Mr. Gibson said the proposed ordinance would authorize the City Manager, Assistant City Manager or Budget and Finance Director to execute all necessary documents and take the necessary actions to issue City Water and Sewer Revenue and Revenue Refunding Obligations and pledge Water and Sewer revenues to the new debt issuance. Mr. Gibson said if approved, the City would be incurring debt in an amount not to exceed $42,000,000 of Water and Sewer Revenue Obligations to provide funding to meet the City’s approved capital improvement plan for the Water and Sewer Utility System. Major projects to be funded from the proceeds of the proposed obligation issue included: Cholla Water Treatment Plant, Pyramid Peak Water Treatment Plant, Groundwater Well Supply, Water Meter Data Collection, Thunderbird Reserve District System Improvements, Water Line Rehab Program and Water Valve Rehab Program. A motion was made by Councilmember Lupe Conchas Jr., seconded by Councilmember Dianna T. Guzman to adopt Ordinance No. O26-18. O26-19 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING THE GLENDALE CITY CODE, CHAPTER 17 (FLOODPLAIN MANAGEMENT), ARTICLE IV (PROVISIONS FOR FLOOD HAZARD REDUCTION), SEC. 17-47 (STANDARDS FOR MANUFACTURED HOMES) AND SETTING FORTH AN EFFECTIVE DATE. Presented by: Djordje Pavlovic, P.E., Director, Engineering City Council Meeting Minutes - April 14, 2026 Page 7 of 10 Ms. Bower read the ordinance by title. Mr. Pavlovic said the Engineering Department was notified in February by the Arizona Department of Water Resources (ADWR) that some of the text for Article III – Administration and Enforcement, Sec. 17-47 Standards for Manufactured Homes was not included in the Glendale City Code. ADWR provided a model text revision and requested that the Glendale City Code Chapter 17 – Floodplain Management be amended to include revised text. The changes would not have any negative impact on the City's ability to comply with federal and state floodplain management regulations and would not require any additional staff time during the plan review process. Councilmember Conchas asked if the change would impact any existing homes. Mr. Pavlovic said it would not. A motion was made by Councilmember Leandro Baldenegro, seconded by Councilmember Lauren Tolmachoff to adopt Ordinance No. O26-19. O26-20 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE ABANDONMENT OF CERTAIN RIGHTS-OF-WAY IN THE CITY OF GLENDALE AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: Djordje Pavlovic, P.E., Director, Engineering Ms. Bower read the ordinance by title. Mr. Pavlovic said the proposed ordinance would authorize the abandonment of public rights-of-way for roadway and utility purposes in various locations in the City. The abandonments were located in three areas associated with three different developments. Two were abandoning portions of public waterline easements due to relocation of public fire hydrants. The two locations were Harbor Park 107 Industrial Development located at 7550 North Glen Harbor Boulevard and Take 5 Oil Change located at 9142 West Camelback Road. Both developments had removed the existing infrastructure, so no public facilities would remain in the abandoned easement area. A portion of 95th Avenue right-of-way and associated public utility easement would be abandoned adjacent to the Vai Resort Office Complex located at 9481 West Montebello Avenue. Mr. Pavlovic said there would be no impact on City departments, staff or service levels as a result of the action and no costs would be incurred by the City. Guzman Councilmember Lauren Tolmachoff Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Baldenegro thanked the Mayor’s Youth Advisory Commission (MYAC) participants and the ASU West students for their participation. Councilmember Baldenegro wished happy birthday to his mother and father. Councilmember Conchas welcomed the ASU West students that were in attendance. He shared where to obtain Council discussion information from workshop meetings online. Councilmember Conchas would be speaking at the Business over Breakfast event with the Glendale Chamber on April 15th. Councilmember Conchas would be in attendance for the Local Fuerza Local at Cubanitas Kitchen on April 22nd at 6:00 p.m. Councilmember Guzman also welcomed the ASU students. Councilmember Tolmachoff shared on Saturday, April 4th, the Police Department, Vice Mayor Malnar and herself hosted a shred event at the Foothills Library. She thanked the volunteer Explorers and everyone who safely disposed of their documents. Councilmember Tolmachoff announced, on Thursday, May 7th at 5:00 p.m., there would be the Cholla District Public Safety Interactive Meeting at the Foothill Recreation Aquatic Center. The meeting would be interactive with the three public safety departments. Vice Mayor Malnar commented on the increase of calls from residents regarding fiber installation. He shared that the utility company had the right to go onto the property to install the fiber but would return the property to its original condition. CITIZEN COMMENTS Mikah Dyer, Peoria resident, provided an introduction for the ASU West Valley students that were in attendance. James Deibler, Phoenix resident, spoke about the increase of police presence at an apartment complex.
