Council requested the Library Advisory Board to 
make a recommendation on:
Whether materials should remain in circulation, 
be re-evaluated, or removed.

• When selecting materials for the collection, our 
Library team adheres to the principles and 
philosophies outlined by the American Library 
Association (ALA), the professional organization 
for all libraries nationwide. 
• ALA’s three key intellectual statements include 
Freedom to Read, Freedom to View and the 
Library Bill of Rights

County Are Doing

• Phoenix – Zero on challenging/removing 
materials but soliciting community feedback 
regarding possibly renaming their Cesar Chavez 
Library in Laveen.
• Mesa – Zero on challenging/removing materials 
but removing street signs and no programs. 
• Peoria – Zero on challenging/removing 
materials.  Would refer to collection. 
development policy for each title if requested.
• Scottsdale – Zero on challenging/removing 
materials.

Recommendation

• Cesar Chavez has done great work supporting 
farm workers.
• Unanimous vote to keep Cesar Chavez materials 
in circulation in our libraries as is. 
• Patrons need access to information. 
• Community Interest is part of our Library 
Policy, and future publications should be made 
available to patrons.
• There would be no library promotion of Cesar 
Chavez or celebrations, considering the 
allegations, yet materials should remain 
available.
