Draft Bond Committee Ordinance

ORDINANCE NO. XX-XX 
 
AN ORDINANCE OF THE COUNCIL OF THE CITY OF 
GLENDALE, MARICOPA COUNTY, ARIZONA, REVOKING 
ORDINANCE 019-81 AND ESTABLISHING AN AD-HOC CITIZEN 
BOND ELECTION COMMITTEE, ASSIGNING DUTIES AND 
RESPONSIBILITIES TO THE COMMITTEE, ESTABLISHING 
EFFECTIVE DATES, AND DECLARING AN EMERGENCY. 
 
WHEREAS, as part of the Capital Improvement Plan (CIP) process to ensure that funds are 
available to support future Council-approved projects, it will be necessary to consider whether an 
election is needed to request additional voter authorization to issue bonds, and 
 
WHEREAS, the City Council previously adopted Ordinance 019-81 establishing an Ad-Hoc 
Citizen Bond Election Committee  
 
WHEREAS, the City Council desires to repeal Ordinance 019-81 and with this ordinance, 
establish a new Ad-Hoc Citizen Bond Election Committee (“Bond Committee”) and setting forth the 
purpose and mission of the committee and directing the Committee in this regard. 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS: 
 
   SECTION 1. That Ordinance 019-81 is hereby revoked in its entirety.  
 
SECTION 2. That pursuant to Article V, Section 1 of the Glendale City Charter and Glendale 
City Code, Chapter 2, Article VIII, the council hereby establishes a Bond Committee and sets forth the 
expiration of the Committee on December 31, 2026. The Committee will be composed of seven (7) 
members for a term of appointment not to exceed the existence of the Committee. 
 
SECTION 3. That the Bond Committee shall: 
 
a. Make a recommendation to the City Council regarding the following questions: 
1. Should the city council call and hold a General Obligation Bond election on 
November 3, 2026,  
2. If the Bond Committee recommends the council call and hold a bond election, 
what categories of bonds should be included in the election questions, and 
3. What dollar amounts should be requested, and  
4. Which projects in the Council approved Capital Improvement Plan (“CIP”) 
should be included or highlighted in the publicity pamphlet and educational 
materials associated with the election, and 
 
b. Seek and obtain a recommendation from the Parks and Recreation Commission 
established in Glendale Municipal Code, Chapter 27, Article II, Section 27-16 for the 
following questions: 
 
1. Should the city council include a question related to Parks and Recreation 
Bonds in a potential 2026 election,

2. If the Parks and Recreation Commission recommends including a 
question related to Parks and Recreation, what dollar amount of such 
bonds should be requested, and  
3. Which projects in the Council approved 10-year CIP should be included 
or highlighted in the publicity pamphlet and educational materials 
associated with the election, and 
 
c. Seek and obtain a recommendation from the Library Advisory Board established in 
Glendale Municipal Code, Chapter 20, Article II, Section 20-4 for the following 
questions: 
1. Should the city council include a question related to Library Bonds in a 
potential 2026 election, 
2. If the Library Advisory Board recommends including a question related to 
Library Bonds, what dollar amount of such bonds should be requested, and  
3. Which projects in the Council approved 10-year CIP should be included or 
highlighted in the publicity pamphlet and educational materials associated 
with the election?  
 
SECTION 4. EMERGENCY.  Due to Maricopa County Election deadlines, it is necessary 
for the Bond Committee to take actions and make recommendations urgently. Therefore, an 
emergency is declared and the provisions of this ordinance shall become effective immediately 
after passage of this ordinance by the Glendale City.  
 
SECTION 5. SEVERABILITY. If any section, subsection, sentence, clause, phrase, or portion 
of this Ordinance or any part of the material adopted herein by reference is for any reason held to be 
invalid or unconstitutional by the decision of a court of competent jurisdiction, such decision shall not 
affect the validity of the remaining portions thereof.
