RESOLUTION NO. R26-36 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AMENDMENT NO. 8 TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA COUNTY ADMINISTERED BY ITS HUMAN SERVICES DEPARTMENT AND CITY OF GLENDALE, CONCERNING THE HOME INVESTMENT PARTNERSHIPS (HOME) PROGRAM. WHEREAS, the City of Glendale entered into an Intergovernmental Agreement Between Maricopa County Administered by its Human Services Department and the City of Glendale, concerning the City of Glendale's HOME Investment Partnerships (HOME) Program to be effective on or about January 12, 2017 (C-11449); and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 1 on or about March 8, 2018 (C-11449-1), amending the scope of work, funding, and term; and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 2 on or about March 27, 2019 (C-11449-2), amending the scope of work, funding, and term; and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 3 on or about October 14, 2019 (C-11449-3), amending the scope of work, funding, and term; and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 4 on or about April 21, 2021 (C-11449-4), amending the scope of work; and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 5 on or about April 11, 2023 (C-11449-5), amending the scope of work, funding, and term; and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 6 on or about October 22, 2024 (C-11449-6), amending the scope of work, funding, and term; and WHEREAS, the City of Glendale and Maricopa County entered into Amendment No. 7 on or about April 22, 2025 (C-11449-7), amending the funding; and WHEREAS, the City of Glendale and Maricopa County desire to amend the existing Agreement to increase the funding amount by $655,255.00 in Program Year 2024 (PY24) HUD HOME funds, resulting in a revised total Agreement funding amount of $8,882,952.56, and to update the Agreement accordingly to reflect this revised amount; and WHEREAS, the parties further desire to extend the term of the Agreement from September 30, 2026 to September 30, 2028; and WHEREAS, the amendment revises the Agreement’s compensation provisions to reflect the updated total funding amount of $8,882,952.56; and WHEREAS, the amendment revises and replaces the existing 2022 Scope of to reflect a reduced funding amount of $264,833.00, and reallocates $500,000.00 in Program Year 2022 (PY22) HUD HOME funds to support Tenant-Based Rental Assistance (TBRA) activities; and WHEREAS, the amendment establishes a new Scope of Work for Program Year 2022 (PY22) Tenant-Based Rental Assistance (TBRA), providing $500,000.00 in HUD HOME funds to support assistance to eligible households, with eligible costs incurred and reimbursable through September 30, 2027; and WHEREAS, the amendment further establishes a new Scope of Work for Program Year 2024 (PY24) Tenant-Based Rental Assistance (TBRA), providing $655,255.00 in HUD HOME funds to support assistance to eligible households, with eligible costs incurred and reimbursable through September 30, 2027. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That it is deemed in the best interest of the City of Glendale and the citizens thereof that Amendment No. 8 to the Intergovernmental Agreement Between Maricopa County Administered by its Human Services Department and the City of Glendale concerning the City of Glendale's HOME Investment Partnerships (HOME) Program be entered into, which amendment is now on file in the office of the City Clerk of the City of Glendale. SECTION 2. That the City Manager and City Clerk are authorized and directed to execute and deliver all documents necessary to effectuate this commitment on behalf of the City of Glendale.
