2. Project Description 
 
One Step Beyond, Inc. (“OSBI”) is proposing a (i) General Plan Amendment (GOA25-01) and 
(ii) an accompanying, concurrent rezoning application (ZON25-01) for the property located at 
6612 West Paradise Lane. The General Plan Amendment aims to change the land use 
designation of the site from “Medium-High Density Residential: 8.0 - 12.0 Dwelling Units per 
Acre” to “High Density Residential 12.0 - 20.0 Dwelling Units per Acres.” The rezoning 
request seeks to rezone the property from Single Residence (“R1-6”) to Planned Area 
Development (“PAD”) to allow the development of the project.  
 
OSBI proposes to develop a new vibrant community on the Property. This development plans 
to create a dynamic environment by transforming a mostly vacant, 3.4-acre site into multi-
family housing that meets the unique needs of individuals with IDD and their families so they 
may achieve full participation in their community. The development will feature up to 57 
residential units, including one-bedroom units, two-bedroom units, and three-bedroom units, 
along with amenities for the residents such as a community building, a dog run, and a 
community garden (the “Project”). One of the Project’s key objectives is to enhance housing 
options for individuals with IDD near community resources such as grocery stores, retail 
centers, and opportunities for employment. 
 
3. Citizen Participation Plan Overview  
 
The Citizen Participation Plan was approved by City staff, prior to neighborhood outreach. The 
Citizen Participation Plan includes elements such as the public notification technique, 
notification radius, potential affected parties, design consideration, collaboration with 
community, project updates and communication with citizens, and a conceptual project 
schedule.  
 
4. Notification Dates  
 
A. September 5, 2025: Neighborhood meeting notifications were mailed to the parties 
identified. 
 
B. September 5, 2025: Neighborhood meeting sign was installed at the Property as per City 
requirements. 
 
5. Notification Map 
 
A map of the 600 foot notification area1 that delineates the specific areas where residents and 
property owners who were notifed are located is provided on the following page (provided by

6. Neighborhood Meeting 
 
The neighborhood meeting for the Project was held at AllThrive365 located at 16209 North 
67th Avenue, directly west of the Project location. 
 
7. Notification and Participation Information 
 
A. A total of 636 individuals were notified for the neighborhood meeting (per list generated 
by City). 
 
B. Four (4) interested people participated in the neighborhood meeting for the Project.  
 
8. Concerns, Issues and Problems Raised by Participants 
 
The applicant and development team responded to the questions and comments raised by those 
in attendance at the neighborhood meeting. In summary, general responses to questions and 
comments included the following: 
 
• Who is One Step Beyond, Inc.? OSBI is an organization whose mission is to provide 
dynamic programs and services to individuals who have intellectual disabilities and 
their families so they may achieve their goals and become fully participating members 
of our communities.

• Where are the 1-story units going to be proposed on the property? The one-story units 
are proposed adjacent to the north property line where the property borders existing 
single-family residences.  
 
• This is a well deigned project, anything built will be a positive improvement on the 
existing site. We appreciate the comment.  
 
• This facility will be very complimentary to the adjacent AllThrive365 property. Yes, 
we agree that the location in proximity to AllThrive365 is a great bonus for the project.  
 
9. Addressing Concerns, Issues and Problems Raised  
 
Comments received at the neighborhood were all generally positive in nature. There were no 
comments that needed to be addressed as those in attendance were supportive of the Project as 
currently proposed/designed. 
 
10. Concerns, Issues and Problems Raised Unwilling to Address 
 
There were no comments resulting in changes needing to be addressed. This question is not 
applicable based on the positive feedback received at the neighborhood meeting.  
 
11. Revisions to Proposal 
 
There have been no revisions to the proposal as a result of the public comments as all comments 
received were supportive of the project as currently proposed/designed.

Dear Property Owner or Neighborhood Organization Representative, 
The purpose of this letter is to inform you that, on behalf of One Step Beyond, Inc (“OSBI”), we 
have filed a minor General Plan Amendment and rezoning application (Case Nos. GPA25-01 & ZON25-01) 
with the City of Glendale for an approximately 3.4-acre site located east of the northeast corner of North 
67th Avenue and West Paradise Lane in Glendale, Arizona (Parcel No. 200-51-957B), addressed as 6612 
West Paradise Lane (Exhibit A) within the Sahuaro City Council District (the “Property”). The applications 
request is to change (i) the existing General Plan land use designation for the Property from “Medium-
High Density Residential: 8.0 - 12.0 Dwelling Units per Acre” to “High Density Residential 12.0 - 20.0 
Dwelling Units per Acres”; and (ii) the zoning designation for the Property from Single Residence (“R1-6”) 
to Planned Area Development (“PAD”). The purpose of the applications is to facilitate the development 
of the Property with a proposed multi-family residential community. 
OSBI is a 501(c)(3) Arizona nonprofit corporation founded in 2003 with a mission to provide 
dynamic programs to individuals who have intellectual or developmental disabilities (IDD) and their 
families so they may achieve full participation in their community. For most adults, the choice to move 
out and live on one’s own is a natural progression toward independence. Choice, especially in the realm 
of safe housing that meets their needs, is rarely an option for people with IDD. Barriers to housing options 
for people with disabilities include affordability, lack of options, complex support systems, and the aging 
population of parents and caregivers. 
  
OSBI proposes to develop a vibrant community on the Property, tailored to meet the needs of 
those with IDD. This development plans to create a dynamic environment by transforming a mostly 
vacant, 3.4-acre site into multi-family housing that meets the needs of individuals with IDD and their 
families so they may achieve full participation in their community (the “Project”). The development will 
feature up to 57 residential units, including one-bedroom units, two-bedroom units, and three-bedroom 
units, along with amenities for the residents such as a community building, a dog run, and a community 
garden. One of the Project’s key objectives is to enhance housing options for individuals with IDD near

mix of spaces that promote independence while providing essential support. The Project features multi-
use community areas and supportive housing designed to meet the diverse needs of individuals with IDD. 
The Project will also include amenities such as a walking trail, a community building, a community garden, 
and recreational spaces, which will enhance social engagement and foster a strong sense of belonging. 
Additionally, nearby retail opportunities will further allow for individuals to participate in the wider 
community. By focusing on accessibility, support, and inclusivity, the development will provide high-
quality residences while ensuring that individuals with IDD can thrive in an environment that prioritizes 
their well-being. The minor General Plan Amendment and rezoning requests will support this vision by 
ensuring the Project meets the needs of all residents. 
Our request is currently in review with the City’s Planning and Development Services staff. During 
this initial review period, we would like to invite you to a neighborhood meeting to meet the development
