Project Summary:  This project will support the acquisition of multiple sets of crime scene camera 
kits and essential forensic processing tools to equip students with critical hands-on learning using 
the same professional-grade crime scene photography kits and forensic processing tools used by 
modern law enforcement agencies. Integrating this equipment into Glendale Community College’s 
forensic science curriculum will strengthen hands-on training in evidence documentation and 
crime scene photography. Students will develop practical investigative skills aligned with industry 
standards while expanding equitable access to specialized training equipment that might 
otherwise present a financial barrier to entering the profession. The project strengthens the 
educational pipeline, preparing students, including those from underserved communities, for 
careers supporting local public safety efforts. 
 
Narrative: The proposed program or project, whether it is new or a continuing project; 
This new project will support the acquisition of multiple sets of professional-grade crime scene 
camera kits and essential forensic processing tools. Each kit will include a DSLR crime scene camera 
with accessories (including lenses, flash, filters, tripods, protective case, alternate light source, 
photomacrographic scales). The equipment will be used in crime scene simulation labs, evidence 
documentation activities, and course assignments within GCC’s forensic science and criminal 
justice programs. Increased equipment availability will allow students more hands-on practice and 
extended access to professional tools. Dedicated access to this equipment will allow students to 
practice critical skills. Repeated practice strengthens the technical proficiency required for entry-
level forensic and crime scene investigation roles. By embedding these experiential learning 
opportunities into the curriculum, the project ensures that students graduate with practical skills 
that employers identify as critical hiring criteria. 
Goals and expected outcomes of the project are as follows:  
Goal 1: Enhance hands-on learning. Students will practice crime scene photography with 
professional-grade equipment, improving skill acquisition and retention. Outcome: Students will 
gain practical experience in operating DSLR cameras, adjusting for lighting conditions, and 
photographing mock crime scenes.  
Goal 2: Strengthen employability. Students will graduate prepared to meet the technical 
standards of law enforcement and forensic science agencies. Outcome: At least 85% of students 
enrolled in forensic science/crime scene classes will demonstrate proficiency in crime scene 
photography skills via rubric-based assessments.  
Goal 3: Advance equity and access. Underserved students will have equal opportunity to train on 
specialized equipment without incurring financial burden. Outcome: Students will be able to use 
equipment at no cost, removing financial barriers and supporting greater diversity in the forensic 
science workforce pipeline.   
Goal 4: Build sustainable program capacity. Equipment will be used across multiple semesters and 
courses, supporting GCC’s forensic science programs for years to come. Outcome: Equipment will 
be used across multiple semesters and programs, serving hundreds of students over its 7-10 year 
lifespan.

The purpose of the program or project and how it meets one or more of Fort McDowell’s funding 
priorities (i.e., education, public safety, mitigation of impacts of gaming, health, environment, 
and economic and community development) 
This project supports Fort McDowell’s funding priorities in education and public safety by providing 
hands-on training in crime scene photography and forensic evidence documentation. Students 
develop the technical competencies required to support criminal investigations through forensics. 
The program strengthens the workforce pipeline for public safety careers while expanding 
equitable access to specialized training equipment for students who may not otherwise have the 
resources to gain these skills necessary to enter the profession. 
 
The need that the program or project aims to fulfill, the population targeted, and the estimated 
number of people who will be served by the grant; 
Careers in forensic science and crime scene investigation are projected to grow at rates of 9% or 
higher than other occupations (O*Net).  Feedback from our law enforcement partners indicates 
there is often a gap between what applicants know and what they can do. Specifically, many 
students arrive at entry-level hiring processes with strong theoretical knowledge but limited 
technical ability in evidence documentation and crime scene photography, skills that are essential 
in almost every forensic science role.  
This project addresses the need for increased hands-on technical training in crime scene 
photography and forensic evidence documentation for students preparing for careers in law 
enforcement and forensic science. Limited access to professional-grade equipment currently 
restricts students’ ability to develop the practical skills required by employers. The grant will 
support students across the West Valley, including underserved students who may face financial 
barriers to accessing specialized forensic equipment and training. By strengthening experiential 
learning, the project contributes to workforce development and supports law enforcement 
agencies by preparing students with the technical competencies required for forensic and crime 
scene investigation roles.The equipment is expected to remain in service for at least seven years, 
serving approximately 40 to 50 students annually; benefiting hundreds of students over the 
lifespan.

There are no partners or additional funders on the project.  Glendale Community College is 
submitting applications to other tribes, but not for funding in support of this particular project.  
 
The timetable for the implementation of the project.  
Month 1: Select vendor and initiate purchasing process in accordance with MCCCD procurement 
guidelines. 
Month 2: Order equipment, assemble student kits, verify functionality, and develop equipment 
checkout procedures. 
Month 3: Deploy equipment for student use at the start of the next academic term.

serving multiple cohorts of students and strengthening GCC’s ability to deliver criminal justice
