Colorado River Basin Negotiations
Current guidelines for the Colorado River 
Basin expire October 2026.
An agreement among the Upper and Lower 
Basin states has not been reached.
Bureau of Reclamation published a Draft 
Environmental Impact Statement in January 
and proposed significant reductions to the 
Central Arizona Project.
Record of Decision expected August 2026.

Federal Government Actions 
Lake Powell may decline 
below the minimum power 
pool as early as August.
Bureau of Reclamation will 
be taking the following 
emergency actions:
Reduce Glen Canyon Dam 
releases into Lake Mead from

Release up to 1 MAF from 
Flaming Gorge reservoir.

Drought Management Plan Stages
The Drought Management 
Plan is for residents and 
businesses in the 
Glendale water service 
area.
City Manager declared 
Stage 1 of the DMP on 
June 17, 2022.  The City 
has remained in Stage 1 
since then.

Drought Management Plan – 
Updates under Consideration
Revise drought stage prompts to 
correspond with SRP and CAP 
combined surface water reductions
Update water reduction measures
Evaluate strategies to minimize water 
waste
Develop communications plan
Coordinate with other water providers 
and stakeholders

Continue to monitor Colorado River conditions and prepare 
for reductions in water supplies
June 2026 – Final Environmental Impact Statement
July 2026 – Federal Record of Decision
October 2026 – Implement Record of Decision
Continue outreach to community and promote water 
conservation rebates
