RESOLUTION NO. R26-09
A RESOLUTION OF THE COUNCIL OF THE CITY OF
GLENDALE, MARICOPA COUNTY, ARIZONA, ADJUSTING
SOLID WASTE COMMERCIAL RATES FOR FRONT LOAD
AND ROLL-OFF SERVICES; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, rate adjustments are necessary to provide the City with adequate financial
resources to maintain uninterrupted solid waste collection and management services and provide
high-quality customer service; and
WHEREAS, pursuant to Resolution R22-15, a rate increase and fuel surcharge increased
solid waste collection fees for commercial services went into effect on September 1, 2022; and
WHEREAS, pursuant to Resolution R23-35, the fuel surcharge for all solid waste
residential and commercial accounts was increased effective on July 1, 2023;
WHEREAS, pursuant to Resolution R23-103, a rate increase for collection of front load
bins, roll-off bins, set-up, cleaning and other fee for commercial customers went into effect on
January 1, 2024; and
WHEREAS, pursuant to Resolution R24-66, a rate increase for collection of front load bins
and roll-off bins and the per ton disposal fee for commercial customers went into effect on July 1,
2024; and
WHEREAS, the rates in this resolution supersede any previous commercial solid waste
rates and apply to any and all commercial accounts using the City of Glendale solid waste services;
and
WHEREAS, a recent rate study and the recommendation of the Citizens Utility Advisory
Commission concur that an increase in the City’s commercial solid waste rates is warranted; and
WHEREAS, on November 25, 2025, consistent with A.R.S. Section 9-499.15, the City
provided notice of the potential rate increase and a written report or data supporting the change to
the citizens of Glendale at least 60 days prior to the City Council considering taking action.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION l. That pursuant to the Glendale City Code, Chapter 18, Article IV, Section 18-
141, a schedule of solid waste services and fees shall be established by resolution by the City
Council.
SECTION 2. The schedule of fees for solid waste services and fees assessed to commercial
accounts in effect as of January 1, 2026 are as follows:

Special Collection Services:
Additional collection services may be required from time to time. The cost for providing additional
service will be determined by the size of the container and the number of containers being serviced
at each location. Servicing in-ground bins will have an extra cost per service, per container, in
addition to the cost of the regular service.

Customers may request collection containers to be moved or repaired. This service will be
provided at the discretion of Solid Waste Staff. Relocation of bins will be charged per service call.

Plastic Container Service:
Collection service for the sole use of one 95-gallon plastic container is provided once per week for
$42.00 per month, where practical, for minimum refuse-generating businesses. Additional 95-
gallon containers cost the same as the approved residential 2nd container rate each. Containers
may not be purchased or shared.

Caster pull-out service may be provided only at locations approved by Solid Waste staff. An

Roll Off Bins and Collection:
Roll-offs are serviced on an on-call or scheduled basis and are charged per call for the collection
of refuse.

Any waste exceeding 3 tons will be assessed an additional refuse fee at the COG Landfill's
minimum Gate Rate fee. The fee will follow Council-approved Landfill Rate increases.
Hard-to-handle waste will be charged at the same rate as the approved Landfill Hard-to-Handle
Rate.
SECTION 3. That beginning January 1, 2027, all front-load service and fee rates identified
in Section 2, Paragraph 1, subparts A-G, including the Collection Rates for Commercial Bins,
Special Collection Services, Cleaning and Painting Services, Relocation and Replacement
Services, Miscellaneous Services, Plastic Container Service and Caster Pull-out Service, all
increase by 5%.
SECTION 4. That beginning January 1, 2027, the Roll-Off Bin service and collection fee
rates identified in Section 2, Paragraph 2, increase from $450 to $472 per call, that the Additional
Rental Period daily rate increases from $22/Day to $23.50, and that the roll-off service disposal
fee shall be charged at the uniform Landfill Gate Rate and will increase at the same rate as the
Landfill Gate Rate.
SECTION 5. That beginning January 1, 2028, the Roll-Off Bin service and collection fee
rates identified in Section 2, Paragraph 2, will increase from $472 per call to $496 per call, the
Additional Rental Period daily rate increases from $23.50/day to $24.75/day, and the roll-off
service disposal fee will increase to the same rate as the current Landfill Gate Rate.
SECTION 6. That beginning January 1, 2029, That beginning January 1, 2028, the Roll-
Off Bin service and collection fee rates identified in Section 2, Paragraph 2, will increase from
$496 per call to $520 per call, the Additional Rental Period daily rate increases from $24.75/day
to $26.00/day, and the roll-off service disposal fee will increase to the same rate as the current
Landfill Gate Rate.
SECTION 7. That beginning January 1, 2029, That beginning January 1, 2028, the Roll-
Off Bin service and collection fee rates identified in Section 2, Paragraph 2, will increase from
$520 per call to $545 per call, the Additional Rental Period daily rate increases from $26.00/day
to $27.50/day, and the roll-off service disposal fee will increase to the same rate as the current
Landfill Gate Rate
