I am providing the CPP Final Report for the project Unite Defense Tactical Tenant Improvement, located in an existing
vacant suite.

Brief Project Description:

This project will be a new self-defense indoor training facility. This proposed project will be a part of the existing retail
center “The Citadelle”, located in the Northwest intersection of 59th Avenue and Utopia Rd. in Glendale, Arizona. This
center provides adequate access to this suite and the required parking for this use. Refer to Existing Site plan AS1.0 and
Site Aerial Plan AS1.2 included with this Narrative

Brief Overview of Elements of the Citizens Participation Plan:

The Citizens Participation Plan was prepared to notify neighbors of this project and to invite them to attend a
Neighborhood meeting for them to express their concerns, issues, or to answer questions regarding this project. A
Citizens Participation Narrative was prepared and submitted to the City of Glendale Planning Department, Alex Lerma,
to obtain approval to host this neighborhood meeting. The meeting notification limits were provided by the City of
Glendale and indicated in the map received from the City (See area notification map).

Public Notification:

For this meeting we notified the public by mail and by physical notification signs along the center’s public street’s side. A
total of 363 notification letters were mailed, including 11 to the City of Glendale, 1 to Midwestern University, and 1 to
the Peoria Unified School District, as indicated in the mailing list received from the City of Glendale, 11 of these letters
were returned because these addresses were vacant or insufficient address information was provided. (See notification
letter and mailing list). These letters were mailed on November 22, 2025, more than the required 10 days prior to this
meeting. The physical signs were placed on November 25, 2025.

In total, only 12 people attended the meeting, including Myself and Jorge Ramirez from the Design team, Alex Lerma,
planner for the City of Glendale, and the United Defense Tactical team of 5 people (See neighborhood meeting
attendees).

List of concerns, issues, and problems expressed by participants:

The main concern was the use for this project, that it would not incite violence in the neighborhood; there was also a
concern about the noise; and there was also a question about how this project will be a benefit for the neighborhood.

How each concerned was addressed

The following responses were given to these concerns:

Partner with the Glendale Police Department, Maricopa County Sheriff's Department, and Arizona Department
of Public Safety to become a trusted community partner.

Provide free safety and situational awareness training seminars for the public, including students from the
nearby college.

Explore partnering with women's shelters and law enforcement to provide free training for victims of domestic
violence.

All rooms where simulation projectiles are to be used will feature enhanced wall construction for both sound
and ballistic mitigation, and all participants will be required to wear personal protective equipment, including
facial and eye protection.

The simulation tools that will be used produce sound levels in the 80-85 dB range, well within OSHA safe hearing
thresholds, and the perimeter walls will include sound insulation.

There were no concerns, issues or problems that we were not able to address. 14 days after the meeting, we did not
receive any extra questions or concerns from the neighbors invited to the meeting.

No changes to the plans were needed to address any of these comments, issues and/or concerns.

This leƩer is to inform you that I am applying for CondiƟonal Use Permit with the City of Glendale. The property is located at
19420 N 59th Ave, Suite B-106, Glendale, AZ 85308, in the Cholla Council District.

This project consists of a tenant improvement of an exisƟng vacant suite for a new self-defense indoor training facility. This site
is 4,872 s.f. and is a part of the exisƟng retail center “The Citadelle”, located in the Northwest intersecƟon of 59th Avenue and
Utopia Rd. in Glendale, Arizona. The proposed use is allowed in the current C-2 zoning for this center with a CondiƟonal Use
permit.

United Defense TacƟcal will oﬀer a variety of training programs including:
- Firearms safety instrucƟon in classroom seƫngs
- Self-defense training using non-lethal simulaƟon technology
- Physical condiƟoning for personal preparedness
- Arizona handgun carry permit cerƟﬁcaƟon classes
- Specialized seminars in community safety, disaster preparedness, and self-reliance
