MINUTES HISTORIC PRESERVATION COMMISSION DEVELOPMENT SERVICES 5754 W. GLENN AVE. GLENDALE, ARIZONA 85301 SEPTEMBER 25, 2025 4:00 P.M. Present: Timothy Quinn, Chair Theodora Hackenberg, Vice Chair Larry Rovey, Commissioner Willow Taylor, Commissioner Bryon Joyce, Commissioner Absent: Elaine Gomez, Commissioner Brian Gustafson, Commissioner Also Present: Duane Hoskins, Interim Deputy Director Gurnoor Tschudy, Planner K. John Kazmerski, Recording Secretary 1. CALL TO ORDER Chair Quinn called the meeting to order at 4:20pm. 2. APPROVAL OF THE MINUTES a. Historic Preservation Commission minutes of May 22, 2025. Chair Quinn called for a motion to approve the May 22, 2025, minutes. Motioned by Commissioner Larry Rovey, seconded by Commissioner Willow Taylor AYE: Chair Timothy Quinn Vice Chair Theodora Hackenberg Commissioner Larry Rovey Commissioner Willow Taylor Commissioner Bryon Joyce Passed b. Historic Preservation Commission Special Meeting Minutes of July 8, 2025. Chair Quinn called for a motion to approve the July 8, 2025, minutes. WITHDRAWALS AND CONTINUANCES There were none. 4. DISCUSSION ITEMS a. Discussion and Consensus of 2026 Chair. The commissioners discussed nominees for 2026 Chair. Chair Quinn called for a motion to approve himself as 2026 Chair. Motioned by Vice Chair Theodora Hackenberg, seconded by Commissioner Larry Rovey AYE: Chair Timothy Quinn Vice Chair Theodora Hackenberg Commissioner Larry Rovey Commissioner Willow Taylor Commissioner Bryon Joyce Passed b. Discussion and Consensus of 2026 Historic Preservation Goals. Interim Deputy Director Duane Hoskins presented a draft of the 2026 Goals and the commission discussed them. Discussion and consensus of the 2026 Historic Preservation Commission Meeting schedule. Interim Deputy Director Duane Hoskins presented the commission with two draft meeting schedules for 2026. A: Quarterly B: Bi-monthly. The commission discussed both versions of the schedule. Chair Quinn called for a motion to approve the Bi-monthly schedule. STAFF REPORT a. 2026 Ruth Byrne Award Launch. Interim Deputy Director Duane Hoskins informed the commission that the 2026 nomination forms were being rewritten to include one individual and one group or site each cycle. Mr. Hoskins also stated that the nomination form would be sent to the commission for review. b. 2026 Bus Tour Update. Interim Deputy Director Duane Hoskins provided the commission with a list of possible sites for the commission to view. Sites will be finalized during the January 2026 meeting. c. Historic Preservation Survey Update. Interim Deputy Director Duane Hoskins explained that Motely Architects is contracted to do the survey. They are in the final stage, a draft is expected in the next few weeks. d. Historic Preservation Overlay Training. Duane Hoskins, Interim Deputy Director Presented a training on historic overlay designations. 6. COMMISSION COMMENTS AND SUGGESTIONS There were none. 7. CITIZEN COMMENTS Two speakers from the historic Florocroft subdivision spoke about a neighboring lot that is being developed. 8. NEXT MEETING The next regular meeting of the Historic Preservation Commission is scheduled for January 22, 2026, at 4:00 p.m., at the Development Services Office, 5754 W. Glenn Drive, Glendale, Arizona, 85301. 9. ADJOURNMENT Chair Quinn called for a motion to adjourn at 5:44pm.
