Staff has continued to receive several items of opposition since the publishing of the 
staff report and subsequent handout memo. Attached to this memo are additional 
letters of opposition. Staff has prior received opposition from all parties, so the total 
count is not changed. However, one of the parties has indicated that they own a 
property within the 300’ buffer. While the supermajority has already been triggered, 
staff has updated this map to show this parcel as now being against the project.

​To Whom It May Concern,​
​I am writing because I do not want the loud event hall to be approved near my home.​
​I am an adult, but my brain works like a eight-year-old. Loud noises are very hard for me. When​
​there is loud music, bass, or lots of people, I feel like I am in pain. My body feels bad and I​
​cannot calm down. I cover my ears, cry, and sometimes feel like I need to run away. This is not​
​something I can control.​
​My home is where I feel safe. Loud music and shaking sounds go through the walls, even when​
​I am inside. I cannot escape the noise, especially the bass. I cannot just leave my house when​
​this happens, and I cannot get used to it. Everytime the cars start  to arrive my anxiety​
​increases and I start shaking.​
​Please do not approve this permit. I need my home to stay quiet so I can feel okay and live​
​safely.​

I oppose the special use permit for 18401 W. Moreland St. (Permit No. SU250009). 
I own the lot located to the southwest of Mr. Benavides's property. After I refused to allow event 
participants to park on or around my property, Mr. Benavides became disrespectful toward me. 
Despite my refusal, I have documented on camera individuals attending his events entering my 
property without permission, including visibly intoxicated individuals. 
These events generate significant traffic and safety concerns in what is otherwise a quiet 
residential area. Attendance has reached hundreds of people, which is wholly inconsistent with 
the character of the neighborhood and substantially increases the risk of disturbances, 
trespassing, and criminal activity. 
For these reasons, I strongly oppose approval of this permit.

To Whom It May Concern: 
With regards to Case 4SU250009, brought to our attention by Dave Bandley and other 
residents and owners in Quintana Estates. 1 wish to provide a brief history of our dealings with 
Ruben Benevides, 
I own the lot directly across fom M'. Benavides property, APN: 502'-37-0778. He approached 
us about renting our lot for use as a parking area a few years ago. We planned to lease to him 
this land, contingent upon signing a lease, and complying with various legal and logistical 
requirements including providing legal indemnity for us with an insurance policy for the use of 
that land. He failed to provide the requested insurance, and as a result, we declined to rent to 
him. 
Despite this, Mr. Benavides placed rock material and a large tank on our property and began 
using it as a parking lot, including renting parking spaces to semi-truck owners. We informed 
him that all activity must stop and made efforts to block him from using our land. Nevertheless, 
he continued to use the lot to park his on semi-truck. We have recently sent Mr Benevides 
text messages to his phone and mailed a formal Cease and Desist aemand, regarding the 
unauthorized use of our propeFty,  
Given his repeated disregard for property rights, failure to provide insurance, and use of our 
land without permission or compensaon, I question his willingness to comply with rules or 
conditions imposed by the county and his willingness to cooperate with the neighborhood. 
Based on this history of non-cooperation from Mr Benevides, I am currently supporting the 
petition to deny his application for a Special Use Permit.
