RESOLUTION NO. R26-25 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, APPROVING THE 2026 PUBLIC ENTITY SPONSOR LETTER FOR ONE STEP BEYOND, INC’S CONGRESSIONALLY-DIRECTED SPENDING REQUEST FOR THE NIKKI’S NEXT (NNS) STEP COMMUNITY CENTER PROJECT. WHEREAS, Congressionally-Directed Spending allows Members of Congress to request funding for specific projects through the annual appropriations process; and WHEREAS, the U.S. Department of Housing and Urban Development is responsible for the administration of the program, setting up necessary rules and procedures governing activities under the program; and WHEREAS, such adopted procedures established by the United States Congress require the applicant to certify by resolution the Public Entity Sponsor Letter and authorization to sign a Grant Agreement with the Council. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That the City of Glendale approves the filing of a Public Entity Sponsor Letter supporting the request by One Step Beyond, Inc. for $2,000,000. SECTION 2. That the City of Glendale certifies that the City of Glendale will comply with all appropriate state and federal regulations, policies, guidelines, and requirements as they relate to the Public Entity Sponsor. SECTION 3. That the City of Glendale agrees to comply with all appropriate procedures, guidelines, and requirements established by the U.S. Department of Housing and Urban Development as a part of the application process. SECTION 4. That the City of Glendale approves the public entity sponsor letter for One Step Beyond, Inc’s application for congressionally directed spending and to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, billing statements, etc. which are necessary for the completion of the aforementioned project in accordance with all appropriate state and federal regulations, policies, guidelines, and requirements as they relate to the application and project, and the City of Glendale therefore authorizes the mayor of the City of Glendale to sign the public entity sponsor letter.
