D R A F T MINUTES PLANNING COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 DECEMBER 11, 2025 6:00 P.M. 1. CALL TO ORDER Chairperson Crow called the meeting to order at 6:00 p.m. 2. ROLL CALL Present: Vern Crow, Chair Tom Cole, Commissioner John Crow, Commissioner Sergio Arellano, Commissioner Bryan Hooper, Commissioner John Geurs, Commissioner Absent: Edwin Nyberg, Vice Chair Also Present: Randy Huggins, Jr., Director, Development Services James Gruber, Chief Deputy City Attorney Sydney Tirella, Senior Planner Lora Lakov, Planner Tawanda Walker-Hall, Administrative Support Supervisor 3. APPROVAL OF THE MINUTES a. Planning Commission Minutes of November 13, 2025. Chairperson Crow called for a motion to approve the meeting minutes. Motioned by Commissioner Tom Cole, seconded by Commissioner John Crow to approve meeting minutes for November 13, 2025. AYE: Chair Vern Crow Commissioner Tom Cole Commissioner John Crow Commissioner Sergio Arellano Commissioner Bryan Hooper Commissioner John Geurs Passed 4. WITHDRAWALS AND CONTINUANCES There were none. 5. PUBLIC HEARING ITEMS 1. CUP25-12, a request by Jason Miszuk and Meja Lee on behalf of Flames Gymnastics, for a Conditional Use Permit to allow a Health and Fitness Center in a PAD (Planned Area Development) zoning district. The 11.6-acre site is located north of the northeast corner of 83rd Avenue and Bell Road at 8154 West Bell Road, Suite A-2, in the Cholla Council District. Presented by: Lora Lakov, Planner Commissioner Geurs asked about the notification process. Ms. Lakoov provided clarification on the process. With no comments from the public, Chairperson Crow closed the public hearing for CUP25-12. Motioned by Commissioner John Crow, seconded by Commissioner Tom Cole to approve CUP25-12. AYE: Chair Vern Crow Commissioner Tom Cole Commissioner John Crow Commissioner Sergio Arellano Commissioner Bryan Hooper Commissioner John Geurs Passed Chief Deputy City Attorney Gruber's actions are final for CUP25-12, unless an appeal is filed within 15 days. 2. ZON25-11, a request by Nicholas Cianciola to rezone 0.7 acres from M-2 (Heavy Industrial) to C-3 (Heavy Commercial). The site is located west of the northwest corner of 51st Avenue and Camelback Road and in the Cactus District. Presented by: Sydney Tirella, Senior Planner Applicant Nicholas Cianciola presented, thanking the staff for their assistance. With no comments from the public or the commission, Chairperson Crow closed the public hearing for ZON25-11. Motioned by Commissioner John Crow, seconded by Commissioner Sergio Arellano to recommend approval of ZON25-11. OTHER BUSINESS Discussion of Board & Commission Member Survey Director Huggins asked the Commissioners if they had any feedback or comments about the B&C Member Survey. Commissioner Cole recommended that a survey be provided directly to the Planning Commission to ensure they receive firsthand input and data relevant to the matter under review. 7. PLANNING STAFF REPORT a. There were none. 8. COMMISSION COMMENTS AND SUGGESTIONS The Chairperson thanked the Commissioners and staff for their hard work and wished them a happy holiday. 9. CITIZEN COMMENTS There were none. 10. NEXT MEETING The next regular meeting of the Planning Commission is scheduled for January 22, 2026, at 6:00 p.m., in the Civic Center located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 11. ADJOURNMENT Chairperson Crow called for a motion to adjourn the meeting. Motioned by Commissioner Tom Cole, seconded by Commissioner Bryan Hooper to adjourn.
