strongly urge you to reconsider this proposed Special use permit 
development. I believe that this project is simply not the right fit for our

I hope this email finds you well. I would like to start by saying I am not one who feels they can tell people what to do 
with there own property but when it starts to affect my family is where I have to draw the line. I purchased my home at 
13449 W Indian Springs Rd. in Goodyear Arizona on 3/17/2023. This is mine and my wife’s first home and it was a dream 
of ours to buy somewhere outside of town where it’s a little bit quieter and has more of a country feel where we could 
start a family and we have done just that. Some of the things that sold us on our property were views of the mountains 
or the gorgeous sunset, the deer and javelina who would regularly walk past on the hill for our viewing pleasure. When 
we purchased this house my wife was pregnant and everything was great and we had zero complaints until about 3 
weeks after we moved in we heard loud music until about 12am. The first time it happened was on a Friday night so I 
didn’t think too much about it. I just figured one of the neighbors had a birthday or family party that just went a little 
long…. Boy was I wrong. The next day on Saturday same thing and Sunday same thing. We figured it would be over and it 
was until the following Friday night and Saturday and Sunday. By this time my wife who is 7 months pregnant and would 
constantly be woken up by loud music all night was livid, and let me tell you this it is not fun to be the husband of a 
angry and exhausted pregnant wife. None the less we started to investigate and realized there was a wedding venue 
across the street and with more digging and a few calls to the city we found out they were operating without permits 
and also being charged fines and paying them. We started calling the sheriff’s when they would have party’s but nothing 
was done. Everything calmed down slightly in the heat of the summer but never completely stopped, more distant tho 
maybe once or twice a month. Fast forward we bring our newborn home from the hospital. We hadn’t heard a party for 
a while then they had the party of all party’s. They had music going until 3am so loud that it was shaking our windows 
and you could feel it in your chest. It kept our newborn up all night long. After that we all complained and it did nothing. 
They continued to have these events, progressively getting worse and more dangerous as time went on. These are the 
kind of people Rancho Bravo are, they have zero respect for anyone in the neighborhood they have zero respect for the 
wildlife they could care less about anything but there bank account. If Rancho Bravo is granted permits to do what they 
want it will not only make tons of good property owners lives miserable but it will also cause a serious danger to the 
neighborhood. They already have tons of people driving drunk and erratically when leaving there property at 11pm-3am 
in the morning. I can only imagine how bad it will be when they have parking for 400+ vehicles. Not to mention they 
have already started construction and put a driveway in the path of a wash. There is no culvert put in on the driveway 
and I’m pretty sure they rerouted the wash from what I can see from the road, this causes a flood risk for my neighbors 
property. To say I oppose the Rancho Bravo project is a understatement and I am willing to provide you with any 
information you may need. Please feel free to contact me at any time. I just want a safe and quiet place to raise my

Good morning, Joseph. I'm sending you this email to let you know that I am opposed to granting the special use permit #

Property is located at 13414 W. Indian Springs Road, Goodyear, Az. This rezoning permit is currently under review for 
county approval.  
 
My home address is located at 8822 S. Dysart Road. This venue would be approximately 1 mile from my residence. I 
don't believe anyone would want this kind of activity in their backyard.  
 
My family and I have lived in this area for over twenty years. This area is unique in that it is extremely quiet most of the 
time. The residents here are respectful of their neighbors and do not create unreasonable disturbances.  
 
All the homes in my neighborhood are located in the foothills of the Estrella mountain range. This is a  canyon area or 
bowl. Due to the fact we are surrounded by the mountains, the noise carries. It reverberates and echoes through this 
mountain range.  
 
At times, in the evenings, if a neighbor is outside having a conversation, you can hear it. That just gives you some 
indication of how qiute it is and how noise travels here.  
 
Living in this area, all the residents have made adjustments to the added traffic from PIR. However, PIR only has races 
for two weekends a year, and they usually end before the sun goes down.  
 
In recent years, the City of Avondale granted a permit to PIR to have an outdoor event, which was set up in their parking 
lot. The event was a live RAVE concert.  
 
The event was approximately 1 mile from my residence. The volume of the band was so loud it was intrusive and could 
not be stopped by simply shutting windows or doors.  
 
The volume of the music, especially the bass, penetrated the walls of our home. There was no way to stop it. As a result 
we couldn't sleep. This event would go on until midnight or later. Fortunately, it was just for a couple of weekends.  
 
Complaints to the city were made by numerous residents in this area, and thankfully, there have been no further 
concerts.  
 
This special use permit would grant the petitioner the permission he seeks to rezone the area. I believe this area is 
currently zoned primarily for residential properties. I believe the zoning should remain residential. There are no 
businesses in this area that I'm aware of. With the exception of PIR.

If the rezoning were to be granted, it would, without a doubt, create unreasonable disturbances in this normally 
peaceful area. Unlike PIR, this activity would not just be a couple of weekends, but potentially 7 days a week all year 
around with no end or relief. This business would create substantial noise up to 2AM. This is unacceptable and 
unreasonable.  
 
The proposed area is in close proximity to the Gila river. Believe it or not, there is a great deal of wildlife in the area. This 
area should be preserved, not disturbed. Especially by someone who would exploit the area simply for financial gain.  
 
Further: Traffic volume would also be increase substantially, and due to the fact that alcohol would be sold and served, 
this would potentially increase the number of drivers who could be driving under the influence of alcohol. This creates a 
realistic threat to residents who live and drive in the area. Again, this is unacceptable and unreasonable.  
 
Also, as you might well imagine, an event with several hundred attendees arriving simultaneously it would probably 
support the need for some sort of traffic control. Maybe in the form of signage or barricades and could possibly even 
rise to the level where law enforcement officers would be there conducting traffic control.  
 
I realize all of my comments are speculation at time, however based upon all I have witnessed for years with PIR, I don't 
believe my assessment is unrealistic.  
 
The petitioner wants to make it look and sound like there is no one living in the area where no one would be disturbed. 
Like this is somehow located in the middle of nowhere. Nothing would be further from the truth, there are hundreds of 
residents living in the affected area.  
 
I find it hard for to believe that this permit would actually be seriously considered for approval. If this rezoning request 
was located next to a board members home, I believe it would be immediately rejected. I'm asking for the same 
consideration.  
 
I'm respectfully asked the board to deny this special use permit.

We wish to offer our strongest objection to the special use permit for the Rancho Bravo property located 
at 13414 West Indian Springs Road, Goodyear, Arizona  85338.  We moved to the area in 2003 and have 
enjoyed a nice residential experience since that time.  As you can imagine, a "venue" located in our 
peaceful neighborhood will bring more noise, traffic and unwanted guests to the neighborhood.   We 
currently wrestle with illegal firearm shooting, street racing on Indian Springs Road and thefts in our 
homes and cars.  Adding several hundred guests at all hours of the day and night to the mix will only 
make our current challenges worse. 
 
In this circumstance, the Golden Ruie applies quite well. If you would not want the disturbance and 
disruption of a "venue" in your neighborhood, please do not approve the placement of one in ours.

 My name is Mark A Davy and we live on Parcel# 400-01-106C at 7821 S 143rd Ave, Goodyear, AZ 
85338. I am contacting you to file my formal protest/ opposition of the Special Use Permit SU240001- 
Rancho Bravo. This is an unacceptable use of a RU-43 zone as this is residential and agricultural 
with residential being the main use. The permit asks for 7 days a week to be available to have 
amplified music until 1am. The functions described usually have alcohol served and then those who 
imbibe will be driving home. Although the race track does offer similar entertainment this is only a 
couple weeks out of the year and there is a large buffer to the residential areas and heavy police 
presence. With over 500 vehicles per hour during “rush hour commute ” I see issues with no turning 
lanes during these times. My home faces Indian Springs Road and I see the amount of traffic daily, 
with semi-truck schools, commuter and extensive leisure road trips we already have too much traffic 
on these two lanes.

Permitted Rural/Agricultural and should not become an Entertainment/Resort destination. The traffic from the 
NASCAR track is out of control for the two weeks that it runs and we can hear the noise late at night during 
those two weeks.  
  How is it even a "Special Use Permit” when it will be open 7 days a week until 2am on the weekends. The 
dust, traffic and noise pollution is not appropriate for this residential neighborhood.

Understand that property at 13414 W Indian Spring Rd. Is requesting a Special Use Permit for Events. Don’t 
understand why this would be granted in an area adjacent to residential properties and preserves. Especially, 
without noise restriction and with opportunity to host events late into the evening. This owner has already 
indicated that they will not respect any noise ordnance with or without a permit. Has they have conduct events 
late into the night on multiple occasions already.  
 
My family and I moved out of the city and purchased a home in this area to enjoy nature and quietness. This 
will clearly disturb that and the general area of its serenity; affect members of the community. If we wanted

This would disrupt the peace and quiet of this beautiful area, including the wildlife. The dust this would cause is not only 
annoying, but also a serious health risk with Valley Fever predominant in the dirt in Arizona. This atmosphere would be 
conducive to dangerous conduct including drunk individuals fighting with dangerous weapons and driving drunk on 
Indian Springs Rd.  
 
There is now an existing Rodeo Arena a mile West of this location in the Estrella Mountain Regional Park. There is no 
need for one at the requested location. 
 
It also appears the individual(s) requesting the permits have been untruthful in their application. Stating they are 
surrounded by 100 acres of unoccupied land. Numerous occupied residents across from this location on Indian Springs 
Rd.  About 150 residents will be affected in the area.  
 
Reportedly they are currently without permits, holding loud events on this property until 2:00 am.  
 
This entire request for permits is to have around the clock parties. Since there is an established Rodeo Arena in the area, 
and concerts at Phoenix International Raceway in the area there is NO need for theirs. Also a short distance West of this 
location, on the North side of Indian Springs Rd, is a venue called Mesquite Springs Venue (located at 13848 W. Indian 
Springs Rd, Goodyear) which advertises they are open 24 hours, Wednesday through Sunday, for weddings and parties. 
 
I request denial of the permits.

If this SUP is for Rancho Bravo, I would like to oppose this SUP based on this person's history of loud music and/or 
parties. To be blaring their music all night long shows a blatant disregard for his neighbors. I don't play my music that 
loud and I expect the same from my neighbors.  
In the past, I've considered going over in the early morning while they are all still passed out and ruining their sound 
system with a pair of wire cutters. However, that could escalate a bad situation to a worse case scenario. 
If they claim they are on open land, they are lying and Google earth will show how close their neighbors are. No one 
forced them to buy in that location. If they want to play their music that loud all night long, they should have bought in 
the open desert. If you buy in a neighborhood, you should expect to behave as a good neighbor should. 
Hopefully, the police are tired of responding to the loud music complaints already. To give them a permit would be 
ridiculous, in my opinion.

I’m very much in opposition to the special use permits for the outdoor events and rodeos. This is a quiet and 
peaceful residential area, and this entertainment venue would bring excessive noise, traffic and dust to this

These individuals already have loud parties and I would hate to think that this could be the norm.  They have 
no regard for our neighborhood or the families and wildlife that live in this area.  
 
Over the years, even Phoenix International Raceway has expanded their business and allows concerts, etc. 
These events are extremely loud and the traffic is horrendous, but at least they are limited throughout the year. 
Rancho Bravo’s request is for everyday of the week from 10:00am to after midnight/2:00am. This is truly 
unacceptable! 
 
I don’t agree with any business or persons infringing on anybody’s right for peace and quiet within their own 
residence.  Most of us work and should have the right to relax and recuperate without being annoyed by 
continuous and excessive noise.  This is a residential neighborhood in Maricopa County, that’s again, 
extremely quiet and peaceful. I didn’t buy a home in the middle of the city, next to a bar or club where you 
would expect daily and nightly noise.  
 
If you allow this permit, we (the neighborhood) would not have any recourse. Any reports to law enforcement 
wouldn’t do us any good. Law enforcement won’t do anything if these individuals have a permit to conduct their 
business.   
 
I’m asking for consideration and denial of this and any future special use permits.

are approached by MCSO to lower the noise and after MCSO has left, they resume with the music at an

this?

My name is Theresa Graves, my husband is Steve Graves, our Parcel No. is 400-01-026A 
 
I am writing to protest the Rancho Bravo request to run a venue for weddings, etc. Mr. Bravo was 
running this venue with loud music even before he had approval from Maricopa County and I can tell 
you personally that it was extremely loud and went on until 2:00 or 3:00 in the morning, resulting in 
my husband Steve and I getting very little sleep. There are several people in our neighborhood on the 
south side of Indian Springs who are elderly and this loud thumping music creates havoc on our sleep 
and hence, our health. When we moved out here it was for the tranquility, peace and quiet. We do not 
need an event venue so close to us and we definitely protest having this sort of venue in our 
neighborhood.

I spoke to you earlier about a proposed development by Juan Bravo at 13414 W. Indian Springs Rd and am 
following up with this email to show my opposition to it.  This venue has already been in operation without 
proper permits and has already caused surrounding neighbors much aggravation from loud noise pollution way 
into the wee hours of the morning. His proposed plan would be for 7 days a week until 2:00 am. I can tell you 
without a doubt that our neighborhood across the street from his proposed venue would suffer from the loud 
noises and traffic congestion. Please keep me informed as to any decisions made and/or meetings being held 
on this plan.

This email is a follow up to our call this morning about the Special Use Permit (#SU240001) for Rancho 
Bravo, located at 13141 W Indian Springs Road, Goodyear, AZ.  After reviewing the paperwork for this 
permit, I would like to note that I am strongly opposed to this permit.  
 
I reside at 13341 W Indian Springs Road, Goodyear, AZ and the parties/events they already have at this 
permit location have been noticeably loud and impactful to live near.  They have been good about turning 
down the music and noise around 10pm, sometimes later on the weekends.  Although, if they get a 
permit to do this any night of the week until 2am it would be a big impact on my home life.  Not to 
mention, it will surely reduce my property value and chances to sell in the future. 
 
Please let me know if you have any updates on this permit moving forward.  If there is a public hearing 
scheduled for this permit, I would like to be informed of it as soon as possible.  Feel free to reach out if 
you have any additional questions for me.

Our concerns are the hours during the week of course because this is a residential area. I would think it would be Better 
if the hours Monday through Thursday would be like in any other Goodyear residential area also, another concern is 
parking it could cause problems if they park along Indian Springs Road and the trash that comes with it, wondering if 
they will have someone to clean up the area when the customers litter. 
We all love our neighborhood and would love to continue to enjoy it for many years to come. We love the nature and 
the beauty of our river and our mountain range.

Dear Mr. Mueller, 
 
I am writing to formally express my opposition to the special use permit application for Rancho Bravo at 13414 West 
Indian Springs Road, Goodyear, Arizona 85338. As a neighbor living within a quarter mile of this property, I have several 
concerns about the potential impacts this permit will have on our community. 
 
Firstly, the noise levels generated by the music at Rancho Bravo are already problematic. The property is situated at the 
lowest point in the area, causing sound to travel upwards into the surrounding neighborhood, which includes more than 
150 residences. Currently, we can hear the music as if it is being played in our own backyards. Allowing Rancho Bravo to 
operate under a special use permit will only exacerbate this issue, significantly disturbing the peace and quiet that our 
community values. 
 
Secondly, the road infrastructure in our area is not equipped to handle the mass traffic that Rancho Bravo's activities will 
generate on a daily basis. The increased traffic flow will undoubtedly lead to congestion and pose safety risks for 
residents and visitors alike. Additionally, the assertion that there are hundreds of acres of unoccupied land next to the 
property is incorrect. In reality, there are homes adjacent to Rancho Bravo, and the proposed activities will directly 
impact those living there. 
 
Furthermore, within a mile of Rancho Bravo lies the Tres Rios Preserve, an important habitat for birds and other wildlife. 
The noise and traffic from Rancho Bravo will have a significant negative impact on the wildlife in this preserve, disrupting 
their natural environment and potentially driving them away. 
 
Lastly, our neighborhood is surrounded by mostly dirt areas, resulting in a high amount of floating dust. The increased 
traffic and activities at Rancho Bravo will create a dust bowl effect, which we will be forced to breathe in daily. This will 
severely degrade our air quality and negatively affect the health of our community members. 
 
We have already adapted to the noise and traffic from the nearby racetrack, but introducing another venue with 
substantial traffic and noise will further degrade our quality of life. Our neighborhood is a quiet, residential area, and the 
presence of Rancho Bravo will significantly alter this. 
 
I urge you to consider the well-being of our community and the environment when reviewing this permit application. I 
respectfully request that the special use permit for Rancho Bravo be denied.
