Introduction: 
Colliers Engineering & Design, on behalf of Woudenberg Properties (the 
“Applicant”), respectfully requests the City of Glendale’s (“the City”) approval of the 
rezoning of approximately 9.4 acres (Property, Development, Site or Project) to Planned 
Area Development (PAD) within the City of Glendale (the “Project”). The Project is generally 
located at the at the northwest corner of Reems Road and Myrtle Avenue within Section 6, 
Township 2 North, Range 1 West of the Gila and Salt River Meridian, Maricopa County, 
Arizona. 
Description of the Project: 
The Property is currently zoned RU-43 within unincorporated Maricopa County. A 
concurrent annexation application is also being submitted with this request. The objective 
of this request is to create an initial zoning within the City of Glendale to PAD to allow for 
industrial/commercial development of the Property. The Project’s location within the 
vicinity of Luke Air Force Base, located approximately ½ mile to the southeast, makes it 
ideal for industrial/commercial uses. This development makes for a logical addition to the 
recent large-scale industrial developments that have been approved and constructed 
adjacent to and within the vicinity of this property. Given the intended low-intensity 
industrial/commercial use of the Property, the development acts as a transition for the 
larger industrial complexes to portions of the existing residential uses. 
Overview of the Citizen Participation Plan: 
 
The Citizen Participation Plan for the Project was approved on July 17, 2025, by the 
City of Glendale Planning Division. In line with that approval, the Applicant proceeded with 
notifications for a virtual neighborhood meeting which was hosted on August 18, 2025. 
Notifications were mailed on August 1, 2025, and the site was posted on August 1, 2025. 
Due to complications with the mailers, additional notice was sent on August 6 and August 
12, 2025, to clarify the (1) time of the meeting, and (2) requirement for a “City of Glendale 
Land Use Application” sticker to be adhered to the outside of the notification letter. A 
notification map and combined mailing list were provided by the City of Glendale with the 
approval of the Citizen Participation Plan (see Attachments A-E). 
Citizen Participation Report: 
Prior to the neighborhood meeting on August 18, the development team received 
correspondence from two neighbors in the form of phone calls with general questions 
about the application (see Attachment F). A neighborhood meeting was held on 
8/18/2025. There were 11 participants that attended, including a member of city staff, a 
city council member, and members of the development team. A summary of applicant

concerns and how those concerns were addressed have are included in the neighborhood 
meeting summary included in Attachment G to this report. 
Citizen Concerns and Resolutions: 
 
The neighborhood meeting summary outlines the concerns that were raised by 
attendees. Some of the concerns expressed were not applicable to the Project and were 
focused on concerns about the general county/city jurisdictional boundary. The applicant 
revised their conceptual site plan to remove access onto Myrtle Road following the meeting 
in order to alleviate concerns about improvements to the ROW which may bring unwanted 
traffic to the area. The full meeting presentation was shared with attendees of the 
neighborhood meeting who requested a copy (see Attachment H).

Dear Neighbor or Interested Party:  
This letter is to inform you of an application filed with the City of Glendale for the rezoning 
of approximately 8.5 acres of land at the northwest corner of Reems Road and Myrtle Avenue to 
Planned Area Development (PAD) to allow for industrial/commercial uses within the vicinity of 
the Luke AFB. The property is located within Yucca council district. 
The property is currently vacant and zoned RU-43 within Maricopa County, and an 
annexation application (Case No. ZON25-07) has been submitted in conjunction with this rezone 
request. An annexation application (Case No. AN-271) has been submitted to the City of Glendale 
to accompany the rezone and bring the property into the jurisdiction of Glendale. 
I have included a site plan with this letter for your review. A virtual neighborhood meeting 
will be held for the project on per the details below:

Virtual Neighborhood Meeting Summary 
Reems & Myrtle Industrial PAD Rezone 
Case No. ZON25-07 
Monday, August 18, 2025 
A neighborhood meeting was held on Monday, August 18, 2025, via Zoom, for a rezoning 
application for 8.5 acres on the northwest corner of Reems Road and Myrtle Avenue in 
unincorporated Maricopa County, but within Glendale’s Planning Area. The meeting was 
attended by 11 participants, including the development team, an elected official and a 
Glendale staff member. A list of attendees is included as Exhibit A to this report.

The meeting started at 6:00 PM. Ms. Oberholtzer gave a PowerPoint presentation to 
attendees explaining the rezoning application and companion annexation application. She 
discussed the various components of the rezone application and the companion 
annexation in relation to the approved County Special Use Permit for the property. She also 
discussed the Luke AFB contour lines and the limits that the Project’s proximity to the Air 
Force Base placed on potential uses for the site. She discussed the proposed development 
standards and permitted uses set forth in the application – generally based on Glendale’s 
M-1 zoning category. A copy of the neighborhood meeting presentation is included as 
Exhibit B to this report – and was sent digitally to attendees who requested a copy during 
the meeting. 
After Ms. Oberholtzer finished her presentation, she opened the meeting to questions from 
the attendees. Those questions and the development teams’ answers are summarized 
below. 
An attendee asked what would happen to the irrigation canal along Reems Road.

Ms. Oberholtzer explained that the irrigation canal would remain along Reems Road, 
but that it would be improved and cleared of vegetation and debris, similar to the 
improvements made to the canal south of the Mrytle intersection. She explained that 
the Project engineers and the City of Glendale would be working through the exact 
design for this component of the project and that not all details were known at this 
time. She explained that the design would be finalized through the site planning phase 
of the Project. 
An attendee asked if the project could build a 10-foot wall along the western property line, 
rather than the proposed 8-foot wall. There were concerns expressed by attendees that the 
commercial and industrial nature of the Project would lead to “transients” or customers to 
the new businesses that may try and scale an 8-foot wall. There were suggestions for some 
sort of anti-scaling feature to the top of the wall to deter such activity. 
Ms. Oberholtzer explained that a 10-foot wall was not considered for this project and 
would be excessive for the site. She explained that, as proposed, there would be 
limited customer activity within the site, and that the site would be secured at all 
hours. She explained that the 8-foot wall was the Glendale standard for separation 
between industrial and residential uses and that there would also be a landscape 
setback. 
There was a question about a utility road that is used by the local water provider on the 
western side of the property boundary, and whether there would be penetrations from the 
western perimeter wall to allow access to that road. 
Ms. Oberholtzer explained that the Project would not be able to interfere with this 
access road or easement, and that it was outside of the Project boundary.  
There were general concerns about the encroachment of industrial and commercial 
activity into the neighboring residents’ rural community. One attendee expressed a 
sentiment that Glendale was trying to push out the rural county residents. Attendees had 
questions about the general plans of Glendale for the area and if the city was working to 
annex more of the area. 
Ms. Oberholtzer explained that this annexation was applicant driven and that more 
broad plans for annexations weren’t a component of this Project. She explained the 
reasoning behind the type of development in the area – largely driven by the proximity 
to the Luke AFB which limits residential uses due to the noise contours, and the 
proximity to SR 303. She explained that these two features were informing the type of 
development occurring in the area. She further explained that while the rezoning

application would allow for light industrial land uses, it was inherently different from 
the larger industrial development in the area as it was limited to roughly 8.5 acres. 
An attendee expressed concern over construction noise and asked when construction 
would be allowed to begin in the mornings. 
Councilwoman Guzman noted that the City of Glendale allowed for construction to 
begin at 6:00 am during the summer. 
In addition to the concerns of industrial and commercial encroachment, concerns were 
expressed by attendees of the meeting regarding the issues with speeding and loud vehicle 
activity associated with speeding on Reems, and that they did not feel that Glendale was 
doing enough to enforce speed limits.  An attendee expressed that it was unclear whether 
the Maricopa County Sherrif or the City of Glendale police were responsible for dealing 
with concerns of the County residents in the vicinity of the Project and that they often get 
redirected when complaints are called in. Specific concerns also revolved around the 
improvement of roads in the area, which attendees claimed has led to speeding on the 
streets.  
Ms. Oberholtzer explained that the annexation of the property means that it would be 
services by city fire and police – one of the benefits of annexation. She explained to 
the attendees that the development team would bring these concerns to City staff to 
work on a resolution for the community. Councilmember Guzman additionally 
assisted with addressing some of these jurisdictional concerns and gave her contact 
information to attendees to contact her outside of the meeting for any necessary 
follow-up questions. 
The meeting concluded at 7:00 p.m.
