CIOSI on Bond Committee January 27, 2026 2 January 13, 2026 Workshop Follow-up • Staff met with VM Malnar and CM’s Guzman and Tolmachoff • Options identified to expand boards and commissions engagement 3 Advisory Boards and Commissions • Library Advisory Board (LAB) • Recommend changes required to strengthen programs or reduce service levels • Recommend, assist and advise the city manager and the library director in establishing priorities at budget time for those items, other than administrative functions, relating to library policy. 4 Advisory Boards and Commissions • Parks and Recreation Commission (PRC) • Establishment of policies, rules and regulations relating to the planning, acquisition, disposition, operation, use, care and maintenance of areas and structures owned, leased or otherwise acquired by the city for use as parks and recreational centers. • Development of a continuing plan for the city' s park system and its recreation program. • Establishing priorities at budget time for those items other than administrative functions relating to park acquisition, development and recreation programs. • Such other matters as the mayor and city council may direct. 5 Options • Direct Bond Committee to get input from LAB and PRC – LAB and PRC increase public engagement – One ordinance • Doesn’t require Council to authorize bond committee to have actual sub-committees • LAB and PRC would make recommendations to the Bond Committee • Maintains individual quorums of existing committees • Bond committee can contemplate other possible ballot recommendations – Operations Campus – Public Safety – Others • Bond Committee makes recommendations to Council • Council maintains decision making authority 6 Bond Committee Duties • Make a recommendation to the City Council regarding the following questions: – Should the city council call and hold a General Obligation Bond election on November 3, 2026, – If the Bond Committee recommends the council call and hold a bond election, what categories of bonds should be included in the election questions, and – What dollar amounts should be requested, and – Which projects in the Council approved 10-year Capital Improvement Plan (“CIP”) should be included or highlighted in the publicity pamphlet and educational materials associated with the election 7 Bond Committee Duties • Seek and obtain a recommendation from the Parks and Recreation Commission – Should the city council include a question related to Parks and Recreation Bonds in a potential 2026 election, – If the Parks and Recreation Commission recommends including a question related to Parks and Recreation, what dollar amount of such bonds should be requested, and – Which projects in the Council approved 10-year CIP should be included or highlighted in the publicity pamphlet and educational materials associated with the election 8 Bond Committee Duties • Seek and obtain a recommendation from the Library Advisory Board – Should the city council include a question related to Library Bonds in a potential 2026 election, – If the Library Advisory Board recommends including a question related to Library Bonds, what dollar amount of such bonds should be requested, and – Which projects in the Council approved 10-year CIP should be included or highlighted in the publicity pamphlet and educational materials associated with the election? 9 Potential Bond Election Calendar Who?
