Date The Honorable Mark Kelly United States Senate The Honorable Ruben Gallego United States Senate Dear Senators Kelly and Gallego, On behalf of the City of Glendale, I am pleased to offer our full support and serve as the public sector sponsor for One Step Beyond, Inc.’s Congressionally Directed Spending request for the Nikki’s Next Step (NNS) Community center project. The NNS Community Center is a critical component of a new residential community designed to serve adults who have intellectual disabilities. Located in Glendale, this innovative development will provide safe, stable housing paired with on-site services that promote independence, workforce participation, and community integration. The center will function as the central hub for life-skills training, wellness programming, and employment readiness services for residents. This project directly aligns with the City of Glendale’s commitment to supporting vulnerable populations, expanding inclusive housing options, and strengthening community-based services. There is a well-documented shortage of supportive housing for adults who have intellectual disabilities, and families in our community face urgent challenges in securing long-term, stable living environments for their loved ones. The NNS project addresses this gap with a thoughtful, community-integrated solution. The City understands that, as the public sector sponsor, we will be responsible for working with the U.S. Department of Housing and Urban Development to administer funds, ensure compliance with all federal requirements, and support the successful implementation of this project. We are committed to fulfilling these responsibilities and partnering closely with One Step Beyond, Inc. to bring this project to fruition. We respectfully request your consideration of this project for funding through the HUD Economic Development Initiatives account. The NNS community center represents a strategic investment in community development, improving quality of life for residents while reducing long-term reliance on public systems.
